Abstract
Public libraries are vibrant and trusted community hubs that provide services, support, and resources in a variety of ways that impact the well-being of their communities. The Network of the National Library of Medicine (NNLM) partnered with the National Institute of Health (NIH) All of Us Research Program (All of Us) to support libraries to serve as health information resources for their patrons and provide All of Us awareness through community engagement. The NNLM All of Us National Program provides infrastructure and resources to public libraries, such as free training for library staff, health information outreach funding, connections with other organizations, and free programming tools to expand health programming beyond fitness to boost digital and health literacy in their communities.

Abstract
Purpose
The purpose of this paper is twofold. First, the paper considers the level of congruence between contribution analysis and public value. Second, based on the Scottish context, the paper examines how contribution analysis can be used as a method to support public managers to demonstrate value within partnership contexts in times of acute governance challenges (including in times of austerity).
Design/methodology/approach
The empirical underpinning of the paper emerges from strands of applied public sector experience and consultancy with national agencies. The author was a public manager (up to 2013) within a national government agency – NHS Health Scotland. The research is also informed by data gathered as an academic consultant in contribution analysis with national partnership-based agencies (Healthcare Improvement Scotland and Education Scotland, 2013-present) through a series of workshops as part of consultancy activity on capacity building in relation to evaluation methodology and practice.
Findings
Based on research and experience with three national public sector agencies in Scotland, the paper demonstrates how public managers, despite difficult challenges, have adopted contribution analysis and how this has served to facilitate public value.
Originality/value
In a time when public managers are facing acute challenges in demonstrating the impact of their programmes and services due to the dynamics of complex governance systems coupled with the pressure of austerity, this research helps to equip public managers with strategies to enable the demonstration of public value in pragmatic terms.

Abstract
Purpose
The purpose of this paper is to present a co‐authored reflection on the health improvement leadership development programme and the key evaluation messages derived from piloting in an English National Health Service region. It highlights the specific attributes of this approach to health improvement leadership development and clarifies health improvement development issues.
Design/methodology/approach
Appreciative inquiry and soft systems methodology are combined in an evaluation approach designed to capture individual as well as organisation learning and how it impacts on leadership in specific contexts.
Findings
The evaluation exposes the health improvement leadership needs of a multi‐organisation cohort, offers some explanations for successful achievement of learning needs while also exposing of the challenges and paradoxes faced in this endeavour.
Originality/value
There are limited reported templates of how to develop leadership for health improvement. This paper details a whole systems approach, acknowledging the impact of context on leadership and an approach to evaluating such complex initiatives.

Abstract
Objective – Nepal's Safe Delivery Incentive Programme (SDIP) was introduced nationwide in 2005 with the aim of encouraging greater use of professional care at childbirth. It provided cash to women giving birth in a public health facility and an incentive to the health provider for each delivery attended, either at home or in the facility. We aimed to assess the impact of the programme on neonatal mortality and health care seeking behaviour at childbirth in one district of Nepal.
Methods – Impacts were identified using an interrupted time series approach, applied to household data. We estimated a model linking the level of each outcome at a point in time to the start of the programme, demographic controls, a vector of time variables and community-level fixed effects.
Findings – The recipients of the cash transfer in the programme's first two years were disproportionately wealthier households, reflecting existing inequality in the use of government maternity services. In places with women's groups – where information about the policy was widely disseminated – the SDIP substantially increased skilled birth attendance, but failed to impact on either neonatal mortality or the caesarean section rate. In places with no women's groups, the SDIP had no impact on utilisation outcomes or neonatal mortality.
Implications for policy – The lack of any impact on neonatal mortality suggests that greater increases in utilisation or better quality of care are needed to improve health outcomes. The SDIP changed health care seeking behaviour only in those areas with women's groups highlighting the importance of effective communication of the policy to the wider public.

Abstract
Promoting mental health and meeting the needs of the large numbers of the general public with problems of anxiety and depression is a big challenge. Particular difficulties are the low capacity of the therapy services and the reluctance of the general public to seek help. The aim of this study was to compare the attendance, effectiveness and characteristics of participants self‐referring to six different psycho‐educational workshops, each using non‐diagnostic titles: self‐confidence; stress; sleep; relationships; happiness; and anger. The series of day‐long workshops ran for one year and were offered to members of the general public in south east London. Over a quarter had not previously sought help from their GP. The take‐up rates for the self‐confidence, sleep and anger workshops were highest and one month after attending these workshops, participants reported significantly lower depression and distress. It was concluded that a self‐referral route to some day‐long workshops can attract quite large numbers of the general public and provide access to effective psychological treatment. These workshops can be used as an effective way of promoting mental health and improving the provision of evidence‐based mental health treatment in the community, possibly within the Improving Access to Psychological Treatments (IAPT) programme in the UK.

Over 60 per cent of adults have at least one modifiable cardiovascular disease (CVD) risk factor. Community‐based initiatives are a central component of a population‐based CVD risk reduction strategy. Describes the development of an information system in which CHHIOP collected quantitative and qualitative information on heart health activities in communities, distilled the information, and then disseminated it to both local and provincial public health practitioners. The goal was to link science and practice tightly, so professionals received timely and relevant information in order to enhance continuously the quality of the public health programming.

Abstract
While public libraries are well-established as a place to borrow books and use reference materials, they are less recognized for the services and programs they offer to their local communities. These programs and services often directly or indirectly impact the health of patrons and the larger community.
While some public libraries offer programs that address patron health in collaboration with other health professionals, such as those at local universities, public health departments, and other health-related organizations, these collaborations are often informal, offered for an indefinite period of time, and rely on finite funding. While public health professionals and organizations are often overlooked in public library collaborations, they are a natural fit for collaboration.
As public libraries serve the needs of vital and often vulnerable members of our communities, it is important to build sustainable community partnerships when offering programs and services that impact patron health. This will not only identify organizations committed to improving the health of these populations and those that provide reliable resources; it will also streamline information and provide consistent information to identify safe and reliable resources on social media, the internet, and in the community.
This chapter serves as a reflective narrative which explores how public libraries and community organizations can collaborate, identifies anticipated challenges, and describes considerations and strategies for addressing these challenges. The ultimate goal is to identify how libraries can expand the depth and breadth of both library services and public health organizations to sustainably improve the health of the local community.

Abstract
Purpose
This paper aims to describe the design and evaluation of a pilot leadership development programme for infection prevention and control (IPAC) professionals during the COVID-19 pandemic. The programme’s aim was to improve IPAC knowledge and capacity in the health-care system by developing the leadership skills and capacities of novice and advanced Infection Control Professionals (ICPs), to respond flexibly, and competently, in their expanding and ever-changing roles.
Design/methodology/approach
The leadership programme was piloted with seven nurses, who were part of a clinical nursing team in New South Wales, Australia, over a 12-month period between 2021 and 2022. The programme was designed using a leadership development framework underpinned by transformational leadership theory, practice development approaches and collaborative and experiential learning. These principles were applied during programme design, with components adapted to learners’ interests and regular opportunities provided for collaboration in active learning and critical reflection on workplace experiences.
Findings
The authors’ evaluation suggests that the programme was feasible, acceptable and considered to be effective by this cohort. Moreover, participants valued the opportunities to engage in active and experience-based learning with peers, and with the support of senior and experienced ICPs. The action learning sets were well-received and allowed participants to critically reflect on and learn from one another’s experiences. The mentoring programme allowed them to apply their developing leadership skills to real workplace challenges that they face.
Research limitations/implications
Despite a small sample size, the authors’ results provide empirical evidence about the effectiveness of using a practice development approach for strengthening ICP leadership capacity. The success of this pilot study has paved the way for a bigger second cohort of participants in the programme, for which further evaluation will be conducted.
Practical implications
The success of this leadership programme reflects both the need for leadership development in the IPAC professions and the applicability of this approach, with appropriate facilitation, for other professions and organizations.
Originality/value
ICP leadership programmes have not been previously reported in the literature. This pilot study builds on the growing interest in IPAC leadership to foster health system responsiveness and change.

Abstract
Purpose
The purpose of this paper is to evaluate the effect of the Albertina Sisulu Executive Leadership Programme in Health (ASELPH) in improving the competencies and performance of public healthcare managers in South Africa (SA).
Design/methodology/approach
This study used a quasi-experimental study design, with pre-post assessments to assess the performance and competencies of students participating in a public health leadership programme. Students were assessed using a 360° assessment of 14 competencies and 56 performance indicators.
Findings
Students improved significantly in 11 competencies and 44 performance indicators; they perceived improvements in their own performance. The assessors observed the same improvements, which confirmed performance change at the students’ workplaces. The study showed the positive effect of the ASELPH Fellowship in improving the competencies and performance of public healthcare managers in SA.
Originality/value
The ASELPH Fellowship enhanced the leadership competencies and the performance of South African public healthcare managers. South African public healthcare managers face significant challenges and concerns have been raised regarding the competencies of healthcare managers to deal with these challenges. This study shows that leadership programmes can improve competencies and performance of managers to have an impact on the South African healthcare system

Abstract
Partnerships for public mental health are common. At a national and regional level, partnerships are frequently developed in order to co‐ordinate programmes to deliver public health outcomes, such as tackling stigma (see me, 2010) or promoting recovery (Elament, 2010; Scottish Recovery Network, 2010). At a European level, public mental health partnerships commonly exist to enhance learning and knowledge exchanges commonly between countries. While these partnerships are valuable, there is an increasing recognition that public mental health programmes must be embedded, shaped and realised at a regional level. Thus regions are not ‘implementers’ of national public mental health policy, but instead should be recognised and empowered to inform policy and practice. This approach was taken in Scotland when the national programme for mental health was renewed through a highly devolved and participatory consultation process and publication of Towards a Mentally Flourishing Scotland (Scottish Government, 2009). Against this backdrop, we examine a different model of partnership working; regional‐level international collaborations. This case study explores 'FINLAN': a collaboration between Lanarkshire Mental Health Improvement Group in Scotland and The South Ostrobothnia Project in Finland.
