Abstract

Purpose

The purpose of this paper is to reflect on progress and lessons in improving the social work system in England in the interests of children and families.

Design/methodology/approach

Based on an interview with the author by Michael Little (one of the Guest Editors of this edition).

Findings

Social work is best placed to lead the child protection system given its ability to manage risks in a challenging social and political environment. However, there is a need to address common concerns about the system, for instance to give social workers more autonomy, and to improve the quality in the workforce, especially at the senior level. The best authorities are practice focused, led by practitioners who are part of a stable team, and do well at a systems level.

Originality/value

Offers the perspective of the Chief Social Worker for Children in England on the process of reforming the social work system for children and families.

Abstract

Any teaching topic can have sensitive content, or at least be complicated because lecturers and students are likely to hold (based on their own experiences, interests, and values) strong opinions. This chapter explores the theoretical and practical issues of teaching cultural concepts. Colleagues are often left to negotiate the teaching of sensitive issues with little guidance on which to base their approach and educational practices. Therefore using the framework ‘Teaching Sensitive Topics Using Social Positioning’ developed by the authors of this chapter, and illustrative example, the chapter explores the practice of teaching cultural concepts in the curriculum to identify themes related to what can be learned and disseminated. An analysis of international social work (SW) is drawn on to think critically about education and the cultural appropriateness of the theories, practices and competencies utilised. The authors draw on their own knowledge and experiences as registered SW’s/educators/academics/researchers, and their own teaching in relation to sensitive topics at local, national and international levels.

Our experiences, whilst based on teaching in other countries, highlight a range of considerations for all educators in teaching sensitive topics. There is a need to learn from these lessons when adopting cultural concept practices to develop curricula. We recommend adopting reflexivity, flexibility, openness, empathy, and emotional intelligence, which should allow colleagues to teach culturally sensitive subjects by forging transcultural understandings and critically applying these understandings to their own culture.

Abstract

Purpose

There are often calls for more focus on outcomes in Children’s Social Care yet there is little consensus on what these outcomes should be. Key challenges include who should decide what outcomes should be measured and the sheer range of issues that social workers deal with. The purpose of this paper is to provide a reflective account of approaches to measuring outcomes that the author has used in recent studies in order to illustrate the complexity involved in understanding what the purpose of Children’s Social Care is and therefore how outcomes might be measured.

Design/methodology/approach

A review of and reflection on lessons from recent research studies carried out by the author and colleagues.

Findings

The results are used to illustrate and support an argument that Children’s Social Care performs multiple functions and that this has implications for thinking about outcomes. Helping children and parents is one element of the work, but assessing risk across large numbers of referrals and identifying those that require involvement is equally important. Furthermore, the social work role requires complex considerations around liberty and the rights of parents and children. One consequence of this is that the quality of the service provided is important in its own right.

Research limitations/implications

It is suggested that the evaluation of Children’s Social Care involves four types of outcomes: measures of the quality of the service provided; assessment of whether the “right” families are being worked with; client-defined measures of change; and the development of appropriate standardised instruments. Examples of approaches in each area are discussed.

Practical implications

The theoretical considerations suggest that we need to have a multi-dimensional approach to evaluating, inspecting and leading Children’s Social Care services. In particular, the importance of the quality of delivery and appropriate targeting of the service are emphasised, as well as considering various approaches to measuring outcomes.

Originality/value

The paper proposes a combination of qualitative and quantitative measures of process, assessment and outcomes for evaluating outcomes in Children’s Social Care.

Abstract

The Children Act 1989 sought to be evidence based in that its development reflected a growing body of research in the field of child care. This article explores the dynamic relationship between research, policy and practice in child welfare in the UK over the subsequent 21 years. It looks at the implications for the workforce and professional expertise, with a particular focus on social work. Initially, the implementation of the Act was closely associated with social services but provision has become more integrated and multidisciplinary. This has led to a far‐reaching debate about the roles and tasks of social work and its efficacy in safeguarding and promoting children's welfare. Social work can make a broad contribution to child welfare but to realise this both the role of social work and the knowledge base on which it is based must not be defined in a narrow or prescriptive way.

Abstract

Purpose

While studies on service users’ participation and their perceptions on the quality of services exist, agreement between family members’ and practitioners’ assessments of the family’s situation has received less interest. The purpose of this paper is to investigate agreement and its effect on outcomes by comparing the viewpoints of three groups of informants (children, mothers and practitioners) in the context of statutory child protection in two study groups – one applying a systemic approach (SPM) and a service-as-usual control group (SAU).

Design/methodology/approach

A quasi-experimental repeated-measures study design was applied. Outcome data comprised 112 cases (SPM cases n = 56 and SAU cases n = 56) at three sites. Data was collected from all participants at baseline and six months later.

Findings

First, practitioners’ analyses of a child’s need for protection did not meet family members’ expressed need for help. Second, child–mother agreement on the need for service intervention at T1 predicted a decrease in practitioner-assessed abuse or neglect from T1 to T2. In this sample, no differences were found between the two groups.

Originality/value

This study highlights the importance of making explicit the viewpoints of children, parents and practitioners in casework and research to improve understanding of how their perspectives differ over the course of the process and how possible initial disagreements affect outcomes.

Abstract

Purpose

The purpose of this paper is to discuss the underlying assumption that social workers need reflective supervision specifically, as opposed to managerial or any other form of supervision or support, and to consider whether our focus on the provision of reflective supervision may be preventing us from thinking more broadly and creatively about what support local authority child and family social workers need and how best to provide it.

Design/methodology/approach

The paper provides an argument based on the author’s own research and a selective review of the literature.

Findings

Reflective supervision has no future in local authority child and family social work because: first, there is no clear understanding of what reflective supervision is; second, there is no clear evidence for its effectiveness; and third, sizeable proportion of local authority child and family social workers in England do not receive reflective supervision and many never have.

Originality/value

The paper challenges the received wisdom about the value of reflective supervision and advocates exploring alternative models for supporting best practice in child and family social work.

Abstract

Purpose

The purpose of this paper is to report on the findings from a study commissioned by the Office of the Children’s Commissioner (OCC) in England, concerning intrafamilial child sexual abuse (IFCSA)/incest. Specifically, it aims to explore the evidence about child protection and criminal justice responses to victims of IFCSA in the UK and where the gaps in these approaches lie.

Design/methodology/approach

A Rapid Evidence Assessment (REA) was used, the function of which is to: search the literature as comprehensively as possible within given time constraints; collate descriptive outlines of the available evidence on a topic and critically appraise it; sift out studies of poor quality; and provide an overview of the evidence. Over 57,000 documents were scanned, and 296 ultimately systematically analysed.

Findings

It was found that children may be re-victimised by various aspects of “the system” and professionals within it, including social workers, police officers, and lawyers.

Research limitations/implications

A REA is not a full systematic review, differing in the scope and depth of the searches and depending almost exclusively on electronic databases, not accompanied by searching journals by hand.

Originality/value

The findings of this research provide the evidence-base for a new two-year inquiry into the subject of IFCSA by the OCC.

Abstract

Purpose

The purpose of this paper is to explore how innovation in children’s services is adopted and developed by staff within new multi-disciplinary children’s safeguarding teams. It draws on diffusion of innovations (DOI) theory to help us better understand the mechanisms by which the successful implementation of multi-disciplinary working can be best achieved.

Design/methodology/approach

It is based on interviews with 61 frontline safeguarding staff, including social workers, substance misuse workers, mental health workers and domestic abuse workers. Thematic analysis identified the enablers and barriers to implementation.

Findings

DOI defines five innovation attributes as essential for rapid diffusion: relative advantage over current practice; compatibility with existing values and practices; complexity or simplicity of implementation; trialability or piloting of new ideas; and observability or seeing results swiftly. Staff identified multi-disciplinary team working and group supervision as advantageous, in line with social work values and improved their service to children and families. Motivational interviewing and new ways of case recordings were less readily accepted because of the complexity of practicing confidently and concerns about the risks of moving away from exhaustive case recording which workers felt provided professional accountability.

Practical implications

DOI is a useful reflective tool for senior managers to plan and review change programmes, and to identify any emerging barriers to successful implementation.

Originality/value

The paper provides insights into what children’s services staff value about multi-disciplinary working and why some aspects of innovation are adopted more readily than others, depending on the perception of diffusion attributes.
