Abstract

Purpose

The purpose of this paper is to analyse the management of commercial actors in strategic networks of emergency preparedness management (EPM) in developed countries and how these strategies connect to the emergency response efficiency. This study uses collaboration, strategy, and efficiency to evaluate the private governance of the food, healthcare, and transportation sectors and follows an analysis of these sectors’ management that finds an ambivalent impact on the efficiency of the worldwide supply chain network (SCN) system. This study discusses many strategic networks and nets of commercial standards with different management structures and emphasizes illustrating the EPM context, thereby offering directions for future research.

Design/methodology/approach

An empirical research approach and triangulation methodology was adopted to design the selection, evaluation, and contribution of the observed data and the humanitarian and business literature. An overview of strategic networks’ role in EPM in Sweden comprises several network approaches and considers the strategic value of three SCNs for response efficiency.

Findings

The study finds that strategic networks are relevant for EPM and response efficiency and can be delimited and adapted to developing countries’ demands. However, growing interest in networks’ strategic value for EPM stresses public-private collaboration as a strategic choice to achieve response efficiency. To offer strategic planning that ties demand with supply, public-private actors must collaborate in SCNs.

Originality/value

The study contributes to the existing literature on strategic networks, for example, industrial networks, by illustrating their strategic value for developed countries’ SCNs. It also contributes to the business literature, for example, on strategic net management. The work is original because it adopts a practical perspective involving buyers and suppliers in planning, the delimitation of their capability in nets, and the strategic value of SCN collaboration.

Abstract

Purpose

Drawing inspiration from the organizational information processing theory, the technology acceptance model (TAM) and the theory of motivation, this study aims to examine the acceptance of private and public blockchain technology-based collaboration among supply chain practitioners.

Design/methodology/approach

A total of 257 samples were collected through a survey from supply chain practitioners. The study used parallel mediators of perceived usefulness (extrinsic motivation) and perceived ease of use (intrinsic motivation) to measure behavioral intention to use.

Findings

The results reveal that partial mediation exists between blockchain-based collaboration (private and public) and behavioral intention to use. For perceived usefulness, a stronger mediating effect was found between private blockchain-based collaboration and behavioral intention to use. For perceived ease of use, a stronger mediating effect was found between public blockchain-based collaboration and behavioral intention to use.

Originality/value

By integrating insights from the organizational information processing theory, the TAM and the theory of motivation, this study provides an in-depth understanding of how the distinct features of information processing in blockchain technology-based collaboration influence the supply chain practitioners’ to accept it. The novelty and results of the study expand the existing literature and pave the way for future research.

Purpose

The purpose of this article is to investigate how facilities management (FM) units navigate Energy Service Company (ESCO) collaborations, here defined as examples of public collaborative innovation within the context of FM. The driving motivation is to inform and inspire internal FM units of local institutions on how to navigate and manage collaboration of different, intra- and inter-organisational actors throughout ESCO projects.

Design/methodology/approach

A deductive research methodology was applied based on the first ten ESCO projects in Danish municipalities between 2008 and 2012.

Findings

A model of FM roles in FM public innovation is proposed. The internal FM unit coordinates between clients and end users by acting as translator and demonstrator and collaborates with the ESCO company to implement the energy renovation (FM processor).

Research limitations/implications

The data were collected from a limited sample of ESCO collaborations in Denmark. Future research should thus investigate collaborative innovation in ESCO (and other forms of privatepublic) collaborations outside of Denmark.

Practical implications

Not only should FM units clarify what different stakeholders expect from an ESCO collaboration, but also they should translate stakeholders’ expectations into actual goals and objectives; process them together with the ESCO company; demonstrate their execution to all stakeholders throughout the process, not just when closing the collaboration.

Originality/value

This paper contributes to FM innovation research by exploring FM innovation in the public sector and by depicting the coordinating role of local governments’ internal FM units engaging in publicprivate collaborative innovation.

Abstract

Purpose

This paper aims to investigate the dyadic relationships of actors engaged in publicprivate (P-P) collaboration in health-care prevention. The purpose is to characterize a new type of actor as an intermediary that connects different actors in P-P collaboration and to compare P-P collaboration based on results expected with and without the inclusion of this new actor.

Design/methodology/approach

For the investigation, the Industrial Marketing and Purchasing Group approach to business relationships is used. The substance (activities-resources-actors) and the functions (dyadic, single actor and network) of business relationships are applied as a research framework. The analysis is based on these theories through a case study.

Findings

This study delivers four important findings: the relationship with this new type of actor results in new resources for all of the participants that are involved, the new actor is a key channel for generating corporate social responsibility recommendations for private actors, relationships with this new type of actor are a great basis on which private firms may build relationships with the public that involve higher levels of health care and also generate sponsorship for public causes, thereby increasing social welfare and the new type of actor can cause potential tensions that require constant and coordinated management.

Originality/value

The paper contributes to the conceptualization of the “interacted actor” through characterizing a new type of actor and its renewing network in P-P collaboration.

Abstract

Purpose

This study seeks to explore the powerful role(s) of institutionalised performance measurement systems or metrics in smart city governance in a politically and militarily sensitive developing country.

Design/methodology/approach

This study extends the application and contribution of a multi-level institutional framework to previous management accounting literature on the potential relationship between performance measurement and smart city governance. The value of utilising a multi-level framework is to broaden and deepen theoretical analyses about this relationship to include the effect of political pressure from the military regime at the macro level on the institutionalisation of a performance measurement system at the micro-organisational level. Taking the New Cairo city council smart electricity networks project (Egypt) as an interpretive qualitative single-case study, data collection methods included semi-structured interviews, direct observations and documentary readings.

Findings

Performance measurement systems or metrics, especially in politically and militarily sensitive smart cities, constitutes a process of cascading (macro-micro) institutionalisation that is closely linked to sustainable developments taking place in the wider arena of urban policies. Going a step further, accounting-based performance metrics, arising from political and military pressures towards public-private collaborations, contribute to smart city management and accountability (governance). Institutionalised measurement systems or performance metrics play a powerful accounting role(s) in shaping and reshaping political decisions and military actions in the city council.

Originality/value

Theoretically, this study goes beyond the cascading institutionalisation process by arguing for the powerful role(s) of institutionalised accounting and performance measurement systems in smart city decision-making and governance. Empirically, it enriches previous literature with a case study of a developing Arab Spring country, characterised by an emerging economy, political sensitivity and military engagement, rather than developed and more stable countries that have been thoroughly investigated. It is also among the first politically engaged accounting case studies to highlight public-private collaborations as a recent reform in public sector governance and accountability.

Abstract

Cross sector collaboration, particularly the use of Multi-Sectorial Partnerships, has recently developed as a crucial element of efforts to deliver and improve public service outcomes across developing countries. Yet for collaborations initiated to respond to emergencies, these have to cope with both a fluid problem and the context of operation. We utilise a literature grounded framework and draw on publicly accessible data on the empirical case study of the National COVID-19 Task Force (NTF) in Uganda to discern important considerations for effective governance of cross-sector initiatives in emergencies. Based on the analysis, we argue that a careful mix of considerations in the structures, processes and actors realms enable collaborative initiatives to remain effective in a continually evolving and wide scale response in emergency contexts. We specifically underscore the primacy of the adoption of whole-of-government approach, cascading of identical collaboration structures to lower levels of government, adoption of a unified communication strategy, participatory resource mobilisation and active involvement of initiative's champions. We have reinforced the enduring relevance of cross-sector initiatives for addressing wicked problems, foreshadowed ingredients for more agile partnerships and mainstreamed the consideration of evolving context in the collaboration discourse.

Abstract

Purpose

This study aims to address the question of what coordination mechanism can be used for cultural production and, in particular, for the governance of music culture production. The authors locate their reflection within the specific institutional innovations introduced in Italy in 2017, focusing on the idea of shared administration and the publicprivate collaboration instituted in Trentino (a province located in northern Italy) in support of its cultural policy.

Design/methodology/approach

This study focusses on the Trentino’s music school system. This includes 13 organisations (musicians’ cooperatives as well as associations of musicians and students, plus one municipal school which do not overlap with the public school system). To analyse shared administration features, the authors rely on selected information from 50 interviews with Trentino Music Schools (TMS) teachers and administrators, and on the proceedings of the 1994 music school conference organised by the schools at the time when this novel educational system was created.

Findings

To offer an innovative educational service, the public actor (Provincia Autonoma di Trento [PAT]) and the schools (TMS) have developed a strong interdependence at the different levels of decision-making: PAT needs organisations that are sufficiently structured and organised to respect requirements of transparency and accountability, as well as educational standards, whereas TMS need public funding to maintain their service accessible for users, good labour conditions and be financially sustainable. Likewise, the success of TMS in educating thousands of students every year, including additional teaching programmes funded by PAT within general public schools, has contributed to decrease the exclusion from music education, raise interest in young people for music and fed enrolment in TMS as well as in the public schools related to the conservatoire filière. Conclusions emphasise the existence of a polycentric system of music culture production which needs to acknowledge the risk of being trapped in a static disequilibrium, while recognising change and the need to support and promote a culture of cooperation among schools and across layered institutional levels over time.

Research limitations/implications

Further research can observe this system of cultural production over time, to appreciate changes and organisational tranformations, while introducing comparative analysis with other systems in different regions.

Practical implications

The relationship between the public and private sectors to design, organise and manage activities of collective interest (in the social, cultural, sporting and other fields) can increasingly become an effective and efficient alternative to the traditional bureaucratic as well as to the competitive method. For this to happen, however, all actors involved must be aware not only of areas of efficiency but also of inefficiency. To remedy the latter, corrective measures will have to be introduced. For example, fostering and improving “co-programmazione” and “co-progettazione” means giving all stakeholders involved the opportunity to actively participate. Should the number of participants increase, more discussion fora could be set up because one alone may not be sufficient to foster maximum involvement, to enhance different points of view, to allow for intersectoral and multidisciplinary interpretations and responses.

Social implications

The system governance based on co-programming and co-design has allowed – despite limitations – to pursue educational purposes and thus well-being for the users, as well as for the teachers and the community as a whole. The continuity of this educational and cultural action has been guaranteed by the economic and financial sustainability of the schools, which is highly dependent on the public actor funding personnel costs, and in turn tied to the number of students (demand) attending each school. Actors embedded in the system need to build awareness of industry and cultural changes and knowledge of how to introduce more adaptive capacity. This points towards the need for strengthening networking capacity and collaboration among schools and other relevant stakeholders.

Originality/value

The case presented is a unique system of music culture production in Italy, and its governance has never been addressed by previous studies. It provides an application of shared administration to which public administrations and communities can learn to improve access to music culture and education. For public and private organisations to take advantage of the method of “co-programmazione” and “co-progettazione”, to make the production of a meritorious good more efficient and to favour its maximum accessibility, this study considers the strengths and weaknesses of this approach, or the areas of efficiency and inefficiency, for which new measures will have to be introduced.

Abstract

Purpose

This paper explores how public buyers' capabilities promote collaboration with private suppliers to obtain enhanced performance in complex projects.

Design/methodology/approach

The authors conducted two case studies on the procurement of complex military projects by the Brazilian armed forces involving public buyers and private suppliers. The authors followed the Gioia methodology to inductively analyze data from interviews, official documents, media articles and project meeting notes.

Findings

The authors identified public procurement capabilities that are antecedents of collaborative trust-based relationships with suppliers in complex public-private projects. The authors unpack these capabilities in three subsets: abilities to manage the bidding and contracting process, to handle relationships with prominent stakeholders, such as audit control bodies and to manage knowledge acquired within and across current and past projects. By developing these capabilities, public buyers can build collaborative trust-based relationships with suppliers, which enable the conciliation of operational performance (i.e. on-time delivery, budget and scope compliance) and policy goals (i.e. inclusion of local suppliers in supply chains).

Originality/value

The authors extend the literature on the enablers of trust and collaboration in buyer-supplier relationships by providing a detailed account of which capabilities are necessary on the buyer side in complex projects, especially when accountability standards create barriers for collaborative practices. The authors also reinforce the importance of the operations and supply chain management scholarship in policy debates by showing how buyer-supplier interactions can create value in complex projects with public and private sectors.

Abstract

Purpose

This study aims to highlight and validate the importance of strategic procurement and its value to both public and private firms. This study discusses a collaborative private-public partnership (PPP), supply chain advisory committee (SCAC), established during the coronavirus (COVID-19) pandemic to acquire personal protective equipment (PPE) and other critical supplies for a donation center in Toledo, Ohio, USA. This center serves the community and small businesses. This paper discusses the strategies, process and framework that were created to procure the needed items under a short lead time. The process of the partnership and outcomes are transferable and capable of being used by others to benefit society.

Design/methodology/approach

The case study methodology was used to investigate and summarize the actions and events of the SCAC. The case presented was tracked from the initial call to action from a local emergency response organization, Lucas County Emergency Operation Center (EOC), through the first six months of the committee’s work. Data collection was completed through a triangulation of sources.

Findings

The findings of this study reveal that public firms are vulnerable in a crisis. A crisis exposes the inequities in the supply chain and the need for public and private collaboration to use innovative procurement strategies. This study suggests that PPP procurement professionals benefit from working together. Both can learn from the limitations and benefits of collaborating.

Practical implications

This study offers a framework on how PPPs can be established to procure PPE during a crisis. This study has practical implications for private and public firms seeking to collaborate for the good of society.

Social implications

The findings of the study reveal that public firms are vulnerable in a crisis, which exposes the inequities in their supply chains. Private-public partnership (PPP) procurement professionals mutually benefit from working together as both can learn from each whether it is procuring PPE during a crisis or seeking to team up for the good of society. Society benefits when these organizations share solutions to problems rather than compete against one another during a crisis-situation such as a global pandemic. Supplies get to those who need them the most and information flows amongst the organizations to ensure equity in the availability of the supplies.

Originality/value

This study contributes to the growing body of literature that argues that public procurement must be innovative and strategic to contribute to socially responsible solutions. Government regulations require public procurement to use competitive bidding for accountability, cost reduction and to reduce fraud. However, emergency situations require innovative procurement strategies. The use of innovative procurement strategies is typical in private procurement. During a crisis, supplier relationships, lead-time management and shared and transfer of knowledge must be leveraged to acquire critical items in a timely manner. A lack of innovative public procurement strategies constrains the public and small under resourced businesses, rendering them inoperable. This paper provides a case study of an effective PPP during the COVID-19 pandemic. This paper highlights the strategies, process and framework for future research and collaborations.
