Abstract

Purpose

To assess the impacts of climate change on stream flow and evaluation of reservoir performances, reliability, resilience and vulnerability (RRV) indices are contemplated. Precipitation, temperature (Tmax, Tmin), relative humidity and solar radiation are the hydrological and meteorological data which have been used extensively. Climate data like RCP2.6, RCP4.5 and RCP8.5 were evaluated for the base period 1976–2005 and future climate scenario for 2021–2050 and 2051–2080 as per the convenience.

Design/methodology/approach

The hydrologic engineering center hydrologic modeling system (HEC-HMS) model was used to simulate the current and future inflow volume into the reservoir. The model performance resulted as 0.76 Nash-Sutcliffe efficiency (NSE), 0.78 R2 and −3.17 D and during calibration the results obtained were 0.8 NSE, 0.82 R2 and 2.1 D. The projected climate scenario illustrates an increasing trend for both maximum and minimum temperature though a decreasing trend was documented for precipitation. The average time base reliability of the reservoirs was less than 50% without reservoir condition and greater than 50% for other conditions but volumetric reliability and resilience varies between 50% and 100% for all conditions. The vulnerability result of reservoirs may face shortage of flow ranging from 5.7% to 33.8%.

Findings

Evaluating reservoir simulation and hydropower generation for different climate scenarios by HEC-ResSim model, the energy generated for upper dam ranges from 349.4 MWhr to 331.2 MWhr and 4045.82 MWhr and 3946.74 MWhr for short and long-term future scenario, respectively. RCP for Tmax and Tmin goes on increasing whereas precipitation and inflow to reservoir decreases owing to increase in evapotranspiration. Under diverse climatic conditions power production goes on varying simultaneously.

Abstract

Purpose

The purpose of this paper is to examine the spatial influence of features of the physical environment on the risk of aggression toward law enforcement.

Design/methodology/approach

The spatial analytic technique, risk terrain modeling was performed on felonious battery data provided by the Chicago Police Department.

Findings

Out of the 991 batteries against law enforcement officers (LEOs) in Chicago, 11 features of the physical environment were identified as presenting a statistically significant spatial risk of battery to LEOs. Calls for service within three blocks of foreclosures and/or within a dense area of problem buildings pose as much as two times greater risk of battery to police officers than what is presented by other significant spatial factors in the model.

Originality/value

An abundance of existing research on aggression toward law enforcement is situated from the perspective of characteristics of the suspect or officer. The research advances the field of violence studies by illustrating the importance of incorporating physical features of the environment into empirical studies of aggression.

Abstract

This study reports the findings of a survey of Swedish auditors seeking opinions on the conceptual underpinnings of the long established private sector management audit in that country. The authors give the background to the historical calls for accountability and stewardship and draw parallels with calls for accountability by the large modern corporations which emanate from the agency contracts that management functions under. The findings conclude that the Swedish profession needs a theoretical base for its continued conduct of this audit function. The UK and US professions have taken tentative steps towards expanding the traditional financial audit but the rallying calls of visionaries seem as yet to be unheeded.

Abstract

Purpose

This paper aims to develop a classification scheme of different types of value for money (VFM) audits with different degrees of compliance audit, and to classify the performance audits carried out by the Swedish National Audit Office (SNAO) during its first six years as an independent state audit organization reporting to parliament.

Design/methodology/approach

The empirical data were gathered from all of the 150 audit reports published by the SNAO from its establishment in 2003 to the end of 2008. Seminars were arranged to discuss the classifications for validation.

Findings

The focus on traditional VFM audits (the “Three Es”) is unusual. Most audits carried out by the SNAO combine different types of extended VFM audits with compliance audit. On the one hand, they audit how the government and/or central agencies fulfil their mandates (from good to bad). On the other, they audit how the government and/or central agencies adhere to legislation, rules and policies (right or wrong). In some cases, the SNAO equates compliance audit with performance audit.

Practical implications

The authors have verbalised and visualised performance audit activities of interest not only to state auditors, but also to external stakeholders. One practical implication is that the Swedish national audit committee has conducted an evaluation of the SNAO that is partly based on the national report of this study, and has proposed a stronger focus on the Three Es.

Originality/value

The study addresses a new approach in terms of a classification scheme for performance audits, consisting of eight types of VFM audits and three degrees of compliance audit, and creating 24 possible combinations.

Abstract

Purpose

The purpose of this paper is to use the concepts of the multi-attribute utility theory to develop a model to evaluate the design of low-density residential units to increase the profit of the company from a certain design, by assessing the changes in the market shares as a result of the built unit’s attributes.

Design/methodology/approach

The proposed platform consists of two stages: Stage I or relational model development and Stage II or design evaluation. Stage I is concerned with developing a mathematical model that links design variables (e.g. the R-Value of the building envelope and construction material) with the assessment attributes (e.g. price and carbon emissions). Stage II ensures the fulfillment of the corporation’s goals in maximizing profit and market shares using multi-attribute utility theory.

Findings

The application of the proposed model on a case study – a single-family house – shows that reducing the selling price of the unit is not always the best marketing strategy builders should pursue to increase their sales and accordingly their profit, as accounting for other attributes (e.g. performance, operational cost and environmental impact) leads to larger changes in the market shares and accordingly in profit.

Research limitations/implications

The limitations of this research are manifested in the following points: it does not account for the impact of the marketing campaigns on the market shares; it considers the profit as a percentage of the construction cost; and it has not been validated on high-density residential buildings.

Practical implications

This research provides speculative builders with a platform that allows the objective evaluation of houses’ designs prior to introducing them to the market so builders can increase their market shares and consequently their profit. The proposed platform also contributes to increasing the sustainable performance of the housing industry, as it allows for the assessment of the design against economic, environmental and social attributes concurrently, which ensures a balanced consideration of the built houses on sustainability pillars.

Social implications

The proposed platform for design evaluation extends the assessment attributes beyond the traditionally considered economic and environmental attributes. By doing so, it assists decision-makers in evaluating the potential social influence of the proposed design and, as a result, reduces the unwanted impact.

Originality/value

This research combines the concepts of multi-attribute utility with market studies to develop an objective decision support tool for evaluating the design of speculative houses to increase the sustainable performance of the builders without compromising on their profit.

Abstract

Sets out the recent history of budget reform in Sweden and offers a brief assessment of the progress made to date. It is now ten years since the Swedish Government began its initial trials of a three‐year budget cycle intended to provide for a longer‐term perspective in the financing of the public sector. Since 1989, the use of this three‐year cycle has been extended to virtually all of Sweden′s 170‐plus administrative agencies. Concludes that, while the attempt to respond quickly and openly to perceived problems in the new budget cycle is commendable, more entrenched political, constitutional and economic problems remain the Achilles′ heel of attempts to implement a rational budget process.

Abstract

Purpose

The purpose of this study is to identify potential changes in crime generators and attractors based on monthly models in a high-tourist destination.

Design/methodology/approach

A risk terrain modeling approach was used to assess spatial relationships between 27 crime generator and attractor types in Atlantic City, New Jersey with robbery occurrence for the 2015 calendar year. In total, 12 separate monthly models were run to identify changes in risk factors based on the month of the year.

Findings

Results indicated unique significant risk factors based on the month of the year. Over the warmer and summer months, there was a shift in environmental risk factors that falls in line with more of a change in routine activities for residents and tourists and related situational contexts for the crime.

Practical implications

The analytical approach used in the current study could be used by police departments and jurisdictions to understand types of crime generators and attractors influencing local crime occurrence. Subsequent analyses were used by Atlantic City Police Department to direct place-based policing efforts.

Originality/value

With growing crime and place research that accounts for temporal scales, the authors advance these endeavors by focusing on a tourist destination, Atlantic City, New Jersey.
