Abstract
Purpose
The purpose of this paper is to portray an example of how organizations can harness their employees’ insight. The procedure described here can complement traditional methods such as interviews, open forums, round tables and employee surveys, and can assist HR managers to acquire a unique look inside the company.
Design/methodology/approach
The described procedure was facilitated at Intel Corporation and was about The Future of Work. 145 Intel employees took part in an online crowd-deliberation with a methodology called Real-Time Imen-Delphi (RTID). The methodology guided them to initiate 689 questions that were then organized into 258 mission statements, which were rated by importance, priority and feasibility.
Findings
A main theme was identified to represent the collective notion with regards to The Future of Work. The participants leaned toward the fractal model for a preferred work environment. This model includes employees who will no longer have a single job description, but rather repeatedly sign up for tasks and projects based on their interests, capabilities, availability, aspirations and future beliefs regarding the path their organization needs to take in manufacturing, research and development.
Practical implications
The result provides an example of how organizations can harness their employees’ wisdom to bring to the table cutting-edge ideas, debate their relevancy to the organization, agree collectively on their vision and generate applicable ideas toward realizing their preferred future.
Originality/value
As social media tools evolve and become a central part in organizations, they will seek to involve employees in effective conversations and in decision-making processes. RTID is a solid way with which they can do this.

Abstract
Purpose
This paper aims to show through empirical examples how five foresight methods have provided value in medicine and global health, and to argue for greater use of health foresight.
Design/methodology/approach
Through evaluation, literature search, and personal experiences, five approaches were identified where health foresight has shown strong value: forecasting, scenario planning, Delphi, technology roadmapping, and mass collaboration. For each approach, compelling examples are given, and usage and potential discussed.
Findings
There is great opportunity to learn from and expand on past successes, and to customize foresight methods to help decision making in medicine and global health. The range of novel applications to date provides clear evidence that applying foresight methods to health can help prepare for the future, including development of policy and health interventions.
Research limitations/implications
Metrics for the impact of health foresight are not widely used, and could be a focus of future research.
Practical implications
By seeing compelling examples of diverse foresight methods in medicine and global health, readers will be better equipped to improve health systems and interventions, and prepare for future public health incidents.
Originality/value
The paper brings together discussion of a range of health foresight success stories, and suggests potential customizations of foresight for the health field. Readers who are health professionals or involved in making policy for health systems will gain a toolbox for creative planning. Readers who are foresight professionals will gain a better understanding of which foresight methods have shown value in medicine and global health, and potential refinement of foresight techniques for health applications.

Abstract
Purpose
The purpose of this paper is to develop Delphi methodology toward a holistic method for forecasting market change. Delphi methodology experienced its culmination in marketing research during the 1970s–1980s, but still has much to offer to both marketing scholars and practitioners in contexts where future market changes are associated with ambiguity and uncertainty.
Design/methodology/approach
This study revives the Delphi methodology by exemplifying how a recently developed framework on market change can be combined with the Delphi technique for data collection to support forecasting activities and research. The authors demonstrate the benefits of the improved methodology in an empirical study on the impact of the fifth generation of wireless communications technologies (5G) on the Finnish media market.
Findings
The developed methodological approach aids marketing scholars in categorizing and analyzing the data collected for capturing market change; and better guiding experts/respondents to provide holistic projections of future market change. The authors show that using a predefined theoretical framework in combination with the Delphi method for data collection and analysis is beneficial for studying future market change.
Originality/value
This paper develops Delphi methodology and contributes with a novel methodological approach to assessing market change.

Abstract
Purpose
In the digitalization era, supply chain processes and activities have changed entirely, and smart technology impacts each sustainable supply chain movement. The warehouse and distribution of various organizations have started adopting smart technologies globally. However, the adoption of smart technologies in the Indian warehousing industry is minimal. The study aims to identify the implementation barriers of smart technology in the Indian warehouse to achieve sustainability.
Design/methodology/approach
This study employs an integrated Delphi-ISM-ANP research approach. The study uses the Delphi approach to finalize the barriers identified from the detailed literature review and expert opinion. The finalized 17 barriers are modeled using interpretive structural modeling (ISM) to get the contextual relationship. The ISM method's output and analysis using the analytical network process (ANP) illustrate priorities.
Findings
The study's findings showed that the lack of government support, lack of vision and mission and the lack of skilled manpower are the most significant barriers restricting the organization from implementing smart and sustainable supply chain practices in the warehouse.
Practical implications
This study would help the practitioners enable the sustainable warehousing system or convert the existing warehouse into a smart and sustainable warehouse by developing an appropriate strategy. This study would also help reduce the impact of different barriers that would strengthen the chance of technology adoption in the warehouses.
Originality/value
The literature related to adopting smart and sustainable practices in the warehouse is scarce. Modeling of adoption barrier for smart and sustainable warehouse using an integrated research approach is the uniqueness of this study that have added value in the existing scientific knowledge.

Abstract
Purpose
The purpose of this practice-oriented paper is to look at a recent, late-phase development in public administration (PA) reform in Romania, specifically the drafting of the recently adopted national Strategy on Strengthening the Efficiency of Public Administration (2014-2020). In particular, the paper focuses on the opportunities and limits of outsourcing the building of the vision underlying the strategy and the prioritization of strategic objectives. The article’s story is also placed in the broader context of agencification literature and, more specifically, the involvement of executive agencies in policymaking.
Design/methodology/approach
The paper describes the vision-building exercise, developed according to a script already tested in several sectoral strategy-making processes, and the objectives and procedure of the online participatory consultation by using an adapted real-time Delphi format (similarly tested in the recent past).
Findings
The paper reports on the ways in which the output of the visioning process and of online consultations may be used to enhance a strategic process already underway.
Originality/value
PA reform in post-communist countries has been among the most hotly debated, intensely pursued, yet seemingly elusive policy objectives of the transition and post-transition periods. Among pre-accession and then European Union (EU) member states, the need to get in and then to get involved in European policymaking provided some impetus for such reforms and also set substantial constraints, without however always adding much predictability or significantly streamlining the public sector. The paper contributes to this debate by proving an innovative method of devising a reform strategy by outsourcing the strategy-building process to an agency with the necessary know-how and experience.

Abstract
Purpose
The study aims to build up knowledge for collateral exploration of the classical Delphi survey method for assessing the industrial sustainability-related correction factor using a real field study in Nigeria.
Design/methodology/approach
The paper elicits the character and the operational approaches using an example study to provide a critical review of the method. It estimates the correction factor for appraisal purposes by transforming expert opinion into a valid group consensus.
Findings
The work considers the specific parameters of the method, design and analysis for interpretation to prove the reliability and the validity for the research results. Moreover, it emphasises that the validity of the traditional Delphi research demands cautious theoretical and practical applications by the coordinating researcher. The paper establishes the current validity and effectiveness of the classical Delphi method of foresight and streamlines their efficient implementation for theory building despite its numerous weaknesses.
Originality/value
It explores desirable futures for the method while analysing what is possible and probable.

Abstract
Purpose
The purpose of this paper is to establish a Process-aware FMEA (PAFMEA) development environment in order to face the main Failure Mode Effect Analysis (FMEA) deficiencies concerning failure analysis in maintenance.
Design/methodology/approach
The proposed framework integrates Delphi methodology to obtain consensus of specialists’ opinions, analytic hierarchy process (AHP) to perform multiple criteria-based risk assessment and a business process management system to instantiate the development cycle. A conceptual model is presented and analyzed through a case study.
Findings
PAFMEA reveals a new perception in the evaluation and prioritization of failure modes during maintenance failure analysis, such as risk definition and resource availability, dealing with conflicting characteristics in decision-making approaches.
Practical implications
The PAFMEA environment includes requirements that are grouped with a process instantiation of an AHP structure, providing a high degree of applicability and performance to the development cycles of the FMEA. The new method confronts the classical risk assessment approach and contributes to the literature, adding new perspectives to the FMEA analysis.
Originality/value
PAFMEA brings new and promising perspectives to the FMEA development cycle, which, in short, means adding on a multi-criteria failure analysis method (AHP) through a process-aware platform, with performance impacts in FMEA knowledge sharing, decision making and delivery.

This paper explores the possible future business environment, industrial structure, technological transformation, and market for the semiconductor industry in Taiwan.
Design/methodology/approach
This study applies the Delphi method to predict future trends in Taiwan's semiconductor industry in 2015.
Findings
The significant findings are as follows: the future business environment will focus on “industrial internationalization” and “strategic alliance”, and roughly half of Taiwan's production will move to China by 2015; the disintegrated model in Taiwan's semiconductor industry will still remain by 2015 and will require some adjustments, whereas the foundry service in Taiwan will retain its dominance globally; future core technologies in 2015 will comprise low voltage manufacturing (CMOS), High K, nanotechnology processes, and copper interconnection processes; the estimated value of IC industrial production for 2005 was US$32.1 billion, and will be US$61.0 billion in 2010 and US$108.8 billion in 2015.
Originality/value
This research can be utilized as a reference for government, academics, industry, and international investors.

Purpose
The purpose of this paper is to identify five quality improvement initiatives for healthcare system leaders, produced by such leaders themselves, and to provide some guidance on how these could be implemented.
Design/methodology/approach
A multi-stage modified-Delphi process was used, blending the Delphi approach of iterative information collection, analysis and feedback, with the option for participants to revise their judgments.
Findings
The process reached consensus on five initiatives: change information privacy laws; overhaul professional training and work in the workplace; use co-design methods; contract for value and outcomes across health and social care; and use data from across the public and private sectors to improve equity for vulnerable populations and the sickest people.
Research limitations/implications
Information could not be gathered from all participants at each stage of the modified-Delphi process, and the participants did not include patients and families, potentially limiting the scope and nature of input.
Practical implications
The practical implications are a set of findings based on what leaders would bring to a decision-making table in an ideal world if given broad scope and capacity to make policy and organisational changes to improve healthcare systems.
Originality/value
This study adds to the literature a suite of recommendations for healthcare quality improvement, produced by a group of experienced healthcare system leaders from a range of contexts.
