Abstract

Purpose

The purpose of this paper is to explore the effects of R&D investment as a determinant of ongoing or abandoned innovation activities. The literature review focuses especially small and medium-sized enterprises (SMEs) that deploy R&D investment as a way of developing innovation processes.

Design/methodology/approach

This study’s design used a sample of 4,229 Portuguese SMEs to analyse the effects R&D investment has on the innovation activities; the results obtained demonstrate the great importance of firms investing in R&D internal activities for the development of their innovation process.

Findings

The most important findings highlight the types of activities that emerge as relevant to innovation processes susceptible for development to avoid abandoning and maintaining ongoing innovation activities. Among them, the authors would highlight the design of products or services, the introduction of innovations to the market and the acquisition of machinery, equipment and specific software, among others.

Originality/value

In addition, other types of activities emerge as relevant to innovation processes susceptible for development to avoid abandoning and maintaining ongoing innovation activities. This research adds value to the current literature mainly showing several determinants related to R&D, which could be used by SMEs to improve and develop their activities of innovation.

This study focuses on the linkages between foreign direct investment and the research and development (R&D) and innovation activity of domestic enterprises in Vietnam.

Abstract

Purpose

This study focuses on the linkages between foreign direct investment and the research and development (R&D) and innovation activity of domestic enterprises in Vietnam.

Design/methodology/approach

The Heckman selection model approach is applied to a panel dataset of nearly 7,000 Vietnamese firms for the 2011–2015 study period to investigate the impact of foreign presence on the R&D of local firms through horizontal and vertical linkages. Probit model estimation is employed to examine how foreign investment influences the innovation activity of local companies.

Findings

While there are a small number of firms carrying out R&D activities in Vietnam, foreign or joint domestic–foreign venture firms are less inclined than domestic firms to undertake R&D. Domestic factors that include capital, labor quality, location and export status of firm have a significant effect on the decision of domestic firms to participate in R&D activity. Only forward linkages and the gross firm output are found to have an impact on the R&D intensity of domestic enterprises, while other factors appear to have no significant influence on how much firms spend on R&D activities.

Practical implications

In order to promote the R&D activity of domestic firms, policy should focus on (1) the backward linkages between local firms in downstream sectors with their foreign suppliers in upstream sectors, and (2) the internal factors such as labor, capital or location that affect the decisions made by domestic firms.

Originality/value

Given that foreign investment may affect R&D and innovation activity of local firms in host countries, the impact is relatively unexplored for many emerging economies and not so in the case of Vietnam. The availability of a unique survey on Vietnamese firm technology and competitiveness provides the opportunity to address this gap in the literature.

Abstract

Purpose

There are many studies explaining the innovation activity determinants. Nowadays, the digitalization of sales, the influence of social media, user-driven innovation (UDI) activity might be considered as one of the crucial sources for the development of new products within the research and development activity. Undertaken research is therefore aimed at determining whether the marketing orientation, i.e. the purchasing behavior of customers, affects the innovation activity of R&D departments that work under the usage of UDI concept.

Design/methodology/approach

57 R&D departments operating in Poland participated in the study. Correspondence analysis based on the Burt matrix and Cramer's V correlation coefficients was used for the analysis.

Findings

The analysis shows that R&D departments in Poland using marketing research and examining consumer purchasing behavior, positively assess the effects of using the UDI concept in R&D departments. They implement it to create or improve products or services offered on the market, especially in the field of customization, while using information from national research and development units in Poland. The motivation for these activities is mainly to increase the assortment level.

Research limitations/implications

The conducted study covers only R&D departments in Poland, thus it is worth extending the generalization of the results. In terms of future research directions, it's worth to analyze the data from R&D departments in other countries. The results of such studies could be used for comparative analyses. The main limitation of the research is that the research sample was 57 R&D departments of enterprises operating in Poland. Therefore, the research results can't be generalized to all the R&D departments in Poland.

Practical implications

The findings could help researchers and practitioners improve their understanding of the determinants of innovation activity, especially its relationship to marketing orientation and UDI practices.

Originality/value

The research regarding marketing orientation of enterprises and its influence on innovation activity is extremely important due to the general change of the conditions for the functioning of enterprises and building their competitive advantage. Knowledge in this area is still insufficient and research gaps are still being exposed. The article presents the correlation between the marketing orientation and customer behavior within the UDI activity and effects of innovation activity of R&D departments being under investigation.

Abstract

Purpose

The purpose of this study is to examine the impact of government support policies and research and development (R&D) activities on product innovation under market uncertainty.

Design/methodology/approach

This study applies logistic regression analysis to a sample of 4,000 South Korean manufacturing firms in order to investigate the impact of government policies and R&D activities of the firm on firm innovation performance, with particular interest in the moderating role of the firm's perceived market uncertainty (PMU).

Findings

Policies supporting industry/university/institute/local collaboration are found to have greater benefit under high PMU. Surprisingly, support for a consortium among different-sized firms has a negative effect on product innovation, although this negative effect disappears under high PMU. Both support for the protection of intellectual property (IP) and support for the resolution of manpower shortages have strong positive effects on the propensity to innovate products, but in both cases the moderating effects of uncertainty are negative. Finally, all types of R&D activities have positive effects on the propensity to innovate, more so for new product innovation than for improved product innovation.

Originality/value

To the best of the authors' knowledge, this is the first study to examine analytically the moderating effect of PMU in the effectiveness of government policies promoting innovation in the manufacturing sector. The study is potentially useful both for policymakers in deciding which policies to implement under prevailing market conditions; and for entrepreneurs choosing between different forms of government support, particularly given the abnormal levels of market uncertainty prevailing in the Covid-19 era.

Abstract

Purpose

This paper aims to shed light on the linkage between research and development (R&D) networks and public funding presented in a given period by using network-based evaluation tools as a means of exploring the relational dimension in public projects designed to foster technology R&D activities.

Design/methodology/approach

This research uses co-occurrence network analysis of relevant public projects to assess how technological associations might occur within the R&D activities of given publicly funded projects as well as conducts correlation analysis to understand the extent to which linkages of R&D activity in technology fields are related to public expenditure.

Findings

Core technology fields, regarded as eligible to receive continued public funding, are critical for enhancing competitiveness and sustainable growth at the nationally strategic technology level. Thus, the relationship between R&D and the level of government funding for these fields is generally perceived as strong. However, a few technology fields, which did not actively form specific network relationships with other technology fields, are considered to exceptionally drive the largest government support. This trend indicates that the government-funded R&D should be designed and managed not only to curb the inefficiencies existing in the current funding programs but also to achieve the appropriateness for further technology development.

Research limitations/implications

Despite the comprehensive findings, this study has several limitations. First, it is difficult to control any confounding factors, such as the determinants and constraints of the government budget allocation and expenditure decisions over S&T areas, strategic frameworks for public investment and evolving policy landscapes in technology sectors, which lead to bias in the study results. Second, this study is based on a narrow, single-year data set of a specific field of projects supported by the Korean government’s R&D program. Therefore, the generalization of findings may be limited. The authors assumed that influences caused by confounding variables during the initial phase of the public funding schemes would not be significant, but they did not take into account possible factors that might arise coincident with the subsequent phase changes. As such, the issue of confounding variables needs to be carefully considered in research design to provide alternative explanations for the results that have been ruled out. The limitations of this study, therefore, could be overcome by comparing the outcome difference between subsidized and non-subsidized R&D projects or evaluating targeted funding schemes or tax incentives that support and promote various areas of R&D with sufficiently large, evidence-based data sets. Also, future research must identify and analyze the R&D activities concerning public support programs performed in other countries associated with strategic priorities to provide more profound insight into how they differ. Third, there are some drawbacks to using these principal investigators-provided classification codes, such as subjectivity, inaccuracy and non-representation. These limitations may be addressed by using content-based representations of the projects rather than using pre-defined codes. Finally, the role that government investment in R&D has played in developing new science and manufacturing technologies of materials and components through network relationships could be better examined using longitudinal analysis. Furthermore, the findings suggest the need for further research to integrate econometric models of performance outcomes such as input–output relations into the network analysis for analyzing the flow of resources and activities between R&D sectors in a national economy. Therefore, future research would be helpful in developing a methodological strategy that could analyze temporal trends in the identification of the effects of public funding on the performance of R&D activity and demand.

Practical implications

Public funding schemes and their intended R&D relationships still depend on a framework to generate the right circumstances for leading and promoting coordinated R&D activities while strengthening research capacity to enhance the competitiveness of technologies. Each technology field has a relatively important role in R&D development that should be effectively managed and supervised to accomplish its intended goals of R&D budgeting. Thus, when designing and managing R&D funding schemes and strategy-driven R&D relations, potential benefits and costs of using resources from each technology field should be defined and measured. In this regard, government-funded R&D activities should be designed to develop or accommodate a coordinated program evaluation, to be able to examine the extent to which public funding is achieving its objectives of fostering R&D networks, balancing the purpose of government funding against the needs of researchers and technology sectors. In this sense, the examination of public R&D relations provides a platform for discussion of relational network structures characterizing R&D activities, the strategic direction and priorities for budget allocation of the R&D projects. It also indicates the methodological basis for addressing the impact of public funding for R&D activities on the overall performance of technology fields.

Originality/value

The value of this work lies in a preliminary exploratory analysis that provides a high-level snapshot of the areas of metallurgy, polymers/chemistry/fibers and ceramics, funded by the Korean Government in 2016 to promote technological competitiveness by encouraging industries to maintain and expand their competencies.

Abstract

Purpose

Prior research shows that religiosity affects the degree of managers' risk aversion. As a result, religious firms are less likely to invest in R&D activities. Moreover, US GAAP treats these investments as expenses. For this reason, religious firms have fewer expenses in their earnings and are less likely to be in financial distress.

Design/methodology/approach

Data are collected from Worldscope and the Churches and Church Membership files of the American Religion Data Archive website from 1985 to 2018. With 18,199 observations in US context, the authors used the marginal effect to test the mediating effect of R&D accounting treatment.

Findings

The authors find that the marginal effect of religiosity on financial distress with US GAAP is higher than the marginal effect of religiosity on financial distress with capitalization of R&D costs, which means that accounting treatment can explain the relation between religiosity and financial distress in the US context.

Research limitations/implications

The authors used linear interpolation and linear extrapolation data to be able to conduct this research over a period of 1985–2018. For future researches, the authors propose to test other factors which can explain the relationship between religiosity and financial distress based on the ethics element.

Practical implications

These results should be of interest to regulators because treating R&D activities as expenses can destroy the accounting performance of firms that prefer investing in risky projects. This favoritism prevents the comparison between two firms in the same industry with different risk-taking behaviors. This problem is more prevalent if the authors have two firms with different ratios of religiosity. This paper suffers from a major limitation related to data availability.

Originality/value

This may be the first study that investigates why religious firms are less likely to be in financial distress. This paper notes that religious firms are less likely to be in financial distress because their conservative behavior towards R&D activities coincides with the conservative R&D accounting treatment. In fact, the mismatch between expenses and revenues from R&D activities can cause financial distress.

Abstract

Purpose

How does the regional institutional environment of China’s transitional economy influence the relationship between a firm’s R&D investment intensity and innovation performance? Based on the resource-based view and institution-based view, an empirical study was executed to identify the moderating effects of institutional environment variables from the Marketization Index of China’s Provinces: National Economic Research Institute (NERI) Report on the relationship between a firm’s R&D investment intensity and innovation performance. This paper aims to study how effectively improve the impact of R&D investment intensity on innovation performance under the influence of the institutional environment.

Design/methodology/approach

Against the background of China’s transitional economy, the authors present empirical evidence from panel data covering 374 Chinese A-share listed high-tech manufacturing firms on the Shanghai and Shenzhen Stock Exchange to examine the relationship between R&D investment intensity and innovation performance.

Findings

Empirical results illustrate the following: The R&D investment intensity and innovation performance displayed an inverse U-shaped relationship, and R&D investment intensity had a lagged effect on R&D output according to the uncertainty and industrialization period of R&D activities. The level of financial market development can intensify the effects of R&D investment intensity on innovation performance. The degree of government intervention weakens the effect of R&D investment intensity on innovation performance.

Originality/value

Based on the background of China’s institutional environment during the transition period, combined with previous research and the Marketization Index of China’s Provinces: NERI Report, selecting financial market development, government intervention level and legalization level as moderating variables to study how effectively improve the impact of R&D investment intensity on innovation performance under the influence of the institutional environment. Due to the different ownership of firms during the transition period, the appropriate impact of the institutional environment on the relationship between R&D investment intensity and innovation performance will vary. Moreover, the level of legalization would impact on innovation insignificantly.

Abstract

Purpose

The paper develops a model for enhancing R&D productivity for Indian public funded laboratories. The paper utilizes the productivity data of five Council of Scientific and Industrial Research (CSIR) laboratories for analysis and to form the constructs of the model.

Design/methodology/approach

The weighted average method was employed for analyzing the rankings of survey respondents pertaining to the significant measures enhancing R&D involvement of researchers and significant non-R&D jobs. The authors have proposed a model of productivity. Various individual, organizational and environmental constructs related to the researchers working in the CSIR laboratories have been outlined that can enhance R&D productivity of researchers in Indian R&D laboratories. Partial Least Squares-Structural Equation Modeling (PLS-SEM) was used to find the predictability of the productivity model.

Findings

The organizational factors have a crucial role in enhancing the R&D outputs of CSIR laboratories. The R&D productivity of researchers can be improved through implementing the constructs of the proposed model of productivity.

Research limitations/implications

The R&D productivity model can be adapted by the R&D laboratories to enhance researchers’ R&D involvement, increased R&D outputs and achieving self-sustenance in long run.

Practical implications

The R&D laboratories can initiate exercises to explore the most relevant factors and measures to enhance R&D productivity of their researchers. The constructs of the model can function as a guideline to introduce the most preferable research policies in the laboratory for overall mutual growth of laboratory and the researchers.

Originality/value

Hardly any studies have been found that have focused on finding the measures of enhancing R&D involvement of researchers and the influence of significant time-intensive jobs on researchers’ productivity.

Abstract

The European Union’s Digital Markets Act (DMA) calls for far-reaching changes to the way economic activity will occur in EU digital markets. Before its remedies are imposed, it is critical to assess their impacts on individual markets, the digital sector, and the overall European economy. The European Commission (EC) released an Impact Assessment in support of the DMA that purports to evaluate it using cost/benefit analysis.

An economic evaluation of the DMA should consider its full impacts on dynamic competition. The Impact Assessment neither assesses the DMA's impact on dynamic competition in the digital economy nor evaluates the impacts of specific DMA prohibitions and obligations. Instead, it considers benefits in general and largely ignores costs. We study its benefit assessments and find they are based on highly inappropriate methodologies and assumptions. A cost/benefit study using inappropriate methodologies and largely ignoring costs cannot provide a sound policy assessment.

Instead of promoting dynamic competition between platforms, the DMA will likely reinforce existing market structures, ossify market boundaries, and stunt European innovation. The DMA is likely to chill R&D by encouraging free riding on the investments of others, which discourages making those investments. Avoiding harm to innovation is critical because innovation delivers large, positive spillover benefits, driving increases in productivity, employment, wages, and prosperity.

The DMA prioritizes static over dynamic competition, with the potential to harm the European economy. Given this, the Impact Assessment does not demonstrate that the DMA will be beneficial overall, and its implementation must be carefully tailored to alleviate or lessen its potential to harm Europe’s economic performance.

Abstract

Purpose

This study aims to exploit Tobin’s Q model of investment to examine the relationship between corporate governance and green innovation.

Design/methodology/approach

The study is based on a sample of 3,896 firms from 2002 to 2021, covering 45 countries worldwide. The authors adopt Tobin’s Q model to conceptualize the relationship between corporate governance and investment in green research and development (R&D). The authors argue that agency costs and financial market frictions affect corporate investment and are fundamental factors in R&D activities. By limiting agency conflicts, effective governance favors efficiency, facilitates access to external financing and encourages green innovation. The authors analyzed the causal effect by using the system-generalized method of moments (system-GMM).

Findings

The results reveal that the better the corporate governance, the more the firm invests in green R&D. A 1%-point increase in the corporate governance ratings leads to an increase in green R&D expenses to the total asset ratio of about 0.77 percentage points. In addition, an increase in the score of each dimension (strategy, management and shareholder) of corporate governance results in an increase in the probability of green product innovation. Finally, green innovation is positively related to firm environmental performance, including emission reduction and resource use efficiency.

Practical implications

The findings provide implications to support managers and policymakers on how to improve sustainability through corporate governance. Governance mechanisms will help resolve agency problems and, in turn, encourage green innovation.

Social implications

Understanding the impact of corporate governance on green innovation may help firms combat climate change, a crucial societal concern. The present study helps achieve one of the precious UN’s sustainable development goals: Goal 13 on climate action.

Originality/value

This study goes beyond previous research by adopting Tobin’s Q model to examine the relationship between corporate governance and green R&D investment. Overall, the results suggest that effective corporate governance is necessary for environmental efficiency.
