Abstract

Discusses supply chain management practices, with emphasis on purchasing, in Botswana (a developing country). Focuses on problems facing business operations and how to improve the situation. Presents the views of purchasing personnel from public and private organizations and of students taking purchasing and supply chain management courses. Discovers that purchasing has not been recognized as a profession, which has led to lack of motivation in purchasing sections’ personnel. Further, purchasing policies on external relationships and image are non‐existent in most organizations. Claims that managers need to change their thinking about the purchasing and supply function – to see it as strategic and not clerical; and purchasing and supplies personnel require training in supply chain management.

Abstract

Traces the development of purchasing from a materials acquisition function to supply chain management. The paradigm shifts to recognising every purchase is also a sale and that purchasing is more than buying. Contemporary purchasing incorporates strategic procurement – aligning suppliers’ performance with purchasers’ business strategies, supplier‐base management – managing the structure and culture of supplier relationship, and lean supply organisation – energising internal and external organisational teams through flexible structures and responsive information systems. Tasks for purchasing and supply chain management can be differentiated at the operational, administrative and entrepreneurial levels. An incremental approach is recommended to changing practices and policies by encouraging organisational learning, teamwork and dissemination of experience with supply chain management.

It examines both the anticipate rates of change and development of the underlying factors as well as the organisational implications they entail. A full bibliography of recent literature is provided. The predicted developments are derived from the findings of a Delphi Study in association with the Institute of Purchasing and Supply conducted by the author in 1976.

Abstract

The literature suggests public procurement professionals have different perspectives on supply chain management (SCM) vis-à-vis their private sector counterparts. Based on a recent survey of Canadian purchasers, this paper presents an empirical comparison of public vs. private views on SCM. The questionnaire is structured around a set of 54 topics, tools and techniques; along with four perspectives on the relationship between purchasing and SCM. Important findings from this survey of SCM professionals include: (1) public procurement professionals have narrow perspectives on SCM compared to their private sector counterparts; and (2) public sector professionals have different perceptions regarding the importance of topics, tools and techniques to support their performance on the job.

Abstract

Purpose

Research on purchasing managers and their skills requirements supports the training and education of purchasing professionals. This paper offers an in-depth analytical review of the purchasing skills reported in the supply chain management (SCM) literature. The purpose of this paper is to highlight the most important skills and factors that influence these skills.

Design/methodology/approach

This paper employs a systematic literature review methodology. Two databases, Scopus and Web of Science, are searched for relevant articles. The selected journal articles are used as sources to obtain a view not only on the relevant purchasing and supply management (P/SM) skills, but also on factors that emphasize certain P/SM skills. This paper also summarizes the ten skills ranked as most important (often described as the “top ten”) among the sample articles.

Findings

The paper highlights the essential skills for purchasing professionals, verified both by their frequent appearances in rankings and by citation frequency in the literature. Generic managerial skills, such as communication, cost analysis, teamwork, problem-solving, negotiation, influencing, and persuasion, as well as information technology skills, received the most attention in the literature and rankings of the “top ten” P/SM skills. This paper provides a refined categorization of purchasing skills, which have merged recently with other discussed skills, such as political and entrepreneurial ones, into this categorization. This paper identifies factors that affect purchasing managers’ skills requirements.

Originality/value

This paper presents a structured overview of 57 peer-reviewed articles from high-quality journals about purchasing skills. The review contributes to the purchasing skills literature by showing the most relevant skills and the factors that influence skills requirements. These factors also provide arenas for further research related to purchasing skills.

Abstract

Purpose

This paper aims to conceptualize supply market orientation (SMO) for the purchasing and supply chain management function and discusses how SMO capabilities are developed and how their application differs within and across firms. This research can thus be used as a blueprint for the development of a SMO capability that accommodates a firm’s unique contextual antecedents’ profile.

Design/methodology/approach

The qualitative research design comprises five in-depth case studies with 43 semi-structured interviews with large manufacturing and service firms.

Findings

SMO is defined as the capability to exploit market intelligence to assess, integrate and reconfigure the heterogeneously dispersed resources in purchasing and supply chain management in a way that best reflects the peculiarities of a firm’s supply environment. The empirical analysis shows that although SMO capabilities are configured similarly, their application varies across and within firms depending on the characteristics of a firm’s purchasing categories and tasks. Hence, reactive versus proactive SMO application is contingent upon firm-level and purchasing category–level characteristics.

Originality/value

The study uses the dynamic capabilities view as a theoretical background and provides empirical evidence and theoretical reasoning to elaborate and endorse SMO as a dynamic capability that firms need to have to compete in a complex and dynamic environment. The study provides guidance for supply chain managers on how to successfully develop and deploy a SMO capability.

Abstract

Purpose

This paper provides a structured literature review of sustainability in purchasing and supply management, moving beyond the traditional environmental and social sustainability. The paper reviews the concept of sustainability at three levels of inter‐organizational analysis – i.e. dyad, supply chain and network. The paper distils the nature and scope of existing research and synthesizes measures used to research sustainability across organizational boundaries.

Design/methodology/approach

This literature review systematically analyzes existing literature. In particular, the review focuses on definitions and measures of sustainable purchasing and supply management to obtain an accurate view of current research.

Findings

This paper uncovers two distinct trends in the type of research carried out. First, internal or dyadic issues are in focus and second, a tendency to deal with environmental, as opposed to social, sustainability. Despite the need to look beyond the dyad given the risks associated with the extended network, few studies do so in any of the sustainability dimensions.

Research limitations/implications

This review is limited by the method employed focusing on definitions and measures. Although the review considers supply chain and network research, it does so purely from a purchasing perspective, thus excluding issues such as logistics and transport.

Practical implications

The paper identifies areas open to future research and provides practical insights into how sustainable purchasing and supply are measured. It also synthesizes existing measures of sustainability at different levels and organizes these into a taxonomy.

Originality/value

The paper examines studies across multiple levels of analysis and integrates multiple fields of knowledge to show how research on sustainability in purchasing and supply is structured.

Abstract

Purpose

Because the role of supply management has become more strategic for firms, the importance of the existence of supply strategy has also increased. Therefore, the aim of this study is to discuss the existence of supply strategy in a firm and to analyze the determinants that may affect the process of building and development of supply strategy.

Design/methodology/approach

Based on previous literature, four hypotheses are established. To discover the effect of found antecedents on the existence of supply strategy, a logistic regression analysis is performed by using SPSS software.

Findings

Using empirical data collected from 100 Finnish firms, it is found that the capability of supply management is the main antecedent of the existence of supply strategy. The rate of internationality from overall purchases, the rate of total purchases from turnover and the centralization of supply management have a minor effect on supply strategy formation.

Research limitations/implications

The limitation of this study is that the group sizes of dependent variable are not equal, which can bias the results. Furthermore, small sample size in statistical analysis may have effects on the generalization of the results.

Originality/value

The study emphasizes the influence of capability as a main determinant of building effective supply strategy.

Abstract

Purpose

In the last decade there have been dramatic impacts on, and changes within, the field of purchasing/supply management. Given supply management's new strategic role, this research seeks to examine the key skills and knowledge necessary for firms to improve in order to maximize the purchasing function's contribution to the organization. The research also aims to identifies the major shifts in supply management that have occurred in the last decade.

Design/methodology/approach

A qualitative study was conducted with a series of focus group meetings with 54 executives across the USA in order to construct theoretical relationships with which to develop a grounded theory of supply management skills evolution in a changing business environment.

Findings

The implications from this research indicate that supply management professionals will assume a more strategic role in the future. The data indicate that there are strong trends underlying this movement. These include the need for building strategic relationships, focusing on total cost and strategic cost reduction, yet collaborating and integrating with suppliers. While in the past these efforts may have appeared to be contradictory, with proper strategic planning they can be complementary.

Originality/value

Supply managers of the future need to acquire strategic skills that add value and enable effective alignment with key business functions at a senior decision‐making level. Additional research is needed in the area to determine how best to recruit and train managers in these skills to move forward.

Abstract

Purpose

This conceptual paper details the evolution of purchasing research and describes the increasing integration of purchasing with other strategic functions to identify key trends in purchasing practices together with their implications for purchasing research.

Design/methodology/approach

This study takes a conceptual approach and reviews prior literature to describe the field and predict future developments.

Findings

Purchasing is increasingly integrated with different business functions, such as strategy, marketing, decision-making and supply chain management. Key real-world trends include sustainable and ethical purchasing, purchasing in the digital economy, supply chain risk management and public sector purchasing. These trends suggest both avenues for further research and specific methodologies to pursue them.

Originality/value

By providing a comprehensive overview of the trends in purchasing practice and research, this study offers unique insights, especially for researchers who seek to continue expanding the field.
