Abstract

Purpose

This study investigates implications of crop and income diversifications on consumption expenditure (welfare) of rice-producing households in Ghana. It further compares diversification by three rice production systems: two-season rain-fed, two-season irrigated and one-season rain-fed rice production.

Design/methodology/approach

Primary data were sourced from 225 rice farmers. Margalef index and three-stage least-squares were employed.

Findings

Majority of rice-farming households in Ghana diversify livelihoods. The extent of livelihood diversification differs among two-season rain-fed, two-season irrigated and one-season rain-fed rice-producing households. Credit, distance to district capitals, production purpose and number of farming seasons influence crop and income diversifications, and consumption expenditure of rice-producing households. While crop diversification reduces consumption expenditure, income diversification increases it. Crop and income diversifications positively influence each other. Consumption expenditure reduces crop diversification but increases income diversification.

Practical implications

Policy should be directed towards the promotion of more livelihood activities to boost rice farmers' welfare. There should be awareness creation and training programmes to enable rice farmers realize different economic activities within and outside the agricultural value chain.

Originality/value

Crop and income diversifications were measured as continuous response variables, unlike previous studies that used a binary response variable. The authors established a synergy among crop and income diversifications, and consumption expenditure (welfare). The authors further compared crop and income diversifications by three rice production systems: two-season rain-fed, two-season irrigated and one-season rain-fed rice production systems.

Abstract

Purpose

The purpose of this study is to estimate the profitability of rice production for irrigated and rain-fed farmers; determine the factors that influence farmers' decision to participate in irrigation and the impact of irrigation on rice farmers' profitability in northern Ghana.

Design/methodology/approach

Using cross-sectional data collected from 543 rice farmers in northern Ghana, the study employed both non-parametric (cost benefit analysis) and parametric (endogenous switching regression) approaches to analyse the data.

Findings

The empirical results reveal a significant difference between the profits of irrigated (GHS 2442.30) and rain-fed farmers (GHS 576.20), as well as the cost-benefit ratios between irrigators (2.53) and rain-fed farmers (1.37). Also, participation in irrigation was found to be influenced by relatively small farm size and off-farm income; while profitability was influenced by membership in a farmer-based organization, access to agricultural extension services and perception of decreasing rainfall intensity. Irrigation also had a positive significant net impact on profitability of rice production.

Research limitations/implications

The results provide justification for development partners and the government of Ghana through the “one-village-one-dam” policy, to invest in irrigation in northern Ghana in order to improve household welfare as well as build resilience for sustainable production systems.

Originality/value

This study is the first of its kind to provide a robust analysis of the difference in profits of rain-fed and irrigated rice farmers while estimating the determinants of Ghanaian farmers' choice of either of the regimes within a bias-corrected framework.

Abstract

Purpose

This paper examines the performance of smallholder rice farms established using improved planting technologies – broadcasting, dibbling and transplanting – under different production systems – rain-fed and irrigation – in Ghana.

Design/methodology/approach

Using recent cross-sectional data of 200 smallholder rice farmers from the upper east region of Ghana, this study employed multinomial logit model and descriptive and inferential statistics for the analysis.

Findings

The results revealed that rice production under irrigation system contributes significantly to increasing farm productivity and profitability. Rice farmers who adopted dibbling and transplanting technologies under both irrigation and rain-fed production system obtained higher productivity and profitability than those who used broadcasting technology. Adoption of improved rice planting technologies by smallholder farmers is significantly influenced by education, farm size, improved rice varieties, sales outlets, hired labour and percentage of paddy sold.

Research limitations/implications

The sample size is relatively small, even though findings are still very important in terms of policy formulation for improved smallholder farm performance in a developing country like Ghana.

Practical implications

This study calls for collaborative efforts by government, donor agencies and NGOs to establish irrigation facilities and/or expand existing ones, increase sensitization and dissemination of improved planting technologies, as well as intensify the input subsidy programme in Ghana.

Originality/value

To the best of the authors knowledge, this is the first study that focuses on farmers' choice of rice planting technologies under irrigation and rain-fed production systems, and how these technologies impact on smallholder farm performance in Ghana.

Abstract

Purpose

The purpose of this paper is to investigate farmers’ risk aversion using the equally likely certainty equivalent approach and the negative exponential utility function to identify risk preference classification.

Design/methodology/approach

Stochastic efficiency with respect to a function is applied to determine the risk efficient farming systems for the farmers in central and north-east regions of Thailand.

Findings

The study results showed that maize followed by sorghum is the most risk efficient farming system for the extremely risk averse rain-fed farmers in the central region of Thailand. Intensive planting of wet rice and dry rice cultivation is preferred by the extremely risk averse central region irrigated farmers. Wet rice and cassava together with raising small herd of cattle is the most economically viable farming system for the extremely risk averse rain-fed farmers in the north-east region, while two rice crops with raising cattle is preferred by the extremely risk averse north-east irrigated farmers of Thailand.

Originality/value

The findings of this study provide useful information to reinforce the empirical basis for risk analysis for Thai farmers. The results will provide more accurate information regarding risk at the farm level to policy makers and researchers.

Abstract

Purpose

This paper aims to review the current status of wheat production, farming systems, production constraints and wheat demand-supply chain analysis; the role of international and national breeding programs and their approaches in wheat genetic improvement including targeting mega environments, shuttle breeding, doubled haploids, marker-assisted selection and key location phenotyping; and future prospects and opportunities of wheat production in Sub Saharan Africa (SSA).

Design/methodology/approach

Relevant literature works have been used and cited accordingly.

Findings

Though traditionally wheat was not the leading staple crop in SSA, it is becoming an important food crop because of rapid population growth associated with increased urbanization and change in food preference for easy and fast food such as bread, biscuits, pasta, noodles and porridge. In 2013, total wheat consumption in SSA reached 25 million tons with import accounting for 17.5 million tons at a price of USD6 billion, while during the same period the region produces only 7.3 million tons on a total area of 2.9 million hectares. The low productivity (2t/ha) in the region is principally because of abiotic (drought and heat) and biotic (yellow rust, stem rust, septoria and fusarium) stresses which are increasing in intensity and frequency associated with climate change. Furthermore, increased cost of production, growing populations, increased rural-urban migration, low public and private investments, weak extension systems and policies, and low adoption rates of new technologies remain to be major challenges for wheat production in SSA. Wheat breeding in SSA is dominantly carried out by National Agricultural Research Systems, in partnership with the international research centers [International center for improvement of maize and wheat (CIMMYT) and International center for agricultural research in the dry areas (ICARDA)], to develop high yielding and widely adapted wheat genotypes with increased water-use efficiency, heat tolerance and resistance to major diseases and pests. Most of the cultivars grown in SSA are originated from the international research centers, CIMMYT and ICARDA.

Practical implications

This paper will help to promote available wheat technologies in SSA by creating awareness to wheat scientists, extension agents and policymakers.

Abstract

Purpose

This paper aims to assess the economic effects of climate change on the Mediterranean’s irrigated agriculture and how the adoption of alternative crop varieties adapted to the expected length of the growing season can be an effective adaptation measure.

Design/methodology/approach

A case study of two irrigation areas in Southern Portugal is used to assess the response to climate change impacts on crop yields and irrigation requirements, and an agricultural supply model is calibrated using a positive mathematical programming (PMP) approach was developed.

Findings

Climate change reduces crop yields and causes a slight decrease in irrigation requirements, which could allow an increase in the irrigated area. However, positive impacts on rural areas regarding employment and investment are not expected. The adoption of adaptation measures based on alternative crop varieties, which could maintain crop yields at current levels, increases dramatically the economic value of water and mitigates losses in farm income.

Research limitations/implications

The impacts on output and input market prices, as well as other biophysical impacts (for instance, CO2 and water availability), are important in understanding the effects of climate change on irrigated agriculture, but they were not considered in this study. While this may be a limitation, it can also be a stimulus for further research.

Practical implications

This is an empirical paper, whose results contribute to improving knowledge about the effects of climate change on irrigated agriculture in Mediterranean areas, namely, its economic impacts on returns and the use of agricultural resources (land, water, labour and capital). Other practical implications of the paper are associated with the methodological approach, which provides a framework able to deal with the complexity and multidimensional effects of climate change.

Social implications

The results of the paper provide important information for scientists, politicians and other stakeholders about the design of more effective adaptation measures able to mitigate the effects of climate change.

Originality/value

Crop yields and irrigation requirements were previously calculated based on data generated by the regional climate models. This is the first time that an application is developed for Portugal. Two distinct profiles of irrigation areas were studied and a large set of crops was considered, which is not common in the existing studies. To specify the PMP approach used to calibrate the agricultural supply model, exogenous crop-specific supply elasticities were estimated through a least square model, which is not common in previous studies.

Abstract

Purpose

This paper aims to investigate how climatic, market and policy factors interact to determine food production in Togo. Specifically, we estimate acreage and yield response to market prices, weather and policy changes for maize and rice.

Design/methodology/approach

We use panel data estimators in a Seemingly Unrelated Regressions Equation (SURE) model with region-level data from the Food and Agriculture Organization statistics department and the National Oceanic and Atmospheric Administration (NOAA) of the US Department of commerce.

Findings

We found lower fertilizer price and higher grain price effects on maize acreage and yield. In addition, we found a positive effect of expected rice price on both its acreage and yield. As expected, rainfall during planting months has a significant impact on both maize (April) and paddy (May) acreage allocations. Similarly, total rainfall during the growing season has a positive impact on both maize and paddy yields. Moreover, recent agricultural policy initiative designed to boost domestic food production has significantly increased acreage and yield for maize, and yield for paddy, especially the strategy for agricultural growth.

Research limitations/implications

The dataset includes region-level observations from 1991 to 2012 which limits the observation span. However, we had enough variability in key variables to determine the estimated coefficients.

Practical implications

Although the dataset is limited in time (1991–2012) and uses national-level output prices, this investigation reveals that cropland allocation to maize and rice is sensitive to fertilizer and grain prices, weather expectations and policy interventions. These findings provide evidence for sustainable food production and productivity enhancement in Togo.

Social implications

Understanding drivers of cropland allocation and cereal yield contribute to better food security and poverty reduction in developing countries, especially Togo.

Originality/value

Prior to this study, little was known on the effect of price, climate and policy on cropland allocation in Togo. This investigation contributes significantly to filling this knowledge gap and provides insights for effective interventions.

Abstract

Purpose

The purpose of this paper is to analyze vulnerability of food crop production to heavy precipitation in north-eastern Ghana, specifically, the upper east region (UER) and the policy implications for adaptation. Heavy precipitation events are a common part of climatic variability; but little attention is given to its impact on livelihoods as compared to droughts in research and policy domains.

Design/methodology/approach

This paper draws on both quantitative and qualitative research methods and data. Rainfall data are analyzed using the Standardized Precipitation Index (SPI). This is compared with quantitative analysis of crop yields and complemented by narratives of farmers from in-depth interviews and focus group discussions.

Findings

The results show that heavy precipitation events often lead to low food crop productivity and this suggests that the latter is vulnerable to the former.

Originality/value

Although some adaptation is occurring through a wide range of local measures, these are inadequate for eliminating vulnerability. Thus, additional policy measures are recommended for enhancing farmer adaptation, including: incorporating climate change adaptation policies, including adaptation to heavy precipitation into District Development Planning; building human resource capacity for effective implementation of climate change adaptation policies at district levels; improving market access to seed through improved market infrastructure and rural transportation; establishing Community Seed Banks (CSBs) as back up sources of seed; promoting “nursing and transplant” as an alternative planting method for millet and guinea corn; promoting low costs solar drying technologies for drying food crops; and supporting livelihood diversification through credit and business development services.

Agriculture accounts for most of the land use in Uzbekistan, and is consequently the main determinant of environmental quality. As a result, due to the excessive use of production inputs and irrigation, land is widely degraded in Uzbekistan. This chapter explores characteristics and changes in land use, agricultural production, soil ecosystems, and water availability, and their effects on both soil degradation and limits on sustainable development in different agro-ecological zones of Uzbekistan. Secondary data from various sources was collected and processed, and descriptive statistical methods were used to analyze trends, causes, and effects of land degradation. Zones with lower land quality have higher water-use indicators. There is a positive correlation between the land grade and fertilizer application coefficients. Agriculture from the east zone showed sustainable water consumption, the highest average land-quality grade, and has the highest fertilizer-use coefficient. The downstream west zone has the highest water-use and the lowest fertilizer-use indicators. The analysis revealed a great potential for water saving in the west and southeast agricultural zones of Uzbekistan.

Abstract

Purpose

The purpose of this paper is to contribute to land redistribution policy which is presently not only one of the most defining political and development issues, but also perhaps the most difficult in South Africa.

Design/methodology/approach

The paper develops a programming model for farm‐level land‐use changes and output supply response to estimate the effects of agricultural land tax in South Africa. The modeling approach is based on baseline statistics from a descriptive analysis.

Findings

The results indicate that changes in land use and output supply response are marginal. The highest effects are observed on irrigated areas of sunflower seed (0.23 percent) and wheat (0.17 percent). This results to declines in supply of 0.07 percent for sunflower seeds; 0.06 percent for wheat; 0.04 percent for soya beans; 0.03 percent for each of white maize and sorghum; and 0.02 percent for yellow maize production. Therefore, levying a land tax may discourage investment on irrigation facilities and consequently irrigated farming.

Originality/value

The programming modeling approach captures the significant differences in the farm characteristics and the overarching profit‐maximizing behaviour of farmers, which an econometric approach may not easily capture.
