Abstract

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

In this case study of the ecological programs of the Bryansk Regional Public Library System, I used qualitative research methods including observation, interviews, and archival research. I collected data from 2002 to 2007 with the bulk of the data gathered in the summer and fall of 2006. The libraries in Bryansk have been working with ecological information and education since the meltdown at the Chernobyl nuclear power plant in 1986 and started a systematic program of ecological education in 1995. The types of ecological education activities that the libraries engage in range from the more traditional library activities such as developing collections, hosting seminars, and working with partners to much more hand-on activities such as taking field trips to nature preserves with library users and actually cleaning up the local stream or planting trees. Through these activities, libraries have become active participants in the ecological community in Bryansk.

Abstract

A variety of gases, including water vapor (H2O), carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O), add to the radiative forcing of Earth's atmosphere, meaning that they absorb certain wavelengths of infrared radiation (heat) that is leaving the Earth and thus raise the temperature of its atmosphere. Since glass has the same effect on the loss of heat from a greenhouse, these gases are known as “greenhouse” gases. It is fortunate that these gases are found in the atmosphere; without its natural greenhouse effect, Earth's temperature would be below the freezing point, and all waters on its surface would be ice. However, for the past 100 years or so, the concentrations of CO2, CH4, and N2O in the atmosphere have been rising as a result of human activities. An increase in the radiative forcing of Earth's atmosphere is destined to cause global warming, superimposed on the natural climate cycles that have characterized Earth's history.

Our physical universe is 1.5×1010 years old. It began with the Big Bang. There is some debate about what happened in the first tenth of a second! The first 3×105 years were radiation dominated. Since then it has been matter dominated. (This in accordance with the first law of thermodynamics which states that total mass-energy is conserved.) The universe has continuously expanded in space and in the future either this may continue, or expansion may stabilise at a fixed size or the universe may contract in the Big Crunch (depending on the spatial curvature). At a certain scale the universe is spatially isotropic and homogeneous. Its trajectory exhibits increasing entropy in accordance with the second law of thermodynamics. These statements are in accordance with certain models and empirical data: distant galaxies are receding from us at a velocity proportional to their distance; there is greater spatial uniformity at greater distances from us; there is uniform presence in space of radiation with a temperature of 2.7K; etc.

Abstract

In 2001, the Intergovernmental Panel on Climate Change's Third Assessment Report revealed an important increase in the level of consensus concerning the reality of human-caused climate warming. The scientific basis for global warming has thus been sufficiently established to enable meaningful planning of appropriate policy responses to address global warming. As a result, the world's policy makers, governments, industries, energy producers/planners, and individuals from many other walks of life have increased their attention toward finding acceptable solutions to the challenge of global warming. This laudable increase in worldwide attention to this global-scale challenge has not, however, led to a heightened optimism that the required substantial reductions in carbon dioxide (CO2) emissions deemed necessary to stabilize the global climate can be achieved anytime soon. This fact is due in large part to several fundamental aspects of the climate system that interact to ensure that climate change is a phenomenon that will emerge over extensive timescales.

Although most of the warming observed during the 20th century is attributed to increased greenhouse gas concentrations, because of the high heat capacity of the world's oceans, further warming will lag added greenhouse gas concentrations by decades to centuries. Thus, today's enhanced atmospheric CO2 concentrations have already “wired in” a certain amount of future warming in the climate system, independent of human actions. Furthermore, as atmospheric CO2 concentrations increase, the world's natural CO2 “sinks” will begin to saturate, diminishing their ability to remove CO2 from the atmosphere. Future warming will also eventually cause melting of the Greenland and Antarctic ice sheets, which will contribute substantially to sea level rise, but only over hundreds to thousands of years. As a result, current generations have, in effect, decided to make future generations pay most of the direct and indirect costs of this major global problem. The longer the delay in reducing CO2 and other greenhouse gas emissions, the greater the burden of climate change will be for future life on earth.

Collectively, these phenomena comprise a “global warming dilemma.” On the one hand, the current level of global warming to date appears to be comparatively benign, about 0.6°C. This seemingly small warming to date has thus hardly been sufficient to spur the world to pursue aggressive CO2 emissions reduction policies. On the other hand, the decision to delay global emissions reductions in the absence of a current crisis is essentially a commitment to accept large levels of climate warming and sea level rise for many centuries. This dilemma is a difficult obstacle for policy makers to overcome, although better education of policy makers regarding the long-term consequences of climate change may assist in policy development.

The policy challenge is further exacerbated by factors that lie outside the realm of science. There are a host of values conflicts that conspire to prevent meaningful preventative actions on the global scale. These values conflicts are deeply rooted in our very globally diverse lifestyles and our national, cultural, religious, political, economic, environmental, and personal belief systems. This vast diversity of values and priorities inevitably leads to equally diverse opinions on who or what should pay for preventing or experiencing climate change, how much they should pay, when, and in what form. Ultimately, the challenge to all is to determine the extent to which we will be able to contribute to limiting the magnitude of this problem so as to preserve the quality of life for many future generations of life on earth.

Four cast iron lions guard the charming Lions footbridge crossing St. Petersburg's Griboedov Canal. The first author strolled across the bridge on an August evening in 1998 with a Russian friend, Polina. The experience presents a parable for concluding this volume:As we crossed the bridge in the dark, we barely avoided stepping into a gaping hole in the deck half way across. A person could easily fall through. I reacted as a typical American, immediately taking responsibility for doing something about the problem, looking for some board to place over the hole or a barrier to warn pedestrians or someone to report the hazard to who would address it promptly. Polina indicated that no Russian would make such a fuss, and she could think of no one to report the hazard to who would respond. As we stood discussing this problem before two of the guardian lions, a group of drunken soldiers began to cross the bridge from the far side, arm in arm, singing loudly. Sure enough, one slipped through the hole and, but for his comrades holding his arms, he would have plunged into the canal. Surely they will report it, I said, but Polina was doubtful. She saw little chance for some protective action to fix the bridge or even to warn passers-by to beware. We went on our way mindful of the problem left behind. Perhaps a month after my return to the U.S., I received an email from Polina that she had gone to the bridge and, to her surprise, it was fixed. “Perhaps,” she wrote, “there is hope for Russia after all.”

Climate change will affect tourism at several temporal and spatial levels. This chapter focuses on the quantification of effects and the development of strategies to reduce extremes and frequencies as well as thresholds in tourism areas. Knowledge about possibilities for mitigation and adaptation of current and expected climate conditions requires interdisciplinary approaches and solutions. Several examples are presented, including the effects of trees against climate change and extreme events (heat waves), behavior adaptations, urban and regional planning measures, bioclimatic conditions in the Mediterranean and human–biometeorological conditions under climate change conditions, and user-friendly computer tools for the quantification of urban bioclimate conditions.

The earthquake and tsunami that struck eastern Japan on March 11, 2011, not only caused extensive direct damage to the population but also triggered a nuclear power plant accident that brought the terror and reality of radiation. The restoration of communities in Iwate, Miyagi, and Fukushima Prefectures presents enormous problems. People from the radiation-contaminated areas have faced numerous ordeals since resettlement after the accident. Through personal interviews with victims, this chapter investigates what happened in the regional societies and how community consciousness changed as a result of the combined natural and manmade catastrophes. The study focuses on the restoration of community from social bonds through mutual help networks as a spontaneous social order. As the result of interviewing, some propositions were developed concerning the transformation of mutual help networks. The stronger the outside assistance from volunteers whom the victims came to trust and rely on, the weaker inside communal help becomes. Inventorying and clarifying the particular problems of conflict in stricken communities such as the loss of confidence in neighbors, the possibilities of rebuilding communities are explored, especially indicating how to cope with the social demise of communities that local people had formed and occupied all their lives.
