The relative size of the State in industrialized economies has increased dramatically during the past century giving rise to legitimate fears that such a trend might end up having an adverse impact on growth. This chapter explores the relationship between the development of government activities and economic growth. It starts by evoking problems related to the measurement of the public sector before reviewing statistical evidence on the long-term growth of the share of the State in the economy. It then provides a number of explanations for this phenomenon including those pertaining to the functioning of the political system itself thereby pointing toward inefficiencies. The next step is to explore the principal avenues along which government interventions can positively or negatively interfere with the growth potential of the economy. It turns out that while public expenditures – especially those responding to market failures – tend to be favorable to growth, most taxes are growth-hindering. The final part of the chapter singles out some pitfalls in the empirical investigation of this relationship. The conjecture is that the nonlinear and possibly endogenous nature of the hypothesized nexus can explain the lack of consensus in empirical studies conducted so far.

The purpose of this chapter is to provide the rationale for the public authorities’ direct interventions to realise benefits for the city and region of Glasgow acting as host city for the 2014 Commonwealth Games.

The methodology relies on an extensive literature review of the impact of large sporting and cultural events and of the evolution of the partnership approach to social and economic development and regeneration. One of the authors was critically involved in the construction of The Commonwealth Games legacy for Glasgow and so the chapter uses a participant researcher methodology.

The findings are consistent with the lessons from previous mega events as proposed following recent Olympic and Commonwealth Games and World Cups. The City Council was able to introduce a partnership approach which intervened to establish a viable legacy programme.

Research implications, as previous studies have argued, are of a need for evaluation of the legacy programme over a period of several years.

Practical implications follow from the success of the Glasgow Games which confirm the advantages of a partnership-based legacy programme being established early by the host city.

Social implications have been addressed over the short term by others and the longer term impacts of public sector interventions need to be analysed.

Originality/value of the chapter come from the description and assessment of the first legacy programme to be established before the event with wide stakeholder support.

Post-pandemic renewal has to be much more radical. In this chapter we develop a considered response to reimagining the public sector with a focus on Liverpool City Region, its local economy and local government. By drawing on wider ideas of new municipalism, new narratives of how to make local economies more social through public investment, accountability and democratic governance can be made. The local scale offers the frame through which this can be examined as we make the case for new municipalism in the Liverpool City Region.

As scholar-activists we have been involved in responding to the continuous austerity imposed on local government. We research and debate the social and economic problems faced in the Liverpool City Region and present some of our findings here. In our work, through an organisation known as ‘Beacon’ – a grass roots movement agitating for new municipalism – we make the case for new policy initiatives and seek to demonstrate a need for a different type of public sector reform through local government.

In the context of the ‘levelling up’ agenda of the UK government, there remains concern across the city region about how local government can function given the ongoing austerity imposed from the centre. We have a public sector that has faced disinvestment in communities for over a decade and because of this, we reimagine public sector renewal by advocating for a new municipalism based on strategies of economic and political innovation that can lead to greater levels of democracy, accountability, wealth creation and distribution. We show examples outside of the UK, such as in the US and Spain, where embryonic forms of new municipalism are evident.

Our work sets out a roadmap to achieve a new municipalist agenda in the Liverpool City Region through an activist movement, Beacon. We bring together ideas and practices that are often underway elsewhere that have real political and economic impacts. In articulating the need for renewal, not only must we critically reflect on underpinning problems but seek to campaign for the change we advocate. The challenge we face is one of coordination and scale.

Purpose – The chapter reviews public bicycle scheme implementation processes and impacts and will assist decision makers and stakeholders considering such schemes.

Approach – The chapter customises the Van de Velde typology for describing public and private interventions in public bicycle scheme implementation processes. The chapter considers schemes worldwide, but has a particular focus on France and Spain where these schemes are considered as a public service.

Findings – The authors draw several conclusions on how to optimise public and private involvement in order to achieve the desired impacts. First, public bicycle schemes have to be integrated within cycling and urban mobility policies. Second, local governments have to ensure that contracts with private sector operators make maximum use of the operator's skill, and by so doing will meet multi-modal travel behaviour objectives.

Research limitations/implication – The chapter highlights the need of further research into organisational and contractual performance, the special economic features of industries based on the supply of a service through a network, and cost–benefit analysis.

Practical implications – Public decision makers benefit from experience which is able to be assimilated and transmitted through international projects undertaken by international experts in the field.

Social implications – Public bicycle schemes enable relatively easy and cheap access to sustainable modes of transport, and they contribute to an overall transport system with cycling as a prime means of movement, and towards cities which are more pleasant to live in.

Originality – By integrating the main relevant data and publications into this worldwide overview, the chapter forms an essential starting point for future work relating to public bicycle schemes.

The core objective of this study is to examine the impacts of various modes of financing on investment in industrial assets, fiscal resources in public sector, and GDP growth. The main focus of this study is the countries that belong to Central Asia Regional Economic Cooperation (CAREC) and Economic Cooperation Organization (ECO). For identification of the determinants of investment, fiscal resources, and GDP growth, the methodology is based on three simultaneous equations, estimated by the Pooled Ordinary Least Square (OLS) technique. The most important result is the significant positive impact of domestic credit to private sector on public sector fiscal resources, while it negatively affects the GDP growth and investment in non-financial assets. The significant betas associated with this variable indicate that bridge financing can improve the fiscal position of a government as it ensures the higher tax collection. This relation may be based on the survival and perpetuity of businesses through credit financing facilities during difficult period which ultimately ensures the higher tax collections by the governments. It justifies the significant role of credit financing to support the economic and business activities during the lock down period.
