Abstract
Purpose
The purpose of this paper is to study Indian aspects of policy convergence in the context of budgetary linkage of two nationalized flagship programs – Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Integrated Watershed Management Program (IWMP). Therefore, in lieu of inter-departmental convergences; issues related to water resource development of Jharkhand’s (India) rain-fed areas were addressed.
Design/methodology/approach
Centered on policy convergence strategy, present study applied comprehensive review and analysis approach for formulation of research base. A conceptual framework was thus designed for analytical purposes and therefore advancing toward conjectural knowledge base.
Findings
Application of inter-departmental policy convergence strategy suggested ample opportunities for optimal water resource development. Presence of abundant wage labor, rich indigenous water management techniques, tested replicable models, under-harvested rainwater potential, etc., appeared as catalysts of policy convergence. Yet, State’s lack of inter-departmental coordination and grass-root institutional framework will continually challenge policy convergences in absence of good governance.
Originality/value
An initiative of Indian government; MGNREGA has received international attention due to its wider coverage including natural resource management, besides guaranteed wage employment. Targeted at freshwater management discourse of Jharkhand; present paper reviewed prospective inter-departmental policy convergence strategy within various arena of MGNREGA, by exploring associated scopes and challenges. Similarly for cost effectiveness, related to maintenance and lift-irrigation demands of rain-fed area development; the present study suggested optimum utilization of inter-departmental funding linkages for development of sustainable water resources.

Abstract
Purpose
Addressing probable complexities of climate change on rural livelihoods, food security, and poverty reduction, requires mainstreaming of cross-sectoral interventions and adaptations into existing frameworks. Indigenous communities due to their isolation, reluctance to current practices, and knowledge deprivation are difficult to reach by many developmental programs. The purpose of this paper is to identify relevant adaptations from indigenous rural Jharkhand (India), applicable to improving livelihoods through integrated natural resource management (NRM). Prospects of rainwater harvest and management for supporting local rural livelihoods were also examined.
Design/methodology/approach
Tested and applicable models of participatory research methods widespread in sociological research were used. Focussed group discussions and structured interviews were conducted for primary data collection from micro-watershed units of this study.
Findings
In-situ soil and water conservation methods showed increased availabilities of freshwater both for food and non-food consumption in the area. Construction of rural infrastructure and land husbandry practices improved agricultural productivity and resulted in subsequent reductions in women's drudgeries. Culture fishery provided ample scope for livelihood diversification, food and nutrition security of households. Overall, micro-watershed area developmental approach improved food and nutrition securities, generated employment opportunities, improved agricultural productivity, diversified livelihoods and were widely accepted by communities.
Originality/value
Creating greater sense of ownership among grass-root communities was an important thrust behind the success of this particular project. By entrusting tribal communities with fund management, rural planning, and execution of various interventions, a successful replicable model was produced, which has wider community implications extending beyond societies and geographies.

Abstract
Purpose
Environmental impact and changes are becoming essential in textile and yarn industries, where reliable measurement of parameters related to processing harmful substances needs to be examined. Such findings can be cumulated using smart assessment like life cycle analysis. The ecological impact category, supply chain, and climate-changing factors were considered for the necessary assessment.
Design/methodology/approach
This paper applies the Life Cycle Assessment technique in the textile and yarn industry to estimate critical environmental potentials. The critical input for the fabric and yarn industry was put in the GaBi software model to estimate various environmental potentials.
Findings
Global warming potential, electricity, and raw cotton consumption in the fabric and yarn industry were critical concerns where attention should be focused on minimizing environmental potentials from cradle to gate assessment.
Research limitations/implications
This qualitative study is made via the industry case-wise inputs and outputs, which can vary with demographic conditions. Some machine and human constraints have not been implemented in modelling life cycle model for smart simulation. Smart simulation helps in linking different parameters and simulates their combined effects on the product life cycle.
Practical implications
This modelling approach will help access pollution constituents in different supply chain production processes and optimize them simultaneously.
Originality/value
The raw data used in this analysis are collected from an Indian small scale textile industry. In the textile fabrication industry, earlier assessments were carried out in cotton generation, impact of PET, cradle to grave assessment of textile products and garment processing only. In this research the smart model is drawn to consider each input parameter of yarn and textile fabric to determine the criticality of each input in this assessment. This article mainly talks about life cycle and circular supply assessment applied to first time for both cotton to yarn processing and yarn to fabric industry for necessary estimation of environment potentials.

Abstract
Purpose
A road network provides arterial arrangement to facilitate business, transport, social integration and economic progress of any nation. During the last seven decades after independence, road transport infrastructure in India has expanded manifold, both in terms of spread (total length and density of road) and capacity (number of on-road registered vehicles, and volume of passenger and freight traffic handled). But, with the enrichment of road transport network in India, the number of traffic accidents and total cost for maintaining the road infrastructure also keeps on increasing. It becomes necessary to evaluate state-wise performance of the Indian roads using some mathematical tools. The paper aims to discuss this issue.
Design/methodology/approach
In this paper, using preference ranking organization method for enrichment of evaluations (PROMETHEE) and geometrical analysis for interactive aid (GAIA) approaches, an attempt is made to appraise the state-wise performance of Indian roads based on 12 critically important criteria. A geographic information system method and a hue-saturation-value color coding scheme are also employed to identify the influence of individual criterion on the overall rank of 29 Indian states.
Findings
It is observed that amongst all the considered states, the road conditions in the states of Mizoram and Arunachal Pradesh are really satisfactory, whereas Bihar and Uttar Pradesh are the lagging states requiring governmental intervention and support to enhance their road network infrastructure.
Practical implications
This analysis would help the decision makers to identify the strengths and deficiencies of each Indian state with respect to its road conditions so that proper promotional and growth actions can be implemented.
Originality/value
From the review of the existing literature, it is quite evident that till date, no research work has been conducted in order to evaluate the performance of roads, and their conditions and characteristic features in the Indian context. In this paper, the state-wise performance of the Indian roads is appraised based on several identified parameters using a combined PROMETHEE-GAIA approach.

Abstract
Purpose
In recent years, the Indian banking sector is facing a major cause of concern in the form of Nonperforming Assets (NPA), and the priority sector lending (PSL) is generally recognized as the major factor contributing to it. Thus, the present study has been carried out with the objective of examining the relationship between priority sector lending and GDP growth. Thereafter, the role of PSL and certain other bank-specific, industry-specific and macroeconomic variables in determining NPA has been studied.
Design/methodology/approach
Taking a sample of 45 scheduled commercial banks, the study has been carried out for 14 years (2004–2018). Granger causality between PSL and GDP has been examined by applying the Dumitrescu-Hurlin test. For the purpose of investigating the impact of PSL and other determinants on NPA, both static and dynamic panel regression have been performed. Under the dynamic panel, system generalized methods of moments (S-GMM) approach has been followed.
Findings
The findings show that there exists a positive correlation and bidirectional causal relationship between PSL and GDP, which implies that PSL brings additional growth for the whole economy. In addition to it, PSL is found to be insignificant for the NPA ratio, and thus, it can be inferred that credit extended to government-specified sectors does not bring any major increase in the bad loan portfolio of banks.
Practical implications
The policymakers and bank management can take a cue from the findings of this study to decrease the exposure to loan nonrepayment issue. The priority sectors are in need of formal credit for their growth, and since the rising population of the country can find employment in these sectors, banks should meet their credit needs while securing their position with regard to the NPA problem.
Originality/value
The issue of NPA determinants, and in particular, the contribution of priority sector lending in it has not been much explored for Indian banking sector. Also, the present study adds to the literature by using the causality approach for examining the importance of directed credit schemes for economic growth.

Abstract
The Navier‐Stokes equation and the species continuity equation have been solved numerically in a boundary fitted coordinate system comprising the geometry of a single strand bare tundish. The solution of the species continuity equation predicts the time evolution of the concentration of a tracer at the outlet of the tundish. The numerical prediction of the tracer concentration has been made with nine different turbulence models and has been compared with the experimental observation for the tundish. It has been found that the prediction from the standard k‐ε model, the k‐ε Chen‐Kim (ck) and the standard k‐ε with Yap correction (k‐ε Yap), matches well with that of the experiment compared to the other turbulence models as far as gross quantities like the mean residence time and the ratio of mixed to dead volume are concerned. It has been found that the initial transient development of the tracer concentration is best predicted by the low Reynolds number Lam‐Bremhorst model (LB model) and then by the k‐ε RNG model, while these two models under predict the mean residence time as well as the ratio of mixed to dead volume. The Chen‐Kim low Reynolds number (CK low Re) model (with and without Yap correction) as well as the constant effective viscosity model over predict the mixing parameters, i.e. the mean residence time and the ratio of mixed to dead volume. Taking the solution of the k‐ε model as a starting guess for the large eddy simulation (LES), a solution for the LES could be arrived after adopting a local refinement of the cells twice so that the near wall y+ could be set lower than 1. Such a refined grid gave a time‐independent solution for the LES which was used to solve the species continuity equation. The LES solution slightly over predicted the mean residence time but could predict fairly well the mixed volume. However, the LES could not predict both the peaks in the tracer concentration like the k‐ε, RNG and the Lam‐Bremhorst model. An analysis of the tracer concentration on the bottom plane of the tundish could help to understand the presence of plug and mixed flow in it.

The purpose of this paper is to present a broad historical review of critical wisdom literature of ancient Indian tradition and examine how these precepts can complement and enrich the contemporary managerial frames.
Design/methodology/approach
The paper attempts to critically review remarkably deep religious and secular traditions of India and integrate them in a conceptual model.
Findings
The paper findings point towards the need for a holistic frame in overcoming fragmented viewpoints of contemporary management by strengthening the reflective domains of the managerial world.
Research limitations/implications
The limitation of the paper lies in its didactic nature and the specificity of the contextual boundary limiting its ready transferability.
Practical implications
The paper provides a pointer in extending horizons of business or non‐business organizations in opening up their possibilities for achieving holistic managerial perspectives by combining economic, social and other higher order sustainable goals.
Originality/value
The paper's contribution is in its integrative value of some of the key themes of Indian wisdom literature and demonstrating their relevance to the modern management.
