Abstract

Purpose

Although its contributions to global science date from 1980, Qatar embarked on an ambitious plan in 2009 to position itself as an important hub for global research production. This paper assesses Qatar’s contribution over the past three decades to global research output and science productivity in STEM+ fields, as measured by scientific journal article production.

Design

The core of the analysis is based on a specially coded dataset of all peer-reviewed journal articles in the STEM+ disciplines with at least one author whose primary affiliation was a Qatar-based research organization. The original data source is Thomson Reuters’ Science Citation Index Expanded (SCIE). Analyzing trends between 1980 (the first year in which a paper with a Qatar-based author appeared in these selected leading journals) and 2011, the chapter documents how scientific journal article production in Qatar has developed over three decades.

Findings

Between 1980 and 2002, rates of journal article production were relatively low. From 2003, reflecting considerable investments in higher education and research, the annual number of journal article publications increased dramatically. Most publications were authored by university-based scientists (58%) and scientists based at research hospitals or other medical research facilities (30%). By 2011, over 83% of scientific journal articles published with at least one Qatar-based author were the result of collaboration with international partners. European, North American, and Middle Eastern research scientists and organizations were the most common international collaborators.

Originality/value

This is the first comprehensive empirical study of Qatar’s contributions to global scientific production in the STEM+ disciplines.

Abstract

Qatar’s higher education system is growing rapidly, as science in the Islamic world witnesses a contemporary renaissance. Steering a course toward becoming a “knowledge society,” Qatar and other countries in the Arabian Gulf region are now home to dozens of universities. The establishment of many international offshore, satellite, or branch campuses further emphasizes the international dynamism of higher education development there. The remarkable expansion of higher education in Qatar builds upon unifying two distinct strategies, both prevalent in capacity-building attempts worldwide. First, Qatar seeks to cultivate human capital domestically through massive infrastructure investment and development of educational structures, including Qatar University. Second, Qatar seeks to match the strongest global universities through direct importation of existing organizational capacity, faculty and staff, and accumulated reputation. Local capacity in higher education and scientific productivity is built simultaneously with the ongoing borrowing of ideas and talent from different regions of the world. The relative youth of the higher education system and the state’s small geographic and demographic size are being compensated by considerable investments in the standard-bearing university – a national university taking root – simultaneously with hosting branches of eminent foreign higher education institutions, mainly on the Education City campus. Exemplifying extreme glocalization and mondialisation, Qatar has become a regional hub, bridging the traditional university strongholds in the West and the rising powerhouses in the East.

Abstract

Theoretical basis

This study aims to build on the human capital development theory that focuses on the education and development of individuals considering their spillover impact on the organization’s and community’s improvement. Through examining the efforts put in by the Ministry toward developing its nationals to convert its economy into that of a knowledge-based one, this case shows a practical application of the human capital development theory.

Research methodology

To attain a more comprehensive understanding of how the Ministry underwent the implementation of educational and employment reforms, this study carried out a mixed methods study that pertained conducting interviews and collection of secondary data such as reports, minutes of meetings and publicly available date. First, four top management and executives were interviewed from the Ministry to gain deeper understanding on the planning of educational and employment reforms being implemented by the Ministry, its implementation and the challenges that the Ministry faced in doing so. Additionally, top management and executives from higher educational institutes in Qatar were also interviewed to attain a more comprehensive understanding of how they worked with the Ministry to implement the educational and employment reforms. The interview participants held key positions within the Ministry and education institutes in Qatar. As a result, they were directly involved in driving strategic decision-making in various areas relating to education at all levels (primary, secondary and tertiary). Further, they were directly involved in the establishment of Qatarization initiatives in the education sector within Qatar. Below is a list of the interviewees:

1. Mr Ahmed, Undersecretary of the Ministry of Education and Higher Education (formerly Qatar University President and Community College of Qatar President);

2. Mr Saad, Higher Education Consultant at the Ministry of Education and Higher Education (formerly the Dean of Community College of Qatar);

3. Mr Ali, Assistant Undersecretary of Shared Services Affairs, the Ministry of Education and Higher Education;

4. Mr Abdulla, Acting Assistant Undersecretary for Higher Education, the Ministry of Education and Higher Education;

5. Mr Jassim, Vice President of Academic & Student Affairs at Community College of Qatar;

6. Mr Bilal, Vice President of Academic & Student Affairs at College of the North Atlantic-Qatar;

7. Mr Mohammed, Chief Strategy and Development Officer at Qatar University; and

8. Mr Yasin, General Manager of Qatar Learning Center.

Each participant was first contacted to inform them about the nature of the study and to gain their consent to conduct an interview. The interview protocol contained closed- to open-ended questions, aimed at providing in-depth information on Qatarization practices and the efforts to reform the education sector in Qatar. As a result, a semi-structured interview was conducted. The participants were posed with several questions that included but were not limited to these. For instance, the participants were asked with questions like what steps are being taken by the Ministry of Education and Higher Education to improve the education system in Qatar? and What are the current Qatarization practices that have been implemented in the Ministry of Education and Higher Education? Upon attaining answers for these questions, the interviewer was able to follow up with more specific and relevant questions like how does the Ministry engage Qataris to take up science, technology, engineering and mathematics programs?, what are the methods employed to attract Qataris toward pursuing higher education?, what are the different types of scholarships being offered to Qataris? and hat are the programs that the Ministry of Education and Higher Education implements to train/employ young Qataris to be qualified for work in the education sector? The interviews lasted about 30–45 min. In addition to interviews, several secondary sources were used from the Planning and Statistics Authority, the World Bank and the Ministry of Education and Higher Education.

Case overview/synopsis

Human capital development is regarded as a fundamental pillar that leads to the sustainable economic, political and social progress of a society. Given the foundation of human capital development is based on educational capacities, Qatar has regarded education as its national and foremost priority and the key to maximizing human potential toward building a sustainable knowledge-based economy in the long run. This case study portrayed the works of the Ministry of Education and Higher Education in the state of Qatar. The Ministry had been tasked with the mission to support the government’s national strategy of transforming Qatar’s economy from a resource-based economy into a knowledge-based economy. As such, this case sheds light on the Ministry’s strategic initiatives toward developing the local human capital. The Ministry governs over the education sector, and in providing the Ministry’s point of view, the reader is able to get a grasp on the inner workings of a government entity. In addition to providing an overview on the strategic initiatives employed by the Ministry to enhance the quality of education for Qataris, this case study also examined the Qatarization initiatives taken up by the Ministry. Qatarization is a national strategy implemented by the state of Qatar to nationalize the workforce. In other words, through Qatarization, the government intended to increase the employment opportunities available for Qataris and enhance their professional skill set through training and development efforts. Accordingly, this case also illustrated the Ministry’s role in Qatarizing its workforce successfully. In understanding the challenges faced by the Ministry toward enhancing the education services and employment opportunities being offered to the nationals, students can attain a refined perspective on the real-life challenges that government entities face in implementing strategic initiatives. Through this case, students in graduate and undergraduate courses relating to business, strategy, economics, public policies and education can also attempt to engage in decision-making activities that involve overcoming the challenges faced by the Ministry through devising action plans or revising the strategic initiatives. The issues discussed in the case delve into how Qatar government’s initiatives for economic transformation via educational reforms impacted educational institutions, students and the workforce.

Complexity academic level

This case is intended to be studied by students in graduate and undergraduate courses relating to business, strategy, economics, public policies and education where they can engage in realistic decision-making activities that involve overcoming the challenges faced by the Ministry through devising action plans or revising the strategic initiatives.

Abstract

Purpose

This study aims to examine a conceptual integrated framework for small- and medium-sized enterprises’ (SMEs) export performance that comprises all potential export determinants and inhibitors. This study also incorporates and examines the potential mediators of proactiveness (business strategy), innovativeness (innovation strategy) and export marketing strategy.

Design/methodology/approach

His research is based on the contingency theory, resource-based and market-based view, and it provides an integrated model about the research problem. The primary data are collected through direct survey amongst active SME exporters, and three main approaches of descriptive statistics, confirmatory factor analysis and structural equation modelling are applied for data analysis.

Findings

The results show significant effects of various internal and external firms’ determinants on their export performance in Qatar. Two mediators, proactiveness (business strategy) and innovativeness (innovation strategy), have key roles in enhancing SMEs’ export as well. The final research findings have significant implications for understanding all key drivers of SME export in Qatar, and it helps policymakers, regulators and service providers to improve the current SME ecosystem and their services to SMEs. Finally, the results of this study can be extended to other emerging markets with similar economic and legal structures.

Originality/value

Many obstacles discourage SMEs to move internationally, especially in emerging markets. This study focuses on the capacity building to enhance SME export activities in an emerging market. Even though the latest literature in the area of export performance has focused on firms from emerging economies, studies in this area are still limited. Earlier research in this area has mostly focused solely on the determinants of export performance from either internal factors, external factors or both without using adequately potential mediating factors, which could affect export performance.

This chapter describes the research ecosystem’s development in Qatar from 2006 until the present day, a brief history of this development, and future development plans. The information provided is a snapshot of the entire research administration enterprise in the country and estimates the current number of employed research management and administration (RMAs). It also presents the challenges and the pivotal role of the RMAs can play in achieving the country’s strategic objective, which could increase the number and the professionalisation of RMAs in Qatar. Some recommendations highlighted here include specialising RMAs in the field of the human subject and animal research protection, research compliance, intellectual property, and commercialisation.

Abstract

Purpose

This research study aims to explore sociocultural factors such as privacy and gender segregation as they relate to the spatial perception of women's spaces within the vernacular Qatari household, and the activities, habits and practiced culture of its inhabitants.

Design/methodology/approach

This analysis utilizes the Space Syntax methodology to examine a sample of vernacular courtyard houses with respect to space connectivity, conducting an analytical exploration of the role of women based on the system of activities.

Findings

The findings shed light on the spatial complexity and sensitivity of the Qatari household as it reflects the prevailing sociocultural imperatives in Qatari urbanities, including the country's capital, Doha.

Research limitations/implications

This research study thus reinforces the importance of traditional residential architecture in conserving Qatar's distinctive architectural identity, rooted in its sociocultural attributes.

Social implications

Sociocultural features such as privacy and gender segregation are among the most prominent factors influencing the spatial form of vernacular courtyard houses in the Arabian Gulf country of Qatar.

Originality/value

It is argued that within a typical vernacular Qatari household, women's spaces are the least connected (most segregated) areas, due mainly to the influence of privacy norms and gender segregation on the spatial configuration of the house.

Abstract

Purpose

The purpose of this paper is to explore the experience of Qatar with entrepreneurship education and training, and its contribution in creating a knowledge-based economy. By doing so, the paper will contribute towards raising awareness about the state of entrepreneurship education, training and the knowledge economy in Qatar.

Design/methodology/approach

The research design for this paper is a descriptive and interpretive case study that is analysed through qualitative methods. Secondary information is analysed through descriptive statistics.

Findings

The main finding of this paper is that although Qatar has launched many initiatives of entrepreneurship education and training to help diversify its economy by creating knowledge-based economy, the data show that there is some improvement in Qatar’s ranking in the Knowledge Economy Index.

Research limitations/implications

The main limitation of this study is the unavailability of secondary data for a long period of time.

Social implications

The main policy implication that can be derived from the findings of this paper is that entrepreneurship education and training alone cannot create a diversified and knowledge-based economy in a short period of time. In fact building a knowledge economy requires more than introduction of entrepreneurship education and training. In addition to entrepreneurship education it requires improvement in the national innovation system, large investment in information and communication technology and a good macroeconomic performance. Moreover, the success of entrepreneurship education and training in fulfilling its objective requires a comprehensive strategy to be implemented over a long period of time.

Originality/value

The paper represents an original work that links entrepreneurship education and training with the knowledge economy. This is the first paper that handles this issue in the context of Gulf countries.

Abstract

This paper describes a small research project undertaken in a technical college in Qatar on the use of iPads in the classroom. iPads were trialed for a semester each in mathematics and physics classes; students completed pre- and post-surveys. Classroom observations were carried out and interviews were conducted with both faculty (N=3) and students (N=19). Over 80% of students reported positively on the iPad as being “helpful” to “very helpful” for learning new things and course materials, for increasing their interaction with online course materials and getting course information and for exploring additional material related to course topics. Faculty perceptions of iPad use in class were also positive.

Abstract

This case study of the State of Qatar examines government educational policy and economic development in Qatar’s strategy to diversify its oil and gas-based economy into knowledge production. Qatar presents a particularly interesting case since its substantial investments in the past decade in education, Information and Communications Technologies (ICT), research and development (R&D), and coastal development and tourism are all highly intertwined both in practice and from a national policy perspective. Armed with billions of dollars of sovereign wealth funds (SWF) from its gas and oil industries, the government of Qatar has embarked on both domestic and overseas investment campaigns including education, sports, internet and telecommunications, healthcare, overseas land purchases (food security), cultural institutions and museums, increased desalinated water capacity, and coastal development and tourism projects. Education and research, most notably Qatar Foundation’s Education City, Qatar National Research Fund (QNRF), and the Qatar Science and Technology Park (QSTP), stand at the heart of Qatar’s investment in human development and long-term economic and social sustainability. Despite large outlays in knowledge economy initiatives, the country, however, is facing significant challenges in rapid population growth, reliance on expatriate labor for its skilled labor needs, an underdeveloped education system, and an undiversified economy which revolves around hydrocarbon rents.

Findings

Education City's six branch libraries successfully support the needs of their patrons' curriculum and research needs especially in the e‐resources.

Originality/value

This research provides in‐depth information for the Qatar Foundation, university and library administrators of main and branch campuses related to future e‐licensing, collections acquisitions, and staffing.
