Abstract

This chapter proposes an optimized innovative information technology as a means for achieving operational functionalities of real-time portable electronic health records, system interoperability, longitudinal health-risks research cohort and surveillance of adverse events infrastructure, and clinical, genome regions – disease and interventional prevention infrastructure. In application to the Dod-VA (Department of Defense and Veteran's Administration) health information systems, the proposed modernization can be carried out as an “add-on” expansion (estimated at $288 million in constant dollars) or as a “stand-alone” innovative information technology system (estimated at $489.7 million), and either solution will prototype an infrastructure for nation-wide health information systems interoperability, portable real-time electronic health records (EHRs), adverse events surveillance, and interventional prevention based on targeted single nucleotide polymorphisms (SNPs) discovery.

Abstract

Due to the increasing size and complexity of construction projects, construction engineering and management involves the coordination of many complex and dynamic processes and relies on the analysis of uncertain, imprecise and incomplete information, including subjective and linguistically expressed information. Various modelling and computing techniques have been used by construction researchers and applied to practical construction problems in order to overcome these challenges, including fuzzy hybrid techniques. Fuzzy hybrid techniques combine the human-like reasoning capabilities of fuzzy logic with the capabilities of other techniques, such as optimization, machine learning, multi-criteria decision-making (MCDM) and simulation, to capitalise on their strengths and overcome their limitations. Based on a review of construction literature, this chapter identifies the most common types of fuzzy hybrid techniques applied to construction problems and reviews selected papers in each category of fuzzy hybrid technique to illustrate their capabilities for addressing construction challenges. Finally, this chapter discusses areas for future development of fuzzy hybrid techniques that will increase their capabilities for solving construction-related problems. The contributions of this chapter are threefold: (1) the limitations of some standard techniques for solving construction problems are discussed, as are the ways that fuzzy methods have been hybridized with these techniques in order to address their limitations; (2) a review of existing applications of fuzzy hybrid techniques in construction is provided in order to illustrate the capabilities of these techniques for solving a variety of construction problems and (3) potential improvements in each category of fuzzy hybrid technique in construction are provided, as areas for future research.

Abstract

A growing interdisciplinary literature explores how people can simultaneously hold strong convictions and remain open to the possibility of learning from others with whom they disagree. This tension impacts not only knowledge development but also public discourse within a diverse and disagreeing democracy. This volume of Political Power and Social Theory considers the specific question of how religious convictions inform how people engage in democratic life, particularly across deep political divides. In this introduction, I begin by discussing how a narrow vision of religious citizens as dogmatic believers has led observers to frame religion as a concerning source of democratic distortion – encouraging too much arrogance and not enough humility. Yet this dogmatic believer narrative captures only one aspect of American religion. Juxtaposing a snapshot of dogmatic believers alongside two other snapshots of religious groups engaging in political life raises complex questions about the relationship between religious conviction, humility, and democracy in a time of deep political polarization. I argue that answering these questions requires a sociological approach that is attuned to power, context, culture, institutions, and history. At the same time, I show how attention to the tension between conviction and humility has the potential to enrich the sociological study of religion and democracy, and particularly ethnographic research across the moral/political divide.

Abstract

Purpose – The purpose of this chapter is to review the methodological and empirical underpinnings of transport network screening, or management, as it relates to improving road safety. As jurisdictions around the world are charged with transport network management in order to reduce externalities associated with road crashes, identifying potential blackspots or hotspots is an important if not critical function and responsibility of transport agencies.

Methodology – Key references from within the literature are summarised and discussed, along with a discussion of the evolution of thinking around hotspot identification and management. The theoretical developments that correspond with the evolution in thinking are provided, sprinkled with examples along the way.

Findings – Hotspot identification methodologies have evolved considerably over the past 30 or so years, correcting for methodological deficiencies along the way. Despite vast and significant advancements, identifying hotspots remains a reactive approach to managing road safety – relying on crashes to accrue in order to mitigate their occurrence. The most fruitful directions for future research will be in the establishment of reliable relationships between surrogate measures of road safety – such as ‘near misses’ – and actual crashes – so that safety can be proactively managed without the need for crashes to accrue.

Research implications – Research in hotspot identification will continue; however, it is likely to shift over time to both closer to ‘real-time’ crash risk detection and considering safety improvements using surrogate measures of road safety – described in Chapter 17.

Practical implications – There are two types of errors made in hotspot detection – identifying a ‘risky’ site as ‘safe’ and identifying a ‘safe’ site as ‘risky’. In the former case no investments will be made to improve safety, while in the latter case ineffective or inefficient safety improvements could be made. To minimise these errors, transport network safety managers should be applying the current state of the practice methods for hotspot detection. Moreover, transport network safety managers should be eager to transition to proactive methods of network safety management to avoid the need for crashes to occur. While in its infancy, the use of surrogate measures of safety holds significant promise for the future.

The chapter pays specific attention to the organizing and reorganizing process of the embedding of new technology. The aim is to increase the understanding of how a focal technology is incrementally aligned into a customer’s different business settings. Embedding becomes subject to intense organizing efforts. It becomes a struggle with activating different features of the focal technology by forging and modifying the resource interfaces between the focal technology and customer resources.

The organizing efforts are about seeking, in an explorative mood, for resource interfaces between the focal technology and the customer resources. This organizing process enables the identification of new adaptation opportunities for technology embedding processes, whereby the focal technology obtains certain feature and values.

A systematically developed knowledge of resource interfaces is a key for activating different features of the focal technology and thereby facilitating its embedding into the customer’s various business settings. This is described in a single case study in the chapter. This case and the analysis show how a supplier and a customer struggle with developing resource interface knowledge to activate the different features of the focal technology, thereby facilitating its embedding process. The first part of the chapter establishes a theoretical framework, followed in the second part by the case study and analysis. The concluding discussion emphasizes the importance of understanding and managing various interfaces as part of the organizing processes.

Abstract

Construction is a highly dynamic environment with numerous interacting factors that affect construction processes and decisions. Uncertainty is inherent in most aspects of construction engineering and management, and traditionally, it has been treated as a random phenomenon. However, there are many types of uncertainty that are not naturally modelled by probability theory, such as subjectivity, ambiguity and vagueness. Fuzzy logic provides an approach for handling such uncertainties. However, fuzzy logic alone has some limitations, including its inability to learn from data and its extensive reliance on expert knowledge. To address these limitations, fuzzy logic has been combined with other techniques to create fuzzy hybrid techniques, which have helped solve complex problems in construction. In this chapter, a background on fuzzy logic in the context of construction engineering and management applications is presented. The chapter provides an introduction to uncertainty in construction and illustrates how fuzzy logic can improve construction modelling and decision-making. The role of fuzzy logic in representing uncertainty is contrasted with that of probability theory. Introductory material is presented on key definitions, properties and methods of fuzzy logic, including the definition and representation of fuzzy sets and membership functions, basic operations on fuzzy sets, fuzzy relations and compositions, defuzzification methods, entropy for fuzzy sets, fuzzy numbers, methods for the specification of membership functions and fuzzy rule-based systems. Finally, a discussion on the need for fuzzy hybrid modelling in construction applications is presented, and future research directions are proposed.

Purpose: Preserving a country’s culture is crucial for its sustainability. Handicraft is a key draw for tourism destinations; it protects any civilisation’s indigenous knowledge and culture by managing the historical, economic, and ecological ecosystems and perfectly aligns with sustainable development. It has a significant role in creating employment, especially in rural regions and is an essential contributor to the export economy, mainly in developing nations. The study focuses on the skills required and existing gaps in the handicraft industry, its development and prospects by considering women and their role in preserving and embodying the traditional art of making handicrafts.

Approach: A framework has been developed for mapping and analysing the skills required in the handicraft sector using econometric modelling; an enormous number of skills have been crowdsourced from the respondents, and machine learning techniques have been used.

Findings: The findings of the study revealed that employment in this area is dependent not only on general or specialised skills but also on complex matrix skills ranging from punctuality to working in unclean and unsafe environments, along with a set of personal qualities, such as taking initiatives and specific skills, for example polishing and colour coding.

Implications: The skills mapping technique utilised in this study is applicable globally, particularly for women indulged in casual work in developing nations’ handicrafts industry. The sustainable development goals, tourism, and handicrafts are all interconnected. The research includes understanding skills mapping, which provides insights into efficient job matching by incorporating preferences and studying the demand side of casual working by women in the handicraft sector from a skills perspective.

The manufacturing transnational corporations (TNC) subsidiaries established in Mexico are playing a priority role within the labor markets in the Mexican economy, not only because of their participation in exports, generation of foreign exchange and employment in Mexico, but also because they are in command of a process of deep economic change.

Although the impact TNC subsidiaries have on the local configuration of productive networks, business capacities and links with different sectors has not been studied well enough in Mexico, it is nevertheless widely criticized. In other words, TNC subsidiaries undoubtedly have a positive impact on different areas, such as employment, generating foreign exchange, technological and organizational capacities and labor skills, but it is based on a learning that takes place within the affiliated plants themselves and in intra-firm relations. In spite of government and private efforts, their local spill over effects on Mexican companies is still very weak.

The purpose of this study is to identify the impact foreign TNC subsidiaries located in Mexico have on the development of local suppliers. The methodology is based on the application of three different types of questionnaires: one addressed to television TNC assembly plant workers in Tijuana, another to local suppliers, both foreign and national, and a third questionnaire geared to decision-makers and local business associations. We also considered results from other studies and analyzed different sources of information. The questionnaires were applied in Tijuana throughout January 2001.

The results of the study shows that there is an important industrial agglomeration in Tijuana and several institutions support this environment of clustering. Nevertheless, there are major disadvantages for increased local productive capabilities, but still room for Mexican suppliers and for public and private policy.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.
