Abstract

Evidence on the methods followed by non‐Indigenous researchers for conducting research that involves Indigenous people in Australia is sparse. This paper describes the methodology and steps followed by a non‐Indigenous researcher for engaging with men from an Aboriginal community in rural Victoria in conducting mental health services research. It describes the process adopted to initiate research and build research capacity within an Indigenous community where Indigenous researchers were unavailable and the local communities were ill‐equipped to conduct research themselves. The methodology followed was informed by the values and ethics guidelines of the Australian National Health and Medical Research Council, the decolonising methodology of Linda Tuhiwai Smith as well as methods suggested by other authors. Lessons learnt included providing for a long time frame, which is necessary to develop relationships and trust with individuals and their Communities, adopting a flexible approach and engaging cultural advisers who represent different sections of the Community.

Abstract

What is now known as the Canning Industry commenced on the 30th January, 1810, when Montalivet, the French Minister of the Interior, wrote to Francois Appert and informed him that his—Appert's—new process for preserving foods was assured of success and thereby granting to the process the official recognition of the French Government. Official recognition also carried with it a money grant of twelve thousand francs—about £500 in those days—Appert won this prize on the principle of “Delhi taken and India saved for one rupee eight annas”—and died in the year 1841 a comparatively poor man and the founder of one of the world's greatest industries. As a result of the warlike operations in which it had been engaged, multitudes of sick and wounded were thrown on the hands of the French Government, and scurvy was terribly prevalent in the fleets. Hence the French Government gave a public notice that it would award a prize to anyone who should discover a cheap and satisfactory method of preserving foodstuffs, without either drying or pickling, so that they could be kept for a long period and still retain the natural flavour and other characteristics of the fresh product. Appert had worked at and perfected his process during the preceding ten or fifteen years and had thoroughly assured himself of its practicability. He was therefore well prepared to demonstrate the details before the Board of Arts and Manufactures of which Board Gay Lussac had been a member since the year 1805. The report of this body to the Minister of the Interior was entirely favourable, as was also that of General Caffarelli, the Maritime Prefect of Brest. Caffarelli had found that soups and vegetables prepared by Appert's process had retained their goodness after three months' bottling, and he had been able to supply what seemed to the diners to be fresh vegetables in mid‐winter. It need hardly be said that Appert's process for preserving foods is the one in use now. Appert, however, knew nothing of the principles on which his process depended, nor did anyone else at that time. He supposed putrefaction to be due to the action of the air alone. In this view he was supported by the great authority of Gay Lussac who, it will be remembered, imagined atmospheric oxygen to be the cause. Appert at the request of the Minister of the Interior wrote a short book on the subject—a practical treatise explaining the methods of preserving animal and vegetable substances. This book was almost at once translated into several languages. It would seem that one of the chief advantages that Appert hoped the French people would gain by his invention was the saving of sugar. Up to that time the only means of preserving fruit other than by drying was to immerse the fruit in strong syrup made with cane sugar, and sugar was almost impossible to obtain in France at that time owing to war conditions. He also says that the French Government wished to draw “the utmost advantage from the productions of our soil in order to develop our agriculture and manufactures, and to diminish the consumption of foreign commodities” ! This is exactly what we in this country are trying to do now in the building up of a trade in canned food, a hundred and twenty years later. Abstract

Purpose

This study aims to examine the impact of terrorism on risk perception and travel behaviour of the Dutch market towards Sri Lanka.

Design/methodology/approach

The research process involved an online self-administered method created with one of the leading research and web-based survey tools called Qualtrics. The questionnaire was filled in by 328 respondents.

Findings

Findings indicate that Sri Lankan is perceived to be a relatively safe destination. However, the likeliness of visiting the country is unlikely. The respondents with past travel experience (PTE) perceive Sri Lanka to be safer than those without PTE and are more likely to revisit. Male respondents have a higher safety perception of Sri Lanka than women. Most of the respondents see Sri Lanka as an attractive destination and would consider travelling there with children.

Research limitations/implications

The majority of the respondents are female and aged between 18 to 29 years old. The majority of the respondents’ children were already 19 or older and not accompanying their parents on holiday. This study has managerial implications for Sri Lanka’s tourism board that could work on developing a marketing strategy that focusses on promoting Sri Lanka as a safe destination in combination with all the other unique selling points.

Originality/value

To the best of author’s knowledge, no analysis has been so far published with a focus on the impact of terrorism on risk perception and attitudes of the Dutch tourist towards Sri Lanka. The aim of this paper is to close the existing gap in the literature and to provide valuable knowledge on the influence of terrorism on risk perception and attitudes of the Dutch tourists’ travel behaviour towards Sri Lanka as a destination.

The Corporation of the City of London are about to appoint a Public Analyst, and by advertisement have invited applications for the post. It is obviously desirable that the person appointed to this office should not only possess the usual professional qualifications, but that he should be a scientific man of high standing and of good repute, whose name would afford a guarantee of thoroughness and reliability in regard to the work entrusted to him, and whose opinion would carry weight and command respect. Far from being of a nature to attract a man of this stamp, the terms and conditions attaching to the office as set forth in the advertisement above referred to are such that no self‐respecting member of the analytical profession, and most certainly no leading member of it, could possibly accept them. It is simply pitiable that the Corporation of the City of London should offer terms, and make conditions in connection with them, which no scientific analyst could agree to without disgracing himself and degrading his profession. The offer of such terms, in fact, amounts to a gross insult to the whole body of members of that profession, and is excusable only—if excusable at all—on the score of utter ignorance as to the character of the work required to be done, and as to the nature of the qualifications and attainments of the scientific experts who are called upon to do it. In the analytical profession, as in every other profession, there are men who, under the pressure of necessity, are compelled to accept almost any remuneration that they can get, and several of these poorer, and therefore weaker, brethren will, of course, become candidates for the City appointment.

Abstract

Only a day or two ago the Stars and Stripes were floating over the House of Lords and the invigorating “Battle Hymn of the Republic” was sung at St. Paul's in the presence of the King Emperor. The events were unique, and to all Britons happy in prophecy. English librarians have long admired their American brethren and their work; and of late they had read with regret the rather querulous remarks in at least one American library journal about the restrictions on book imports incidental to the blockade, and such phrases as “we have friends in both countries,” which gave the impression that our American friends failed to distinguish between the moral value of right and wrong in this world‐struggle. All this was intensified by the fact that every Briton in his heart believes the American to be of his own household, “to come of the blood,” and the want of understanding which we thought we detected was a particularly bitter thing. Of course this was a superficial view, and many of us realized how great was the sympathy between the English speaking races, and how difficult for the American the interracial problems of his country. Now, however, the air has been clarified, and the English librarian may look upon his American brethren as at one with himself in the struggle to preserve that freedom in the world which pervades the literature of our common language.

Abstract

Since March 16th the ban on the use of soya in the manufacture of sausages has been removed. The lifting of this restriction, which has been in force since 1946, will be welcomed by some manufacturers who claim that soya is an excellent binding agent. We are doubtful, however, whether these sentiments will be shared by all public analysts, many of whom are of the opinion that the presence of soya in a sausage renders the determination of the meat content if not wholly impossible at best a series of long and tedious processes, the accuracy of which would seem to be a matter of some controversy. Upon our enquiry about this divergency of opinion to the Ministry of Food, we were told that the Ministry were quite satisfied that the new Order could be properly enforced, in other words we assume this to mean that they consider the presence of soya does not prevent the accurate determination of the meat content. This was the answer one would expect to receive from the authority who framed the Meat Products Order, but it is none the less surprising to recall that only a very short while ago the Ministry were of the reverse opinion. In May 1950 a report was published in this Journal of a case heard before Old Street Magistrates. The defendants were summoned under The Meat Products, Canned Soup and Canned Meat (Control and Maximum Prices) Order, 1946, for selling sausages which contained soya. The Order stated that no persons should manufacture or sell any sausage, slicing sausage or sausage meat which to his knowledge contained any soya product. The prosecuting solicitor, for the Ministry of Food, said that it was necessary under the Order of 1946 for sausages to contain a minimum meat content, and if soya flour were used to bind the sausage it was not possible upon analysis to determine the meat content. It would be interesting to know whether the results of research during the past two years have made available new and efficient methods of examination which justify this change of viewpoint. We are advised, however, that if soya is present the amount of meat cannot be accurately assessed, and, moreover, the percentage error of this determination is likely to be directly related to the percentage of soya in the sausage. Thus it would seem possible that this new piece of legislation provides an added incentive to an unscrupulous manufacturer to prepare his mix with a lower meat content than that prescribed and to make up the balance with soya: a practice which would enable him to make more sausages than his honest competitor, and which would probably be difficult to expose.

Abstract

We have observed in the reports of those engaged in the administration of the Acts several references to the practice of milking so that a portion of the milk is left in the udder of the cow, this portion being removed subsequently and not included in the milk sent out to customers. The inspector for the southern division of the county of Northampton reports that on a sample of milk being found deficient in fat to the extent of 17 per cent., a further sample was taken at the time of milking when a milkman was found to be not properly “stripping” the cows. He was warned. The analyst for the county of Notts writes: “The first strippings obtained before the milk glands have been normally excited by the milking are very low in fat yet are “genuine” milk in the sense that nothing has been added to or taken from it. It is nonsense to talk of genuine milk in the sense that everything that comes from the udder of the cow is to be taken as genuine milk fit for sale.” In a case tried before the Recorder of Middlesbrough, one witness said that among some farmers it was a common practice not to “strip” cows until after the milk was sent away.

Abstract

Purpose

This paper sets out to understand the impact of the ambient environment on perceived comfort, health, wellbeing and by extension productivity in the workplace.

Design/methodology/approach

The research combined an occupant survey considering satisfaction with the ambient environment, health and wellbeing and workplace behaviour with the monitoring of ambient environmental conditions.

Findings

The paper demonstrates that the ambient environment can have a significant impact on occupant comfort, health and wellbeing, which in turn has implications for built asset performance. Within the ambient environmental factors considered, a hierarchy may exist with noise being of particular importance. Occupant behaviour within the workplace was also found to be influential.

Research limitations/implications

The research was limited to a single commercial office building, and a wider range of case studies would therefore be of benefit. The research was also limited to the summer months.

Practical implications

The findings show that an active approach to asset management is required, by continuously monitoring internal environment and engaging with occupants. This must carefully consider how ambient environmental factors and workplace behaviour impact upon occupants’ comfort, health and wellbeing to ensure the performance of the built asset is maximised.

Originality/value

This paper demonstrates that both occupiers’ workplace behaviour and ambient environmental conditions can have an impact on occupant comfort, health, wellbeing and productivity. The paper strengthens the case for the active management of the workplace environment through environmental monitoring and behaviour change campaigns supported by corresponding changes to workplace culture.

Abstract

Purpose

The question of what level of public debt can increase inequality has become crucial in Africa. In this study, the authors examine the effect of public debt on inequality in Africa and estimate the debt-inequality threshold. The authors then examine the moderating role of tax burdens and corruption in the relationship between public debt and inequality.

Design/methodology/approach

Using data from the period 2005 to 2019 in 38 African countries, the generalized method of moment and the dynamic panel threshold regression techniques were employed to achieve the purpose of the study.

Findings

The results reveal that a 1% increase in public debt leads to a rise in inequality by about 0.17%. However, the effects doubles when the public debt ratio hits 57.47%. Tax burden worses the effect of public debt by about 2.9 percentage points, while control of corruption reduces debt effect on inequality by 61 percentage points.

Research limitations/implications

Owing to data availability, the study period was restricted to 2005 to 2019. Moreover, the study could not consider the disagreggation of inequality into different income groups due to pausty of data. While this could narrow the scope of the study, the results provide an important insight for policy makers.

Originality/value

This contributes to the scant literature on the effect of public debt on income inequality in African countries. This study is a novelty because its provides the level of public debt which worsens inequality in Africa, as well as the moderating effects of tax burden and corruption control.
