This study aims to assess the role of the National Archives of South Africa (NARSSA) in promoting the preservation and management of private archives.

Abstract

Purpose

This study aims to assess the role of the National Archives of South Africa (NARSSA) in promoting the preservation and management of private archives.

Design/methodology/approach

This study used the qualitative method, and data was collected through unstructured questionnaires and interviews. In addition, purposive sampling was used to collect data from the selected archivist.

Findings

The study found that the NARSSA raised awareness on the preservation of private archives and is also in the process of reviewing the National Archives and Records Service Act 43 of 1996 to promote the preservation and management of private archives. The study also revealed that the role of the NARSSA in enforcing compliance with Section 14 of the National Archives and Records Service Act 43 of 1996 for the proper management and coordination of private archives was ineffective because of a lack of coordination, infrastructure, training and development.

Research limitations/implications

The qualitative data was obtained from three participants with the NARSSA and two selected from private archives. The sample is small to generalise results. The public–private cooperation in archives management is limited, and this is proved by the severely limited number of participants in the research. Furthermore, the private archive in this study is limited to the liberation movement archives institutions in South Africa.

Practical implications

This study could work as a stimulus for potential approaches to conduct further research on the possible kinds of cooperation between private–public archival organisations.

Social implications

The study is innovative, in that there are very few research investigations that focused on the cooperation between private and public archives in the African region and especially in South Africa.

Originality/value

The article makes a significant contribution to the area of private–public archival organisations, especially in South Africa. It will expand the knowledge on private–public archive cooperation and management in South Africa and the rest of the African continent.

Abstract

Purpose

This study aims to review and understand the state of records management practices in Malawi, focusing on both public and private sector organisations.

Design/methodology/approach

The hermeneutic framework underpinned a qualitative review of the study phenomenon. The inclusion and exclusion criterion for the literature was guided by the Preferred Reporting Items for Systematic Reviews and Meta-Analysis methodology. Fifteen documents met the eligibility criteria and informed the study findings. The literature comprised of journal articles, dissertations at both master and doctoral levels, and conference papers.

Findings

The study found that records are created, captured and maintained both in print and electronic formats. It also confirmed that different types of organisations (public, private, academia and civil society) recognise the need for proper records management practices. However, effective and efficient records management is besieged by numerous obstacles, including lack of funding, absence of records management policy, standards and procedures at both institutional and national levels, poor records classification systems and a lack of top management support. Most importantly, the review shows that the majority of studies in Malawi have focused on academia, with little attention to other equally fundamental areas such as agriculture, trade, tourism, transport and energy. Thus, this situation calls for more empirical studies of records management practices in those sectors.

Originality/value

To the best of the authors’ knowledge, this is the first kind of review to be done at a national level, so the findings provide significant insights for policymakers and research practitioners on records management research trends to date in Malawi.

Abstract

Purpose

This paper presents an exploratory case study on the impact of user-oriented digitalization on records management in the Norwegian public sector. The purpose of this study is to identify some of the opportunities and issues that may arise for records management professionals, case workers and citizens.

Design/methodology/approach

The concept of administrative burdens and how user-oriented design can reduce or increase them is the main theoretical focus. A series of five interviews with records management professionals from five municipalities and three with IT staff members from two larger state institutions served as the primary source for this qualitative case study in conjunction with a literature review. The interviews were conducted in a semistructured format with a general interview guide.

Findings

Smaller municipalities lack the resources of larger state institutions, and they do not involve users in the same extent, even though their records management professionals strive for user-orientation. The work with directly involving users appears to vary in larger institutions, where resources must still be properly prioritized. Reducing administrative burdens is vital for user-oriented design, but digitizing services often increases them, so service delivery must consider the benefits of local, in-person guidance in relation to wholly digital services.

Originality/value

While much research has been conducted in Norway on digitalization, little has been done to examine the implications for records management work or the public’s use of records. By identifying some key concerns, this paper hopes to serve as a springboard for further research in these areas.

Abstract

Purpose

This paper aims to explore the role played by the National Archives of South Africa in human rights promotion and protection. The study examined the challenges that archivists encounter when undertaking archival functions, such as acquisition, appraisal and access provision, that contribute to forming documentary archives crucial for human rights promotion and protection.

Design/methodology/approach

A review of literature dealing with acquisition, appraisal and access was used in this research. It was supplemented with interviews.

Findings

This paper provides recommendations of benefits in the field of archives management with a focus on the areas of acquisition, appraisal and access. The transformational discourse in the jurisdiction of archives management challenges archival institutions to be active players in selecting historical and cultural archives’ significance that is significant in human rights protections. However, despite judicial requirements that recommend the importance of archives, there is evidence that archival functions such as appraisal, acquisition and access are not being fully used, resulting in national archives institutions that are subject to irregularities that contribute to an unbalanced archives collection.

Research limitations/implications

The paper was limited only to the National Archives of South Africa.

Practical implications

The paper makes practical implications concerning the acquisition, appraisal and providing access to human rights records.

Social implications

Sufficient funding resource allocation ought to be provided to advance human rights promotion.

Originality/value

This paper offers informed recommendations to address the challenges of acquisition, appraisal and access provision of archive materials. The availability of archives materials reinforces the community by aiding to protect legal rights and prevent human rights violations. It was, thus, necessary to establish whether the National Archives of South Africa is actively building the archives collections that are important for human rights promotion and protection.

Abstract

Purpose

Social media posts have been an integral part of our society’s communication and serve purposes from the personal to the national, from the mundane to the silly to the momentous. This study aims to examine social media posts as records, discussing how social media technology serves, perhaps unexpectedly, to reinforce traditional archival understandings of issues such as provenance, custody, access, disposition and preservation.

Design/methodology/approach

This study follows a four-step methodology. First, this study analyzes literature for a matching definition of the social media record. In the second step, we appraise three social media postings previously curated and cited in news articles by journalists to determine their characteristics – Are these social media posts “records?” Third, this study evaluates the sample records against two dominant theoretical record models, the life cycle and the continuum and attempt to apply the model specifications to the data samples. Finally, this study proposes appropriate records management solutions to address governance issues from the study findings in the conclusion section.

Findings

This study shows that, even by the most traditional of definitions, social media posts are records. The paper also demonstrates that platform mediation transforms simple narrative documents into records whose provenance, custody and control are dictated by platform logics and governance, outside of the control of their creators. Through appraisal of a small sample of “important” social media posts, this study illustrates that, rather than obsolete, traditional records management concepts and approaches are necessary to ensuring the ongoing accessibility, usability and evidentiary character of social media posts in the broader “platformized” context.

Research limitations/implications

This is exploratory, theoretical work. In future works, this study plans to expand and validate aspects of this study.

Originality/value

This paper tests existing theoretical frameworks, namely, the Records Life cycle and the Records Continuum for applicability to the social media record. The paper also offers a view of the potential for traditional archival and records management concepts in service of a just and inclusive recordkeeping, because such concepts allow us to demonstrate the centralized, elite-serving, bureaucratic structures which underpin social media records are obscured by the seemingly decentralized, participatory nature of social media.

Abstract

Purpose

In the wake of the fourth industrial revolution, where most information is accessible online, archives should be visible online for them to fulfil their legislated mandate and facilitate access to information resources. The Covid-19 pandemic has further underscored the importance of online platforms in making archives accessible without the public having to visit archival institutions physically. The purpose of this study is to examine the extent to which public archival institutions of South Africa are visible online with the view to deepen their understanding of how archives promote themselves online.

Design/methodology/approach

The study employed content analysis to establish the online content of public archival institutions in South Africa. A google search was conducted using the names of the archival institutions as search terms. The top results obtained after the search were recorded for further analysis.

Findings

The findings suggest that public archival institutions in South Africa have limited online presence. Only the National Archives of South Africa had an active website with collections that are accessible online. Some provincial archives had websites hosted by their parent bodies while others had no websites at all. Only the Limpopo and Eastern Cape provincial archives had their Facebook pages in the top results. There were no signs of other social media sites in the top results.

Originality/value

The study concludes that public archival institutions are not visible online. All provincial archives need to have websites where they can be accessed. The use of social media platforms needs to be prioritised. In this fourth industrial revolution age, people communicate and interact online. Public archival institutions should therefore make it their primary mandate to take the archives to where the people are currently meeting.

Abstract

Purpose

Human resource capability is an important factor in determining institutional capacities in digital records preservation. This study aims to assess human resource capabilities in supporting digital records preservation in Tanzania, with special reference to the Records and Archives Management Department (RAMD) and Registration, Insolvency and Trusteeship Agency (RITA).

Design/methodology/approach

This study employed a descriptive case study design with multiple cases to generate insights into the topic under inquiry. Simple random and purposive sampling methods were used to select study respondents. Data were collected using questionnaires, interviews and documentary review. Qualitative data collected were subjected to content analysis, whereas quantitative data were analysed using international business machine-corporation-statistical packages and service solution.

Findings

RAMD and RITA have minimal human resource capabilities, as they contend with a shortage of qualified staff and technical personnel for digital records preservation. The shortage of funds, lack of management commitment to preserving digital records, lack of staff awareness on digital records preservation and inadequate participation of records practitioners in digital records preservation emerged as pressing challenges the two agencies contended with.

Practical implications

This study’s recommendations include finding alternative sources of funding, employing digital records specialists and provision of training on digital records preservation. Furthermore, this study proposes a framework that institutions can use in assessing human resource capabilities for digital records preservation.

Originality/value

This study contributes new knowledge and insights on the role of human resource capabilities in supporting digital records preservation in a resource-poor country.

Abstract

Purpose

The purpose of this paper is to review the recordkeeping response to the COVID-19 pandemic in New Zealand. It identifies how archival authorities supported potential changes in recordkeeping practice as a result of constraints brought about by the pandemic, in particular the shift to work-from-home as the dominant paradigm.

Design/methodology/approach

Analysis of guidance, standards and initiatives published online by New Zealand archival authorities in the early stages of the pandemic was undertaken and contextualised with international counterparts.

Findings

Findings indicate that guidance provided to support changes in recordkeeping practice brought about by the pandemic was high-level, outlining potential considerations and possible pitfalls but did not provide applied advice on how to approach the shift to a work-from-home reality.

Originality/value

Research into the effects of the pandemic on recordkeeping practice and output is in its infancy; this paper contributes a brief insight into the New Zealand experience.

Abstract

This chapter focuses on data journalism, a relatively new brand of journalistic practices that take advantage of the growing availability and application of digital data and computational tools for news production. Although this brand of journalism has been on in some advanced democracies, it is still a relatively new development in Africa, especially Nigeria. Journalists still rely mostly on eyewitness reports and interviews to write their stories, thus leading to lack of depth in media reportage of critical issues. This chapter explores the nature of data journalism conceptualised as a social science pragmatic approach to news gathering and reporting, tracing its history and inherent strengths and weaknesses. It examines the windows of opportunities it provides towards guaranteeing transparency and accountability in Nigeria's nascent democracy. It concludes that, though data journalism complements the conventional investigative reporting to enhance good governance system in Nigeria, strengthening other institutions of government such as the police, judiciary, Economic and Financial Crimes Commission (EFCC), and Independent Corrupt Practices and other related offences Commission (ICPC) becomes imperative in entrenching accountability and transparency in Nigeria.

Abstract

Purpose

Human resource records are the cornerstone of human resource management. Organizations rely a great deal on their employees to furnish them with human resource records, which is crucial to the effective management of the employees and the success of the organization. It is evident, however, that personal information-related issues in organizations are of significant concern and that examining employees’ perceptions and attitudes regarding personal information management is extremely valuable. Yet, this is largely absent in the literature. This study, therefore, aims to investigate the influence of perceptions of employees concerning the uses and security of human resource records on their attitude toward human resource records in Ghana.

Design/methodology/approach

A descriptive survey design was used in this study. An online questionnaire was used to gather responses from employees for analyses. A structural equation model was developed and assessed because of the advantages that come with its use and the characteristics of this study. The assessment of the structural equation model was done to determine the significance of the hypothesized paths. In addition, effect size, coefficient of determination and predictive relevance of the structural model were assessed. Before that, the validity and reliability of the measurement model were examined through the assessment of the indicator loadings, average variance extracted, Cronbach’s alpha and composite reliability. An importance-performance map analysis (IPMA) was also conducted.

Findings

The hypotheses formulated in this study could not be rejected because the hypotheses tested were statistically significant. Thus, this study revealed that employees’ perception of the uses of human resource records influenced their attitude toward human resource records. Also, employees’ perception of the security of human resource records influenced their attitude toward human resource records. The IPMA revealed that the perception of uses of human resource records was more important, yet its performance was below the perception of security as significant.

Practical implications

Human resource records management professionals, particularly in Ghana, ought to ensure that the human resource records in their organizations are used for the purpose for which they are collected and also, secured. In addition, they should assure employees that their personal information is used as expected and secured. This could be realized with the use of international records management standards especially those in the ISO 30300 series. More so, human resource managers as part of their counseling duties also need to counsel employees so that they form positive perceptions about the uses and security of the personal information they give to their organization in the course of their employment.

Originality/value

To the best of the authors’ knowledge, this study brings to light the attitude of employees toward human resource records based on their perceptions of uses and security in the Ghanaian context which is absent in the literature as previous studies have focused mainly on personal information management behavior only at the individual level.
