Abstract

Purpose

The purpose of this paper is to examine US public relations professionals' perceptions of the benefits and challenges associated with the concept of moral entrepreneurship, defined as the purposeful process of changing or creating new institutionalized ethical norms. This study argues that the concept of moral entrepreneurship provides organizations with a potentially valuable framework to actively recognize societal pressures and problems and act accordingly to better the environment in which the organization resides and operates.

Design/methodology/approach

This exploratory study uses purposive in-depth interviews with 25 diverse public relations professionals, who represented communication firms, in-house public relations departments, higher education, nonprofits and government.

Findings

Respondents assigned a high value to the concept of moral entrepreneurship: In addition to its being viewed as the right thing to do, they recognized its practice as a way to help organizations recruit and retain employee talent and improve stakeholder trust. However, based on the interviews, organizational leadership is the primary initiator of ethical changes; therefore, without a seat at the management table, practitioners lack the influence to initiate such new organizational directions and take on the role of moral entrepreneurs only when directed to do so by their superiors. Barriers to adopting a moral entrepreneurship approach included a limited budget and shortage of staff, employees' resistance to change, fear of failure, poor leadership and a politically polarized workplace.

Practical implications

Practice implications include considerations for furthering moral entrepreneurship in organizations.

Originality/value

This study is the first to explore the applicability of the concept of moral entrepreneurship in public relations. The paper underscores the need for further discussion around novel approaches to ethics in public relations that go beyond simple compliance with professional codes and industry standards and that help organizations lead societal change.

Abstract

Purpose

Construction research comprises quality contributions to the modern methods of construction (MMC) context in terms of their benefits and relative advantages. However, the uptake of MMC is yet deemed very low in the public sector. Knowing that public clients acquire the purchasing power and the influential status to drive industry change, understanding their low MMC uptake is necessary.

Design/methodology/approach

A systematic review of literature has been chosen to extract the key variables contributing to the limited adoption of MMC across the public sector, reinforced by a qualitative semi-structured interview with 12 industry leaders and public clients. This methodology enables the authors to explore works from the past decade, paving a direction for an adequate empirical investigation by reviewing and critically analysing 49 academic articles and interviewing 12 industry leaders and public clients.

Findings

The study captured and argued the characteristics that have an influence on public clients' decision, inhibiting the extraction of values associated with greater MMC deployment. A critical analysis resulted in identifying 13 characteristics under 4 main themes, providing a new argument to existing knowledge by calling on the need to better understand public clients and the influence of their own characteristics on their MMC uptake.

Originality/value

This paper utilises the diffusion of innovation (DOI) theory which offers constructs that help explain the influence of the characteristics of a decision-making unit. The authors’ knowledge on public construction clients is limited, and more research in this direction may help in better aggregating construction demand. Overall, arguments provided in this paper enable relative improvements in supply's business models when approaching the public market. The study is believed to be in support of the relative governmental efforts to shape effective policies that can enhance innovation uptake among public bodies.

Abstract

Purpose

The paper aims to review rules and policy guidelines worldwide around non-personal data (NPD) and evaluate the policies on criteria that allow for the use of data for economic and social good. A review related to diverse policy approaches of various countries remains a research gap, and hence the analysis in the paper is designed with the intention of developing a research framework and providing policy gaps for further exploration.

Design/methodology/approach

A systematic review of academic and non-academic literature on theoretical foundations, applications of NPD for economic and social good and NPD policies and regulations was conducted to identify the evaluation criteria. A total of 32 dimensions got identified for evaluation. As second step, content analysis was used for evaluation. A total of 13 documents from 6 countries and 1 geographical region were identified for evaluation. The documents were evaluated based on the 32 dimensions spread across 5 domains that facilitate data access and sharing for economic and societal benefit.

Findings

The analysis highlights three distinct emerging perspectives on data exchange: most policy and regulatory documents acknowledge the importance of identifying different types of NPD and accordingly describing the distinct roles and responsibilities of data actors for leveraging the data; the policy and regulatory frameworks clearly focus on increasing business opportunities, data sharing cooperation and innovation; and findings also demonstrate certain gaps in the policy frameworks such as a more comprehensive discussion on data access and sharing mechanisms, particularly data sandboxes and open data, and concrete norms and rigorous standards regarding accountability, transparency, ownership and confidentiality. Furthermore, policies and regulations may include appropriate incentive structures for data providers and users to ensure unhindered and sustainable access to data for the common good.

Originality/value

To the best of the authors’ knowledge, this paper represents one of the first research contributions evaluating global data policies focused on NPD in the context of its increasing use as a public good. The paper first identifies evaluation criteria for the analysis on public and social good, and, thus, provides a conceptual framework for future research. Additionally, the analysis identifies the broad domains of policy analysis on social and public good for data economics.

Abstract

Purpose

This paper offers grounded insights on organization–government relationships, or the practice of public affairs, in Kenya.

Design/methodology/approach

In-depth interviews were conducted with senior Kenyan practitioners. Interviewees represent national corporations, multinational corporations with offices in Kenya, consulting agencies, parastatal intergovernmental organizations, national government and county governments.

Findings

Results suggest Kenyan public affairs is centered on relationship management, research and intelligence gathering, risk management and strategic communication. Second, while lobbying is a tactic, it is not synonymous with the broader scope of public affairs strategy. Third, the absence of educational training, a professional body to oversee the profession and the perception of public affairs as “bribery” are threats to the profession's growth.

Research limitations/implications

Findings should not be interpreted to represent “Africa's public affairs industry,” rather a snapshot of the profession contextualized in Kenya.

Practical implications

Kenya needs a professional body to manage the public affairs profession at a national level. It also needs an established curriculum in its higher education environment. Lastly, as one of the fastest growing markets in the world, understanding the public policy environment will benefit multinational organizations looking to expand and operate in Kenya.

Originality/value

This study contributes diverse and inclusive insights on the practice of public affairs in a leading economic and political actor in sub-Saharan Africa. It also expands organization–public relationship theory to articulate engagement with governmental stakeholders.

Abstract

Purpose

The paper's primary purpose is to define and characterize the innovative concept in public management theory, New Public Governance (NPG), from its theoretical framework and the view of public management institutions. The second objective is to create a logical framework to explain this notion. The broader role of this paper is to expand the understanding of this contemporary public management trend.

Design/methodology/approach

The methodological approach of the authors' research is based on a deep understanding of theoretical sources, particularly the scientific precursors in the literature surrounding the NPG theory. The authors used the following methods to achieve the paper's goals: critical thematic literature review and synthetic comparative analysis.

Findings

In regards to scientific analysis, the goals of NPG were achieved, considering that its concept and main characteristics were displayed in definitional terms as a trend in public management, emphasizing institutional cooperation and co-production, having strengths in social inclusion and weaknesses in the lack of participatory experience of the actors. Additionally, the authors created the original 6-CO coherent conceptual framework describing the flows in the NPG operation based on theoretical foundations. The analysis of theoretical sources not only allowed the collection of common and disconnected features of the reasoning behind the definition and depth of the NPG but also insufficient development of the theory in existing sources.

Originality/value

The paper demonstrates critical new scholarship surrounding the NPG theory because it (1) applies one of the latest trends in public management, (2) juxtaposes various academics' understanding of the concept and, most importantly, (3) advances the theory of NPG with the original 6-CO coherent conceptual framework as a practical implication of the theory originator.

Abstract

Purpose

The purpose of the present research is to examine the comparative values that urban Vietnamese consumers place on attributes of rice that is produced using environmentally friendly methods. The authors consider the impacts that this may have on the livelihoods of rural Vietnamese small farmers. Rice is an “impure public good” that includes both “private” and “public” attributes that consumers consider in their purchase decisions. Consumers make tradeoffs between environmentally and socially beneficial practices (public goods) and perceptions of product quality (private goods). The authors used latent class modeling to investigate the values associated with attributes of rice that is produced using sustainable farming practices.

Design/methodology/approach

The authors used a discrete choice experimental design in which consumers stated their choices among combinations of rice attributes. The survey provided responses from 360 urban Vietnamese consumers and allowed to estimate the preferences and nonpecuniary values for rice grown using different levels of environmentally beneficial production methods.

Findings

The results identify two segments of rice consumers: one group of consumers who are sensitive to price and the other group who are sensitive to environmental issues. The individual characteristics are reflected in the choices of production methods and in the willingness to pay for environmentally beneficial outcomes of those methods.

Research limitations/implications

Given the number of independent variables measured, the sample was relatively small, such that confirmatory statistical methods were inconclusive. However, the authors used multiple analytical tools that provide corroboration of the significant determinants of the utility functions for the two segments.

Practical implications

The results provide directions for production of rice at a national level, as well as practical implications for consumer-oriented communications.

Social implications

Results suggest that the emerging middle class of Vietnamese consumers are willing to pay more for rice that is produced using methods that are beneficial to the environment. Results also indicate challenges to provide sustainably-produced rice to poorer groups of consumers.

Originality/value

The study provides important context for consumer preferences within emerging economies. This also adds to a growing literature that uses the choice experiment method to estimate consumer valuation of the outcomes of various agricultural practices.

Abstract

Purpose

This paper aims to investigate the literacy corpus regarding the potential of big data to improve public decision-making processes and direct these processes toward the creation of public value. This paper presents a map of current knowledge in a sample of selected articles and explores the intersecting points between data from the private sector and the public dimension in relation to benefits for society.

Design/methodology/approach

A bibliometric analysis was performed to provide a retrospective review of published content in the past decade in the field of big data for the public interest. This paper describes citation patterns, key topics and publication trends.

Findings

The findings indicate a propensity in the current literature to deal with the issue of data value creation in the private dimension (data as input to improve business performance or customer relations). Research on data for the public good has so far been underestimated. Evidence shows that big data value creation is closely associated with a collective process in which multiple levels of interaction and data sharing develop between both private and public actors in data ecosystems that pose new challenges for accountability and legitimation processes.

Research limitations/implications

The bibliometric method focuses on academic papers. This paper does not include conference proceedings, books or book chapters. Consequently, a part of the existing literature was excluded from the investigation and further empirical research is required to validate some of the proposed theoretical assumptions.

Originality/value

Although this paper presents the main contents of previous studies, it highlights the need to systematize data-driven private practices for public purposes. This paper offers insights to better understand these processes from a public management perspective.

Abstract

Purpose

This paper explores some of the gaps and contradictions that can often be found in public sector leader development approaches and then examines some of the theoretical assumptions related to these gaps and contradictions. The purpose of this examination is to further identify and define some corresponding gaps within public sector leadership development theory, as well as to encourage future theory development.

Design/methodology/approach

Using three common examples of contradictions often found within the leadership literature, gaps within public sector leadership development theory are identified and then linked to relevant components of leader development models found within other disciplines. As they were developed in other contexts, these components were then further reviewed to determine their potential applicability in speaking to the gaps often found in public sector leader development theory.

Findings

Proposals are made to address some of the common gaps and contradictions often identified in some public sector leader development approaches, along with the detailing of future research directions for the further development of theory.

Originality/value

This exploratory review highlights some of the central assumptions and gaps in the literature for the purpose of clarifying future directions of research into public sector leadership development theory.

Abstract

Purpose

This study aims to address the question of what coordination mechanism can be used for cultural production and, in particular, for the governance of music culture production. The authors locate their reflection within the specific institutional innovations introduced in Italy in 2017, focusing on the idea of shared administration and the public–private collaboration instituted in Trentino (a province located in northern Italy) in support of its cultural policy.

Design/methodology/approach

This study focusses on the Trentino’s music school system. This includes 13 organisations (musicians’ cooperatives as well as associations of musicians and students, plus one municipal school which do not overlap with the public school system). To analyse shared administration features, the authors rely on selected information from 50 interviews with Trentino Music Schools (TMS) teachers and administrators, and on the proceedings of the 1994 music school conference organised by the schools at the time when this novel educational system was created.

Findings

To offer an innovative educational service, the public actor (Provincia Autonoma di Trento [PAT]) and the schools (TMS) have developed a strong interdependence at the different levels of decision-making: PAT needs organisations that are sufficiently structured and organised to respect requirements of transparency and accountability, as well as educational standards, whereas TMS need public funding to maintain their service accessible for users, good labour conditions and be financially sustainable. Likewise, the success of TMS in educating thousands of students every year, including additional teaching programmes funded by PAT within general public schools, has contributed to decrease the exclusion from music education, raise interest in young people for music and fed enrolment in TMS as well as in the public schools related to the conservatoire filière. Conclusions emphasise the existence of a polycentric system of music culture production which needs to acknowledge the risk of being trapped in a static disequilibrium, while recognising change and the need to support and promote a culture of cooperation among schools and across layered institutional levels over time.

Research limitations/implications

Further research can observe this system of cultural production over time, to appreciate changes and organisational tranformations, while introducing comparative analysis with other systems in different regions.

Practical implications

The relationship between the public and private sectors to design, organise and manage activities of collective interest (in the social, cultural, sporting and other fields) can increasingly become an effective and efficient alternative to the traditional bureaucratic as well as to the competitive method. For this to happen, however, all actors involved must be aware not only of areas of efficiency but also of inefficiency. To remedy the latter, corrective measures will have to be introduced. For example, fostering and improving “co-programmazione” and “co-progettazione” means giving all stakeholders involved the opportunity to actively participate. Should the number of participants increase, more discussion fora could be set up because one alone may not be sufficient to foster maximum involvement, to enhance different points of view, to allow for intersectoral and multidisciplinary interpretations and responses.

Social implications

The system governance based on co-programming and co-design has allowed – despite limitations – to pursue educational purposes and thus well-being for the users, as well as for the teachers and the community as a whole. The continuity of this educational and cultural action has been guaranteed by the economic and financial sustainability of the schools, which is highly dependent on the public actor funding personnel costs, and in turn tied to the number of students (demand) attending each school. Actors embedded in the system need to build awareness of industry and cultural changes and knowledge of how to introduce more adaptive capacity. This points towards the need for strengthening networking capacity and collaboration among schools and other relevant stakeholders.

Originality/value

The case presented is a unique system of music culture production in Italy, and its governance has never been addressed by previous studies. It provides an application of shared administration to which public administrations and communities can learn to improve access to music culture and education. For public and private organisations to take advantage of the method of “co-programmazione” and “co-progettazione”, to make the production of a meritorious good more efficient and to favour its maximum accessibility, this study considers the strengths and weaknesses of this approach, or the areas of efficiency and inefficiency, for which new measures will have to be introduced.

Abstract

Purpose

This study aims to investigate the determinants of public trust in e-government services (Te-GS) and participation in social media.

Design/methodology/approach

A quantitative cross-sectional field survey was used to collect primary data at the local government level in 11 cities, towns and districts in Tien Giang Province, Vietnam. The final data set of 529 respondents was analysed using SmartPLS4 to evaluate the measurement and structural models.

Findings

Perceived responsiveness, transparency and security have strong positive associations with Te-GS, whereas perceived accountability does not. Furthermore, perceived ease of use and perceived usefulness are positively associated with social media participation.

Originality/value

Although previous studies have examined citizen behaviour in the use of e-government services, the social media context has rarely been considered due to its novelty. This study adds to the knowledge of the antecedents of participation in e-government services in developing countries such as Vietnam. Furthermore, it provides a comprehensive framework for understanding participation intention that considers four elements of good governance theory and two elements of the technology acceptance model (TAM), thereby extending previous research on the effects of these variables on the adoption of e-government services.
