Abstract

Purpose

The purpose of this paper is to investigate how a regulation has influenced board structures, board processes, and board decision making and specifically, to explore the structural differences of a board before and after enforcing a regulation. This paper also investigates the change in operational processes of a board and determines which factors can influence the board's decision making.

Design/methodology/approach

To expand the scope of board studies, this study used the board minutes which were recorded in a stenographic form. Data from the board minutes provide the following information: date, director name, attendance rate, agenda, and spoken details by outside directors, etc. The minutes are taken from 24 public institutions in Korea.

Findings

The study on governance structure and processes has demonstrated the following outcomes. First, the number of directors has increased since enforcing the regulation. Second, the percentage of outside directors has increased. Third, the number of board meetings has increased. Fourth, the attendance rate in the board meetings showed a constant rate. Fifth, the number of agenda items in both reports and decisions has increased. Sixth, the SPCA unit of outside directors appeared different according to their job. Seventh, the number of decisions with amendments has increased. Eighth, there are several factors that influence board decisions.

Originality/value

The paper contributes to a better understanding of boards' decisions.

Abstract

It is commonly recognized that the transition to democracy in Korea was associated with economic progress. However, not many scholars have given attention to the role of bureaucracy during the process of democratization, due to the fact that bureaucracy is usually thought of as belonging to politics, not democracy. As a refutation of this general view, first, this chapter argues that bureaucracy has been an important contributor to political modernization. Since the post-1945 period, the ‘ceiling’ strategy, which limits the total number of civil servants, was introduced into the personnel management method and system of checks and balances to limit undue political influence over staffing and to control bureaucratic expansion. Second, through this strategy as policy, the bureaucracy legitimately tried to avoid undemocratic political power by standardized process and allow coordination. The ceiling policy is originally the product of historical context during colonial and authoritarian period, but the bureaucracy utilizes it as the instrument to reduce corruption. The contribution of this chapter is provoking the new insights about democratization from bureaucrat’s perspective which is rarely highlighted.

Abstract

This paper is an interim report of a study under way in the USA with the goal of developing a core set of national statistics and performance measures that librarians,researchers, and policy‐makers can use to describe public library and library‐based state‐wide network use of the Internet and Web‐based services and resources. The paper summarises preliminary findings and key issues identified as of January 2000. It describes a number of models for developing such statistics and performance measures. The paper also offers a number of preliminary statistics and performance measures that are being field‐tested to describe information resources and services in the networked environment. The authors expect to have a final set of such statistics and performance measures by the summer of 2000.

The basic structure of Korea's formal education system is 6-3-3-4. This school system, which was established soon after its independence from Japan after World War II, has not been changed very much until recently. Primary education covers grades 1–6. Kindergarten has not been a part of the official school system until now, although making it a part of the pubic school system has been under discussion for some years. In the secondary education sector, there are two levels of schools: middle schools covering grades 7–9, and high schools covering grades 10–12. After 12 years of formal education, students advance to higher education. Typically, undergraduate degree (B.A. or B.S.) takes four years.

Abstract

Purpose

The purpose of this paper is to identify gaps in performance of city libraries from the Czech and from the Slovak Republic engaged in the project Benchmarking of Libraries. The subject of research consists of input and output performance variables of selected 51 city libraries for the period of 2011-2015 and their mutual dependence and influence.

Design/methodology/approach

To analyse relationships among ten input and four output variables, the correlation and regression analyses were used. Regression analysis was focussed on four output variables – numbers of physical visitors of libraries, numbers of loans, numbers of visitors using the internet in the library, and numbers of registered readers. Interpretation of results was supplemented with classification multidimensional analysis Chi-square automatic interaction detection.

Findings

Findings reveal that besides others the significant gap in performance was represented by library additions, which means the renewal of library collections. Performance differences were also found between city libraries in the Czech Republic and those in the Slovak Republic.

Research limitations/implications

This paper evaluates gaps in the performance on representative sample of city libraries. The number of population served among individual selected 51 libraries ranges between 15 and 35 thousand inhabitants. Analysed data are from years 2011-2015.

Originality/value

The paper analyses, by using statistical methods, data that are generated within the benchmarking project. This methodology proves and reveals causalities among performance indicators of city libraries in an unconventional way.

Abstract

Purpose

The purpose of the paper is to describe and analyze differences in patients' quality perceptions of private and public primary care centers in Sweden.

Design/methodology/approach

The article explores the differences in quality perceptions between patients of public and private primary care centers based on data from a large patient survey in Sweden. The survey covers seven dimensions, and in this paper the measure Overall impression was used for the comparison. With more than 80,000 valid responses, the survey covers all primary care centers in Sweden which allowed for a detailed analysis of differences in quality perceptions among patients from the different categories of owners.

Findings

The article contributes with a detailed description of different types of private owners: not-for-profit and for profit, as well as corporate groups and independent care centers. The results show a higher quality perception for independent centers compared to both public and corporate groups.

Research limitations/implications

The small number of not-for-profit centers (21 out of 1,117 centers) does not allow for clear conclusions for this group. The results, however, indicate an even higher patient quality perception for not-for-profit centers. The study focus on describing differences in quality perceptions between the owner categories. Future research can contribute with explanations to why independent care centers receive higher patient satisfaction.

Social implications

The results from the study have policy implications both in a Swedish as well as international perspective. The differentiation between different types of private owners made in this paper opens up for interesting discussions on privatization of healthcare and how it affects patient satisfaction.

Originality/value

The main contribution of the paper is the detailed comparison of different categories of private owners and the public owners.

Abstract

Purpose

The purpose of this study is to explore the Twitter use of public libraries during the early period of lockdown due to the COVID-19 pandemic to evaluate the focus of Twitter communication.

Design/methodology/approach

A total of 57 active, public library Twitter accounts were used for data collection and analysis. The tweets examined were a combination of original tweets (n = 1,465) and retweets (n = 516) posted from other Twitter accounts on the public libraries’ Twitter feeds. A content analysis scheme was developed to analyse topical aspects of the tweets.

Findings

The most frequent tweets were about library events, programmes and activities. However, there was a relatively low focus on sharing community information and addressing information related to the pandemic. The study suggests that public libraries could use Twitter to provide library resources and services to their patrons, whilst also acting as a virtual community centre safely keeping patrons engaged in the face of a global pandemic. By doing so, Twitter could be used as an integral part of promoting the mission of public libraries.

Research limitations/implications

The study examined a limited number of public libraries’ Twitter posts. Whilst the study carried out a random sampling of 10% of public libraries from the five states that had the highest COVID-19 cases in the month of April 2020, the study only examined tweets of 57 public libraries being active in posting. Thus, the findings of the study are not for generalizing.

Practical implications

The content scheme includes content types regarding library services and community information. The content category scheme is general to reflect themes of content during a normal time and any emergency. Thus, this framework could be helpful for the content development of public libraries in planning social media use.

Originality/value

The study used a new content analysis framework to examine both original tweets and retweets for information sharing of library services and community information. The approach of content analysis is distinctive to examine libraries’ communication trends on social media not only in normal times but also in times of crisis as well. The study also incorporated additional measures to assess Twitter practices including hashtags.

Abstract

Purpose

The purpose of this paper is to investigate the relationships between public transport services and the financial needs. Cities require to be equipped with public transport networks as they are primarily responsible for creation of wealth for countries and to ensure sustainability of urbanization. Once decisions have been taken to design, build and operate such networks, it is equally important to set rules for urban transport financing. Depending on the city size and other factors, authorities allocate resources. Nonetheless, is there a relationship between the size of the city and its public transport financial needs? This paper develops a model to explain such relationships.

Design/methodology/approach

The study develops a spatial model, while providing intuition through the use of graphs, to solve the question of the amount of resources allocated for financing the transport services.

Findings

It is verified that those financial needs are more than proportional to the size of the city; when a city grows in its number of boroughs, economic funds needed to support public transport have to increase in a greater proportion in comparison to the growth of boroughs growth. The model states a formula valid for explaining the financial needs.

Originality/value

The model is interesting as it explains why large metropolitan areas need special financial aid from authorities. Real life shows that big cities like Paris, Berlin or Madrid need extraordinary funds for this purpose, and in most of the cases, specific national laws are required for financing public transport networks in these large metropolitan areas.

Abstract

This paper analyzes how German municipalities organize their purchasing activities. It aims to identify patterns in the structure of the purchasing function and to study how the size of the municipality influences the design of its purchasing organization. Therefore, an analytical framework based on contingency and organization theory is developed and results of an empirical study are presented. The results indicate that German municipalities use a medium level of centralization and specialization in organizing their purchasing activities, but that the purchasing process is highly formalized and represented on high hierarchical levels in many cases. As to the relationship between the size of a municipality and the structure of its purchasing function, the study indicates that size, measured by the number of inhabitants, the number of employees and purchasing volume influences the structural variables in various ways.
