Abstract

This chapter adds to emerging research exploring the construct of joy by drawing attention to the value of more loving stakeholder relationships. Relationship management research has focussed attention on the antecedents, outcomes and quality of an organization's relationships with various publics and stakeholders and has examined strategies that can nurture these relationships. However, not much of this research has addressed intimacy and passion in these relationships.

Accordingly, this chapter draws on the theory of brand love developed in relationship marketing research and the theory of love from psychological research to build a theoretical framework of organization–stakeholder love (OSL) that can be applied to organizational relationships with publics and stakeholders. An OSL framework switches emphasis from how organizations can attract stakeholder affection (e.g., love) towards organizations to how organizations can and should love their stakeholders. The proposition put forward in this chapter is that OSL can and should become a driving force behind organizations' interactions with stakeholders, thus contributing to ethical public relations practices.

OSL is important because it has the potential to contribute to addressing public relations' image problems (e.g., relating to terms such as spin and corporate greenwashing); it offers a new love orientation that guides organizations towards a focus on the primacy of stakeholder needs and values, which in turn may shape the way organizations initiate and manage relationships with stakeholders. This chapter concludes with practical ways to implement OSL and a research agenda suggesting ways OSL may open up new research opportunities in public relations.

Abstract

Purpose

Since the 1980s, performance measurement and management (PMM) has been described as an essential element of new public management (NPM) reforms. The purpose of this paper is to provide an overview of the current state of the art and future research opportunities for PMM in public sector management.

Design/methodology/approach

The paper carried out a bibliometric literature review using two main techniques named (1) performance analysis and (2) science mapping techniques. It investigated the academic research area describing the main publications' trend, the conceptual structure and its evolution from 1996 to 2019.

Findings

The results highlighted the growing relevance of PMM research in public organisations and confirmed a great interest of the business, management and accounting literature on PMM in public sector management. Furthermore, the results also described a conceptual structure of the public PMM literature analysed and its evolution being too generic to answer public organisations' needs. The results identified five main research gaps and research opportunities.

Originality/value

Although the adoption of rigorous bibliometric techniques was recognised as being useful for assessing the academic research study, the paper describes the business, management and accounting literature contributing to new theoretical and practical future opportunities.

Abstract

Purpose

Deriving a measure of efficiency of public-funded organizations (primarily not-for-profit organizations) and ranking these efficiency measures have been major subjects of debate and discussion. The purpose of this paper is to evaluate the relative performances of public-funded research and development (R&D) organizations functioning across multiple countries working on similar research streams. The authors use multiple measures of inputs and outputs for this purpose.

Design/methodology/approach

The authors use the data envelopment analysis (DEA) as the primary methodology of analysis The keywords highlighting the major research areas in the field of non-metrology, conducted by National Physical Laboratory (NPL), India, were utilized to select the global comparators working on similar research streams. These global comparators were three R&D organizations located in the USA and one each located in Germany and Japan. The relative efficiencies of the organizations were assessed with the following output variables – external cash flow, and the numbers of technologies transferred, publications and patents; and the following input variables – amount of grants received from the parent body, and the number of scientific personnel working in these public R&D organizations. The authors follow the output-oriented measure of efficiency at constant return to scale and variable return to scale, along with scale efficiencies.

Findings

The performance of NPL, India under multiple dimensions has been evaluated relative to its global comparators – the National Institute for Materials Science, Japan; the National Renewable Energy Laboratory, USA; Fritz Haber Institute of the Max Planck Society, Germany; the National Centre for Atmospheric Research, USA; and the Oak Ridge National Laboratory, USA. The study indicates suggested measures and a set of targets to achieve the best possible performance for NPL and other R&D organizations. In most cases of efficient local but not so efficient global efficiency scores indicate that, on an average, the actual scale of production has diverged from the most productive scale size.

Research limitations/implications

The approach highlights the utilization of the DEA methodology for relative R&D performance assessment of global comparators. The discriminatory analysis has brought into sharp focus the dichotomy between local efficiency and global efficiency scores of these units and issues of scale size and regional disparities. The outcome of this approach is dependent upon correct selection of input and output variables and data availability.

Practical implications

The study results have profound implications for the management of public R&D institutions across nations working on similar-focused research streams, but functioning within different societal, economic, and political contexts.

Originality/value

The present work, being perhaps one of the few multinational studies of relative performance assessment of pubic-funded R&D organizations working on similar research streams, signifies the relevance of such an approach in the field of R&D/innovation management. This has opened up new avenues for further research in this area.

In recent years, international bodies and public opinion have recommended that governments adopt social responsibility practices to inform and be accountable to citizens about their sustainability actions in environmental, social and economic fields (Galera et al., 2014) and restore citizens' confidence in public authorities (Crane et al., 2008; Shepherd et al., 2010). Abstract

Purpose

Given the importance of context in shaping learning, the authors argue that there is a need for research aimed specifically at elucidating organizational learning in a public sector environment. To address this need, the purpose of this paper is to present both critical and practical insights into the nature of public sector learning, based on a detailed mapping of learning in a knowledge-based public sector organization.

Design/methodology/approach

A purposive case study is employed to explore learning in a knowledge-based organization facing few of the known impediments to learning.

Findings

Learning occurred in a range of ways, through both formal and informal mechanisms. Four learning sites were observed: project, program, operational and strategic. Little use was made of formal evaluation products. Learning was constrained by mental models and organizational context and was, thus, found to be strongest in areas relating to the agency’s core business and dominant professional expertise (international agricultural research).

Research limitations/implications

The findings of the study are based on the learning experience of a single public sector organization in the applied research and development sector. Further work is needed on public sector organizations operating in a variety of situations to determine the generalizability of the patterns reported here and to develop and validate the mapping approach employed in the study.

Practical implications

The mapping approach enabled parts of the organization that were not included in the learning conversation to be identified. The involvement of the researchers also precipitated learning activities and consciousness, suggesting that practically-oriented research may be a useful learning catalyst for small organizations.

Originality/value

Learning in public sector organizations is usually approached through the “lens” of models developed in business settings. Mapping learning provides a way of showing what is learned, how it is learned, and its relationship to the public sector environment, characterized by legislation, political variables and ministerial oversight. This approach offers a way forward in the understanding and development of public sector learning.

Abstract

Purpose

The purpose of this paper is to understand how has the European Union (EU) funding influenced projectification of the Polish public sector. The projectification of the public sector is analysed in relation to three levels: mega (state level), macro (sector level) and mezo (organisation level). Hence, it is understood as a multidimensional phenomenon that permeates different social structures. The study also applies elements of neoinstitutional theory and Europeanisation concept to the research on projectification.

Design/methodology/approach

The research is based on the mixed methods approach. The adopted methods (document analysis, quantitative analysis and in-depth interviews) are both qualitative and quantitative in nature and were used sequentially to address the research question, while securing the triangulation of the data.

Findings

The Polish public sector was projectified as a result of the implementation of hundreds of thousands of projects co-financed by the EU, which among other things, effected in legal regulations that support the project implementation of public tasks and changes in organisational structures towards a project-oriented direction. At public organisation level, it causes changes in the scope of organisational structures, strategic management processes and methods of work. On the basis of the assumptions that explain the mechanism of organisational isomorphism and Europeanisation, the paper may conclude that the public sector projectification process was triggered by a misfit between the projectified EU structures and the low degree of projectification in the Polish public sector.

Originality/value

The study is the first step to try to understand how the massification of project activities can affect the activities of the public sector of the particular country and the shaping of public policies at home. Because Poland has been the largest beneficiary of EU funds in Europe for over ten years, it can be assumed that these processes in this country are particularly intense. An attempt was also made to identify the scale of the public sector projectification process in Poland by not only describing, but also quantifying the phenomenon.

Abstract

Purpose

This article expands literature on user innovation by exploring the mechanisms that support user innovations in the context of a public organisation. Research has hitherto documented support mechanisms for user innovation in producer companies, where users contribute in early or temporary innovation phases as external non-employees or lead-users engaged by the producer. Complementarily, this paper explores a lesser known area of support mechanisms, those that support internal user innovations in a public sector setting.

Design/methodology/approach

Employing a qualitative study of a Norwegian public hospital at the interface between users (personnel and patients) and organisational support (facilitators who orchestrate user innovations), this article analyses in-house user innovation based on observations, text documentation and interviews over a four-year period.

Findings

In this public hospital, holistic organisational facilitation of “public user innovators” formed the key support mechanism built on “people” (facilitating co-creation), “process” (facilitating ideas, project realisation and implementation) and “coordination” (facilitating systems and communication). The findings show that public and producer organisational mechanisms both resemble and differ in many respects, as illustrated by the framework developed to describe these characteristics, such as that producers insource users, while the public organisation outsources production.

Originality/value

The originality of the article lies in the identification and description of “public user innovation”, a new term developed from this study of a public organisation in contrast to the dominant literature on producer companies. This article contributes new insights by differentiating the roles of user innovators and the mechanisms that support such innovations. New implications are drawn from the public side of organisational support in user innovation research.

Abstract

Purpose

Many public sector organizations have shown a consistent lack of capability to execute their strategic plans compared with private sector organizations. This failure explains why most public sector organizations are grappling with the dynamics of the twenty-first century in service delivery. Further, the strategy execution gap is vast in the public sector organizations than in the private sector organizations. The purpose of this paper is built based on the curiosity to develop a conceptual model that can close the strategy execution gap in public sector organizations.

Design/methodology/approach

The research adopted a qualitative research design, particularly, a case study research design approach as an ideal tool to conduct a holistic and in-depth survey of the trends in strategy execution in the public sector.

Findings

From the findings of the study, it has been found that five out of the nine strategy execution components that were investigated showed higher scores. These strategy execution components perceived to be vital by this study and were integrated into the MERIL-DE model, which will significantly contribute to closing the strategy execution gap in the public sector.

Originality/value

This research was built based on the curiosity to develop a conceptual model, the MERIL-DE model that can close the strategy execution gap in public sector organizations.

Abstract

Purpose

In industrial procurement, the concept of supplier satisfaction has gained increasing attention. Satisfied suppliers have been found to provide better prices, more innovations and priority in bottleneck situations. This paper aims to analyses in how far the concept of supplier satisfaction can be transferred to the public procurement domain.

Design/methodology/approach

Two large quantitative data sets are compared, one from a sample of suppliers evaluating their industrial clients, the other from a public customer being evaluated by its suppliers.

Findings

The same criteria which explain supplier satisfaction with its customer, which are relevant in the private and industrial case also hold true for the public case, namely, growth opportunity, profitability, relational behaviour and operative excellence are important criteria for distinction. Only relational behaviour by the customer scored significantly higher in the public sample, indicating that this is more an influencing factor for public organisations.

Research limitations/implications

Showing the relevance of supplier satisfaction also for the public domain paves the way to further research better understanding how to measure satisfaction and how to increase suppliers’ satisfaction.

Practical implications

Buying organisations are asked to apply a form of “upstream marketing”, in which they actively try to promote their organisation with their suppliers and increase its attractiveness. This is a new way to get access to better services from suppliers.

Social implications

Analysing supplier satisfaction, on the one hand, allows to improve public purchasing acts, which generate social benefits in better using public money. On the other hand, caring for the well-being of suppliers is per se contributing to a socially more desirable world.

Originality/value

Supplier satisfaction is a new concept in the public procurement domain. This is the first paper to introduce this approach.
