Abstract

The chapter is devoted to the problem of creating effective tools for attracting extra-budgetary sources and increasing the interest of contemporary Russian enterprises in implementing projects to repair past (accumulated) environmental damage.

The objective of the research is the regions of the Russian Federation (constituent entities of the Russian Federation) and the mechanisms for financing the projects in the field of accumulated damage repair being implemented at the state level. This is possible by financing the project with the participation of the company involved in the accumulated damage in the regions.

The chapter deals with the investigation of the basic concepts of the problems of accumulated damage and the identification of the main problems and the contradictions in attracting financing for the implementation of damage repair projects in the Russian law enforcement field. The analysis of indicators characterizing the dynamics of financing of such projects in the Russian regions and the methodology of selecting priority objects of accumulated damage for their financing at the federal level is also examined.

The research resulted in the authors’ conclusion that the problem of attracting extra-budgetary sources to repair accumulated damage is connected not only with the contradictions in the Russian environmental legislation, but also with the insufficient development of such institutions as public-private and municipal-private partnerships. The chapter contains proposals for the development of results-based tools using the mechanism of public-private partnership to repair the accumulated damage.

Abstract

This chapter examines the role of the central bank digital currency (CBDC) in achieving the United Nations’ sustainable development goals (SDGs). Digitalisation is transforming the sustainable development landscape, and there is a need for central banks to play a major role in digital transformation for sustainable development. This topic is important to policymakers interested in how central bank innovation can help support SDGs’ realisation. This study is also relevant to researchers researching how a CBDC can be used to achieve SDGs. The author argued that a CBDC could unlock financing for each SDG, provide convenient access to capital and increase payment efficiency. CBDC can also increase the speed of transaction chains and provide greater capital efficiency for investment in sustainable development activities and projects. A CBDC can support realising the United Nations’ SDGs. Policymakers should ensure that the CBDC in their respective countries is designed to incorporate features that consider sustainable development concerns for attaining the United Nations’ SDGs. There has yet to be an attempt to assess how a CBDC can contribute to realising the United Nations’ SDGs. The literature needs to examine the opportunities CBDC presents for achieving SDGs.

Abstract

This chapter’s purpose is to check (prove or disprove) the argument in favour of technological discrimination of consumers of goods in the conditions of digital development, given the essence of sales conflict, its manifestations and perspectives of overcoming.

The literature review of the existing sources shows that they have an insufficient scientific basis for determining the essence of sales conflict, its manifestations, and perspectives of overcoming in the conditions of digital development and in view of technological discrimination of consumers of goods. To fill this gap in the system of scientific knowledge, the authors use the methods of comparative and correlation analysis of statistical data. The research objects are the top 10 countries from the G20, Latin America, the Caribbean, China, and the United States, which have the highest level of development of online trade and digitalization.

The authors perform an overview of the facts that determine that, from a scientific point of view, there are arguments in favour of technological discrimination of consumers of goods in the conditions of digital development from the position of the emergence of sales conflicts between companies and consumers of online goods. Modern economies are developing along the path of further increase in the technological gap between them, which could be caused by two reasons: differentiation in the level of socio-economic development of separate countries and their different susceptibility to the achievements of the digital economy and digital technologies. Countries with high innovative potential, but without effective innovative systems, undergo ‘digital transformation’. Countries with low innovative potential, but active borrowing and implementation of innovative technologies from abroad, undergo ‘digital adaptations’.

It is proved that the COVID-19 pandemic led to the change of consumer behaviour models, seriously influencing the structure of consumption. While the traditional retail trade is in stagnation, the sales volumes in the system of online commerce continue growing. Together with the development of online commerce, new types of conflicts emerge – they are caused by inequality in the level of technological and digital development of various countries of the world, as well as by discrimination of consumers.

Abstract

Purpose

The purpose of the chapter is to determine the essence of sustainable socio-economic systems through the prism of economic growth.

Methodology

The methods of econometric and regression analysis are used for determining the level of sustainability of development of economic systems in 2018 by comparing the values of the index of ecological effectiveness, calculated by the Yale Center for Environmental Law and Policy, and the index of socio-economic development, calculated by the Legatum Institute. Also, coefficients of variation, which reflect per cent deviation of GDP per capita in current prices on average for 2006–2022 are calculated. The studied indicator is GDP per capita in current prices (calculated by the International Monetary Fund). The research objects are leading developed countries and countries of BRICS.

Conclusions

It is determined that more sustainable socio-economic systems of developed countries show higher stability of economic growth during 2006–2018, and less sustainable socio-economic systems of developing countries develop in unstable way. However, the influence of sustainability on stability of economy is vivid.

Originality/values

The existing conceptual treatment of the essence of sustainable socio-economic systems is specified by substantiating that these systems develop not only harmoniously in the aspect of balance of social, economic, and ecological development but also in a stable way in the aspect of low volatility of GDP per capita in current prices. This treatment is interesting from the scientific and practical points of view for development and implementation of state policy in the sphere of managing sustainable development of economy.

In this chapter the development of new sugarcane varieties in Florida and Louisiana is examined, along with the accompanying advancement in mechanization technology through the widespread adoption of sugarcane harvesters. An econometric analysis is carried out to determine the impact of the price of raw sugar on raw-sugar yields in Louisiana and Florida. This study found that in the case of Louisiana, the 3-year lagged US raw-sugar price had a positive and significant impact on sugar yields. The change in raw-sugar prices did not have a significant impact on sugar yields for the Florida industry. Sugar production has increased over time, in part, due to the development of new sugarcane varieties accompanied by modern sugarcane harvesters. Given the relationship between price and yield, particularly in Louisiana, policy makers and producers must be mindful of the potential impact of policy-induced research and development (R&D) on the competitiveness of their industry.
