Abstract

Purpose

This study examines the public participation in the implementation of the Historic Urban Landscape (HUL), a United Nations Educational, Scientific and Cultural Organization (UNESCO) approach for urban development. HUL has six Critical Steps and four Tools Categories relating to community engagement, knowledge and planning, regulatory system and financial instruments. The HUL public participation component has materialized variably across the adopting cities, challenged by the local implementation capacity. In response, we have singled out two research questions revolving around the participants’ characteristics and participation methods.

Design/methodology/approach

This study instrumentalizes case studies as a research methodology and thematic literature as a theoretical context. The HUL projects for Ballarat, Australia and Cuenca, Ecuador have been selected as sources of published information because they exhibit comparative differences in completing community engagement. We have compared the community engagement accounts of the two cities.

Findings

The Ballarat and Cuenca HUL project accounts point out to commonalities and variances in responding to the HUL public participation mandate. The findings for the participants’ characteristics involve project setting, participants categories and participants empowerment; the findings for the participation methods involve initial preparation, domestic and international expertise and public conversation.

Originality/value

The results of the study help define public participation practices in HUL project implementations. The results present an opportunity for city officials, HUL project planners and field administrators for making informed decisions particularly in relation to the two public participation domains, the participants’ characteristics and the engagement methods.

Abstract

Purpose

The concept of “participation” has become a buzzword in contemporary public governance models. However, despite the broad and significant interest, defining participation remains a debated topic. The aim of the current study was to explore how participants perceived and interpreted the meaning and scope of participation.

Design/methodology/approach

This study is part of a four-year (2019–2022) longitudinal research project investigating stakeholder participation in the context of developing and establishing a strategic regional plan in Region Skåne in southern Sweden. The research project has a qualitative approach and uses interviews with different stakeholder groups such as municipal politicians and public officials and a survey as empirical material.

Findings

The authors developed a participation spectrum including eight types of participation: to be open, to be informed, to be listened to, to discuss, to be consulted, to give and take, to collaborate and to co-create. The authors also identified four different purposes of participation: creating a joint network, creating a joint understanding, creating a joint effort and creating a joint vision. The spectrum and the purposes were related through four characteristics of participation, i.e. involvement, interaction, influence and empowerment.

Research limitations/implications

The study rests on a single case, and so the results have limited transferatibility.

Originality/value

Researching participation in terms of the participants' perceptions contributes a new perspective to the existing literature, which has commonly focussed on the organizers' perceptions of participation. Moreover, in order to clarify what participation meant to the participants, the study puts emphasis on untangling this from the why question of participation.

Abstract

Purpose

This article poses the question on whether and how youth participation in environmental sustainability makes a difference within participatory budgets (PBs). This is a question worth asking because PBs have pursued, from the very beginning, goals of social sustainability through the inclusion of social groups that struggle to make their voices heard, as in the case of the youth. As young people show an increasing capacity to self-organise around environmental issues, a knowledge gap emerges as to the contribution that youth can give to environmental sustainability within PBs.

Design/methodology/approach

The 2021 edition of the Lisbon PB (2021PB) has been analysed through desk research – document analysis using the city council's website as the main source of information, and fieldwork – an organisation of one two-day workshop with 20 young students through a partnership between the local authority and the Institute of Social Sciences at the University of Lisbon. Methods were applied to retrieve findings on youth participation in environmental sustainability in the 2021PB.

Findings

The youth show a relative increase of participation in the 2021PB and emerge as a key target group in funded proposals. Convergence with student proposals suggest shared awareness on the role of youth in the pursuit of social sustainability. The success of health-related proposals confirms ownership of (young) citizens over the concept of environmental sustainability, which further relies on the various scopes of funded proposals at both city and neighbourhood levels. In the workshop, students did not stick to specific themes and struggled to connect present criticalities and future imaginaries.

Research limitations/implications

Focus on one case study necessarily limits the generalisation of findings. Nevertheless, the 2021PB illuminates pathways of research on youth participation in environmental sustainability through participatory budgeting that are worth clearing in the future, such as the role of digital participation, dynamics induced by extreme events as the COVID-19 pandemic and PBs' capacity to intercept environmental activism.

Practical implications

Decision-makers and practitioners can take advantage of findings to acknowledge the potential of youth participation in PBs to reframe the take of environmental sustainability.

Social implications

The article provides new inputs for future developments in the operationalisation of social and environmental sustainability through participatory budgeting.

Originality/value

This article examines original data retrieved from the 2021PB. Data analysis is backed by the literature review of key democratic challenges in social and environmental sustainability within participatory budgeting.

Abstract

Purpose

The aim of this paper is to investigate the factors influencing citizens' willingness to participate in the development of smart cities.

Design/methodology/approach

Citizens drawn from 30 second-tier cities in China were chosen as the research object for this empirical research. Based on citizenship behavior theory, research hypotheses were tested and analyzed using structural equation modeling (SEM).

Findings

The results indicated that information publicity has a direct and positive effect on residents' participation behavior. Perceived benefits, personal responsibility and subjective norms are positively associated with residents' citizenship. Additionally, citizenship was found to affect residents' participation intention positively. Finally, the moderating effect of information credibility in this context was also verified.

Originality/value

As one of the first empirical studies on this topic, this paper offers important guidance for future research regarding residents' participation in the development of smart cities. On this basis, the implications of this research with respect to policies that aim to encourage residents to participate in the construction of smart cities are discussed.

Abstract

Purpose

In the context of the digital age, this study aims to investigate the impact of citizens' digital participation on the scientific and democratic decision-making processes of the government. Specifically, the authors focus on the factors influencing citizens' digital participation, with a particular emphasis on their digital skills.

Design/methodology/approach

Exploring the influence of citizens' digital skills on their digital participation is of great practical significance for eliminating the digital divide and for promoting a life characterized by enriched digital interactions with the public. This study selected the social consciousness survey database of Chinese netizens in 2017, used ordered Probit and OLS models, and comprehensively used the instrumental variable method (IV), causal stepwise regression method and bootstrap method to empirically verify and construct a mechanism model of the influence of digital skills on citizens' digital participation.

Findings

The empirical findings indicate a noteworthy positive association between citizens' proficiency in digital skills and their active engagement in digital activities. This relationship is positively mediated by factors such as political interest and attention to social issues, underscoring their role in encouraging greater digital participation. Conversely, national identity exhibits a counteractive influence on this mechanism, potentially discouraging digital engagement. Notably, the impact of digital skill mastery on digital participation is more pronounced among non-elderly individuals and those residing in metropolitan areas, highlighting the significance of demographic characteristics in this context.

Originality/value

These research results can help the government and other organizations make better decisions and facilitate improvement of citizens' digital participation by promoting their mastery of digital skills.

Abstract

Purpose

This exploratory study aims to investigate the use of Facebook as a dialogic accounting tool for promoting citizen engagement in Italian regions.

Design/methodology/approach

This study adopts a mixed methodology. Indeed, it first collects some quantitative data to construct an engagement index for the Facebook pages of the Italian regions, and then it performs a content analysis of some posts while also examining the tenor of the related comments and the level of interaction between regions and citizens.

Findings

The Italian regions have mainly used their Facebook pages for public communication purposes rather than for public participation. Therefore, they have conceived social pages more as an instrument of self-legitimisation and thus monologic accounting and have rarely considered them as a tool for engaging citizens who, in turn, showed low interest in participating in online debates. Nature and environment, tourism promotion and sport were the most engaging content types. Findings also confirm that posting many messages does not automatically increase engagement.

Originality/value

This study is one of the first to investigate the potential of social media from a dialogic accounting perspective, especially in the public sector. Additionally, it focuses on regions which are understudied in the literature, although they are critical actors in implementing public policies. Last but not least, this study offers a framework that integrates the literature on the use of social media for citizen engagement and research on such platforms as dialogic accounting tools.

Abstract

Purpose

Sustainability is a pressing challenge of governance and public financial management. One key element of sustainable governance is the role of citizens. Participatory budgeting (PB) is a participatory tool with which citizens can influence public administration. PB is a democratic process that grants people real power over real money and it has spread around the world. This special issue explores the role of PB in the context of sustainable governance. In this editorial, the authors aim to approach PB as a form of sustainable governance.

Design/methodology/approach

In this editorial, the authors collaborate in the analysis of how PB is implicated in the public management of complex social, economic and ecological issues. The authors identify key dimensions of internal and external sustainability based on prior research. The authors approach these dimensions as an internal–external nexus of sustainable governance in which organizational and financial sustainability are the internal dimensions and socio-political and environmental sustainability are the external dimensions.

Findings

Even though PB can be seen as one tool for citizen participation, it has the potential to foster sustainability in multiple ways. PB, as a form of sustainable governance, requires a financially and administratively sustainable organizational process that results in the institutionalization of PB. It also includes thorough consideration of socio-political and environmental sustainability impacts of PB.

Originality/value

Academics are actively studying PB from various perspectives. However, most of this work has approached PB from the viewpoints of design and results of PB, and less is known about its institutional settings. PB has not yet been adequately studied in the context of sustainability, and there is a need to scrutinize PB as a form of sustainable governance.

Abstract

Purpose

Online/Digital cultural heritage platforms have the potential to serve as empowering sites and tools for democratic participation, and for promoting social cohesion, acting as convergence points for diverse societal groups. They enable the gathering of multiple voices, including those of minorities and groups often marginalised in mainstream cultural heritage documentation. This research paper examines the ways in which these aspirations of cultural heritage platforms as meeting, learning and dialogic spaces for connecting and empowering online communities have been realised.

Design/methodology/approach

Using a qualitative design, interviews were conducted with users of New Zealand’s Auckland War Memorial Museum’s Online Cenotaph. Participants shared their experiences with the platform, perceptions of it as a collective social history resource and views on its role as a participatory space for online communities. They also discussed their expectations for its development as an online space for collective memorialisation.

Findings

Interviews revealed that users value Online Cenotaph for placing personal, publicly contributed memories and narratives alongside primary military sources. Participants expressed feelings of civic responsibility, social awareness and a sense of identity and connection through their use and contribution to this online commemorative space. The shift from a one-way flow of information from the Museum towards embracing public contribution embodying a high-trust approach, was a notable finding.

Originality/value

This research underscores the evolving role of museums and other GLAM institutions in recognising the importance of inclusivity, diversity and community participation. It provides insights into how digital cultural heritage social platforms can contribute towards these goals and promote social cohesion. This research is also a starting point for further studies on crowdsourcing and social Web activities on digital cultural heritage platforms as sites of community building through public participation and engagement in historical/cultural heritage narratives.

Abstract

Purpose

Digitalising cities requires new urban governance processes that account for rapidly changing environments and technological advances. In this context, agile development methods have become valuable, if not necessary. However, agile development contradicts public administration practices of risk aversion and long-term planning. The purpose of this study is to discuss practical avenues for navigating these two contradictions by adapting agile development to the needs of public sector organisations.

Design/methodology/approach

The authors review the collaborative elaboration of Dresden’s smart city strategy as a critical case study. Dresden’s smart city strategy was developed using agile development and quadruple-helix innovation. The year-long co-creation process involved stakeholders from various groups to conceive an integrated and sustainable vision for digitalisation-based urban development.

Findings

Despite the apparent contradictions, this study finds that key aspects of agile development are feasible for public sector innovation. Firstly, risks can be strategically managed and distributed among administration and non-administration stakeholders. Secondly, while delivering value through short iterative loops, adherence to formal processes remains possible. Informal feedback cycles can be harmoniously combined with official statements, allowing iterative progress.

Research limitations/implications

The empirical material is based on a single case study and thus risks overemphasising the general applicability of the proposed methods.

Practical implications

This paper outlines practical steps to greater agility for public administration engaged in digitalising cities. The paper conceptualises a forward and lateral momentum for the agile development of a smart city strategy that aims to reconcile formal policymaking processes with short-term loops and risk aversion with experimental value creation. This approach balanced risks, created value and enhanced the strategy‘s alignment with strategic frameworks, ultimately promoting innovation in the public sector.

Originality/value

This paper proposes a novel, empirically grounded conceptualisation of implementing agile methods that explicitly recognises the peculiarities of public administrations. It conceptualises the orchestrated and pragmatic use of specific agile development methods to advance the digitalisation of cities.

Abstract

Purpose

This research aims to examine the introduction of participatory budgeting (PB) in local governments in two Francophone countries, namely, Benin and Niger, and how local contextual factors influence its practices.

Design/methodology/approach

The research employs a multiple case study design with a comparative approach to analyze the introduction and practices of participatory budgeting across selected municipalities in Benin and Niger. Hopper (2017) and Lassou et al.’s (2018) notion of “pragmatism” within neopatrimonialism is mobilized to analyze the data from sources including interviews and documents. The analysis is conducted at both the country and local government levels.

Findings

Participatory budgeting took roots in a number of municipalities. Its introduction and adoption has promoted participatory governance especially from traditionally marginalized segments of society (e.g. women); albeit to varying degrees, in the face of the prevailing national neopatrimonial context. Furthermore, despite donor's push for a standardized model of PB implementation, actual practices took varying shapes, a consequence of differing local conditions and circumstances.

Research limitations/implications

In terms of limitation, it was not possible to access a number of research participants sought, particularly in Niger. But access to key documents from government, donors and civil society organizations help mitigate this to a large extent.

Practical implications

A major practical implication is the importance of adaptation to local socio-economic contexts and circumstances. As shown in the study, a blanket introduction and implementation of PB across societies based on a standardized model is unlikely to succeed and be sustained in the long run. A great deal of flexibility is required to accommodate indigenous realities on the grounds.

Originality/value

The study contributes to shed light on public sector budgeting regarding participatory budgeting practices in an under-researched setting: Francophone Africa.
