Abstract

Purpose

In museum research, museums are held as vital in maintaining the public sphere. This scoping review takes stock of the present status of museumpublic sphere research by providing an overview of the existing literature as a point of departure for future research. In short, it maps the research aims, theoretical concepts, research methods and findings within the field and identifies research gaps.

Design/methodology/approach

A scoping review methodology is used to provide a knowledge synthesis of the museumpublic sphere literature. This approach is instrumental for researching multi-disciplinary, fragmented or underdeveloped research fields. Reviews can help identify otherwise easily overlooked gaps in the research literature and are an essential tool.

Findings

Overwhelmingly, the published literature consists of case studies, some of which are theoretically ambitious. Still, cases are selected without explicit goals regarding analytical or theoretical generalization, and the studies are not placed within a theory-building framework. Moreover, the museumpublic sphere research primarily focuses on museums in the core Anglosphere countries and is conducted by researchers affiliated with institutions in those countries. The museum–community relationship is a common research theme addressing engagement with the public through either visitor participation or community participation.

Originality/value

This is the first published scoping review or systematically conducted review and knowledge synthesis of the museumpublic sphere research literature to our knowledge. The article finds and discusses a range of research gaps that need to be addressed theoretically and empirically.

Abstract

Purpose

In recent years, New Public Management (NPM) has been used as the major framework for administrative reforms to redesign the public museums in many countries. However, some scholars argue that this market-based transformation results in professional corrosion or shortcomings about the public museums’ capacity to fulfill their traditional missions. In this regard, this paper maintains that the concept of public value provides a useful way of thinking about the objectives of public services. Therefore, the purpose of this paper is to provide a new framework for administrative reforms in the sector to keep efficiency without falling into professional corrosion or inefficiency problem.

Design/methodology/approach

The paper uses the data collected through 178 questionnaire surveys.

Findings

The conclusion of the paper is that, for reforming publicly funded museums, public value offers a balance between efficiency and the primary roles of the museums.

Research limitations/implications

In the paper, the analysis is based on the views of museum professionals. Thus, further researches based on different sources of data are required to further explain the administrative peculiarities of public museums.

Originality/value

There is a scarcity of literature on the administrative issues in public museums. This paper fulfills an identified need to study on this issue.

Abstract

Purpose

The aim of this paper is to investigate the nature of public value in the context of Swedish public museum management and how it is created.

Design/methodology/approach

The museum context is introduced, and assumptions and principles underpinning new public management (NPM) and public value management, along with examples of applicability and implementation in museums, are presented. Three key issues of convergence and divergence within the theoretical framework – strategic orientation, accountability and performance – are identified and introduced as a gateway to the empirical findings and the ensuing discussion.

Findings

NPM-oriented values have become part of the strategic orientation of the museum sector. The results of this study show that there exist at least three conceptions of museum management that are based on two different strategic orientations, that is, accessibility and conservation, which also point to different conceptions of value.

Social implications

Museum management can be seen as the management of tensions between conservation and accessibility and between customer orientation and stakeholder orientation towards the creation of museum value.

Originality/value

The findings will assist museum management determine not only what value is but also for whom it is valuable, taking into account both present and future generations.

Abstract

Purpose

This paper aims to present a conceptual model for public relations specific to museums.

Design/methodology/approach

Based on relevant literature, a contingency model is developed for the public relations practices of museums.

Findings

The model offers the market orientation level of the management and the interest level of the publics as the major factors that influence the effectiveness of the public relations programs in museums. The interest level of the publics is offered as a moderating variable.

Practical implications

The model suggests that the effectiveness of the public relations programs of museums depends on two major factors. Although the interest level of the publics may seem to be uncontrollable at first glance, its negative impact can be largely controllable by managers by changing their own market orientation level – by adapting the public relations strategy to the targeted public depending on the interest level of that public.

Originality/value

The model is specifically designed for museums. It can be accepted as the first public relations model specifically offered for museums. The model here recognises the relationship between marketing and public relations.

In 1870, after a decade of vigorous public debate over the economic importance of technical and scientific learning for the colony’s development, the Industrial and Technological Museum was established in the city of Melbourne ‘as a means of public instruction’ for the people of Victoria. Founded in February 1870 and officially opened on 8 September 1870, the new public museum occupied the building erected at the rear of the Public Library for the 1866 International Exhibition. The Industrial and Technological Museum, later the Science Museum and now part of Museum Victoria, was directed by J. Cosmo Newbery and managed by a sectional committee of the Public Library, Museums, and National Gallery of Victoria Trust, which Parliament had incorporated and enlarged in December 1869.

Abstract

Purpose

This study examines the enabling factors and practices that foster knowledge management in museums and the impact of those factors and practices on museums' performance and public value.

Design/methodology/approach

The authors conducted an exploratory survey of senior leaders of 191 small and mid-sized museums in the United States. The survey tested a novel conceptual model that integrates the constructs of knowledge management enablers, knowledge management orientation and organizational performance. Descriptive and inferential statistical analyses of survey data were conducted to identify both the presence and dimensions of these constructs as well as the nature of the relationships among them.

Findings

The results of this study identified strong and significant predictive relationships between the constructs of its novel conceptual model. However, findings also identified key gaps in how museums create, manage and share organizational knowledge. These gaps limit their organizational performance and their ability to create public value. The authors identify specific factors and practices that enable museums to improve their organizational performance and increase their public value.

Originality/value

As the first empirical study of knowledge management enablers and knowledge management orientation in museums, this research not only adapts the study of these constructs to the museum sector, but it develops a novel conceptual model that links these constructs to multiple dimensions of a museum's organizational performance and public value. This research sets the stage for new study of knowledge management in museums; it also provides valuable insights for museum leaders.

Abstract

Purpose

The purpose of this paper is to study how museums in a medium‐sized city (Tarragona, Spain) communicate with their local community, analysing how people evaluate and inform themselves about the museums in their city, and studying how museums identify their specific publics within the local community and communicate with them.

Design/methodology/approach

The author has designed a dual methodological approach, using qualitative and quantitative research methods. Qualitative research was conducted using in‐depth interviews with communication managers of the museums. Also, quantitative research was employed, designing a questionnaire directed at the local community in Tarragona (Spain).

Findings

The results show that museums have a narrow view of their publics, which is focused basically on their visitors, and that they are familiar with and use communication tools and techniques, although with a tactical perspective.

Research limitations/implications

The paper was focused on all the museums in Tarragona, but it is a small number of organisations, and therefore, the results are not necessarily representative of all Catalan or Spanish museums.

Originality/value

The paper presents a specific methodology for analysing the communication of museums of any kind. From an academic perspective, this paper can improve our understanding of how museums communicate with their publics. It can be used by other researchers to analyse these types of organisations, and to promote the comparison of results. From a practitioner perspective, the results can contribute towards identifying some of the strengths and weaknesses of communication policies and activities of the museums and help to improve their communication management.

Abstract

Purpose

This study focuses on ratcheting and budget behavior in nonprofit museums. Specifically, the authors examine how performance compared with the budget affects future revenue budgets, and how this differs from the extant literature focused on for-profit organizations. The study focuses specifically on the relationship between museums and their sources of public funding and how this affects how museums prepare budgets.

Design/methodology/approach

Based on four years of data covering 97 state-subsidized Danish museums, the authors analyze budget ratcheting using least absolute deviation (LAD) estimations in the form of median regressions.

Findings

The authors find that when actual revenue from admission charges is below the budget, the decrease in the following year's budget is greater than the increase in the following year's budget when actual revenue from admission charges is above the budget (i.e. the authors find asymmetrical ratcheting).

Research limitations/implications

The findings are based on a specific setting (Danish museums), and the results may not be generalizable to other settings.

Practical implications

This study provides insights into the museum sector and other sectors with similar characteristics and contributes to understanding the differences between museums and for-profit organizations when it comes to budgeting. As private-sector management practices are gaining ground in the museum sector, it is important to learn more about budgeting-related issues in this sector.

Originality/value

The asymmetrical ratcheting the authors find is the opposite of ratcheting typically found in for-profit organizations. The authors attribute the results to the incentive conflict between museums and their public funding sources. The authors point to the museums' dependence on public funding as an explanation for the results and, thereby, extend the knowledge on ratcheting to organizations with different characteristics than traditional, for-profit organizations.

Abstract

Purpose

The monetary valuation of cultural heritage of a selection of 16 major public, not-for-profit Australian cultural institutions is examined over a period of almost three decades (1992–2019) to understand how they have responded to the paradoxical tensions of heritage valuation for financial reporting purposes.

Design/methodology/approach

Accounting for cultural heritage is an intrinsically paradoxical practice; it involves a conflict of two opposite ways of attributing value: the traditional accounting and the heritage professionals (or curatorial) approaches. In analysing the annual reports and other documentary sources through qualitative content analysis, the study explores how different actors responded to the conceptual and technical contradictions posed by the monetary valuation of “heritage assets”, the accounting phraseology of accounting standards.

Findings

Four phases emerge from the analysis undertaken of the empirical material, each characterised by a distinctive nature of the paradox, the institutional responses discerned and the outcomes. Although a persisting heterogeneity in the practice of accounting for cultural heritage is evident, responses by cultural institutions are shown to have minimised, so far, the negative impacts of monetary valuation in terms of commercialisation of deaccessioning decisions and distorted accountability.

Originality/value

In applying the theoretical lens of paradox theory in the context of the financial reporting of heritage, as assets, the study enhances an understanding of the challenges and responses by major public cultural institutions in a country that has led this development globally, providing insights to accounting standard setters arising from the accounting practices observed.

Abstract

Purpose

The purpose of this paper is to explore the impact of ambidextrous leadership on employees’ innovative behaviors in public museums based on the ambidexterity theory of leadership for innovation. It also examines the mediating mechanism of organizational climate for innovation in public museums.

Design/methodology/approach

Multisource survey data were obtained from 30 human resource managers, 74 department managers and 237 employees of Taiwanese public museums. Multilevel path analysis was conducted to test the proposed model.

Findings

Ambidextrous leadership has the most significant effect on employees’ innovative behaviors. Moreover, organizational climate for innovation has a mediating effect on the relationship between ambidextrous leadership and employees’ innovative behaviors.

Practical implications

This study provides a new perspective on dynamic and complementary ambidextrous leadership, thereby providing important practical implications for innovation management in public museums. Specifically, leaders should apply ambidextrous leadership behaviors in their daily operations to develop an organizational climate for innovation and facilitate employees’ innovative behaviors.

Originality/value

This study is the first to explore the influence of ambidextrous leadership in a museum. In addition, it examines the mediating effect of organizational climate for innovation to explain the effect of ambidextrous leadership on employees’ innovative behaviors. The findings provide valuable insights for both researchers and managers of public and private entities.
