Abstract
Purpose
The purpose of this paper is clearly illustrate this convergence and the prescriptive recommendations that such documents entail. There is a significant amount of research into the ethical consequences of artificial intelligence (AI). This is reflected by many outputs across academia, policy and the media. Many of these outputs aim to provide guidance to particular stakeholder groups. It has recently been shown that there is a large degree of convergence in terms of the principles upon which these guidance documents are based. Despite this convergence, it is not always clear how these principles are to be translated into practice.
Design/methodology/approach
In this paper, the authors move beyond the high-level ethical principles that are common across the AI ethics guidance literature and provide a description of the normative content that is covered by these principles. The outcome is a comprehensive compilation of normative requirements arising from existing guidance documents. This is not only required for a deeper theoretical understanding of AI ethics discussions but also for the creation of practical and implementable guidance for developers and users of AI.
Findings
In this paper, the authors therefore provide a detailed explanation of the normative implications of existing AI ethics guidelines but directed towards developers and organisational users of AI. The authors believe that the paper provides the most comprehensive account of ethical requirements in AI currently available, which is of interest not only to the research and policy communities engaged in the topic but also to the user communities that require guidance when developing or deploying AI systems.
Originality/value
The authors believe that they have managed to compile the most comprehensive document collecting existing guidance which can guide practical action but will hopefully also support the consolidation of the guidelines landscape. The authors’ findings should also be of academic interest and inspire philosophical research on the consistency and justification of the various normative statements that can be found in the literature.

Abstract
Purpose
The paper aims to explore future and emerging information and communication technologies. It gives a general overview of the social consequences and ethical issues arising from technologies that can currently be reasonably expected. This overview is used to present recommendations and integrate these in a framework of responsible innovation.
Design/methodology/approach
The identification of emerging ICTs and their ethical consequences is based on the review and analysis if several different bodies of literature. The individual features of the ICTs and the ethical issues identified this way are then aggregated and analysed.
Findings
The paper outlines the 11 ICTs identified. Some of the shared features that are likely to have social relevance include an increase in natural interaction, the invisibility of technology, direct links between humans and technology, detailed models and data of humans and an increasing autonomy of technology that may lead to power over the user. Ethical issues include several current topics such as privacy, data protection, intellectual property and digital divides. New problems may include changes to the way humans are perceived and the role of humans and technology in society. This includes changing power structures and different ways of treating humans.
Research limitations/implications
The paper presents a piece of foresight research which cannot claim exact knowledge of the future. However, by developing a detailed understanding of possible futures it provides an important basis for current decisions relating to future technology development and governance.
Practical implications
The paper spells out a range of recommendations for both policy makers and researchers/industry. These refer to the framework within which technology is developed and how such a framework could be designed to allow the development of ethical reflexivity.
Social implications
The work described here is likely to influence EU policy on ICT research and technology research and innovation more broadly. This may have implications for the type of technologies funded and broad implications for the social use of emerging technologies.
Originality/value
The paper presents a novel and important broad view of the future of ICTs that is required in order to inform current policy decisions.

The purpose of this paper is to make the case that ethical guardrails in emerging technology businesses are inadequate and to develop solutions to strengthen these guardrails.
Design/methodology/approach
Based on literature and first principles reasoning, the paper develops theoretical arguments about the fundamental purpose of ethical guardrails and how they evolve and then uses this along with the characteristics that distinguish emerging technology businesses to identify inadequacies in the ethical guardrails for emerging technology businesses and develop solutions to strengthen the guardrails.
Findings
The paper shows that the ethical guardrails for emerging technology businesses are inadequate and that the reasons for this are systematic. The paper also develops actionable recommendations to strengthen these guardrails.
Originality/value
The paper develops the novel argument that reasons for the inadequate ethical guardrails in emerging technology businesses are systematic and stem from the inadequacy of laws and regulations, inadequacy of boards and the focus of business executives.

Purpose
The purpose of the paper is to provide an overview of the legal implications which may be relevant to the ethical aspects of emerging technologies, to explore the existing situation in the area of legal regulation at EU level, and to formulate recommendations for the lawmakers.
Design/methodology/approach
The analysis is based on the premise that the law is supposed to invoke moral principles. Speculative findings are formulated on the basis of analyzing specific emerging technologies; empirical findings are based on a research conducted in the whole legal corpus of the EU.
Findings
In the area of network‐based technologies the already existing and elaborated legal frameworks can be used in an extended manner; artificial intelligence‐based technologies call for alterations in several branches of law; while interface technologies show the difficulty and complexity of regulating interdisciplinary fields. The legal implications of emerging technologies have attracted only a minimal legislative attention in the competent bodies of the EU.
Originality/value
The paper provides a systemic approach towards transmitting ethical norms to the application of emerging technologies through legal regulation, and formulates detailed recommendations in various areas of such technologies.

Purpose
The purpose of this study was to identify the effects of emerging technologies in e-learning on university librarians and libraries. The study also intended to identify emerging technologies in e-learning and challenges being faced to implement e-learning technologies.
Design/methodology/approach
The preferred reporting items for the systematic review and meta-analysis method was applied as the research methodology for conducting the study. A total of 25 core studies published in peer-reviewed journals were selected to conduct a systematic literature review. The data were analysed through a thematic approach.
Findings
The results of the study revealed that e-learning technologies assist library professionals to strengthen their expertise and support them in initiating smart library services to deliver customer-focused services. A shortage of skilled manpower, the unavailability of adequate IT infrastructure, a lack of technical support, copyright issues, poor planning and ineffective library leadership are major challenges to implementing emerging technologies in e-learning.
Originality/value
The study offers theoretical implications by adding valuable literature to the existing body of knowledge. It has a societal impact as it has offered recommendations and practical solutions for the successful adoption of emerging technologies in e-learning. The study also offers managerial implications to develop fruitful policies for implementing e-learning technologies for the innovative sustainable competence development of library manpower and implementation of smart library services.

Abstract
Purpose
Construction safety is heavily affected by using new technologies in this growing trend of technology adoption. Especially, safety performance is enhanced through the utilization of some effective technologies such as artificial intelligence, virtual reality, BIM and wearable devices. Therefore, the main purpose of this study is to investigate the influence of emerging technologies on construction safety performance and quantify the relationship between those. The proposed components of emerging technologies are BIM, GIS, VR, RFID, AI, ML, eye tracking and serious games and wearable devices, whereas the dimensions of construction safety performance are safety planning, safety training, safety inspection and monitoring, safety audits and reviews and safety leadership.
Design/methodology/approach
A structural model was composed consisting of emerging technologies and safety performance indicators. Then, a questionnaire was designed and administered to construction professionals, and data from 167 projects were analyzed using structural equation modeling. The data were analyzed by using software, called SPSS AMOS.
Findings
The analysis of the structural model proves that there is a positive and significant relationship between emerging technologies and construction safety performance. Moreover, the factor loadings for each factor were found to be high indicating a good representation of the construct by the components developed. Among the technologies, BIM, robotics and automation, AI and wearable devices were detected to be the most significant technologies in terms of impacting safety performance.
Originality/value
The study contributes to the body of knowledge in that it develops a conceptual framework consisting of specific technologies in terms of emerging technologies, reveals the impact of such technologies on safety performance and proposes several tools and strategies for enabling effective safety management along the project lifecycle. Industry practitioners may benefit from the framework developed by adopting such technologies to enhance their safety performance on construction projects.

Abstract
Purpose
This study aims to develop the first Theory of Technological Response and Progress in Chaos (TRPC) and examine the case of technological development during the COVID-19 pandemic. The research objectives of this study were to: identify the key technologies that act as a response mechanism during the chaos event, specifically in the case of COVID-19; examine how technologies evolve, develop and diffuse in an immediate crisis and a chaotic environment; theorise various types and periods of technological response and progress during the emergence of chaos and the stages that unfold; and develop policy-oriented recommendations and establish technological foundations to address subsequent chaos events.
Design/methodology/approach
This study used the grounded theory as a methodology with a mixed-method approach that included quantitative and qualitative methods. The authors used the quantitative method to assist with the qualitative step to build the TRPC theory. Accordingly, this study integrated machine learning and text mining approaches to the qualitative data analysis following the steps of the grounded theory approach.
Findings
As a result of the TRPC theory development process, the authors identified three types of technologies (survival, essential and enhancement technologies) and five types of periods (stable, initial, survival-dominant, essential-dominant and enhancement-dominant periods) that are specific to chaos-technology interactions. The policy implications of this study demonstrate that a required technological base and know-how must be established before a chaotic event emerges.
Research limitations/implications
Concerning the limitations of this study, social media data has advantages over other data sources, such as the examination of dynamic areas and analyses of immediate responses to chaos. However, other researchers can examine publications and patent sources to augment the findings concerning scientific approaches and new inventions in relation to COVID-19 and other chaos-specific developments. The authors developed the TRPC theory by studying the COVID-19 pandemic, however, other researchers can utilise it to study other chaos-related conditions, such as chaotic events that are caused by natural disasters. Other scholars can investigate the technological response and progress pattern in other rapidly emerging chaotic events of an uncertain and complex nature to augment these findings.
Practical implications
Following the indications of the OECD (2021a) and considering the study conducted by the European Parliamentary Research Service (Kritikos, 2020), the authors identified the key technologies that are significant for chaos and COVID-19 response using machine learning and text intelligence approach. Accordingly, the authors mapped all technological developments using clustering approaches, and examined the technological progress within the immediate chaos period using social media data.
Social implications
The key policy implication of this study concerns the need for policymakers to develop policies that will help to establish the required technological base and know-how before chaos emerges. As a result, a rapid response can be implemented to mitigate the chaos and transform it into a competitive advantage. The authors also revealed that this recommendation overlaps with the model of dynamic capabilities in the literature (Teece and Pisano, 2003). Furthermore, this study recommends that nations and organisations establish a technological base that specifically includes technologies that bear 3A characteristics. These are the most crucial technologies for the survival- and essential-dominant stages. Moreover, the results of this study demonstrate that chaos accelerates technological progress through the rapid adoption and diffusion of technologies into different fields. Hence, nations and organisations should regard this rapid progress as an opportunity and establish the prior knowledge base and technologies before chaos emerges.
Originality/value
The authors have contributed to the chaos studies and the relationship between chaos and technological development by establishing the first theoretical foundation using the grounded theory approach, hereafter referred to as the TRPC theory. As part of the TRPC theory, the authors present three periods of technological response in the following sequence: survival technology, essential technology and enhancement technology. Moreover, this study illustrates the evolving technological importance and priorities as the periods of technological progress proceed under rapidly developing chaos.

This paper's purpose is to identify and accentuate the dilemma faced by small- to medium-sized enterprises (SMEs) who use mobile devices as part of their mobility business strategy. While large enterprises have the resources to implement emerging security recommendations for mobile devices, such as smartphones and tablets, SMEs often lack the IT resources and capabilities needed. The SME mobile device business dilemma is to invest in more expensive maximum security technologies, invest in less expensive minimum security technologies with increased risk, or postpone the business mobility strategy in order to protect enterprise and customer data and information. This paper investigates mobile device security and the implications of security recommendations for SMEs.
Design/methodology/approach
This conceptual paper reviews mobile device security research, identifies increased security risks, and recommends security practices for SMEs.
Findings
This paper identifies emerging mobile device security risks and provides a set of minimum mobile device security recommendations practical for SMEs. However, SMEs would still have increased security risks versus large enterprises who can implement maximum mobile device security recommendations. SMEs are faced with a dilemma: embrace the mobility business strategy and adopt and invest in the necessary security technology, implement minimum precautions with increased risk, or give up their mobility business strategy.
Practical implications
This paper develops a practical list of minimum mobile device security recommendations for SMEs. It also increases the awareness of potential security risks for SMEs from mobile devices.
Originality/value
This paper expands previous research investigating SME adoption of computers, broadband internet-based services, and Wi-Fi by adding mobile devices. It describes the SME competitive advantages from adopting mobile devices for enterprise business mobility, while accentuating the increased business risks and implications for SMEs.

Abstract
Purpose
Emerging technologies have the capacity to transform industries offering substantial benefits to users. Given the increasing demand for advanced logistics services, third-party logistic service providers (LSPs) face greater pressure to deploy and realise these technologies, especially given the demands and operational challenges created during the COVID-19 crisis. Drawing upon the diffusion of innovation (DOI) theory and technology–organisation–environment (TOE) framework, this paper goes beyond just identifying drivers and barriers to technology adoption to understanding how LSPs and industry experts perceive these drivers and barriers and simultaneously confront and undertake actions to implement them.
Design/methodology/approach
An exploratory study was conducted in three phases: (1) in-depth interviews with twelve stakeholders in the Australian logistics industry; (2) five in-depth interviews conducted with stakeholders during the COVID-19 crisis and (3) a focus group discussion session. All interviews were analysed using content analysis and revealed several drivers for the deployment of emerging technologies, including internal organisational factors that drive supply chain (SC) network optimisation.
Findings
The analysis of the three phases identified several drivers for the deployment of emerging technologies in logistics, including internal organisational factors that drive SC network optimisation. Also identified were external drivers including the impact of the COVID-19 crisis, along with barriers and specific actions that were considered and implemented by LSPs for sustainable operations, particularly in a post-COVID-19 environment.
Originality/value
This study explores organisational and industry drivers for the implementation of emerging technologies. Explicitly, it extends the extant research by highlighting organisational and industry drivers and enablers that influence adoption and deployment of emerging technologies. Second, it advances the existing perspectives on LSPs in the Australian context on the development and implementation of technology strategies. The paper offers insights around implementation of technologies, directly obtained from industrial application for managers and practitioners.
