Abstract

The need for long-term stewardship for hazards is widespread and increasing. Many of the largest and most complex sites requiring stewardship are within the U.S. Department of Energy's nuclear weapons complex, though many “brownfields” and Superfund sites in the private sector have similar needs for long-term care. High cleanup costs and difficult-to-resolve technical challenges are the main reasons why such sites are not being cleaned up to support unrestricted use. EPA policy changes are now redirecting cleanup efforts toward waste isolation and containment-in-place rather than waste removal. This shift is not being matched by a corresponding shift in the conceptual and operational approach to remediation planning. The process logic of cleanup continues to be “single-pass” and linear, via sequential planning and implementation stages that aim to declare sites “cleaned up and closed” once the sought-after degree of waste isolation from the biotic environment is achieved. Instead an iterative and nonlinear process logic is required – one that directs cleanup toward the needs of effective stewardship of the remaining residual contamination rather than toward regulatory standards that support the selected future land use for the site. This redirection of cleanup logic shifts the focus in remediation planning to vulnerabilities and uncertainties associated with long-term stewardship rather than the degree of isolation of wastes from human populations and the environment achieved. Such a shift is needed in recognition that situations of restricted human use of still-contaminated sites are being created that remain vulnerable to failure given the length of time over which stewardship is required.

Abstract

Openness is critical to long-term cleanup and stewardship of former nuclear weapons manufacturing facilities. Openness is especially challenging in such facilities because a culture of secrecy has dominated them since the earliest days of nuclear weapons development. This paper describes a multi-year effort at the Hanford Site called the Hanford Openness Workshops. The Workshops were convened to address and resolve issues impeding the availability and understanding of information important to public health, the environment, and decision–making. Lessons from the workshops can improve dialogue about nuclear waste cleanup and long-term stewardship among regulators, decision makers, stakeholders, and Tribes.

Abstract

The post-Cold War period allowed the U.S. nuclear legacy of ecocide to be declassified and made public. The policy of nuclear secrecy, evident in Russia (see Mironova et al., this volume), was not merely an eastern practice. Western nuclear releases were kept equally under wraps. In England, for example, the Windscale disaster was not fully disclosed until 1987.1 Likewise, releases from the Hanford Nuclear Reservation, in Washington State, and other U.S. nuclear sites were kept undercover until the same period. The irony was that Americans learned of many of the nuclear skeletons in their closet around the time that Russians learned of theirs (see Mironova et al., this volume). It would appear that glasnost was contagious.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

The Hanford site, in Washington State, presents a large-scale test for long-term stewardship of residual radioactive and chemical contamination. Large quantities of waste and contaminated materials will remain in perpetuity near the land's surface and the Columbia River, making Hanford perhaps the most complex long-term stewardship challenge among former weapons production sites. This paper explores the scope of contamination, the Department of Energy's approach to cleanup, the likely residuals requiring long-term stewardship, and the issues that are thus raised. Expectations with respect to long-term land uses, the likely durability of institutional controls, and funding, information management, and accountability have long been influenced by mistrust and tension between local communities, regulators, tribes, and the Department of Energy (DOE). Despite positive steps by DOE such as the creation of the Office of Legacy Management, DOE's dependence upon annual appropriations, its sovereign immunity with respect to key state and local land use regulations, and recent policy pronouncements that cast doubt on the willingness to respond to unanticipated problems with additional cleanup, all leave doubt in the minds of regulators and communities that DOE can be counted upon to be both proactive and accessible once cleanup is complete.

Abstract

There is growing apprehension about climate change and the role played by fossil fuels. Exploration of renewable sources of energy as an alternative to fossil fuels reveals that there is no path forward toward a true green economy that does not have negative environmental side effects. Thus, the improvement of managerial and financial accounting to provide more environmental information and accountability by governmental and nongovernmental institutions is increasingly important in guiding us toward wiser choices. Since the 1970s, the increasing concerns about the environment in the United States have led to improved regulation and more comprehensive environmental reporting requirements and accounting standards. Also, global institutions have been created to foster voluntary reporting of both direct and indirect environmental impacts of their activities by institutions. However, evidence suggests that, while some large global firms have found it useful to engage in sustainability reporting throughout their operations, in general, the US organizational environmental reporting is not strong and is oriented toward the legal minimum when present. If we are to take account of the many direct and indirect ways in which our production choices affect our environment, then our institutions need to play a larger role in informing our choices. Both the Environmental Managerial Accounting Initiative and an enhanced balanced scorecard approach are recommended as frameworks for future efforts; public and private institutions must also include life cycle analysis in decision-making systems in order to enhance their ability to help achieve sustainable economic progress.

Financial assurance rules, also known as financial responsibility or bonding requirements, foster cost internalization by requiring potential polluters to demonstrate the financial resources necessary to compensate for environmental damage that may arise in the future. Accordingly, assurance is an important complement to liability rules, restoration obligations, and other regulatory compliance requirements. The paper reviews the need for assurance, given the prevalence of abandoned environmental obligations, and assesses the implementation of assurance rules in the United States. From the standpoint of both legal effectiveness and economic efficiency, assurance rules can be improved. On the whole, however, cost recovery, deterrence, and enforcement are significantly improved by the presence of existing assurance regulations.

Sustainable atmospheric management today involves a complex set of issues arising from the deliberate or inadvertent use of the atmosphere as a repository for waste products arising from human activities. Urban pollution affects human health, building materials and vegetation. Acidic emissions and excess nutrients produce both acid rain and dry deposition that affect terrestrial, freshwater and ocean chemistry and ecosystems. The production and effects of atmospheric pollution can transcend national boundaries and thus mitigation will require cooperation on regional and global levels, as well as local action. Global pollution includes greenhouse gases and atmospheric particles which are changing the global climate and affecting human health. While technological solutions will play an important part, the large reductions in emissions necessary to achieve sustainability will involve adopting lifestyles that conserve energy and minimise pollution. These concerns were foreshadowed in the writings of Fritz Schumacher.

Abstract

Purpose

This chapter argues that organizations are not sustainable if they operate in unsustainable societal and ecological contexts, and that operating in a way that contributes to the health of the larger system requires organizations to develop new capabilities. It demonstrates the role that rich internal and external networks play in developing sustainability capability particularly in providing pathways to generate, import, apply, and disseminate knowledge about how to operate more sustainably.

Design/methodology/approach

The case study of the sustainability transition of Cleveland Clinic is based on four years of interviews and archival data collection examining the system’s transformational change that began in 2007. The case focuses on the building of sustainability capability, including an internal infrastructure to focus the organization on this outcome, and building of rich networks for learning and action. The case is framed with capability and network theory.

Findings

Guided and catalyzed by a small central group called the Office for a Healthy Environment, Cleveland Clinic has achieved measurable progress in key strategic focuses including waste diversion, energy efficiency, and increasing integration of local foods into its supply chain. To do so, it has developed strong internal networks to disseminate knowledge and accelerate innovation and adoption of sustainable practices. Strong, dynamic external networks have enabled Cleveland Clinic to import knowledge about sustainable practice from its environment, and have enabled it to help build the sustainability capability of its vendors, the community upon which it depends, and the health-care industry.

Originality/value

Starting with the perspective that the sustainability of an organization depends on the sustainability of the ecosystems in which it exists, this chapter focuses not on the design of specific sustainability initiatives, but on the dynamic networks that underpin the capability to simultaneously improve the health of the organization and of the larger ecosystem. This perspective provides insight into new organizing principles.

Abstract

This chapter examines how the dual role of the federal government in promoting and regulating promising new industrial technologies may evolve to embody an inherent conflict of interest, a condition referred to as the “paradox of partnerships.” Using a temporal perspective to explore relevant paradoxes of partnerships, this research speculates on the parallels of two recent technologies: nuclear power and nanotechnology. We conclude that while government–industry partnerships may seem relatively uncontroversial during early phases of technological development, such partnerships can prove problematic years later – as the government moves away from its role as a technology promoter and toward its role as an essential regulator. Lessons learned from the downfall of the nuclear power industry suggest that as nanotechnology becomes technically and economically feasible, early government investments may come to look more like entanglements – ones that may involve irreconcilable incentives that jeopardize the ultimate rewards.
