Abstract

Purpose

The paper aims to integrate relevant “people” into public-private partnerships (PPP) to establish a public–private–people partnership (4P) approach that targets more sustainable and better value for money post-disaster infrastructure projects. This recognises “people” as major stakeholders apart from the public and private sectors. This paper also draws on a parallel study of relationship management (RM) to counteract problems arising from multiple participants and to synergise the public, private and “people” groupings.

Design/methodology/approach

Semi-structured interviews, questionnaire surveys, a case study and a validation exercise through a focus group meeting were adopted to obtain empirical data and develop the 4P framework. Triangulation research strategy combining literature review, interviews and questionnaire survey were adopted in the parallel study of RM.

Findings

It is concluded that 4P has great potential to achieve the targets of enhanced sustainability and value of money in post-disaster scenarios. In addition, “people” can provide the “missing link” in traditional PPP to further cement the partnership and achieve effective and integrated partnership between multiple participants.

Originality/value

This paper adds a new dimension to PPP in proposing the integration of “people” into PPP to address prevalent gaps in identifying overall sustainable value. It also develops a practical 4P framework to guide practitioners who may wish to test it, to whatever extent possible. In parallel, it provides a methodological and theoretical foundation for such public, private and people partnerships in post-disaster infrastructure development.

Abstract

Purpose

Cities are facing challenges with their smart city agenda due to tighter budget constraints, varied interests of different stakeholders and increasing needs of technological innovation. Therefore, cities are partnering with private organisations to advance smart city projects. This research critically analyses the existing research published on public-private partnerships (PPPs) for the development of smart city projects and aims to identify the emerging themes and recommend mechanisms and strategies for improved use of smart city PPPs.

Design/methodology/approach

The content/textual analysis was conducted on 52 research publications relating to PPP and smart city from 2001 to 2020. With the assistance of the Leximancer software, the related literature was systematically analysed and synthesised to present the emerging themes of PPP application within the smart city context.

Findings

The analyses reveal that smart city PPPs mainly concentrated on building new or improving existing infrastructure. The research identifies five themes on PPP application for smart city development: (1) Technological innovation integration and increased risk profile, (2) Smart citizen engagement and participatory governance, (3) Data sharing and information security, (4) Transformation of PPP process and approach and (5) PPPs for urban sustainability. This research consolidates these five themes in a proposed sustainable public-private-people partnership (PPPP) framework.

Originality/value

This research provides a new perspective on rethinking the extant PPP models by highlighting the emerging themes in the PPP application for smart city development. This study provides useful recommendations for smart city infrastructure project partnership and engagement among the public and private sectors, and the city residents.

Abstract

Purpose

The COVID-19 crisis has had a dramatic impact on the tourism industry, with new challenges that calls for a combination of short- and medium-/long-term perspectives. At the destination level, a factor that has a critical incidence in the recovery path is the type of tourism governance. With the spotlight on this factor, the purpose of this paper is to reflect on the need to accommodate the model of tourism governance to the requirements of this new time.

Design/methodology/approach

The discussion that already existed in the literature about the roles of destination marketing organizations (DMOs) has been brought into the new context of the coronavirus crisis to propose three fundamental changes in them, together with the centrality of host communities in a model based on public–private–people partnerships.

Findings

Under the principle that the M in DMOs has to stand for management, an evolution of these organizations toward the performance of three different roles is proposed, namely, as the orchestrator of the various players in the destination, the facilitator of opportunities for its members and the intelligence promoter and their strategic mind.

Practical implications

The practical implications of this proposal are numerous, as it represents a move beyond the usual public–private partnerships of the old normal and goes further than the traditional roles of marketer, intermediary in the value chain and brand promoter.

Originality/value

To the best of the author’s knowledge, this is the first work dealing with the topic of tourism governance in the context of the pandemic.

Abstract

Purpose

This paper aims to illustrate where facility management (FM) is having an impact on the urban environment and what other work needs to be done to easier facilitate achievement of the sustainable development goals (SDGs). This is important for practices as it highlights opportunities where the FM discipline can develop and to research to illustrate where the discipline is going. The societal benefit is that we see Urban FM as an intermediator between citizens, public and private practices providing the platform of how they can work together for mutual benefit.

Design/methodology/approach

The method used is a literature review, looking latest state-of-art in the mentioned field has been assessed and the developments along with potential future research focuses, have been identified. The current scope to expand FM role were also taken into consideration from a recent workshop at the EuroFM conferences 2019 and 2020, several presentations at the CIB World Congress Hong Kong 2019, CIRRE 2018 and 2019, and special Facilities’ issue, illustrating how FM works within Urban environments and the potential contribution the discipline makes on neighbourhoods, communities and broader city-scale.

Findings

The authors present how FM fits in with a Smart and Sustainable City context by positioning communities as core for meeting SDGs, but they often fall out of needs perspective for hard and soft services. Since 2018, the authors have intensely worked on this topic developing conference papers at both a European and international level. The topic of Urban FM is growing in importance based on out interactions at these conferences and interactions with FM network groups. In addition, the authors have been identifying gaps, with communities that are currently not being met by current urban practice perspectives but could be met through an Urban FM practice perspective. They have engaged an educational perspective of Urban FM by developing workshops, summer schools with students from around Europe and new courses. With a specific focus on this concept, it is important to branch out ideas and disseminate of what a more structured urban FM is.

Research limitations/implications

Smart and Sustainable Cities has been a focus for many years now from various perspectives such as urban planning and technology providing solutions and frameworks on how to manage increasing populations in cities. What these studies neglect is a service-oriented perspective supporting the livability requirements and social values of future and current communities living in cities which goes beyond operating and maintaining infrastructure of cities. This neglect which highlights the need to develop an understanding where FM expands its role in the urban environment.

Originality/value

The aim is to highlight solidify research that is happening in this area where FM links to the urban environment and the benefit it has in terms of sustainability. It illustrates to practice and teaching that the concept of FM is relevant within an urban environment, creates stronger connections within and between citizens and cities and illustrate how Urban FM is necessary in facilitating community facilities.

Abstract

Purpose

In light of the difficulties the governments typically face in conserving and managing their rich public cultural heritage, which often lingers in a condition of neglect, this study aims to identify a set of additional tools capable of providing adequate financial resources as well as skills.

Design/methodology/approach

The general research methodology adopted is of a qualitative, rather than a quantitative, nature. In fact, the resulting considerations are mainly the consequence of a first broad theoretical examination, aimed at analyzing the different management models a public entity may adopt, and an applicable verification, aimed at describing some case histories selected by means of interviews.

Findings

The study develops a preliminary reflection on possible sector-specific models for public-built cultural heritage management that have not been well defined yet, especially so in reference to one of the institutional options, namely, the adoption of public–private–people agreements. Indeed, in addition to establishing the ties needed to link public institutions with the business sector, some strong involvement of society as a whole is advised to foster the implementation of projects and expedite the solution of shared problems. At a local level, for instance, private stakeholder participation must be encouraged, with special attention to the latter's cultural closeness to the territory involved.

Originality/value

This research identifies some tools suitable for adoption in the cultural heritage field, which would serve as perfect examples of community involvement and commitment, and some useful case studies resulting from the Italian context.

Abstract

Purpose

This review highlights the need for a tourism industry turnaround combining changes in its governance and in its social success metric.

Design/methodology/approach

Although debate was ongoing before the pandemic with the sustainability approach as the main reference, the crisis caused by the SARS-CoV-2 has multiplied and amplified the voices calling for change in order to counteract the inertia of a return to the pre-pandemic “business as usual” scenario.

Findings

This review led to a proposal that combines a tourism governance framework and its principles, with a conceptualisation of social success and guidelines for building a metric for its measurement.

Originality/value

This resides mainly in a transition from a public–private partnerships (3Ps) model to a new scheme of public–private–people partnership (4Ps). The P for “people” represents the need for an alliance with society to contribute to the recovery and transformation that the tourism industry is currently experiencing. In this process, local communities should be empowered to play an active role in it. In the proposal elaborated, host communities are the focus of its conceptual architecture. To-date, analysis of the application of the 4Ps model to tourism is almost unexplored, despite the significant practical implications of a power re-balancing in decisions related to tourism planning and development. In addition, a social success-driven metric supported at the institutional level will contribute to redefining priorities in tourism destinations'/companies' strategies.

Abstract

Purpose

The European Union (EU) aims to become climate-neutral by 2050. Achieving this requires targeted measures and strategies. One of the instruments of the EU is the EU taxonomy, a classification system with the purpose of creating a common definition of what economic activities are deemed sustainable. The paper aims to examine how the EU taxonomy can affect the Norwegian construction industry, property owners and facilities management (FM) providers.

Design/methodology/approach

The research is based on a document analysis and interviews with main stakeholders within the financial sector, construction and real estate (RE) sector, authorities, environmental organisations and businesses related to FM and RE.

Findings

The findings show that different stakeholders share largely similar attitudes towards the taxonomy, although some differ in their opinions. This paper finds that there are high levels of uncertainty and confusion associated with the taxonomy, which can be said to be a major obstacle for successful implementation. Several stakeholders show concerns related to the fact that Norway lacks definitions and regulations on which the taxonomy is based. The requirements for new buildings and existing buildings are considered stricter than the current practice in the Norwegian construction and RE industry, while the requirements for renovation are considered more achievable. The uptake of the EU taxonomy will impact the FM and the urban FM practices and standards for the procurement of services, and the integration of environmental, social and governance (ESG) policies must be developed.

Research limitations/implications

The research presented in this paper was conducted at a time when the EU taxonomy was a relatively unknown concept in the Norwegian construction and RE industry. FM providers were not interviewed in this study.

Practical implications

This research is one of the first studies to be conducted on this topic in Norway and represents the first meeting between the EU taxonomy and the industry. The discussion underpins the relevance of adjusting and updating FM standards to today’s knowledge about ESG principles.

Originality/value

The paper shows the viewpoint of the Norwegian stakeholders involved in the construction and RE industry. This gives valuable information about the challenges that the industry needs to overcome.

Abstract

Purpose

This paper aims to examine the identification and engagement of future inhabitants in urban planning processes using a new “public–private–people partnerships (4Ps)” participation method, where public, private and people are in partnership. This form of participation gives new information, related to consumers’ residential choice, unlike those environments produced by using other participation methods.

Design/methodology/approach

The empirical study is based in innovation theory where end‐users are primary stakeholders in the innovation process, and even innovators themselves. A case study of a new participation method based on a two‐phase internet questionnaire is used to research practical solutions in integrating end‐users into urban planning process.

Findings

This paper demonstrates that the widely used theory of communicative action in planning and its aim of increasing citizens’ activity in planning and development processes can be developed to the stage that it also includes future inhabitants as stakeholders. Thus urban planning processes become innovative and customer‐oriented through their openness, end‐user orientation and interpretative nature.

Originality/value

The case study findings indicate that the new participation method described here gives flexibility and benefits to all stakeholders and is a method to create consumer desirable neighborhoods. Engaging future inhabitants in planning processes opens previously unseen potential for including consumerist possibilities for cities and developers. This paper illustrates that this new 4Ps participation method makes comprehensive participatory planning and development possible through giving an opportunity to include consumers’ opinions and needs into an alternative to traditional communicative planning.

Abstract

Purpose

According to the growing role of stakeholders in the implementation of public-private partnership (PPP) initiatives, the purpose of this study is to diagnose the maturity of PPPs in Poland, taking into account the range of stakeholders’ participation in public-private initiatives.

Design/methodology/approach

The introductory study on the stakeholders of PPPs has been based on the report analysis of Polish initiatives and the case studies’ comparative analysis. The cases represent touristic projects realized within PPPs.

Findings

The results of the study indicate that the PPPs’ personal context, though recognized internationally, is to a very low extent present in the Polish case. As the PPP market is still in the process of development, the stakeholders’ issue should be taken into consideration in the processes of the PPP development in Poland.

Practical implications

As regional development is continuously a key issue, especially in rural areas context, the PPP initiatives are of great importance, and therefore the discussion of pros and cons in this context may contribute to the legislation at the regional level.

Originality/value

The study sheds some light and gives some interesting perspectives on the issue of the personal context of PPPs and social capital. Also, the text describes the path of developing PPPs in Poland and especially the touristic projects. The research part presents the original case study comparative analysis based on table-oriented form and as such enables the new way of contextual analysis.
