Abstract

Purpose

Gridded management in the public service supply is still in the experience exploratory stage, and this paper aims to analyze the inherent logic and operation mode of the gridding mechanism of the public supply based on the existing theory study and practices, and verify its efficiency so as to come to the conclusion whether it could be promoted to a wider range.

Design/methodology/approach

The methodology applied in this paper was case study/deductive induction.

Findings

The grid model in the public service supply needs to be demonstrated completely in theoretical logic and operation principles before it is promoted across the country. Meanwhile, full support of the government is required in terms of service concept, function distribution, technical parameters and infrastructure.

Research limitations/implications

The inherent logic and operation mode of the gridding mechanism of the public service supply needs enough practice tests. The practical test of efficiency analysis of the gridding mechanism of the public service supply is not enough.

Social implications

This paper validated whether the gridding mechanism that originated from China’s urban management can be promoted to all over the country in the public service supply. It provides references for government policy.

Originality/value

This paper constructs a gridded management model for public service provision in urban and rural areas on the basis of an analysis of the plight of traditional model of public service provision, thus delivering the same standard of public service for both urban and rural areas through optimization of resource allocation without requiring more supply and fundamental change to the content of service.

Abstract

Purpose

Many countries aim to improve public services by use of information and communication technology (ICT) in public service supply chains. However, the literature does not address how inter-organizational ICT is used in redesigning these particular supply chains. The purpose of this paper is to explore this important and under-investigated area.

Design/methodology/approach

An explorative multiple-case study was performed based on 36 interviews, 39 documents, extensive field visits and observations providing data on digital transformation in four European criminal justice supply chains.

Findings

Two different design approaches to digital transformation were found, which are labelled digitization and digitalization. These approaches are characterized by differences in public service strategies, performance aims, and how specific public characteristics and procedures are dealt with. Despite featuring different roles for ICT, both types show the viable digital transformation of public service supply chains. Additionally, the application of inter-organizational ICT is found not to automatically result in changes in the coordination and management of the chain, in contrast to common assumptions.

Originality/value

This paper is one of the first to adopt an inter-organizational perspective on the use of ICT in public service supply chains. The findings have scientific and managerial value because fine-grained insights are provided into how public service supply chains can use ICT in an inter-organizational setting. The study shows the dilemmas faced by and possible options for public organizations when designing digital service delivery.

Abstract

The citizenization of agricultural transfer population is the key content of urbanization. At present, the agricultural transfer population can't enjoy the same public service supply in urban integration. Based on this, in this paper, the planning and design of public service supply and the urban integration of agricultural transfer population were studied. The problems existing in urban integration of agricultural transfer population were analyzed, and the basic public service status of the agricultural transfer population in urban integration was expounded. Then, the basic public service needs of the agricultural transfer population in urban integration were analyzed, and the planning and design of urban basic public service supply were put forward. After that, taking the construction of the public service for agricultural transfer of population in a city as an example, a case analysis of the planning and design was carried out. The practice shows that the planning of urban public facilities service is beneficial to the urban integration of the rural population.

Abstract

Purpose

Drawing from job characteristic theory and person-environment fit theory, the authors examine the relationship between job characteristics needs-supplies fit/misfit and affective organizational commitment across countries and how humane orientation moderates this relationship.

Design/methodology/approach

To test the authors’ hypotheses, the authors conducted a number of multilevel polynomial regressions with three-dimensional surface analyses on a sample of 19,049 employees from 24 countries drawn from the International Social Survey Program (ISSP) 2005.

Findings

Results indicate that job characteristics needs-supplies fit is positively related to affective organizational commitment, while job characteristics needs-supplies misfit is negatively related to affective organizational commitment. In addition, results reveal that humane orientation is relevant to increasing affective organizational commitment when external rewards job characteristics needs are higher than external rewards job characteristics supplies.

Originality/value

These results weaken the universality of job characteristics and call for a departure from a one-size-fits-all approach to human resources.

Abstract

Purpose

This paper aims to answer the following questions concerning rural‐to‐urban labor migration in China: What is the impact of discrimination against non‐Hukou in urban public service provision? Will such discrimination disappear in the future within the current policy‐making framework? What is the result of such an endogenous policy change as far as urbanization and economic growth are concerned?

Design/methodology/approach

The authors build a theoretical model of rural‐urban migration, taking into account the cost of social conflict due to discrimination against urban non‐Hukou in local public service. The possibility of endogenous policy change is also considered by numerical simulation.

Findings

The authors prove that, in the early stage of urban economic growth when the losses of potential conflicts are relatively small, the exclusive urban public service provision may be beneficial to them, but the losses under such unequal public service provision policy increase in the process of urban growth, and after a certain stage of development, opening public service access equally to the immigrants will be a better choice, even if only the natives' utility is considered. Such an endogenous policy change not only decreases the within‐city inequality and conflicts, but also advances the urbanization and urban economic growth.

Research limitations/implications

The authors only consider two extreme cases of local public service provision, that is, the urban non‐Hukou residents have equal access to public service or they are totally not entitled. The possibility of partial access to local public service is not considered in the model.

Originality/value

The authors investigate impact of social conflicts on within‐city inequality, urbanization as well as urban economic growth due to unequal social public service within urban residents. The model also shows an endogenous policy change during rural‐urban labor migration.

Abstract

Purpose

This paper aims to identify reverse flows and exchanges that support public service provision. Reverse flow literature has focused on manufacturing based supply chains using the lens of exchange (recovery, reuse, repair and recycle) to gain performance improvement in product flows. Limited research is available to support an understanding of customer-derived reverse exchange (RE) service processes. The authors contribute to the service literature through the development of RE antecedents and derive new and revised definitions with the supporting constructs of RE service processes.

Design/methodology/approach

This paper synthesises literature creating a framework of antecedents for RE. Antecedents reflect differences of service flow (level of service inseparability and ‘acting upon’). These antecedents are empirically tested within an illustrative pre-existing UK healthcare case study against the synthesised antecedents and existing RE definitions. Two teams of researchers reviewed the data generated from public service supply chain processes. Definitions of RE were either revised or derived from the empirical data by each team.

Findings

The service concept of ‘acting upon’ for inseparable public service supply chain flows provides a basis for examining the existence of reverse flows and exchanges. Revised and new classifications to the RE model are proposed to stimulate contextual performance improvement and innovation in public service provision. Psychological utility is an additional feature to economic, environmental and social utility in public service RE. RE offers practitioners and academics a strategic operational competence to achieve improvement and innovation in public services and further advance this concept.

Originality/value

Extending the literature beyond the manufacturing derived RE concept to develop an understanding of the customer’s role in preserving and co-creating value in RE and flows in public service. New RE antecedents for public services, including the potential of psychological utility, are presented.

Abstract

Purpose

Lean has long been developed and utilised in the manufacturing setting. Today, lean seems to be applicable in all organisational settings; and recently, lean has been applied in the municipal sector. The purpose of this paper is to investigate lean practices in the municipal sector in a service supply chain management (SCM) context.

Design/methodology/approach

This paper analyses lean implementation in Danish municipalities through the use of two sets of questionnaire surveys from 2008 to 2009. Furthermore, data based on three confirmative case studies of lean implementations are included.

Findings

The paper outlines a model that illustrates under which conditions lean is deemed most appropriate according to the type of service delivered. The surveys and case studies show that lean is mainly implemented as “toolbox lean,” such as with value stream mapping, kaizen and information boards. In addition, the analyses show that the lean philosophy can be used by the public sector to be more effective in terms of cost reduction and service improvements if the assumptions for implementing lean exist.

Research limitations/implications

From a supply chain perspective, data are collected only from a focal firm perspective (municipalities). Future research must investigate lean applications in public service supply chains from interorganisational perspectives.

Practical implications

This paper provides guidance on the concept of lean and on under which circumstances it may be applied in a public service SCM context. Furthermore, it stresses the importance of defining the customers and clarifying their demands in terms of value requirements.

Originality/value

This paper is the first to study the lean philosophy in the public sector from a service supply chain perspective.

Abstract

Purpose

This is a benchmarking study and the purpose of this paper is to investigate if there is any association between operational efficiency in the integrated water management industry in Italy and the typology of service providers, and as a consequence, the nature of concession contract.

Design/methodology/approach

The study is focussed on 38 optimal territorial areas (ATOs), e.g. a circumscribed geographical area where the provision of integrated water services is considered efficient. It uses Data Envelopment Analysis (DEA) to calculate ATO efficiency and a stepwise regression procedure performed to investigate the effect of contract type on the operational efficiency rate of the ATO.

Findings

This study shows that there are some inefficiencies in the water service supply industry in Italy. The estimated average pure technical and scale efficiency of ATOs are 92.62 and 93.91 percent, respectively, while the average technical efficiency is 87.61 percent and the lowest is slightly higher than 13 percent. Operational inefficiencies might not be determined by size only. In fact, results show that the water service provider and contract agreement typologies are associated with efficiency. In particular, operational efficiency is higher in those ATOs where the water service supply concession contracts that fit the schemes of the new legislative framework prevail or where the service is mostly provided by a private equity owned or by mixed public-private companies.

Research limitations/implications

It was assumed that any incremental level of water quality beyond the minimum acceptable threshold as required by law is not important to increase the operation efficiency score; henceforth, no variables measuring the water quality were introduced in the DEA model. The result of the study may be not fully representative of the Italian water service sector, because the unavailability of accurate and consistent public databank in Italy did not allowed to have a larger sample.

Practical implications

This paper is one of the first in Italy to investigate the association between the operational efficiency of the ATOs and the nature of water service providers and contract agreements used.

Abstract

The purpose of this research study was to examine the role of Social Networking Technologies (SNT) in developing Public Services Supply Chain (PSSC) during COVID-19 pandemic. Due to lack of sufficient support from corporations and non-government groups, citizens in developing democracies were dependent upon their governments for the delivery of vital public services. During the COVID-19 epidemic, a number of organisations attempted to assist governments in managing the supply of public services. However, organisations often lacked a thorough grasp of how to cultivate social ties for the delivery of efficient and effective public services for citizens. In this research work, to study the delivery of efficient and effective public services to citizens, the authors have proposed a social network viewpoint. This was at a ‘meso-level’ lens so as to examine the intersection between organisational SNT and PSSC. According to the qualitative study conducted in this research work, it became evident that organisational social ties could play a significant role in facilitating homophilic and heterophilic ties. This was specially so for the distribution of public services in pandemic situation like COVID-19. However, the research study findings also found out that these network forces were highly dynamic and dependent upon a set of factors. These factors included tie frequency, the sequencing of interaction with social ties and the prevailing norms. This research study enriched the understanding regarding the role of SNT. This was in the context of developing PSSC during critical crisis situations such as prevalent during COVID-19 pandemic. This research study offered a better understanding of social ties and motivational factors in the social networking environment. The social ties were analysed based on the contact incidents of six participants focusing on the PSSC during the COVID-19. Future research studies could consider a diverse set of participants in complex global PSSC consisting of multiple constraints. Furthermore, this research study had practical implications for managers. The study revealed that homophilic social ties were more supportive as compared to the sequence of interactions starting with heterophilic ties. Therefore, managers needed to develop better PSSC especially as compared to unrelated institutions.

Abstract

Purpose

The purpose of this paper is to illustrate the recent evolution of the employment services system of a Northern Italian region (Lombardy), which was planned according to principles inspired by quasi-markets and horizontal subsidiarity theories, with a focus on its design and implementation challenges. It aims to provide practical and theoretical insights for the design of public services’ governance systems that similarly feature public-private competition and/or cooperation and users’ freedom of choice.

Design/methodology/approach

The paper reviews and integrates previous empirical research analysing the programmes that are part of the recent evolution of Lombardy’s employment services system, in order to draw insights and lessons.

Findings

The paper suggests areas where closer scrutiny and related intervention is warranted on the part of the institution in charge of the system’s design (in this case the regional administration), especially in terms of appropriate design of incentive mechanisms for partnership creation, and adequate consideration of the equity implications of the chosen solutions.

Originality/value

The paper may be of interest to public officials aiming to implement systems with similar characteristics (public-private competition vs collaboration, users’ freedom of choice), in order to consider challenges and possible implications of their decisions during the planning phase. From a theoretical perspective, this case suggests that reliance on freedom and responsibility, both on the demand and the supply side, may not be adequate to reach the desired outcomes, and may produce negative equity implications. Focused partnerships may be more effective, but may experience similar shortcomings from the viewpoint of equity.
