Abstract

Purpose

The purpose of this paper is to discuss the concept of innovative performances for science parks as a framework for understanding how effectively human and structural capital (i.e. intellectual assets) are leveraged. The key point is fostering main determinants to investigate and/or make sense of key management activities/factors shaping the evolution and performance of knowledge creating processes.

Design/methodology/approach

The study was based on the quantitative and qualitative values, for the period 2000-2011, gathered from a sample of 901 public and private organizations located in the 21 European Union (EU) countries. With regard to the methodology, the hypothesis testing first required an analysis of the correlations between the investigation variables, and then the use of regression analysis to study the relationships between the innovative performance of the research institutions, and the financial, organizational and knowledge characteristics of the science parks investigated.

Findings

The empirical research shows that: the allocation of public resources does not influence most of the selected indicators of performance, with the exception of the negative effect seen for the number of patents; the resources provided by venture capitalists have a positive effect on all of the indicators of performance of the science park; the science parks of greater dimensions have better performances; the positive impact of the systemic relationships seems to have an effect that is limited to the increase in the number of contracts stipulated with industry; the number of publications produced by researchers of the science parks seems to have an unclear effect on the innovative performance; and an increase in the number of researchers enhances the innovative performance of the science parks.

Research limitations/implications

It seems appropriate to suggest some research lines that arise from the limits of this work. In particular, it should be stressed that there is a need to enlarge the sample investigated to embrace local innovation systems outside the EU, so as to provide further validation to the empirical results of this research.

Practical implications

This research has some practical implications of notable interest at the level of European policies. Interventions of public policies supporting innovation should not be concentrated on the increase of public funding but on increasing private capital investment.

Originality/value

This paper aims to extend literature about factors explaining the financial, organizational and cognitive performance of science parks in Europe.

These shifts in the influence of a variety of groups and organisations over scientific choices and careers can be expected to affect the development of different kinds of intellectual innovations by changing the level of protected space they provide researchers and the flexibility of dominant intellectual standards governing the allocation of resources and evaluation of research outcomes. Variations in these features of public science systems influence scientists’ willingness to pursue unusual and risky projects over many years and help to explain cross-national differences in the rate and mode of development of four innovations in the physical, biological and human sciences.

Abstract

Purpose

The purpose of this paper is to address questions related to public service delivery. Specifically, the authors note that existing research relating to public services is usually based on a number of oversimplifications, and that a novel conceptual understanding of change management practices related to public services is necessary. As such, the authors base the argument on the observation that the notion of public services has evolved into one of service systems, which call for new kinds of conceptual and theoretical approaches in order to understand this transformational shift.

Design/methodology/approach

This paper is intended to be inherently interdisciplinary – meaning that the authors discuss systemic governance challenges in a specific context (public service) relating this notion to a body of literature that is relevant to this context, though one which has not previously been used in this way (e.g. Modern Systems Theory, New Public Management and New Public Governance). This paper highlights the ongoing discussion on service-dominant logic and links these discussions to the framework of public services. The notion of public services is inherently under-theorised in the service science literature and thus presents a unique and important area for future inquiry.

Findings

The paper provides three main conclusions. The first concerns the new understanding of public services as an embedded part of the service economy when looking at service delivery from the organisational viewpoint – and also from the viewpoint of service users. Public service systems operate in a world of open systems which are more or less difficult to govern and manage. Second, the emergent systemic governance changes will be both pervasive and profound. These changes cannot, however, be understood only in economic terms; only by adopting a wider societal standpoint can they be fully appreciated. Such changes include, for instance, gene technology, robotics, informatics and nanotechnology and they cover various technological fields. Third, systemic adaptability requires new leadership and management styles. Future governance, leadership and management models must therefore be agile and adaptive to complex changes.

Practical implications

Based on this paper, potential future research topics include, analysing the role of public services as a delivery mechanism for public policies from the perspective of the coherence of public policies, to leadership models, forecasting methods and decision-making in service systems, the capacity of public service systems to adapt to systemic governance challenges, co-ordination in service organisations and service systems, service delivery mechanisms adopted at the service organisation level, touch-points between service staff and service users and the accountability functions of public service systems.

Originality/value

Public service systems clearly face new challenges, challenges that are not adequately addressed by the currently dominant paradigmatic approaches such as NPM and New Public Governance. The connection between the challenges posed by systemic governance and their impact on public service systems has not been adequately analysed thus far, either theoretically or empirically.

Abstract

In this article, we analyse how variations in organisational conditions for research affect researchers’ opportunities for changing individual-level or group-level research programmes. We contrast three innovations that were developed in universities and public research institutes in Germany and the Netherlands, which enables comparisons both between organisational settings and between properties of innovations. Comparing the development of three innovations in the two types of organisations enables the identification of links between patterns of authority sharing at these organisations and the opportunities to develop innovations. On this basis, the distribution of opportunities to change research practices among researchers in the two countries can be established.

Purpose

The purpose of this paper is to address the key developments concerning innovation at universities at a macro level. It describes the key trends and changes in the governance of universities and the transformation of universities into organizational actors. This also affects the governance on academic research in the sense that it leads to a gradual evolution of the specific public science system in which research is being initiated and executed.

Design/methodology/approach

Cultural evolution involves social articulation and transmission of knowledge. What makes a culture distinctive is how it distributes interactions in the information-space.

Findings

The innovation policies of the European Union play a noticeable, but not yet dominant, role in the EU member states, at least not in the large member states. The wide gap between the North of Europe and the South and East of Europe in innovative performance is – despite the innovation policies of the European Union – still difficult to overcome.

Originality/value

The actual innovative performance of ten European countries has been evaluated. Northern European countries show a higher score on the Innovation Index, whereas countries in Southern Europe score relatively low. Can we relate this difference to cultural factors?

Abstract

Purpose

New services design and development are difficult to plan, execute, measure and evaluate. Particularly, new services that are capital-intensive and involve a long gestation and development time are considered extremely risky. The purpose of this paper is to discuss a list of innovative practices in various managerial aspects in designing, planning and development of a large scale infrastructure intensive public transportation service. A contemporary new public transportation service development is discussed as evidence of proven and benchmarked criteria.

Design/methodology/approach

This is a technical paper, where theoretical foundations of best practices in new service development project are discussed and supported by practice-based evidences from a real-life urban transportation project. A case study approach is adopted with secondary data.

Findings

Worldwide during and after economic recession of 2008, several projects were stalled or abandoned. The inference through this work is that through efficient management practices, a large capital-intensive new service development project can be made successful even during a turbulent economy in a region marred by more challenges than elsewhere.

Practical implications

Several issues in large scale services development, such as urban transportation are domain specific. Some of the issues faced in urban transportation are common to several Gulf countries; therefore the policy guidelines, managerial practices and development strategies reported in this paper can be replicated in many of them. The commercial impact of the service project is a significant drive towards fuel conservation and to save huge amounts of productive time.

Social implications

Public transportation with a high quality of networked service improves the quality of life to a large extent. Unless certain measurable demands are not met, an affluent society is less likely to endorse public transportation. In addition, endorsement of public transportation is been promoted in several parts of the world as a drive towards a green, energy efficient, low-carbon emission and sustainable environment.

Originality/value

To the best of the authors’ knowledge, new services planning and development is a key operations management topic, on which very little is written about. Particularly no other paper has presented a real-world large scale infrastructure intensive project development to this detail, and along with a theoretical background to benchmark performance and development practices.

Abstract

Purpose

This paper aims to discuss and present the regional-innovation cluster policy for R&D efficiency and the creative economy. In particular, the R&D efficiency and creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. In this research, the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization are presented as policy proposals for R&D efficiency and the creative economy.

Design/methodology/approach

In this research, the universities, research institutes and enterprises of Daedeok Innopolis were studied. Thirty people from the universities in the area, 30 from the research institutes and 30 from the enterprises were surveyed through the quota sampling of the non-probability sampling method for this research. These survey respondents were science and technology policy specialists for the R&D, industrialization and entrepreneurial activities of Daedeok Innopolis. The methodological material is a questionnaire. The study’s investigation factors were the government’s role, knowledge creation and the network. Also, F-test, ANOVA and chi-square independence test were utilized for the survey data analysis.

Findings

Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. This research was found through the analysis that the government policy is very useful for innovation ecosystem development. The knowledge capability has been enhanced in connection with knowledge creation. Also, the network has been vitalized. New-dimension industry–university–institute collaboration and a human resource management system are needed for R&D efficiency and the creative economy. Daedeok Innopolis needs consistent support for industrialization and foundation.

Social implications

Movement of and cooperation among humans, goods, knowledge, technologies, etc., occur in many areas (science, the economy, culture, arts, etc.) because of the compression of time and space through informatization and globalization. This has brought about changes in cross-border, regional and national relations and has stimulated competition in the aforementioned areas. To date, a state-dominated system has been operated to deal with these changes, but it has been shown to be inefficient because it cannot reflect the conditions in the region and does not allow quick reaction. The advantages of the region must be identified and utilized to boost the survival and development of the region. Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement.

Originality/value

The innovative feature of the study is proposed the science and technology policy (the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization) for the R&D regional-innovation cluster through the survey data analysis. In this paper, the R&D efficiency and the creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. The science and technology policy for the R&D regional-innovation cluster development is examined for the first time in this paper. This research is expected to make a significant contribution to the establishment of a development strategy for the regional-innovation cluster, and to the decision-making regarding the science and technology policy.

This article analyses in what way Swiss academic institutions have had a favourable or unfavourable influence on changing research practices by following developments in four scientific areas – Bose-Einstein Condensates, Evolutionary Developmental Biology, Large-Scale Assessments in education research and Computerised Corpus Linguistics. Based on empirical evidence, we argue that overall a number of institutional conditions have had a positive influence on the decisions of scientists to dare a switch to a new scientific field. One finds, however, also differences in the working of these institutional conditions leading to quicker or slower developments of the four selected scientific areas.

Abstract

Purpose

Korea’s Institute for Basic Science (IBS), the first research institute dedicated to basic science in Korea, started ten years ago as part of a science policy called the Science Belt. It is noteworthy that Korea, with a short history of basic science, established such a research institute exclusively for basic science within a short period of time and made it one of the representative institutions of basic science in Korea. This paper aims to uncover the impetuses and constraints surrounding the policy of Science Belt, centering on the IBS.

Design/methodology/approach

Kingdon’s stream theory is used to clarify the factors that acted as impetuses or constraints for the Science Belt. For the analysis, in-depth interviews with the active policy participants were conducted in addition to the thorough literature review. The interviews enabled an in-depth understanding of the underlying factors for the Science Belt and the actual procedures of the policy decision.

Findings

This study found that the most powerful impetus in the Science Belt policymaking process was the President and a small group composed of a few scientists who played a leading role in the political stream. The constraint of the Science Belt was that the participation of scientist experts and governmental officials, the so-called invisible participants of Kingdon, was insignificant. In particular, there was no system in place to select policy alternatives for basic science through discussion between scientists and governmental officials.

Research limitations/implications

The temporal scope of this study was limited to policy formation, that is, until the establishment of IBS. Therefore, future studies shall conduct a research on the implementation of the actual policy, IBS’s achievements and IBS’s impact of Korea’s basic science community.

Originality/value

This study applied both a theoretical framework and in-depth interviews along with the literature overview to understand a policymaking process from various angles.
