Abstract

Purpose

The purpose of this paper is to provide a signpost to the librarian that might be helpful in making strategic assessments for the future of the public library, and helping in the process of decision-making about the course to be followed. Thereby critical remarks about the Internet-based “virtual library lobby” are summed up as arguments against following that path blindly, and alternatives to a technology-centred approach are put forward by focusing on the cultural uses of the library as a public place.

Design/methodology/approach

In this article a viewpoint is developed, based on an exploration of selected literature on the function of the library as an institution in society, and different viewpoints that are put forward in the debate on the future of libraries in the Internet era are analyzed. Some contend that going virtual is the only feasible course to take. Others emphasize that many functions of the library are unquantifiable because of their cultural nature, and rooted in physical interaction of citizens with a real space of bricks, mortar and books. These functions may never be fully virtualized, but are deemed essential to the community in which the library institution is rooted, and even society at large.

Findings

If librarians choose the technological path of the virtual library, they are rapidly being made obsolete by the multinational commercial information aggregators, where free access to information is no longer provided. If the library takes the cultural path, defining its future as an institution instrumental to “the commons” providing freedom to citizens, the actual use citizens make of library as public places should be taken as central starting point for a feasible future, and technology should be used as a means to that end.

Research limitations/implications

The article is a viewpoint, based on a limited selection of literature.

Practical implications

The viewpoint offers a critical assessment relevant to those librarians responsible for creating a roadmap for the future of their public library.

Social implications

This study underpins the importance of the public library as one of the last true public areas, open to all for the benefit of the community.

Originality/value

This study offers a different point of view, possibly even a warning call, against embracing technological determinism that brings with it enclosure of The Commons, which the Public Library in its true meaning should offer. Internet-based services are often put forward (and welcomed by many) as the solution for the future for free access to information. In the article, the case is made that unfettered free access for information to citizens is at odds with actual developments on the Internet, that according to leading Internet critics is rapidly being turned into a commercial advertising platform or market place.

Abstract

Purpose

In games with strategic complementarities, public information about the state of the world has a larger impact on equilibrium actions than private information of the same precision, because the former is more informative about the likely behavior of others. This may lead to welfare-reducing “overreactions” to public signals as shown by Morris and Shin (2002). Recent experiments on games with strategic complementarities show that subjects attach a lower weight to public signals than theoretically predicted. The purpose of this paper is to reconsider the welfare effects of public signals accounting for the weights observed in experiments.

Design/methodology/approach

Aggregate behavior observed in experiments on games with strategic complementarities can be explained by a cognitive hierarchy model where subjects employ limited levels of reasoning. They respond in a rational way to the non-strategic part of a game and they account for other players responding rationally, but they neglect that other players also account for others’ rationality. This paper analyzes the welfare effects of public information under such limited levels of reasoning.

Findings

In the model by Morris and Shin (2002) public information is always welfare improving if strategies are derived from such low reasoning levels. The optimal degree of publicity is decreasing in the levels of reasoning. For the observed average level of reasoning, full transparency is optimal, if public information is more precise than private information. If the policy maker has instruments that are perfect substitutes to private actions, the government should secretly respond to its information without disclosing or signaling it to the private sector independent of the degree of private agents’ rationality.

Originality/value

This paper takes experimental evidence back to theory and shows that the main result obtained by the theory under rational behavior breaks down if theory accounts for the bounded rationality observed in experiments.

Abstract

Purpose

The purpose of this paper is to present, on the one hand, the findings of a survey conducted during 2012 in Iceland and, on the other hand, the results of interviews held in 2015 concerning why it was felt that the authorities withheld information either about subjects of general public interest or about public expenditures.

Design/methodology/approach

A survey questionnaire was sent in March 2012 to almost 2,000 Icelanders randomly selected from the National Registry. The response rate was almost 67 per cent. As to the interviews held in 2015, these were with individuals who were known to understand well the government’s actions, both as to provision of information to the public and the opposite, suppression of information. The interviewees were chosen purposively. The survey was modelled on other research and resources concerning open public information and other research that had examined trust towards public authorities and the influence of freedom of information acts on government information practices.

Findings

The research revealed that both participants in the questionnaire survey and the six interviewees in the later study felt that information was kept secret for a variety of reasons. Most felt that information was kept under wraps by the government, both about subjects of general public interest or about public expenditures, and that both transparency and traceability were less than sufficient in the public administration of Iceland.

Practical implications

The results could be of value to public authorities who want to improve the provision of information and practices according to the freedom of information act. They could also bring diverse and valuable opportunities to the profession of records managers as to documentation and registration, as well as others who practice information management.

Originality/value

The survey adds valuable information and fulfils a need for a better understanding of why public authorities suppress the provision of information in Iceland. Although the research cited was limited to Iceland, the findings may be of value also to public authorities and researchers in the Western World, Australia and New Zealand to give a few examples where the culture and the practice of government may not be that different, as well as in other countries. The two studies can, therefore, lay the foundation for further research into the field.

Abstract

Describes a British Library Research and Innovation Centre‐funded project to investigate the provision of European information in public libraries in the UK, via the establishment of the Public Information Relay (PIR), a European Commission initiative to provide information about the European Union to the general public. Discusses the background to the PIR and the literature to date. Describes the project methodology and discusses the major findings of the project. The project found that libraries were making very positive efforts to develop their European information services, but that there were concerns about the future development and resourcing of membership of the Relay. While the support of the European Commission was seen as valuable by respondents, the majority of libraries served a wider community of need than was envisaged by the remit of the PIR, in particular being heavily used for educational and business related purposes.

Abstract

Purpose

This paper aims to examine the impact of the COVID-19 infodemic on the public’s online information behaviour, offering insights critical for shaping effective informational responses in future public health emergencies.

Design/methodology/approach

This paper uses a structured online survey with 27 targeted questions using a five-point Likert scale to measure eight variables. Data analysis is conducted through structural equation modelling on 307 valid responses to rigorously test the research hypotheses.

Findings

This paper indicates that information quality significantly impacts the public’s capacity to select, share and use online information. Additionally, the comprehensibility of information plays a crucial role in shaping the public’s behaviours in terms of online information exchange and usage. The credibility of information sources emerges as a key determinant influencing the public’s online information selection, exchange and utilization behaviour. Moreover, social influence exerts a substantial effect on the public’s online information selection, acquisition, exchange and utilization behaviour. These findings highlight the presence of universality and sociality, mediation and guidance, as well as the purposefulness and selectivity performed by the public’s online information behaviour during an infodemic.

Originality/value

This paper introduces a novel research model for assessing the influence and identifies the patterns of the public’s online information behaviour during the COVID-19 infodemic. The findings have significant implications for developing strategies to tackle information dissemination challenges in future major public health emergencies.

Abstract

Purpose

The purpose of this paper is to examine from a US regulatory perspective various statues, rules and policies which affect how securities regulators in the US may disclose and share information.

Design/methodology/approach

This paper identifies and examines specific federal and state statutes, regulations and case law affecting the ability of federal and state securities regulators to share public and non‐public information.

Findings

The findings are that state and federal regulators in the US have wide latitude to obtain information (including use of subpoena power even if no violation of US law is alleged) on behalf of a foreign securities regulator, or one by one state jurisdiction on behalf of another state jurisdiction. There appears to be less restriction on state securities regulators from sharing non‐public information with other governmental entities and self‐regulatory organizations. Information sharing is trending toward informal arrangements rather than formal treaties with cumbersome protocols.

Practical implications

This paper provides a “roadmap” for persons interested in finding publicly available information in the US about companies which have issued securities in the US. It also explains how non‐public information may be shared between securities regulators.

Originality/value

Regulators, individuals and government departments interested in public policy matters will benefit from a review of US laws designed to facilitate the exchange of non‐public information in an effort to protect the integrity of the public securities markets.

Abstract

Purpose

The purpose of this paper is to analyze and assess the efficacy of one of India's path‐breaking and trendsetting enactments of recent origin, namely, the Right to Information Act, 2005 in promoting transparency, accountability and probity in governance process at the national and sub‐national level and how it is useful as a potent legal tool in fighting against and preventing maladministration, bad governance and venality in the governance process at different levels of administration in India.

Design/methodology/approach

The paper focuses purely on the doctrine study by tracing out the historical background of the Citizens' Right to Information and an overview of the Right to Information Act, 2005. It also comprehensively discusses the meaning of information and right to know under the Indian constitutional framework and how its boundaries have been further widened with the enactment and enforcement of the Right to Information Act, 2005. Further, the paper also deliberates on how the citizens are empowered to enjoy and exercise unhindered right to information under the Act on a par with the legislators.

Findings

The paper discloses that the Right to Information Act, 2005 has undoubtedly immense benefits for the Indian polity in the form of strengthening of democratic process and promoting good governance practices.

Practical implications

The study throws ample light on how the informed and empowered citizenry is imperative for a meaningful democracy and also in promoting good governance and further in exposing maladministration.

Originality/value

The study on the path‐breaking enactment of recent origin in a young democracy like India has paramount contemporary significance for young and transitional democracies across the world for strengthening democratic systems and promoting good governance.

Abstract

Purpose

Although governments have used social media platforms to interact with the public in an attempt to minimize anxiety and provide a forum for public discussion during the pandemic, governments require sufficient crisis communication skills to engage citizens in taking appropriate action effectively. This study aims to examine how the National Health Commission of China (NHCC) has used TikTok, the leading short video–based platform, to facilitate public engagement during COVID-19.

Design/methodology/approach

Building upon dual process theories, this study integrates the activation of information exposure, prosocial interaction theory and social sharing of emotion theory to explore how public engagement is related to message sensation value (MSV), media character, content theme and emotional valence. A total of 354 TikTok videos posted by NHCC were collected during the pandemic to explore the determinants of public engagement in crises.

Findings

The findings demonstrate that MSV negatively predicts public engagement with government TikTok, but that instructional information increases engagement. The presence of celebrities and health-care professionals negatively affects public engagement with government TikTok accounts. In addition, emotional valence serves a moderating role between MSV, media characters and public engagement.

Originality/value

Government agencies must be fully aware of the different combinations of MSV and emotion use in the video title when releasing crisis-related videos. Government agencies can also leverage media characters – health professionals in particular – to enhance public engagement. Government agencies are encouraged to solicit public demand for the specific content of instructing information through data mining techniques.

Abstract

This conceptual chapter explores communicating with transparency and secrecy in public affairs activities in Norway. The tension between transparency and secrecy is particularly interesting with regard to the question of impact of strategic communication on political policymaking processes. As a theoretical framework, we use a double lens to hold the concepts of both transparency and secrets in focus. First, we draw on Fung’s (2013) principles of democratic transparency: availability, proportionality, accessibility and actionability. Second, we use Horn’s (2011) three logics of political secrecy: arcanum, mysterium and secretum. By integrating Fung’s principles of openness and Horn’s logics of secrecy, we construct a model for analysis of a few public affairs activities and practices. Empirical examples of PR agencies’ communicative activities support our model, in addition to interviews with three executives in agencies. The empirical examples illustrate that communication activities rely on top-down controlled information diffusion in PR agencies’ communication activities, such as podcasts and web pages. They use information to develop group identities and to develop stronger relationships to their clients and customers. The social dimension of information in our examples suggests that the agencies are discrete, operate in the background and are careful about revealing their competence and privileged insights.

Abstract

Consumer health literacy is a necessary skill in all facets of library work, from reference desk to programming to website development. In this chapter, the authors present key terms in the domain of health literacy; challenges and controversies in research and public library practice; and findings from a recent study of public library workers meeting consumer health information needs. Finally, the authors present examples of National Library of Medicine (NLM) initiatives for public libraries and public librarians focusing on bridging health literacy gaps. Socially disadvantaged groups who are the most affected by health disparities tend to be those who are lower-income, have less education, and are not White. The combined effects of environment and socioeconomic status mean that these communities have particular, highly local challenges in addressing their health issues, as individuals and as a population. Health literacy can serve as the enabling factor in obtaining quality health information, navigating healthcare, and seeking better health. To support the public, NLM and its National Network of Libraries of Medicine have placed a strategic emphasis on public libraries in order to develop long-term partnerships. The goals of these partnerships are to support staff development and programming, and to promote resource-sharing about programs and activities focusing on health information. Public libraries are everywhere and open to all. This makes them the ideal community agency to reach out to the public and implement national information initiatives.
