Abstract
Purpose
The purpose of this paper is to analyze the determinants of the performance of regional industrial technology development programs among the regional strategic industrial development program that the central government and Daegu metropolitan city jointly promoted between 2004 and 2012. Specifically, in this research, the authors are trying to identify the effects of R&D capabilities and technical development tasks on technological and managerial performance.
Design/methodology/approach
The dependent variables of this study are technical and economic performance. Technical performance, product and process innovation, economic performance, sales and export increases were measured using five-point Likert scales. The authors added the contribution of sales through technology development to economic performance. The independent variable is the company’s R&D capability, measured by the number of R&D staff compared to the average total number of employees from 2004 to 2012. The characteristics of the technology development tasks were measured by technical characteristics, market characteristics and collaborative research types. The technological characteristics were measured by seven factors, including technological change, technical difficulty, potential in commercialization, competition between domestic and foreign competitors, difficulty in introducing overseas technology and the technological gap. Market characteristics were largely divided into complexity, dynamics and competitiveness. The types of collaborative research were divided into whether or not there were collaborative research with the participation of large corporations. The control variables are firm size (number of employees) and firm age. Regression analysis was used to analyze the determinants of performance, and a difference analysis was conducted to determine the effect of collaborative research on performance.
Findings
The main determinants of the regional industrial technology development program performance are the characteristics of the technology development task rather than the internal R&D capability; moreover, the technical characteristics, complexity of the developed product market and participation of large corporations had significant effects on R&D capability. The R&D capacity of firms in internal R&D capacity had a significant effect only on the improvement of technology development ability. Therefore, R&D capacity, which is the main determinant of technology innovation, did not have a significant effect on the performance of short-term technology development tasks. Technological change, technological difficulty, competition between domestic and foreign competitors and the technological gap had positive effects on performance, excluding sales contributions. In addition, the complexity of the developed product market such as the diversification of demand, competitive product and sales distribution channels had positive influences on the performance of technology development programs, unlike dynamics and competitiveness. In this study, the authors cannot confirm the effect of collaborative research on the performance of the technology development programs, but they confirmed that collaborative research involving large corporations had a positive influence on performance.
Research limitations/implications
The results of the analysis of the determinants of regional industrial technology development programs suggest some implications in the future evaluation of these regional industrial technology development programs. It is necessary to review the application qualification and merit, advance review of the business plans and confirmation, an examination of the research results and performance of the applicants and a review of the technology and market situation of the project. For this, the authors suggest that the written review from the relevant technical experts be submitted to the evaluation committees. Also, when establishing regional industrial development programs, they should be evaluated thoroughly, including detailed information and contents about the technical and market characteristics of the local industry.
Originality/value
This research is one of the first to investigate the achievements of R&D support programs among regional industrial development programs in Korea. The results of this study can substantially contribute to the development and implementation of the R&D support policies of the central and local governments. Furthermore, the findings suggest guidelines for improving the performance of R&D support programs in the future. A theoretical model for enhancing the efficiency of government R&D support programs may be established, and an empirical analysis may be conducted to provide practical and academic implications for further research.

Abstract
Purpose
Triple helix theory stresses co‐evolution and interaction among governments, enterprises and universities, and is paid great attention by governments, universities and enterprises worldwide. The purpose of this paper is to investigate the role that Chinese government R&D investments play in the interaction between enterprises and universities.
Design/methodology/approach
Basing on provincial panel data of Chinese universities from 2004‐2010, the impact of government R&D investments on patent technology transfer activities of Chinese universities is studied by empirical analysis. More specifically, the paper examines the impact of both Chinese government R&D funding and national R&D programs on the number and the revenue of patent technology transfer contracts.
Findings
The study finds that the amount of government R&D funding and the number of 973 Programs in one region have significantly increased the number and the revenue of patent technology transfer contracts in that region. Moreover, the number of National S&T Pillar Programs, 863 Program and National Natural Science Foundation Program are also determinants of the number of patent technology transfer contracts.
Originality/value
This paper studies government's role in university‐enterprise patent technology transfer activities in a Chinese context. It reveals a government‐dominant position to promote patent technology transfer activities in Chinese triple helix model. It also provides a reference for decision makers in governments, industries and universities.

Abstract
Purpose
This study aims to evaluate the effectiveness of national and international R&D support programmes on firms’ technology scouting, defined as firms’ use of external knowledge sources.
Design/methodology/approach
Drawing on a unique data set on R&D support programmes for small and medium-sized enterprises (SMEs) operating in both manufacturing and service sectors across 28 European countries, this study reports treatment effects estimated by the copula-based endogenous switching model, which takes into account unobserved firm heterogeneity.
Findings
Empirical results indicate that R&D support programmes have heterogeneous effects on technology scouting. In particular, a crowding-out effect arises in the case of informal sources of external knowledge, whereas additional effects are reported for formal, strategic sources.
Practical implications
For informal sources of external knowledge, a random distribution of R&D measures would have a substantially larger effect rather than using current selection criteria.
Originality/value
To the best of the authors’ knowledge, this is the first study to explore the policy effects on technology scouting applying a copula-based endogenous switching model. Most cross-sectional empirical studies use matching estimators, although their main disadvantage is the selection on observables.

Abstract
Purpose
The aim of this paper is to analyze international and national research and development (R&D) programs and roadmaps for the manufacturing sector, presenting how agile and lean manufacturing models are addressed in these programs.
Design/methodology/approach
In this review, several manufacturing research and development programs and roadmaps – national programs from the USA and Canada, and international programs from the European Union and from one international organization – are reviewed.
Findings
The major finding of this review is that the main concerns in agile manufacturing, as highlighted in these programs, are networks, supply chain and product/service customization, and lean manufacturing's inclination towards achieving better cost efficiency. Although the lean manufacturing approach has been considered in many past and present programs, analysis of the most recent programs shows a greater priority is given to the agile manufacturing approach. The path towards sustainable manufacturing is delineated by pro‐active attitude and action towards customers.
Research limitations/implications
The study analyzes two national R&D programs from the USA, one international program from the European Union, three international roadmaps from the European Union, one business plan from Canada and one international roadmap from the global organization Intelligent Manufacturing Systems.
Practical implications
The findings of this paper are intended to help managers, researchers and practitioners from the manufacturing sector to enhance their understanding and define suitable strategy for their organizations' sustainability and identify suitable manufacturing path with respect to agile and lean philosophies. This study could also help academics in defining course curricula for students more coherent with the R&D policies and/or requirements towards sustainable manufacturing with respect to agile and lean philosophies.
Originality/value
There are reviews comparing agile and lean manufacturing paradigms, but there are no reviews about how the two manufacturing concepts are addressed in manufacturing R&D programs and roadmaps.

Abstract
Purpose
The purpose of this paper is to explore the relationship between prior experience of organisations and their “co‐opetitive” behaviours in forming research networks when a R&D programme is launched in order to fund future research projects.
Design/methodology/approach
Drawing on both resource‐based writings and social embeddedness studies, the paper posits that two types of co‐opetition – namely the intra‐network and inter‐network co‐opetition – should be clearly distinguished in order to understand co‐opetitive behaviours of organisations. These two types of co‐opetition arise as a consequence of the different levels of firms' prior experience in forming successful co‐opetitive networks with their competitors.
Findings
A reverse U‐shape trade‐off between the two types of co‐opetition is hypothesised: the maximum level of intra‐network co‐opetition and the lowest of inter‐network co‐opetition are expected for low and highlevels of prior experience; the minimum level of intra‐network co‐opetition and the highest of inter‐network co‐opetition are expected for moderate levels of prior experience.
Originality/value
This paper sheds light on how co‐opetitive relationships emerge in R&D networks and under which circumstances competition prevails on cooperation.

Abstract
Purpose
This paper aims to shed light on the linkage between research and development (R&D) networks and public funding presented in a given period by using network-based evaluation tools as a means of exploring the relational dimension in public projects designed to foster technology R&D activities.
Design/methodology/approach
This research uses co-occurrence network analysis of relevant public projects to assess how technological associations might occur within the R&D activities of given publicly funded projects as well as conducts correlation analysis to understand the extent to which linkages of R&D activity in technology fields are related to public expenditure.
Findings
Core technology fields, regarded as eligible to receive continued public funding, are critical for enhancing competitiveness and sustainable growth at the nationally strategic technology level. Thus, the relationship between R&D and the level of government funding for these fields is generally perceived as strong. However, a few technology fields, which did not actively form specific network relationships with other technology fields, are considered to exceptionally drive the largest government support. This trend indicates that the government-funded R&D should be designed and managed not only to curb the inefficiencies existing in the current funding programs but also to achieve the appropriateness for further technology development.
Research limitations/implications
Despite the comprehensive findings, this study has several limitations. First, it is difficult to control any confounding factors, such as the determinants and constraints of the government budget allocation and expenditure decisions over S&T areas, strategic frameworks for public investment and evolving policy landscapes in technology sectors, which lead to bias in the study results. Second, this study is based on a narrow, single-year data set of a specific field of projects supported by the Korean government’s R&D program. Therefore, the generalization of findings may be limited. The authors assumed that influences caused by confounding variables during the initial phase of the public funding schemes would not be significant, but they did not take into account possible factors that might arise coincident with the subsequent phase changes. As such, the issue of confounding variables needs to be carefully considered in research design to provide alternative explanations for the results that have been ruled out. The limitations of this study, therefore, could be overcome by comparing the outcome difference between subsidized and non-subsidized R&D projects or evaluating targeted funding schemes or tax incentives that support and promote various areas of R&D with sufficiently large, evidence-based data sets. Also, future research must identify and analyze the R&D activities concerning public support programs performed in other countries associated with strategic priorities to provide more profound insight into how they differ. Third, there are some drawbacks to using these principal investigators-provided classification codes, such as subjectivity, inaccuracy and non-representation. These limitations may be addressed by using content-based representations of the projects rather than using pre-defined codes. Finally, the role that government investment in R&D has played in developing new science and manufacturing technologies of materials and components through network relationships could be better examined using longitudinal analysis. Furthermore, the findings suggest the need for further research to integrate econometric models of performance outcomes such as input–output relations into the network analysis for analyzing the flow of resources and activities between R&D sectors in a national economy. Therefore, future research would be helpful in developing a methodological strategy that could analyze temporal trends in the identification of the effects of public funding on the performance of R&D activity and demand.
Practical implications
Public funding schemes and their intended R&D relationships still depend on a framework to generate the right circumstances for leading and promoting coordinated R&D activities while strengthening research capacity to enhance the competitiveness of technologies. Each technology field has a relatively important role in R&D development that should be effectively managed and supervised to accomplish its intended goals of R&D budgeting. Thus, when designing and managing R&D funding schemes and strategy-driven R&D relations, potential benefits and costs of using resources from each technology field should be defined and measured. In this regard, government-funded R&D activities should be designed to develop or accommodate a coordinated program evaluation, to be able to examine the extent to which public funding is achieving its objectives of fostering R&D networks, balancing the purpose of government funding against the needs of researchers and technology sectors. In this sense, the examination of public R&D relations provides a platform for discussion of relational network structures characterizing R&D activities, the strategic direction and priorities for budget allocation of the R&D projects. It also indicates the methodological basis for addressing the impact of public funding for R&D activities on the overall performance of technology fields.
Originality/value
The value of this work lies in a preliminary exploratory analysis that provides a high-level snapshot of the areas of metallurgy, polymers/chemistry/fibers and ceramics, funded by the Korean Government in 2016 to promote technological competitiveness by encouraging industries to maintain and expand their competencies.

Purpose
The purpose of this paper is to suggest an empirical model to assess the separate effect of the government's research and development (R&D) policy program in small and medium enterprise (SME) performance.
Design/methodology/approach
The paper reviews the R&D related papers and finds out the specific aspects of the Korean R&D policy program, classifying every R&D policy program and giving them unique names such as funds, technology and human resource support. Finally, the paper provides the whole empirical model and research questions for future studies.
Findings
First, the paper suggests the research model and several questions about whether the direct government funding of R&D policy program has had an effect on SMEs' business performance. Second, the interaction of direct government R&D funding, technology and human resource support are compared. Finally, a research model is suggested with proper research methodology.
Research limitations/implications
Owing to the research purpose, the paper ends with the suggestion of an empirical model. Panel data needs to be applied to verify the suggested model.
Originality/value
There are various papers regarding the effect of R&D investment from private and public sectors, but few papers exist about the causal relationship between the government R&D policy program and SMEs' performance.
