Abstract

Purpose – The purpose of this research is to focus on the governance aspects of China's environmental policy making and the conditions for meaningful public participation in sustainable urbanization policy making. China is facing a big urbanization challenge. Rapid economic growth and inefficient use of natural resources lead to excessive pollution and rapid depletion of China's natural resources. Water scarcity, especially in the north‐eastern part of the country, already is a big problem. The Chinese government has formulated policies and legislation to protect the environment and to produce a more sustainable growth, but implementation is lagging. Moreover, rapid modernization of Chinese society also led to first experiments with the organization of public hearings on environmental issues. Design/methodology/approach – Literature is presented on governance and public participation in environmental policy making supplemented with material from case study research and expert meetings in China. Findings – The findings show the interrelatedness of environmental governance and public participation, which leads to policy recommendations for public participation in sustainable urbanization processes. Originality/value – This paper highlights the potential environmental gains through public participation in sustainable urbanization strategy policy in China.

Abstract

Purpose

This paper offers a unique perspective on the urbanisation process in developing cities, with a particular focus on the region of the Gulf States. Beyond economic considerations, the analysis sheds light on the complex interplay of socio-cultural factors, gender dynamics and urban development. Based on the calls for human-centred approaches to rethinking urban design and management of cities require the integration of these cities’ inhabitants’ lived experiences, that impact residents’ daily lives. The focus is on the importance of women’s perspectives in the development process.

Design/methodology/approach

The paper uses a systematic literature review that builds on existing knowledge relating to urbanisation, modernisation, sustainable cities, gender and the Arabian Gulf. It uses Lefebvre’s 'right to the city' theory to understand the evolution of the Gulf Cities which is a novel approach. This adaptation offers a unique perspective on the transformations and challenges that these urban spaces face. Furthermore, it offers a firm foundation for developing advanced knowledge on the interdisciplinary nature of the topic discussed and assists in integrating empirical findings and perspectives from different resources.

Findings

The extreme levels of transformation in urbanisation in the Gulf States built cities that are no longer solely places for settlement, production and services but operate as significant influencers on the social, economic and political relations that produced design and cultural challenges. These cities became epicentres of power and politics that shaped the national visions and influenced policy. The process of inclusive and considerate urban development that the Arabian Gulf region is aiming to embark on is not a new exclusive strategy. But a process that has been implemented and tested in other urbanised areas globally.

Research limitations/implications

Very little historical urban research on the Arabian Gulf countries exists, hence, the difficulty in researching the Gulf urbanisation process or providing historical encounters of the change.

Originality/value

This paper delves into the gendered aspects of urban planning, an aspect that is frequently overlooked. It contributes to the discourse on gender inclusivity in urban spaces by focussing on Khaleeji women’s experiences, offering insights that go beyond economic considerations. The use of Lefebvre’s “right to the city” theory to understand the evolution of the Gulf Cities is a unique approach. It investigates the interaction of various factors such as economic, cultural and political influences on Gulf urban development. This adaptation offers a distinctive perspective on the transformations and challenges that these urban spaces face.

Abstract

This paper discusses the urban management challenges in the Greater Kuala Lumpur area. Before examining Greater Kuala Lumpur's economic and social environment, we will look at the factors that make it a competitive and fiscally sound entity. When considering urban development and redevelopment, we consider how proposed and ongoing projects, as well as plans, hierarchical links, and road networks, contributed to the increase. Because there is no urban growth boundary, land use change and rural encroachment, as well as environmental degradation and the impact of national economic projects on urban expansion, are both rapid and linear in the analysis. This paper also considers how to manage linear development that results in the creation of new suburbs. Finally, we propose strategies for achieving sustainable urban expansion and management by balancing the financial and governance capacities of Greater Kuala Lumpur local governments.

Abstract

Purpose

The growth of the Chinese economy has resulted in a significant increase in construction and demolition waste (CDW), and regional differences in CDW generation are gradually increasing. The purpose of this study is to investigate the regional differences in CDW generation and the driving factors that influence CDW generation in different areas of China. To provide a systematic advisement for local governments to select the appropriate policy, reduce CDW generation.

Design/methodology/approach

The generation of CDW was calculated by region, based on the area estimation method, from 2005 to 2018. The relationship between CDW generation and economic development, and the driving factors of CDW generation in different regions of China, was investigated using the environmental Kuznets curve (EKC) model and the STIRPAT theoretical model.

Findings

CDW generation of China increased at the average annual growth rate of 10.86% from 2005 to 2018. The main areas of CDW generation were concentrated in the eastern and central regions, while the proportion of CDW generation in the northeast region decreased gradually, and the changes varied significantly across different regions. The EKC between CDW generation and economic development was established for the whole country, North China, Northeast China, East China, Central South China, Southwest China and Northwest China. Three main factors based on the STIRPAT theoretical model were identified and explained into a framework to reduce CDW generation. The results provided a useful theoretical basis and data support guide for devising effective policies and regulations for the Chinese context.

Practical implications

The findings from this study can ultimately support policymakers and waste managers in formulating effective policies for waste management strategies and CDW-specific legislation. Additionally, it can help the coordinated reduction of CDW generation across regions in China and can support construction enterprises (in their development strategies), similar developing economies and foreign firms planning to operate in China.

Originality/value

This study contributes to the field through the STIRPAT model on driving factors of CDW generation in the Chinese context, in different regions.

Abstract

Purpose

The purpose of this study is to analyze the two-way causal nexus between macroeconomic factors such as foreign aid, industrialization, economic growth, population growth, urbanization, control of corruption and the infrastructure development index of the top-ranking African countries from 2003 to 2018.

Design/methodology/approach

The study adopts various econometric tools such as cross-sectional dependence test, panel unit root and cointegration test and Dumitrescu and Hurlin panel Granger causality test in ascertaining the relevant relationships between the variables under consideration.

Findings

The main findings of the Granger causality test result revealed a bidirectional causal relationship between foreign aid and infrastructure and between urbanization and infrastructure. The study also found unidirectional causality running from population growth to infrastructure while a zero causal relationship existed between industrialization and infrastructure, economic growth and infrastructure and lastly, between control of corruption and infrastructure. The study concludes that the major macroeconomic factors that influence infrastructure development in these selected African countries are foreign aid, population explosion and urbanization. Also, their high infrastructure development index has causal influence in only attracting more foreign aid and also promoting urban expansion.

Originality/value

To the best of the author's knowledge, the study is unique as it is the first to determine the two-way causal nexus between macroeconomic factors and infrastructure development using a sample of the top ten African countries in infrastructure ranking. The findings reflect the current situation in Africa.

Abstract

Failure in environment and urbanization policies can cause many challenges (e.g., widespread of informal settlements which generally lack proper infrastructure and sanitation) on human beings affecting their well-being and welfare adversely fostering gender inequality and gender inequality caused problems globally. Furthermore, environmental degradation caused epidemics due to animal-to-human zoonosis can further challenge health and well-being. Women are relatively more vulnerable and experience relatively more difficulties compared to men due to environmental degradation, urbanization problems, and informal settlements having poor infrastructure. Sustainable environment and urbanization policies and their integrated thinking with health policies are vital to enhance gender equality. Based on the literature review, this chapter aims to examine the role of environment and urbanization policies in enhancing gender equality and women empowerment. Furthermore, this chapter investigates causes and consequences of failure in environment and urbanization policies in addressing gender equality and women empowerment. This chapter emphasizes impacts of environment and urbanization policies on health especially on women health and well-being. This chapter further highlights the role of gender equality in achieving healthy and sustainable environment and urbanization policies. Furthermore, this chapter provides recommendations on how to enhance environment and urbanization policies so that they can further support gender equality and women empowerment effectively.

Abstract

Purpose

Infrastructure financialization plays a critical role in infrastructure development and urban growth around the world. However, on the one hand, the existing research on the infrastructure financialization focuses on qualitative and lacks quantitative country-specific studies. On the other hand, the spatial heterogeneity and influencing factors of infrastructure financialization are ignored. This study takes China as a typical case to identify and analyze the spatial characteristics, development process and impact factors of infrastructure financialization.

Design/methodology/approach

To assess the development and characteristics of infrastructure financialization in China, this study constructs an evaluation index of infrastructure financialization based on the infrastructure financialization ratio (IFR). This study then analyzes the evolution process and spatial pattern of China's infrastructure financialization through the spatial analysis method. Furthermore, this study identifies and quantitatively analyzes the influencing factors of infrastructure financialization based on the spatial Dubin model. Finally, this study offers a policy suggestion as a governance response.

Findings

The results demonstrate that infrastructure financialization effectively promotes the development of infrastructure in China. Second, there are significant spatial differences in China’s infrastructure financialization. Third, many factors affect infrastructure financialization, with government participation having the greatest impact. In addition, over-financialization of infrastructure has the potential to lead to government debt risks, which is a critical challenge the Chinese Government must address. Finally, this study suggests that infrastructure financialization requires more detailed, tailored,and place-specific policy interventions by the government.

Originality/value

This study not only contributes to enriching the knowledge body of global financialization theory but also helps optimize infrastructure investment and financing policies in China and provides peer reference for other developing countries.

Abstract

Purpose

The purpose of this paper is to explore which socioeconomic and institutional factors are responsible for different societies’ ideological choices, with reference to Marxist socialism. Which factors led to the rise of the popularity of socialism? And which factors made a socialist variant relatively more successful in one society but not the other, with social democracy and communism being the focus of the study?

Design/methodology/approach

Conducting a global theoretical and empirical study on the period between the late 1890s and 1945. The theoretical part discusses various perspectives presented in the literature, accounting for the works of major sociologists (e.g.: M. Mann, Lipset) and political theorists (e.g.: Marx, Engels, Lenin). The empirical part uses a number of OLS multivariate panel regressions using voting to various socialist movements as dependent variables, and socioeconomic and institutional factors as independent variables.

Findings

Some of the findings of the conducted empirical study are that: democracy, industrialization, high population growth rates, low linguistic or religious homogeneity, more years of schooling and less years since independence or creation increase the social democrat (SD) vote. The communist vote was affected positively by more urbanization; higher population growth; less years of schooling; more years since independence; recent experience of war; and the presence of insignificant religious minorities. Inequality seemed also to have been a strong significant factor for raising the popularity of various socialist parties, especially when countries were long-established or created. Countries which had a fresh experience with war devastation or which were highly urbanized while having higher levels of inequality witnessed an increasing vote share for the communists. More votes went to SD; however, when inequality existed in highly industrialized countries. High GDP growth, matched with higher inequalities, did not seem to have encouraged voting for various socialist parties, and even affected the communist vote negatively.

Research limitations/implications

There were data limitations on the available proxies.

Practical implications

This study suggests welfarism, public spending on education, social inclusion and democratization as remedies for radicalism, regardless of the ideological origins of such radicalism.

Originality/value

Its novelty is attributed to the deep analytical dimension for the issue done here, combining theory, an empirical study made possible by the newly available rich historical data.

Abstract

As population grows, industries blossom and demand for space increases, cities become the centre point for myriads of challenges for urban administrators. This chapter investigated challenges of urban development, land use changes and environmental impacts resulting from pressure on urban land. The study was primarily qualitative in nature and adopted a case study approach. The city of Ndola was selected for this purpose. Four institutions, namely, Zambia Environmental Management Agency (ZEMA), Water Resources Management Agency (WARMA), Kafubu Water and Sewerage Company (KWSC) and Ndola City Council (NCC), were used for data collection. At each institution, one official was purposively selected by management based on their knowledge and experience on the subject. The primary data were collected mainly through semi-structured questionnaires in face-to-face interviews. The chapter concludes that pressure for development land has resulted in increased demand for change of use, allocation and construction in environmentally vulnerable areas such as the Kafubu and Itawa River basins and their tributaries. This has further resulted in serious threats to the environment due to pollution of water sources from domestic and industrial waste. The chapter though argues that tools for overcoming these challenges are already provided for in the legislation, it is the implementation and effective coordination among agencies charged with planning, land allocation, water distribution and protection of the environment, such as ZEMA, WARMA, KWSC and NCC, which is lacking. Considering the foregoing, it is recommended that land and water administrative systems should be improved through among other things, effective consultation between various agencies involved in environmental management, zero tolerance to illegal land allocation and effective implementation of statutes.
