Abstract
Total quality management (TQM) has been widely brought into action to improve the business’s essence in industries. In Taiwan, the computer and its peripheral industry is becoming a real global business. Most of the companies are buying and selling goods and services all through the world’s business community. The current progress toward TQM is one of the most noteworthy changes in Taiwan’s computer and its peripheral industry. Uses questionnaires to survey the implementation issues of TQM in the computer and its peripheral industry in Taiwan. A total of 40 companies responded to the questionnaires in the survey. Observing the survey results, the quality performances of most Taiwan’s computer and its peripheral companies are still vulnerable. Meanwhile, the training programs of related quality management techniques need further conduct to improve the quality management system.

Abstract
Purpose
The topic is restricted to the components of total quality management (TQM), in which a set of values, tools and techniques unites the descriptions of TQM. The purpose of this paper is to discuss the impact on an additional core value of the components of TQM, namely the sustainability of values, tools and techniques.
Design/methodology/approach
A strategic perspective of sustainable quality management is applied, rather than tactical and operative ones. The term “sustainable quality management” is used.
Findings
The paper contends that quality management (in general) and TQM (in particular) should be scrutinised by stressing the sustainability of values, tools and techniques.
Research limitations/implications
Sustainable quality management provides a potential to improve and extend the theory generation and the best practices of TQM in the future. An important area for further research is to examine the extent of sustainable quality management practices beyond the organisational boundaries and traditional channel structures. Sustainable quality management is complex to implement and evaluate.
Practical implications
The paper provides theoretical and managerial ideas and insights in order to anticipate and avoid the non‐sustainability of TQM practices.
Originality/value
One contribution is a model of a circulation approach to TQM. Another contribution is a model of the sustainability of TQM, which connects and reconnects corporate values, tools and techniques in quality management.

Purpose
The purpose of this paper is to identify critical successful factors for Total Quality Management (TQM) implementation.
Design/methodology/approach
A literature review was conducted to explore the critical successful factors for TQM implementation between 1980 and 2010.
Findings
A successful TQM implementation need sufficient education and training, supportive leadership, consistent support of top management, customer focus, employee involvement, process management and continuous improvement of processes.
Research limitations/implications
The review was limited to articles written in English language during the past 30 years.
Practical implications
From a practical point of view, the findings of this paper provide managers with a practical understanding of the factors that are likely to facilitate TQM implementation in organisations.
Originality/value
Understanding the factors that are likely to promote TQM implementation would enable managers to develop more effective strategies that will enhance the chances of achieving business excellence.

Abstract
Purpose
The aim of this paper is to present an empirical assessment and strategic planning for measuring the impact of total quality management (TQM) practices on small and medium enterprises (SMEs) and its effectiveness for business excellence. The authors investigate the present status of quality system in SMEs and find the thrust areas for TQM implementation in SMEs of strengths, weaknesses, opportunities and threats analysis. Also, it examines the effect of external environment on internal factors of SMEs by situation analysis. This study helps to develop a model for assessing the components of TQM in SMEs after identifying their weightage.
Design/methodology/approach
The qualitative and quantitative techniques have been used together for robust conclusions. The survey data has been collected through the properly designed questionnaire. After studying the present status of TQM in SMEs, situation analysis has been carried out for examining the effect of the external environment on internal factors of SMEs. The weightage of TQM critical success factors was calculated by pair-wise comparison method of analytical hierarchical process (AHP) analysis for framework development.
Findings
The study offers useful insights and guidelines for identification of the contribution of TQM critical factors in SMEs performance. It has been observed that the attribute understanding of customer need and its fulfillment ability has the highest priority, whereas supplier partnership and the ability to reduce waste having the least priority in SMEs. Validation study facilitates to channelize TQM initiatives, to improve environmental and operational performance.
Originality/value
The authors provide a comprehensive typology of TQM practices, and its performances on SMEs. This paper can increase the awareness of the significance of TQM strategy which could help managers of SMEs to have a better understanding of the benefits of implementing TQM and therefore unable patient satisfaction with their organizations.

Purpose
The purpose of this paper is to develop a total quality management (TQM) model for healthcare organisations and validate it using a sample of Iranian healthcare organisations.
Design/methodology/approach
A validated questionnaire was used to collect data from all healthcare organisations that implemented TQM in Isfahan province, Iran.
Findings
Using the proposed model, TQM implementation was measured in healthcare organisations. The level of TQM success in Isfahan healthcare organisations was medium. The highest score was achieved in the dimension of “customer management”, followed by “leadership” and “employee management”. Employee management, information management, customer management, process management and leadership had the most positive effect on TQM success. Using a series of quality management techniques had “synergistic” effect on TQM success.
Practical implications
Top management support, effective management of human resources, full involvement of the entire workforce including physicians, education and training, team working, continuous improvement, a corporate quality culture, customer focus and using a combination of management techniques under a quality management system are necessary for TQM successful implementation.
Originality/value
A healthcare context-specific model of TQM was developed and tested and suggestions were provided for its successful implementation.

Abstract
Purpose
The purpose of this study is to determine the extent to which total quality management (TQM) initiatives can improve the quality of services delivery at the medical records unit of the Korle-Bu Teaching Hospital (KBTH) to help meet the expectations and aspirations of patients and customers of the hospital.
Design/methodology/approach
This research adopted the survey strategy as its research design. The total study population consisted of 114 medical records staff of the KBTH. Questionnaires and personal observations were employed as the data collection instruments. The study recorded a response rate of 98 per cent. Data gathered from respondents were analysed in qualitative terms.
Findings
The overall finding of this study was that, although the medical records department of the KBTH had a fair degree of understanding on the benefits of TQM to records management service delivery, the exiting values for TQM did not meet the framework of good TQM practice, principles and standards.
Research limitations/implications
Even though the subjects for the study were from the biggest hospital in Ghana, the findings of this study may not be generalised to the whole country.
Practical implications
The study has demonstrated the need for the medical records department of the KBTH to have and develop good TQM standards to improve the quality of services to patients and varied customers of the hospital.
Originality/value
The literature reviewed indicated that this study is a maiden attempt to examine how TQM initiatives including sensitivity, customer satisfaction, commitment of top management, team work, effective leadership and participatory management, people development and effective and open communication can improve the quality of medical records service delivery at the KBTH in Ghana.

Abstract
Purpose
In 2000, the Hong Kong Government commissioned the Construction Industry Review Committee (CIRC) to provide a thorough review of the strengths/weaknesses of the Hong Kong construction industry and to recommend improvement measures. The CIRC’s report, released in 2001, recommended many improvement measures related to total quality management (TQM) principles. Despite many of these improvement recommendations being fulfilled in the ten years following the release of the report, there is a lack of literature documenting these achievements and the corresponding level of TQM application. The purpose of this paper is to investigate the level of TQM application by construction contractors in Hong Kong using a questionnaire survey.
Design/methodology/approach
A literature review was conducted and a survey questionnaire was then designed for a full-scale survey. The data collected from the survey were analysed using the Statistical Package for Social Sciences. Correlations between the respondents’ scores on the survey questions were established.
Findings
The survey findings indicate a moderately high level of application of TQM principles, reflecting a moderately high achievement in implementing the CIRC’s intended improvements. The TQM application level is comparable to that of Singapore, which is also a country with a high Chinese population. The findings further suggest that organisational learning and supplier management are the two major TQM principles that contractors should focus on to sustain their long-term businesses.
Practical implications
The Hong Kong experience should be of interest to other developing and developed countries, both regionally and globally, in search of a similar paradigm for improving quality.
Originality/value
This research is the first one done as to the level of TQM application in the Hong Kong construction industry. No one has done it before so this is the originality. The results are not only valuable to the stakeholders in construction in Hong Kong, but also to other developing and developed countries, both regionally and globally, in search of a similar paradigm for raising their quality culture.

Total Quality Management (TQM) looks like being one of the management fashions of the 1990s. In this respect the academic and prescriptive literature on TQM is reviewed. The factors which have encouraged organisations to introduce TQM are discussed and some of the implications for the management of labour outlined. It is suggested that TQM is consistent with a move towards human resource management.

Abstract
Purpose
Most of the total quality management (TQM) programmes implemented in the printing industry fail to produce the intended benefit, because of the view that quality achievement is workers responsibility. The purpose of this paper is to examine the role management plays in the implementation of TQM programme in the Ghanaian printing firms.
Design/methodology/approach
The study employed mixed method in gathering relevant data. A cross-sectional survey questionnaire was given to 145 managers of registered members of Ghana Printers and Paper Converters Association, Southern Sector to assess the role management plays in TQM programme. Key informant interview was conducted among ten randomly selected production managers of printing firms to complement the survey data.
Findings
The study finds out that organizational performance (OP) is not significantly influenced by the level of commitment of top management in a printing organization. Rather OP is greatly influenced and determined by leadership styles of management and the quality policy which guides printing operations.
Practical implications
The Ghanaian printing industry can ensure better OP by considering the kind of leadership style exhibited in the firm and develop quality policy to guides printing operations and activities. No matter the level of commitment of organizational resources, if it is not back by a good leadership style and a quality policy, TQM initiative will not yield the intended result.
Originality/value
The study presents managerial issues and practices critical for successful TQM programme in the Ghanaian printing industry.

Purpose
The purpose of this paper is to aggregate significant part of debates in the field of International Non-Governmental Organizations (INGOs) toward performance improvement by benchmarking of the Total Quality Management (TQM) practices, and to propose TQM-Benchmarking model as a seed for future research in the context of INGOs.
Design/methodology/approach
TQM practices for INGOs were first identified based on critical synthesis of the literature for both, existing for-profit TQM literature and the INGOs field-specific quality and accountability frameworks, initiatives, and practices (Jordan introduced as an example) followed by solicitation of the opinions of experts and colleagues through personal interviews and focus group discussions to define the proposed TQM-Benchmarking model.
Findings
TQM-Benchmarking model of six practices vital to INGOs performance are proposed by this review including leadership and management commitment, beneficiaries focus and participation, partnership management for sustainability, human resource (HR) focus, process management and learning and continuous improvement, and use of quality information.
Originality/value
While TQM practices succeed in improving performance of for-profit organizations, this review proposed TQM-Benchmarking model with field-specific practical pillars of performance improvement in the INGOs.
