Over the past fifty years, public opinion polls have assumed an increasingly important role in daily life. Quite possibly every person living in America has at one time or another been affected by polls. In fact, few aspects of our lives remain untouched by polls—from the television programs we watch, to the choice of candidates for public office, to national political issues, to the products we buy. Polling has become widely known through frequent use by television and the mass market print media.

Abstract

As more state and local governments and agencies embrace strategic planning as a means of cost control, accountability, and goal achievement, the process of benchmarking has become increasingly important. This article examines the role survey research can play in the benchmarking process. The authors focus on some of the considerations and controversies involved in this process, including questionnaire design (What types of questions should be included?), population definition (Who should be included and how can these individuals be identified?), sampling procedures (What methods of sampling should be employed to ensure that the data are representative of the population of interest?), data collection methods (Should surveys be conducted via mail, face-to-face, or telephone?), and data analysis (How can the survey data help state and local officials evaluate their service delivery?)

Abstract

Purpose

The purpose of the study was to assess the representation of different world views with respect to climate change in public opinion on the internet.

Design/methodology/approach

The authors conducted this world views analysis by means of a content analysis of publicly expressed opinions in the form of online lay reader comments to articles on climate change, published on Dutch newspaper web sites between August 2002 and December 2009. The comments were assigned to the world views of two typologies commonly used in ex ante assessment of climate policies. The classification of an online reader comment was based on world view specific keywords and positions on climate change.

Findings

From a set of 2,148 comments to 168 articles found on the web sites of 19 newspapers, 314 comments could be assigned to a particular world view. For both typologies, the distribution of comments over the different world views was highly uneven, with world views characterized as “climate sceptic” scoring more than 90 per cent of the assigned comments. The strong dominance of these “climate sceptic” world views was independent of year, newspaper, and scope of the article.

Practical implications

These findings are in stark contrast with the outcomes of public opinion surveys indicating that only a minority of the population has a preference for a “climate sceptic” world view. The most plausible explanation for this difference is that the contributors of online reader comments are not representative for the Dutch population at large. However, as internet-based opinions have a proven potential to strongly influence the opinion of the general public and politicians on climate change, the authors advise analysts to pay due attention to “climate sceptic” world views in ex ante assessment of the societal support for climate policies.

Originality/value

For a world views analysis, the study is unique both in its focus on internet public opinion and the data source used.

Abstract

Purpose

The purpose of this paper is to present, on the one hand, the findings of a survey conducted during 2012 in Iceland and, on the other hand, the results of interviews held in 2015 concerning why it was felt that the authorities withheld information either about subjects of general public interest or about public expenditures.

Design/methodology/approach

A survey questionnaire was sent in March 2012 to almost 2,000 Icelanders randomly selected from the National Registry. The response rate was almost 67 per cent. As to the interviews held in 2015, these were with individuals who were known to understand well the government’s actions, both as to provision of information to the public and the opposite, suppression of information. The interviewees were chosen purposively. The survey was modelled on other research and resources concerning open public information and other research that had examined trust towards public authorities and the influence of freedom of information acts on government information practices.

Findings

The research revealed that both participants in the questionnaire survey and the six interviewees in the later study felt that information was kept secret for a variety of reasons. Most felt that information was kept under wraps by the government, both about subjects of general public interest or about public expenditures, and that both transparency and traceability were less than sufficient in the public administration of Iceland.

Practical implications

The results could be of value to public authorities who want to improve the provision of information and practices according to the freedom of information act. They could also bring diverse and valuable opportunities to the profession of records managers as to documentation and registration, as well as others who practice information management.

Originality/value

The survey adds valuable information and fulfils a need for a better understanding of why public authorities suppress the provision of information in Iceland. Although the research cited was limited to Iceland, the findings may be of value also to public authorities and researchers in the Western World, Australia and New Zealand to give a few examples where the culture and the practice of government may not be that different, as well as in other countries. The two studies can, therefore, lay the foundation for further research into the field.

Abstract

Purpose

The purpose of this paper is to design and describe a model of instruction for librarians to effectively teach evaluation skills for public opinion polls.

Design/methodology/approach

The paper show a coherent framework for instruction was identified through a survey of the literature. Learning objectives or essential core questions were identified by looking at codes and standards from five major organizations: National Council on Public Polls, Council of American Survey Research Organizations, World Association of Opinion and Marketing Research, American Association for Public Opinion Research, and the European Society of Marketing and Research. The objectives were incorporated into the aforementioned structure.

Findings

The paper finds from nine documents produced by these organizations 15 elements were identified and grouped into nine essential questions: purpose of the poll, sponsor of the poll, polling organization, questions asked, order of the questions, who was polled, how were the interviews conducted, date of the poll, statistics offered to substantiate accuracy. A consistent framework was identified from an earlier work by Dodd.

Research limitations/implications

The paper shows it is virtually impossible to provide a comprehensive list of all the possible ways that opinion polls can be misrepresentative. These are only a list of essential elements and questions necessary for an evaluation of polls.

Practical implications

The public opinion poll continues to have a prominent role as a source of information in the societies of the world. As such, it is important that librarians as well as users are conversant in how to evaluate and place into context this type of information.

Originality/value

This paper continues a dialogue within the profession about the impact of numbers as an information source. Librarians must become more conversant with numbers and, along with users, savvy consumers.

Abstract

Purpose

The UK police service has a major challenge to introduce innovative ways of improving efficiency and productivity, whilst at the same time improving public opinion as to their effectiveness in the “fight against crime”. The purpose of this paper is to outline an exploratory study of the ability to cluster police forces based on their sanction detection levels over a number of different offence groups and whether these clusters have different associated public opinions towards them.

Design/methodology/approach

Using secondary data and the fuzzy c‐means clustering technique to exposit clusters of police forces based on sanction detection levels, relating them in a statistical analysis with public opinion on the police.

Findings

The clustering analysis shows how police forces can be considered relative to each other, based on their sanction detection levels of certain offence groups, including; burglary, fraud and forgery and criminal damage. Using the established clusters of police forces, in respect of independent variables relating to public opinion, including confidence in police; there does appear to be statistically significant differences amongst the clusters of police force.

Research limitations/implications

The results demonstrate the connection between the police's attempt to fight crime and public opinion. With the public opinion measures considered post the establishing of police forces’ clusters, the results show the public does notice the level of sanction detections achieved. The identified disconnect of the public with the criminal justice system is something that can be improved on in the future.

Practical implications

Demonstrates that there is a significant link in the relationship between the levels of sanction detection levels of police forces and public opinion about their ability to fight crime.

Originality/value

This paper employs fuzzy c‐means, a modern clustering technique nascent in this area of research.

Abstract

Purpose

Attempting to explore the role of direct experience in influencing disaster consciousness and public opinion, the purpose of this paper is to carry out comparative analyses of Japanese people’s knowledge, risk perception, and policy preference about large-scale earthquake disaster before and after the Great East Japan Earthquake. More importantly, aiming to provide implications regarding the application of past experience, the predictive power of direct experience on disaster consciousness is also examined.

Design/methodology/approach

This study analyzed parts of the data collected from two nationwide public opinion surveys among Japanese conducted by the Japanese Government. Analyses of variance were performed to examine changes in disaster consciousness. A path model was developed to examine the predicted effects of direct experience. χ2 tests were performed to examine changes in strategy preference.

Findings

This study found significant changes in Japanese people’s knowledge of natural hazards and perception of mega disaster risk. Tests of the path model suggested significant positive effect of societal level impact on disaster consciousness and strong predictive power of knowledge on risk perception. Significant changes in strategy preference were also found.

Practical implications

Results supported the predictive power of direct experience, highlighting the significance of recalling past experience as well as creating indirect experience to raise public consciousness and motivate appropriate actions.

Originality/value

This is one of the few studies that investigate changes in public opinion among Japanese before and after the Great East Japan Earthquake.

Abstract

Historically, citizen input into the capital budgeting planning and project selection process has been sporadic and often limited to the most politically-attentive, “connected” individuals and groups. The near-sightedness of such an approach has become apparent as the public’s cynicism toward government has intensified, along with its reticence to support bond referenda, and its propensity to file equity-oriented lawsuits criticizing capital project decisions. To combat these problems, local governments across the U.S. are broadening constituent involvement in their capital budget process, especially at the front-end where possible projects are identified and selected for inclusion in the capital improvement plan. This article examines the four major approaches that are being utilized: decentralizing public hearings; using community-wide public opinion surveys to gauge public support for various projects and revenue-raising options; expanding citizen access and input to, and feedback from, government interactive data bases; and creating more formalized roles for citizens on capital budget planning committees. Each of these approaches has its own assets and liabilities which are delineated.

Abstract

In recent times, police policy makers have been encouraged to use public opinion surveys to identify, and target the allocation of resources to, activities that members of the public believe are important. However, these surveys have concentrated on the types of problems that the public would like addressed, and have not determined what types of activities they would prefer the police to be undertaking. In the present study, a comprehensive list of police activities formed the basis of a survey used to examine attitudes toward police priorities in Australia. Comparisons were made between police and public understanding of the police role, and between present and preferred priorities. The results suggest that the public has an understanding of policing which differs from that of police officers. However, the picture of what they want police to be doing is similar to that of the police, albeit giving higher priorities to almost all of the activities. Police managers may need to educate the public about the functions of the police service, emphasizing functions other than investigating crime and providing advice. At the same time, the police may need to alter their resource allocation and modify organizational structure and reward systems to encourage operational officers to be more involved in the activities that the public see as high priority. This should result in better ties with the community, a better understanding within the community of the police role, and more realistic expectations on both sides of the outcomes of policing.

Abstract

Purpose

In US political reporting, the top story has become the public opinion polls that purport to state the voters’ evaluations of potential candidates, current office holders or the impact of current events. Many politicians, in turn, often develop their campaign positions in response to the polls. This discussion aims to address how year after year, despite increasing spending by news organizations to predict election results, the polls are repeatedly unable to predict election outcomes. Excuses are made, while the misuse and misunderstanding of marketing research spreads to other types of public organizations.

Design/methodology/approach

Points out the contradictions between public opinion polling predictions of election results and actual events, with explanations of the usually unstated qualitative limitations to survey data.

Findings

Qualitative research bias could have a greater impact on outcomes than statistical margins of error, although it is only the latter that is reported or discussed by the news media.

Practical implications

This abuse and misuse of marketing research lowers the credibility of all marketing research, and the people in marketing research, should speak out. The pollsters want to keep their methods as having a mystical value as they sell their research information to the public and other data users. At worst, this is a misleading selling of marketing insight to the public and research experts should start to speak out, encouraging journalists to report more properly the reality of public opinion polls.

Originality/value

The popular metaphor of public opinion polls has been to call them a “snapshot” of public views. This offers a more realistic metaphor of survey data, an impressionistic painting that is influenced by numerous researchers or respondent biases that cannot be controlled.
