Abstract
Purpose
According to the Government of India 2015 report on millennium development goal (MDG), India is yet to achieve almost 50 per cent of the goals set by UN. Characterized by its diversity, India’s progress in terms of the indicators of MDGs for the country as a whole averages out the prevailing state level variations. The purpose of this paper is to explore the status of these goals during 1993-1994-2013-2014 at state level using 12 targets and 35 indicators relevant for India along with an attempt to explain inter-state variations in this regard.
Design/methodology/approach
Using the technique for order preference by similarity to ideal solution method, a multiple criteria decision making method, the states have been ranked in terms of all the indicators of MDGs. These ranks were then analysed using socio-economic and political factors to understand the root cause of variation.
Findings
Ranking of the states considering all the indicators reveals the actual scenario in an effective way. The factors like state domestic product, state-wise standard of education level, social backwardness and political leadership help in finding the link between the derived ranks and these socio-economic and political factors.
Originality/value
Previous studies in this area have been carried out taking the indicators separately. However, without a comprehensive idea with all the indicators, the overall impact cannot be understood effectively. This study is novel since it takes into account each state with respect to all the indicators taken together thereby providing a comprehensive view on the variation in the achievement of MDG goals.

Purpose
In “Can the subaltern speak?,” Gayatri Chakravorty Spivak makes the important distinction between representation as “Vertretung” and “Darstellung.” She also produces a strong version of whom she regards as a subaltern woman. Thirty years on both the distinction between “Vertretung” and “Darstellung” and the question of who the subaltern woman is, remain extremely important, not least in methodological considerations in cross-cultural contexts. A number of questions may be asked in relation to representation, such as: how distinct are its two meanings in the interviewing context? And how do they relate to the notion of the co-production of knowledge which has gained such traction in the past three decades? The paper aims to discuss these issues.
Design/methodology/approach
In this paper, I draw on cross-cultural interviewing experiences. Starting from the silence of illiterate rural women in a study conducted in Madhya Pradesh, India, in 2011 (Mohanraj), this paper draws on the research experiences of the author and a number of projects reported on in Cross-Cultural Interviewing (Griffin, 2016) to elucidate how one might re-think both representation and subalternality in the contemporary globalized context.
Findings
The experiences of cross-cultural interviewing I draw on in this paper show that in the contemporary context subalternality may be more productively understood in terms of a continuum rather than as the radical state of unreachable, unspeaking alterity that Spivak proposes.
Originality/value
The paper contributes new perspectives on Spivak’s notion of the unspeaking alterity of the subaltern in light of globalized developments over the past 30 years and specific experiences of cross-cultural interviewing, as these comment on Spivak’s insights.

What is “postcolonial sociology”? While the study of postcoloniality has taken on the form of “postcolonial theory” in the humanities, sociology's approach to postcolonial issues has been comparably muted. This essay considers postcolonial theory in the humanities and its potential utility for reorienting sociological theory and research. After sketching the historical background and context of postcolonial studies, three broad areas of contribution to sociology are highlighted: reconsiderations of agency, the injunction to overcome analytic bifurcations, and a recognition of sociology's imperial standpoint.

Abstract
The main theme of this special volume is the colonial state and its governmental practices. This chapter introduces and contextualizes the contributions by providing a brief induction to recent developments within the study of the colonial state. It then presents the contributions under three perspectives which represent separate yet interrelated themes relevant for the understanding of the colonial state: practices, violence, and agency. Hereby, we also accentuate the value of a non-state-centric approach to the analysis of the colonial state.

Abstract
Purpose
The dialogic nature of new organization development practices brought a dramatic shift in relation to the way OD has had been practiced in the past. However, contemporary literature indicates that OD still has to go a long way if it has to play a central role. The purpose of this paper is to speculate for the concerns being raised about OD practices and propose an interpretive approach to fill in the gaps.
Design/methodology/approach
This paper traces OD’s glorious journey, which began with egalitarian values. This section builds on the dynamics of power and politics which was integral to the OD movement and further reviews and critiques the contributions of new OD approaches that has its foundations in postmodernism and social constructionism. In the second part, the paper discusses the critical perspective and introduces the concept of subaltern to fill in the gaps in new OD approaches. Further, the paper finds a ground to integrate and redefine the boundaries of critical and subaltern studies.
Findings
The paper proposes an interpretive approach for designing and carrying out OD interventions and introduces the concept of critical-subaltern OD. This approach recognizes the importance to engage with the dialectics or contradictions present between (and within) OD interventions. Through this interpretive approach, the author positions critical-subaltern voices as an integral part of OD interventions and change management.
Practical implications
The interpretive approach gives an insight into the unacknowledged and unheard socially constructed realities of change and OD practices for sensemaking. The approach would also be instrumental in enhancing the levels of engagement and productivity in unacknowledged and non-dominant employees.
Originality/value
This paper is a departure from the modern literature of critical management studies and builds on the critical theory on OD. The paper proposes by roping in the benefits of subaltern studies into OD practices. The paper builds ways to include voices of those, who never gain a voice. In brief, toward the end of the paper, the author proposes an interpretive approach and moves toward critical-subaltern OD. Through this interpretive approach, the author positions critical-subaltern voices as an integral part of OD interventions and change management.

Abstract
While sharing fundamental similarities with other colonial and post-colonial experiences, Latin America has a unique history of having been the proving ground for early Spanish and Portuguese imperial projects, of having experienced a relatively long duration of – but also historically early end to – these projects, and of negotiating a particular and complex trajectory of internal and external post-colonial relations. What can the study of this distinct colonial and post-colonial experience contribute to a broader program of postcolonial sociology? Conversely, what can a revitalized postcolonial sociology contribute to the study of Latin America? This article develops provisional answers to these questions by reviewing major currents in South and North American scholarship on the Latin American colonial and post-colonial experience. Some of this scholarship self-consciously identifies with broader movements in postcolonial studies; but much of it – both historical and contemporary – does not. By bringing together diverse strands of thought, this article sheds new light on what postcolonialism means in the Latin American context, while using the comparative leverage that this set of often overlooked cases provides to contribute to a new program of postcolonial sociology.
