Abstract

Purpose

The purpose of this paper is to review the key components of the introduction of a new resource list management system (RLMS) at Nottingham Trent University (NTU) using the Aspire application from Talis Education. It explains the key service goals; the implementation milestones; the main technical challenges which needed to be addressed; and the dynamic relationship between the rollout of the RLMS and existing selection, acquisition and resource delivery processes.

Design/methodology/approach

This evidence in this paper is drawn from the experiences of the NTU RLMS project group, which involved colleagues from Libraries and Learning Resources, Information Systems and the Virtual Learning Environment (VLE) teams at the university. It draws on both qualitative evaluations and quantitative assessments of adoption and use by academics, students and library staff; and the internal mechanisms of project review.

Findings

This paper concludes that the successful technical implementation of a cloud-based mission-critical service for academics and students depends on a successful collaboration between library, VLE and technical teams; and reaffirms that a hosted RLMS service still requires the deployment of local technical expertise. It is essential (although not always straightforward) to try to anticipate the impact that the introduction of a new RLMS will have on existing processes (inside the library and without). Ultimately, however, the successful implementation of an RLMS is dependent on securing its adoption by both academics and students; not least by ensuring that the application meets their needs. Although it is not a technical prerequisite, the prospect of a successful implementation of an RLMS is greatly improved when working with the grain of a supportive institutional policy environment.

Originality/value

Interest in “next-generation” resource list systems which can address the needs of students, academics and library services is likely to increase sharply in the next few years, as library services seek to align both resource spend and resource discovery more closely than ever with the student experience around “directed reading”. The experiences of an “early adopter” implementer of an RLMS highlight some of the key prerequisites and significant operational decisions, and provide a number of insights for those about to embark on a similar implementation process.

Abstract

Real estate market data often contain outliers in the observations. Since outliers have a large influence on least squares estimates, robust regression methods have been recommended for this situation. Compares the performance of least squares and least median of squares, a robust method, in the estimation of price/income relationships for apartment buildings. Multiplicative models with multiplicative errors are estimated by means of natural log transformations. The study confirms the importance of employing robust methods for this application and implies this may well be so for real estate data sets more generally.

Abstract

The 2001 Russian tax reform reduced average tax rates for the personal income tax and the payroll or social tax. It also made the tax structure more regressive. Because individuals in the lower income bracket were for the most part not affected, it is possible to estimate the effects of the reform using a differences-in-differences approach. I study the effect of the reform on informal employment. Informality is defined using information on employment registration and self-employment. Applying parametric and semi-parametric techniques, I find evidence that the tax reform led to a significant reduction in the fraction of informal employees. Among the different forms of informality I study, the reform seems to have had the strongest effect on the prevalence of informal irregular activities. I also document stronger effects on individuals who benefited from the largest reductions in tax rates. The strong response to the tax reform is consistent with the emerging consensus in the literature on taxation that changes to the tax system lead to significant behavioral responses, although not necessarily in the form of a reduced labor supply.

Abstract

Purpose

This study aims to investigate the impact of working from home and its duration on job satisfaction.

Design/methodology/approach

The analysis was conducted on a representative panel data set from the Russian Longitudinal Monitoring Survey - Higher School of Economics (RLMS-HSE) for 2016–2021 using endogenous regression models. The impact of working from home on job satisfaction before and during the coronavirus disease 2019 (COVID-19) pandemic, and separately for men and women, was analysed.

Findings

Working from home was found to positively affect job satisfaction in the Russian labour market. From 2016 to 2021, men and women who worked from home were more satisfied with their jobs than their counterparts who did not work from home. The positive impact of working from home on job satisfaction was observed before and during the COVID-19 pandemic. However, remote workers (RWR) putting in more than eight hours per day reported lower job satisfaction.

Research limitations/implications

Working from home can be considered as a measure to combat unemployment, increase employment and improve the utilisation (distribution) of human resources. Further research is required to analyse the impact of health issues and the need to care for young children or infirm persons on job satisfaction in remote work. A more detailed analysis is required of the factors that affect the job satisfaction of women who work remotely.

Practical implications

To ensure that labour productivity increases and not decreases, employers are advised to develop more detailed working arrangements and labour management for RWRs. Especially for such assigned workers, task control regulations must be developed. To increase the motivation of individuals to work remotely, overtime should be paid at a higher rate.

Social implications

Unclear working time regulations lead to overwork, irregular working hours and burnout. For RWRs, this leads to lower job satisfaction and a consequent drop in productivity.

Originality/value

The empirical investigation is based on a representative panel of Russian data with six waves. Wide ranges of job characteristics were incorporated as determinants. The problem of causality was investigated. For models with an endogenous regressor, instrumental variables were tested and selected.

In the years 2003–2008, the Russian economy experienced a period of strong and sustained growth, which was accompanied by large worker turnover and rising informality. We investigate whether the burden of informality falls disproportionately on job separators (displaced workers and quitters) in the Russian labor market in the form of informal employment and undeclared wages in formal jobs. We also pursue the issues whether displaced workers experience more involuntary informal employment than workers who quit and whether informal employment persists. We find a strong positive link between separations and informal employment as well as shares of undeclared wages in formal jobs. Our results also show that displacement entraps some of the workers in involuntary informal employment. Those who quit, in turn, experience voluntary informality for the most part, but there seems a minority of quitting workers who end up in involuntary informal jobs. This scenario does not fall on all separators but predominantly on those with low human capital. Finally, informal employment is indeed persistent since separating from an informal job considerably raises the probability to be informal in the subsequent job.

Abstract

Russia has undergone tumultuous changes during the transition process. This has been nowhere more evident than within the labour market. The transition has now progressed to such an extent that it is possible to examine whether the issues of a re‐capitalisation and restructuring of human capital have been addressed. This paper uses the Russian Longitudinal Monitoring Survey to assess rates of return to human capital investments for the years 1994‐1998. It utilises standard earnings functions to assess the returns to education as well as to specific levels of post‐compulsory education and training. This article places specific emphasis on firm level training and the role of the firm, for the purpose of this special issue. Results suggest, in the case of Russia, that significant and positive returns to education and training exist comparable in magnitude to those in other transition countries.

Abstract

Purpose

The purpose of this paper is to analyse determinants of occupational allocation by gender, in Russia, between 1994 and 2001, using the only available nationally representative longitudinal survey (RLMS).

Design/methodology/approach

Multinomial logit was chosen as the estimation technique for this analysis.

Findings

It was found that gender significantly affects occupational distribution after controlling for human capital and other characteristics during all years. Educational attainment was significant for professionals and technicians/associate professionals, while work experience was significant for craft and plant workers. Marital status did not affect females' occupational allocation while married males were less likely to be unskilled and craft workers. It appears that women performed primarily non‐geographically dependent jobs and the significance of regional variation for females' employment diminished over time. A comparison of the actual and predicted females' occupation distribution revealed a large over‐representation of females in unskilled occupations.

Originality/value

The paper makes an original contribution to our understanding of occupational distribution by demonstrating that occupational segregation by gender is a large and economically significant factor in the Russian labour market, even after controlling for individuals' human capital and personal characteristics and for regional variations. The paper illustrates the extent of this segregation by comparing the actual occupational distribution of females to that which would occur if they faced the same structure of occupational determination as males, i.e. in the absence of discrimination and differences in tastes.

Many developing and transition countries, and even some in the industrialized West, experience periods in which a substantial proportion of the workforce suffer wage arrears. We examine the implications for estimates of wage gaps and inequality using the Russian labor market as a test case. Wage inequality grew rapidly as did the incidence of wage arrears in Russia in the 1990s. Given data on wages and the incidence of wage arrears we construct counterfactual wage distributions, which give the distribution of pay were arrears not present. The results suggest that wage inequality could be some 30 percent lower in the absence of arrears. If individuals in arrears are distributed across the underlying wage distribution, as appears to be the case in Russia, we show that it may be feasible to use the wage distribution for the subset of those not in arrears to estimate the underlying population wage distribution parameters.

Abstract

Purpose

Only data from developed countries were used to estimate the sexual orientation difference in wages. This paper is the first, which aims to identify the wage discrimination of gay men in Russia – a country where institutional discrimination and ignorance against gay men are known to present.

Design/methodology/approach

Gays are identified as men who reported having sex with other men in several waves of the national household survey. A wage equation is used to estimate the gay wage penalty. Extending the wage equation to implement a difference-in-difference design, the paper also evaluates the effect of the gay-propaganda law of 2013 on gay wages.

Findings

No wage discrimination is identified. The law also has no adverse effect on gay wages.

Practical implications

Cross-country comparison and theoretical generalizations are premature, and better identification strategies are needed to understand sexual orientation differences.

Social implications

Policymakers should be aware that in both discriminatory and equitable environments, there may be hidden inequality even if researchers do not detect it.

Originality/value

The findings are implausible and add to existing evidence that gay discrimination measured with wage equation suffers from endogeneity and should be interpreted with caution. Particular caution should be exercised in cross-sectional and time-series comparisons, as a tendency to report the orientation honestly and unobserved confounders vary by location and time.

Purpose

The drug benefit reform implemented in Russia in 2005 allowed benefit groups to choose between the fixed monetary compensation or the in‐kind benefits. This paper seeks to study the efficiency of the in‐kind drug benefit system before and after the reform by comparing mandated groups of monetary savings within each of the schemes.

Design/methodology/approach

Pair‐wise correlation analysis using the Federal Social Insurance Fund benefit groups database (85 regions in 2005‐2006) and two representative consumer expenditure surveys: the National Assessment of Population Welfare and Participation in Social Programs – NOBUS (47 regions, over 40,000 households, 2003) and the Russia Longitudinal Monitoring Survey – RLMS (32 regions, over 4,000 households, 2003).

Findings

The paper finds that giving the mandated population a choice between the two schemes led to an increase in demand for drugs and adverse selection within the in‐kind drug provision system.

Research limitations/implications

The Federal Social Insurance Fund aggregated data allow one to make post‐reform estimations only for an average representative of a certain benefit group. Employing micro data on both pre‐ and post‐reform consumer behavior would become a tool for more precise econometric analysis.

Practical implications

The results of the correlation analysis demonstrate an imbalance in the solidarity principle and the need for introducing health and drug insurance mechanisms in the Russian drug benefit programme.

Originality/value

The paper represents an attempt to use a large sample statistical analysis along with the Federal Social Insurance Fund data in order to assess drug benefit groups of behavior in Russian regions before and after the drug benefit reform.
