Abstract

Purpose

The aim of this research is to display an applied and descriptive survey, assessing the feasibility of creating an inter‐library loan (ILL) system and document delivery services in public libraries of Fars Province (Iran).

Design/methodology/approach

The tool for gathering data in this study is a questionnaire distributed to 254 people from public library managers and librarians in Fars Province. Data analysis was performed with statistical software SPSS (version 16), using descriptive statistics and the Friedman test.

Findings

Based on the findings, 69.94 percent of research librarians and 95.9 percent of managers surveyed need to implement an inter‐library loan system. Activity of libraries in Fars Province in the field of ILL and document delivery library services was very low (5.73 percent). Research subjects indicated that the limitations and potential problems in implementation included: no guarantee that prevents damage to resources (97.3 percent), a lack of consistent rules using library services ILL (95 percent), a lack of funding for cooperation among libraries (92/1 percent), a lack of cooperation between public libraries in ILL library (91.3 percent), the high cost of cooperation among libraries, non‐credit provision for main organization (89.4 percent), a lack of equipment such as computers, scanners, copiers, and faxes (89 percent), a lack of librarians familiar with network technologies and databases (83.9 percent), a lack of trust among professionals in the field of librarianship and library document delivery services (80 percent), and a lack of coordination between the center and the library system for implementation (80 percent).

Originality/value

The paper offers recommendations which, if enacted, would lead to a much needed improvement to the ILL and document delivery services of public (and other libraries) in Fars Province.

Abstract

Information provision services to the general public have, since their inception in South Africa, been biased towards the white minority in the community. In reaction to the imbalanced position and in an effort to re‐dress inadequacies experienced through the existing public library system, alternative community‐driven information provision services were introduced. In this study, the three existing information provision services currently operating in South Africa, i.e. the public library services, community libraries and resource centres, will be discussed and compared. The strengths and weaknesses of each system will be examined, and suggestions put forward as to possible adaptations that can be made in order to develop information provision services, servicing all inhabitants of the country on an equal basis.

Abstract

Purpose

This chapter analyzes the role of public libraries in providing access to information to Internally Displaced Persons (IDPs) in Nigeria. It examines some of the challenges experienced by the public library system in ensuring equitable access to information to such disadvantaged groups. It also looks at the concept of social exclusion in the context of public library services in Nigeria and how it can be tackled.

Methodology/approach

The study employed a survey method; data were collected through the administration of structured questionnaires to the study population.

Findings

Outcomes from the study point to a need for the development of a policy framework by the National Library of Nigeria and increased partnership between public libraries and other stakeholders in formulating more proactive strategies toward meeting the information needs of IDPs in the affected communities.

Practical implications

Implications from the findings of the study provide a basis by which more proactive measures can be taken toward intervention by public libraries and other stakeholders in the community.

Originality/value

Few studies on the public library in Nigeria have focused on addressing problems of disadvantaged groups in the society. This chapter has examined the fundamental role public libraries can play in confronting the social exclusion of IDPs and also provided useful insights to the nature of their information needs in their given context.

Abstract

This work was originally commissioned during 1982, the year that was designated Information Technology Year; the year that the personal computer replaced the space invader machine as a focus for teenage obsession; the year of the library symbol, the Hunt Report on cable TV; the year the US Post Office issued two stamps celebrating American libraries, and the British Post Office issued a stamp for IT year suggesting that libraries were a thing of the past. The work was intended to look at “the background to the IT revolution, the benefits of applying technology to library services and the reasons for its relatively slow progress”. It was envisaged at the time that what would have been effectively a state‐of‐the‐art report on the technology available to libraries, and who was doing what with it, would be a useful tool for library managers introducing or extending library technical services. It might usefully have complemented the LA publication, The impact of new technology on libraries and information centres (LA, 1982). However, for a variety of reasons it was not possible to produce the publication in 1983 as intended; the person commissioned to write it was unable to do so; and eventually, in 1984, it was realised that the speed of development and availability of technology was such that any such work would be useless as a practical guide within months of publication. The growth, during the period, of journals on the subject of library applications of IT of all kinds; the appearance of regular updates in the generalist professional press; the formation of, for example, the Library Association IT Group: all these developments clearly offered better opportunities of current awareness to the library manager than could be achieved by a single monograph.

Abstract

Purpose

The research examined Scottish public libraries and the libraries' response to the coronavirus disease 2019 (COVID-19) pandemic of 2020–2021. The research focussed particularly around the way that the libraries helped to support community resilience and cohesion during periods of lockdown. The study considered issues around the closure of services in March 2020, digital services, the loss of physical library spaces and governance models. The research presents the voice of service managers rather than being a user study. The research was funded by the Arts and Humanities Research Council (AHRC), part of UKRI (United Kingdom Research and Innovation), as a part of the council's scheme to provide response to the pandemic of 2020.

Design/methodology/approach

This was an exploratory study examining how Scottish public library services responded to the COVID-19 lockdown in 2020. Three methods were deployed in the investigation. First, the gathering social media and other web-based content from library services over the months March–September 2020 (amounting to over four thousands snips of content) were analysed thematically. Second, 19 semi-structured interviews with service managers across Scotland were conducted. These were recorded, transcribed and analysed. These elements formed the cornerstone of the research but were supported by a short survey distributed to all public library services in Scotland focussed on e-lending during lockdown.

Findings

Findings are presented in respect of the lessons to be learnt from the closure of physical services and the migration to digital only provision, the contribution made to supporting communities, health and well-being, the importance of the balance of physical and digital library services around governance models for library services, as well as around the process of reopening services. This research explores how staff responded to this unparalleled situation, how the staff maintained close relationship with the communities the staff serve, what services themselves learnt through lockdown, and how the staff's management practices adapted. The findings present voices from Scottish libraries during 2020.

Research limitations/implications

The research presents a snapshot of activities during a period of fast-moving change. The research, therefore, presents a snapshot of March–December 2020, which is, however, an extremely important snapshot. The first lockdown was perhaps most interesting to study from a research perspective because the authors witnessed, real-time, how the staff responded and reacted (with lessons learnt and applied in subsequent regional or national lockdowns later in 2020 and in the 2021). The second lockdown and subsequent periods were outside the scope of this research.

Practical implications

Recommendations are offered around the need for a national conversation about digital content provision in public libraries and the exploration of possibilities of a national approach, the role libraries have as digital enablers (in supporting effort to overcome the digital divide in society), the crucial nature of continued strong advocacy for public libraries, the importance of the library as a physical space, and on how to maintain the flexibility, agility and autonomy which emerged during lockdown.

Social implications

The research presents strong testimony about the social value of public libraries as free, safe and public spaces within communities. It also highlights the continued digital divide which exists in many places and the important role that public libraries have in being digital enablers for many members of the public. The closeness of library service staff to users is strongly evidenced in the testimony from managers as is the need for parent organisation (local authorities or in culture or leisure trusts) to recognise more fully the breadth of services the public library provides and how these are “essential” for many users.

Originality/value

The value and distinctiveness of this research lies in the fact that the research captured the voices, thoughts and perceptions of Scotland’s public libraries during the period of lockdown in 2020. The evidence gathered suggests important conversations are required around equity of e-lending provision, the role of libraries as digital enablers, the balance between physical and digital provision and around the ways libraries are managed (directly by local authorities or in culture trusts). The research affords lessons for public library provision beyond Scotland with many issues being transferable to other contexts.

Abstract

This article reports the results on a particular management issue of a recent Danish qualitative interview survey on experiences with fee‐based public library services. It also includes a systematic comparison between underlying values, revealed through the survey, and the results of a recent large scale survey of Danish public sector values. The article outlines the evolution of the library charging discourse and investigates to what extent and how values associated with fee‐based services differ and resemble the general public sector values. In particular, it will be examined to what extent fee‐based services facilitate the penetration of New Public Management oriented values into public libraries. Finally, management practices concerning fee‐based services are considered, focusing, in particular, on possible discrepancies between expressed values and actual practice.

Abstract

The thesis of this book is that library measurement needs to move on and away from the idea that it is a process of counting and comparing the resources deployed by our libraries. The current emphasis on output measurement is an improvement but not the answer, refreshing as it is to judge a library by the quantity of what comes out instead of by the quantity of what is put in. The author believes that the nature of the library service is that of a “broad aim” social programme, best judged (evaluated) by gathering “politically significant information on the consequences of political acts”. “Political” here implies that the aims and intentions of those funding, organising and using libraries arise from more than one set of social values and from more than one definition of what the library is, and that they differ in priorities even when they do not directly conflict. Information about the library service will be in the form of a spectrum of measures reflecting the inputs, the processes, the outputs and the impact of the library, relating the various values in various ways. The difficulty in measuring library services, it is argued here, arises from the conflicts and lack of clarity about the aims of the service, and from uncertainty about how the process affects the outcomes. The technical problems of measurement are secondary. Chapter One aims to survey the range of measures available, whilst the rest of the book discusses how they might be used.
