Abstract

Notes that the nature of the service process makes the measurement of productivity and quality more difficult. In this paper a methodology to delineate relevant indicators of productivity and quality for services is developed. For both types of indicators, process analysis is a starting point. Insights from activity‐based management are introduced to work out productivity indicators. An approach based on quality function deployment is used to delineate relevant quality indicators. Both approaches are illustrated with case study material. During the process of developing these indicators, it became clear that realizing quality and productivity simultaneously within the service delivery process might imply a trade‐off. Implications and further extensions of this dynamic relationship are discussed within a larger service strategy framework.

Abstract

We present a description and analysis of the current reforms in the French system of “assurance maladie”, or its health insurance system, particularly as they bear on quality at the hospital level. The measurement and management of quality play a significant role in the reform, thus providing a particularly timely example for health care policy makers, researchers, and managers. We discovered several lessons from the French experience. First, the issue of workload influenced thinking about how best to build a given indicator, and led to careful evaluation of the added value of additional data collection. In some cases the indicators are actually more of a screen or filter than an actual assessment of quality, with particularly high or low values signaling the need for further investigation rather than serving as assessments per se. Second, the development and implementation of quality indicators (QIs) demand the involvement of professionals in the process. Third, process indicators seemed to be more useful than outcome indicators. Fourth, expectations for quality management should be aligned with feasibility and with the reality of measurement system. For example, the workload is closely tied to the state of the hospital data collection systems (indicators selection). Lastly, the twin objectives of quality improvement and accountability do not necessarily mesh easily or well.

Abstract

Purpose

The main purpose of this paper is twofold: to present a proposal for a model of educational quality management system within a process approach context for technical universities, and a conceptual model of a performance measurement system (PMS) towards the assessment of the quality level of management, core and support processes.

Design/methodology/approach

The paper encompasses two main parts: a theoretical portion and a case study. Within the theoretical background, the authors discuss the issue of educational quality management supported on a process approach perspective as well as performance measurement system in high education (HE). The case study reports the development of the concept of performance measurement system for technical universities.

Findings

The proposed system of educational quality management supported on a process approach, together with a conceptual model of the performance measurement system, can be implemented in every technical university. The identification of processes in the education quality management system permitted the development of the PMS. The model covers 32 key performance indicators (KPIs) for management processes, 39 for core processes and 19 for supporting ones.

Research limitations/implications

The proposed performance measurement system is limited in its focus on educational processes and support of these processes. The evaluation of scientific and research activity and aspects related to financial resources is not pursued.

Originality/value

Elaboration of a conceptual model of a performance measurement system towards the assessment of the quality level of management, core and support processes is dedicated to technical universities.

Abstract

Purpose

The purpose of this study is to determine which categories and indicators of quality are best suited to evaluating associate degree culinary arts programs (ADCAP).

Design/methodology/approach

The researchers surveyed a national sample of culinary educators and industry chefs in the USA. The instrument asked the participants to rate the importance levels of 50 potential quality indicators for ADCAP. The data were analyzed to determine the most important indicators as well as categories of indicators.

Findings

Data analysis revealed the five most important indicators of quality, based on mean scores, to be: sanitation of kitchen laboratories; industry experience of faculty; subject experience of faculty; required internship; and job placement rates. From these data, the researchers developed a list of 20 suggested quality indicators. The indicators were originally divided into eight categories. The majority of the suggested indicators came from the faculty, organization and administration, and facilities categories. However, factor analysis revealed that the list of indicators could more appropriately be divided into 13 categories.

Research limitations/implications

The members of the American Culinary Federation surveyed may not be representative of all chefs in the USA.

Practical implications

The results provide a basis for educators, students, employers and other stakeholders of ADCAP to evaluate these programs and suggest future research to further evaluate ADCAP quality.

Originality/value

This paper applies multiple theories of evaluating quality in higher education to a type of program that has been under‐researched in the academic literature.

Abstract

Purpose

This paper seeks to study the impact of adopting quality orientation as a business operations philosophy to enhance a firm's performance. Specifically, it aims to identify various indicators that make up a quality orientation philosophy, and to research their role in improving business performance in the banking sector of the service industry.

Design/methodology/approach

The paper surveyed retail banking firms for this study, and used path analysis and structure equation modeling (SEM) to develop the study model. This model was tested to develop the process by which quality orientation philosophy, if adopted, can impact a business's performance.

Findings

Results indicate that specific indicators of quality orientation, when operationalized as a business philosophy, can enhance a banking firm's performance. This study also provides an insight for managers as to the process of adopting quality orientation philosophy in their businesses.

Research limitations/implications

Research was conducted on a specific sector of service industry: the banking sector. The relatively small size of the study sample may impact the outcome of research applicability in some large businesses. However, the research does provide valuable insights as to how other businesses can adopt quality orientation in their operations.

Originality/value

This paper examines the process by which operational activities should be designed to effect a service firm's performance by placing emphasis on the quality aspect of each indicator that comprises quality orientation. This differs from other studies in the sense that it first operationalizes quality orientation as a set of indicators, and then shows how individual indicators influence business performance.

Abstract

Purpose

The purpose of this paper is to define quality criteria for museum work and try to identify indicators for assessing such quality, using the well-known quality indicators for libraries as basis of comparison.

Design/methodology/approach

In 2016, the first international standard for museum statistics was published (ISO 18461). At the same time, the museum community realized the need to proceed from statistics to quality assessment in order to prove the effectiveness and efficiency of museum performance and finally also the influence of museums on society. The paper analyses the existing literature on museum quality and museum evaluation and compares the findings to the established methods in the library sector.

Findings

Comparison of quality criteria and quality evaluation in museums and libraries shows not only many similarities in what is regarded as quality, but also considerable differences in the options for assessment.

Research limitations/implications

The paper shows a tentative selection of potential quality indicators and quality assessment methods for museums. Further work and practical expertise will be needed for developing and testing a reliable set of methods. The new ISO project 21246 key indicators for museums will further this development.

Practical implications

There is an evident similarity in the mission and goals of cultural institutions such as archives, libraries and museums. Methods already in use in libraries for assessing performance quality and library impact can therefore also be useful in the museum sector. But the immense variety of museums requires an adaptation of existing methods and a number of new indicators especially devised for museum tasks.

Originality/value

The paper describes possible solutions for evaluating the quality of museums. As quality criteria are similar in museums and libraries, new quality indicators for museums may in turn become useful in the library sector.

Abstract

Purpose

Analysis and comparison of three existing indicators of the air quality: the American air quality index, the French Atmo, and the Italian Indice di Qualità dell'Aria.

Design/methodology/approach

International general and organic regulations to control air quality do not exist yet. Consequently many countries have independently implemented specific indicators to monitor the air pollution and then alert people of resulting health risks. The paper focuses on three of them. Each one is independently presented showing the peculiarities. Therefore, these indicators are compared to identify the features they have in common, as well as those that set them apart, and to figure out which are either restrictive or permissive, and what are their qualities and drawbacks.

Findings

The three mentioned indicators convert the real health risk due to air pollution into numerical information, in different ways. Doing this, they carry out some simplifications or assumptions, which can be questionable. The main difficulty is to understand if the indicators aggregate the different pollutant concentrations consistently with the real effects on human health.

Research limitations/implications

This paper analyses only three specific indicators of the air quality, selected among the existing ones.

Practical implications

Indicators should carefully be analysed to understand if they properly represents the real effects of pollutants on human health. The most critical aspect to consider is the aggregation of the different pollutant concentrations in one information.

Originality/value

This paper analyses the efficacy of representation of some air quality indicators. It discusses if indicators aggregation is consistent with the real effects on human health.

Abstract

This study sets out to shed light on those infrastructures underlying the ubiquitous, yet contested nature of governing by numbers. Investigating the 30-year long emergence of Germany’s “external quality assurance system” for hospitals, the authors show how methods for quantifying quality align with broader institutional and ideational shifts to form a calculative infrastructure for governance. Our study focuses on three phases of infrastructural development wherein methods for calculating quality, institutions for coordinating data and reform ideals converge with one another. The authors argue that the succession of these phases represents a gradual layering process, whereby old ways of enacting quality governance are not replaced, but augmented by new sets of calculative practices, institutions and ideas. Thinking about infrastructures as multi-layered complexes allows us to explore how they construct possibilities for control, remain stable over time and transform the fields in which they are embedded. Rather than governance being enacted according to a singular goal or value, we see an infrastructure that is flexible enough to support multiple modalities of control, including selective intervention, quality-based competition and automatized budgeting. Infrastructural change, instead of revolving around crises in measurement, is shaped by incubation periods – times of relative calm when political actors, medical practitioners, mathematicians, and many others explore and reflect past experiences, rather than follow erratic reforms fads. Finally, analysing infrastructures as multi-layered constructs underlines how they produce multiple images of care quality, which not only shift existing power relations, but also change the ways we understand and make sense of public services.

Abstract

Purpose

The purpose of this paper is to review the literature on quality model development, validation and limitations.

Design/methodology/approach

The systematic literature review used online journal indexes between January 1995 and April 2010. International studies focusing on multiple functional domains and those in which development methods were selected. Two reviewers assessed all studies and 18 were shortlisted.

Findings

Literature reviews, peer reviews, questionnaires and expert panels are the most frequently used model development methods. Expert judges were widely used to validate the models. The most important limitation was that key indicators were missing.

Originality/value

Existing healthcare quality models are not comprehensive and there is no consensus on targets, clinical areas or diseases.
