Abstract

Purpose

This paper aims to shed light on the linkage between research and development (R&D) networks and public funding presented in a given period by using network-based evaluation tools as a means of exploring the relational dimension in public projects designed to foster technology R&D activities.

Design/methodology/approach

This research uses co-occurrence network analysis of relevant public projects to assess how technological associations might occur within the R&D activities of given publicly funded projects as well as conducts correlation analysis to understand the extent to which linkages of R&D activity in technology fields are related to public expenditure.

Findings

Core technology fields, regarded as eligible to receive continued public funding, are critical for enhancing competitiveness and sustainable growth at the nationally strategic technology level. Thus, the relationship between R&D and the level of government funding for these fields is generally perceived as strong. However, a few technology fields, which did not actively form specific network relationships with other technology fields, are considered to exceptionally drive the largest government support. This trend indicates that the government-funded R&D should be designed and managed not only to curb the inefficiencies existing in the current funding programs but also to achieve the appropriateness for further technology development.

Research limitations/implications

Despite the comprehensive findings, this study has several limitations. First, it is difficult to control any confounding factors, such as the determinants and constraints of the government budget allocation and expenditure decisions over S&T areas, strategic frameworks for public investment and evolving policy landscapes in technology sectors, which lead to bias in the study results. Second, this study is based on a narrow, single-year data set of a specific field of projects supported by the Korean government’s R&D program. Therefore, the generalization of findings may be limited. The authors assumed that influences caused by confounding variables during the initial phase of the public funding schemes would not be significant, but they did not take into account possible factors that might arise coincident with the subsequent phase changes. As such, the issue of confounding variables needs to be carefully considered in research design to provide alternative explanations for the results that have been ruled out. The limitations of this study, therefore, could be overcome by comparing the outcome difference between subsidized and non-subsidized R&D projects or evaluating targeted funding schemes or tax incentives that support and promote various areas of R&D with sufficiently large, evidence-based data sets. Also, future research must identify and analyze the R&D activities concerning public support programs performed in other countries associated with strategic priorities to provide more profound insight into how they differ. Third, there are some drawbacks to using these principal investigators-provided classification codes, such as subjectivity, inaccuracy and non-representation. These limitations may be addressed by using content-based representations of the projects rather than using pre-defined codes. Finally, the role that government investment in R&D has played in developing new science and manufacturing technologies of materials and components through network relationships could be better examined using longitudinal analysis. Furthermore, the findings suggest the need for further research to integrate econometric models of performance outcomes such as input–output relations into the network analysis for analyzing the flow of resources and activities between R&D sectors in a national economy. Therefore, future research would be helpful in developing a methodological strategy that could analyze temporal trends in the identification of the effects of public funding on the performance of R&D activity and demand.

Practical implications

Public funding schemes and their intended R&D relationships still depend on a framework to generate the right circumstances for leading and promoting coordinated R&D activities while strengthening research capacity to enhance the competitiveness of technologies. Each technology field has a relatively important role in R&D development that should be effectively managed and supervised to accomplish its intended goals of R&D budgeting. Thus, when designing and managing R&D funding schemes and strategy-driven R&D relations, potential benefits and costs of using resources from each technology field should be defined and measured. In this regard, government-funded R&D activities should be designed to develop or accommodate a coordinated program evaluation, to be able to examine the extent to which public funding is achieving its objectives of fostering R&D networks, balancing the purpose of government funding against the needs of researchers and technology sectors. In this sense, the examination of public R&D relations provides a platform for discussion of relational network structures characterizing R&D activities, the strategic direction and priorities for budget allocation of the R&D projects. It also indicates the methodological basis for addressing the impact of public funding for R&D activities on the overall performance of technology fields.

Originality/value

The value of this work lies in a preliminary exploratory analysis that provides a high-level snapshot of the areas of metallurgy, polymers/chemistry/fibers and ceramics, funded by the Korean Government in 2016 to promote technological competitiveness by encouraging industries to maintain and expand their competencies.

Abstract

Purpose

The purpose of this paper is to analyze critically the most important methods that are used in the evaluation of human resource development (HRD).

Design/methodology/approach

The approach is to ask two questions: What are the methods available to define the impact of HRD in the economy? How can we evaluate the evaluations that have been made?

Findings

There are two main perspectives to evaluate any program, by results (counting occurrences) and by impacts (calculating the differences the investment made in the society). The first type of method does not find the impact of the program, the second type does.

Research limitations/implications

The analysis is limited by existing studies on HRD. The implications are that the conditions that underline the existence of HRD programs define the type of evaluation that is used.

Originality/value

The results of this paper put the evaluation problem in a new perspective. It explains the difference between methodologies (results and impacts) and scientific fields used (public administration, social policy, HRD, KM, IC, microeconomics, HR economics) by the type of person responsible: public administrator, private manager, HRD expert, knowledge manager, IC expert, microeconomist. The differences between the applications of those methodologies based on the type of funding – private, public, external – are also explained.

Abstract

Purpose

This study aims to evaluates a public policy program that finances projects for the development of innovative technological solutions. This paper analyzed the influence of human and social capital on the development of the projects, under the perspective of the policy’s effectiveness and efficiency. This specific policy adopted the funding model of economic subsidy by means of grants, which shows the significant engagement of the public sector in applying nonrefundable resources more directly through loans, assuming the role of an entrepreneurial state, according to Mazzucato (2011, 2018) and Tavani and Zamparelli (2020).

Design/methodology/approach

This is a quantitative-descriptive study, according to Marconi and Lakatos (2017). This study is descriptive, for presenting information on innovation projects funded by FUNCAP (Ceará Foundation for Support to Scientific and Technological Development). In addition, this study is quantitative, by establishing multivariate relationships among the variables that relate to human capital and social capital, which are relevant to technological and innovative development, and by introducing variables on technological evolution, proposed as measures of the program’s effectiveness (DTRL, MkTRL) and efficiency (ETRL).

Findings

This paper sought to contribute on public policies for innovation, more specifically on analyzing variables that may affect the development of technological and innovative projects in knowledge-intensive companies. The authors studied capitals potentially important for these companies in the development of innovative projects. Specifically, the authors sought to understand the importance of human capital and how it reflects in technical and scientific knowledge of the project team and of social capital and how it reflects the connection and social relationship among different team members. The results presented that the degree of efficiency of the public funding program depends on how much the teams of the benefited projects have accumulated knowledge, skills and technical capacities – the so-called teams’ human capital.

Research limitations/implications

It is important to address the research sample as a research limitation, which had 72 responses obtained, from a submission rate of 284. Another study limitation is on the qualitative analysis of the topics addressed from the companies and policymakers perspectives, considering that the quantitative nature of the study does not allow for a deeper understanding of the qualitative perspective of the actors involved in the phenomenon studied. As recommendations for future studies, it is suggested to conduct qualitative studies on the aspects studied here. In this sense, it is possible to conduct case studies for specific companies, or policymakers, to clarify and deepen the relationships between the themes addressed here.

Practical implications

As for the practical implications of the research, both for managers of public funding programs and for company managers, the benefits of human capital, related to innovative project development teams, are important in programs that deal with technological development projects. In practice, this means that the greater the human capital of academic background of the members of the supported project teams, the more efficient the projects are in the process of developing their technologies by using the resources provided (Ashford, 2000; Chen et al., 2008; Lerro et al., 2014).

Social implications

Hence, the authors conclude that the evaluated innovation-funding program through grants achieved acceptable results in terms of promoting the technological evolution of the benefited projects and bringing the technologies closer to the market. Its efficiency was the least favorable result, showing that the program needs to focus on improving this specific aspect. Within the investigated program, the issue that needs enhancement (efficiency – ETRL) was the one that presented significant relationships with the human and social capital of the benefited projects’ teams. Thus, it is possible that, by selecting more projects that have teams with high capital, the efficiency of the public policy, in this case the development of projects with high technological and innovative potential, will be possibly reached.

Originality/value

The findings strengthen the need for innovation public policies designed and implemented in a systemic way in the science, technology and innovation ecosystem, to provide a technological infrastructure and human capital necessary for developing projects with high technological and innovative potential (Ergas, 1987; Audretsch and Link, 2012; Caloghirou et al., 2015; Edler and Fagerberg, 2017; Silvio et al., 2019).

With the late-2000s recession, state and local governments have struggled to find the necessary revenue to sustain citizens' demands of governmental services. One potential revenue source is to allow the citizens' themselves to choose the services to fund through the usage of voluntary taxes. Counties and cities in Arkansas have the authority to levy a voluntary property tax to support specific public services. In this study, we explore the prevalence and adequacy of the voluntary property tax by local governments in Arkansas. We identify 58 different voluntary taxes used in 27 counties and 17 cities throughout the state. Moreover, using revenue and expenditure data, we find the tax to be a significant revenue source for several county programs.

Purpose

In a recent quasi-experimental study, the effects of a large German public startup support measure entitled “EXIST – Business Startup Grant” (EGS) on a variety of outcomes were determined, but without examining which factors are responsible for these program effects. The present study investigates the contribution of several factors to the success of the program in promoting product development and business planning.

Design/methodology/approach

By means of a two-wave panel design and fixed-effects panel regressions, evidence is generated that provides unique insights into the effect mechanisms of a publicly funded startup grant. The data for the study come from the program monitoring of the startup support measure.

Findings

Several factors were identified that significantly drive the effects of the program on the product development and business planning stages, namely the program-induced improvement of the skills of the startup team, intensification of cooperation with pilot customers/users, increase in the degree of networking and advice/support from third parties and the effort put into business plan preparation.

Originality/value

Startup support programs are a crucial aspect of technology and innovation policies, which are often evaluated in order to find out whether they generate effects. Assessing whether a program is effective or not, however, does not usually allow specific recommendations on how to improve the measure to be developed. Further information on the mechanisms of intervention is needed for this purpose. The present study takes up on this idea and provides this information for a specific type of public startup support measure.

Abstract

Purpose

The purpose of this paper is to explore, through the use of a multidisciplinary lens, the policy context and the scope for improvements in university‐based public programmes focused on improving innovation in small and medium enterprises (SMEs).

Design/methodology/approach

The authors use the street‐level bureaucracy (SLB), combined with the systems of innovation approach (SIA) and diagnostic analysis (DA) to understand the context components that impact on public programme services. The study is part of a research programme oriented to the diffusion of information systems in SMEs and which used original interview‐based programme support case studies, interviews with regional policy managers, and documentation relating to the policy system and different public programmes. Although the empirical work was UK and European Union centric the results of the research have wide applicability.

Findings

The paper establishes the importance of programme contexts for diagnosing and providing a basis for public programme improvements. It further demonstrates the robustness of the context analysis framework to provide insights into proposed policy changes. The responsibility of improving programme contexts relies on actors that operate outside programme organisations, for instance EU funding bodies, government departments in charge of SME policies, public‐private partnerships, and private evaluators. Given this complexity it is suggested that SME associations have a potentially important role in increasing participation by SMEs in the public programme for innovation and knowledge support policy. Despite possible policy changes the requirement for public programme support for innovation and hence the role of universities as programme providers is confirmed and expanded.

Research limitations/implications

The results demonstrate the value of a multidisciplinary framework to analyse programme interventions at both macro and micro levels and provide a basis for programme policy and policy implementation improvements.

Originality/value

This research is a novel attempt to use the SLB, SIA and DA to public programme university‐based interventions in SMEs and SME policies in general. It complements extant research on open innovation and knowledge exchange by extending the concept of public programme contexts. Beneficiaries of the findings include policy makers, programme organisations, universities, SME associations, and researchers.

Abstract

Coastal access has been, and continues to be, a controversial issue with both beachgoers and adjoining property owners having equally compelling legal rights to use and enjoy the shore. Federal, state and local governments have tried to provide for the high demand for recreational coastal access while accommodating the shorefront property owners through legislation, regulation, land use planning programs, and technical assistance. Budget cuts and reduction of resources experienced by most governments require that they create or adapt low cost and effective public access programs. This selective annotated bibliography highlights a variety of resources that describe or advocate successful public coastal access policies and programs which may be utilized by government entities or other public policy making bodies in implementing their own access programs.

Abstract

This chapter describes the results of an exploratory study that examined parents’ experiences with the law as they obtained funding for speech generating devices for their children with communication disabilities, either through public health insurance, private health insurance, or a public school. Exploring legal consciousness: Experiences of families seeking funding for assistive technologies for children with disabilities. Law, Policy, and Society Dissertations. Paper 17. Retrieved from http://hdl.handle.net/2047/d20000265). The study explored how parents engaged with the law and how their experiences and perceptions about the law compared to the formal law. This research was based on sociolegal theory, particularly the concept of legal consciousness, which examines how people think and act in relation to the law as a consequence of social interactions, and analyzes how law in action compares with the formal law. Sociolegal theory broadens the definition of law to include “the meanings, sources of authority, and cultural practices” (Ewick & Silbey, 1998, p. 22) as well as the formal law.

Similar to other sociolegal research, this study collected personal narratives of law using grounded theory methods to identify themes within those narratives. The narratives revealed that while parents expressed varieties of legal consciousness, there was one overarching theme: the law provided a framework for parents to envision rights, discuss rights, and claim rights. While few parents invoked formal legal mechanisms to solve grievances, the law created a rights consciousness among parents which empowered them to acknowledge and validate the notion of rights and entitlements.

Abstract

This article reports key results of a study of the longer term effects of one type of grant (US Library Services and Construction Act), awarded to Wisconsin public libraries over five years (1989‐1994) to improve services to specific groups of users. The study used a qualitative, case study methodology to formulate theory derived from data. Data collection included analysis of proposals and final project reports for 119 funded projects, and, for a sub‐set of 22 selected projects, 74 structured telephone interviews with public library directors and project coordinators, representatives of user groups and related service agencies, and regional systems specialists familiar with the projects. Findings suggest that such projects do have long term benefits. Guidelines are provided for public libraries for developing fundable proposals, and recommendations are made to help funding agencies increase the likelihood of selecting successful projects.

Abstract

Purpose

Promoting and supporting entrepreneurship is a critical pillar of Oman’s vision 2040. The need to understand to what extent the effectiveness of public funds given to micro and small enterprises in Oman as well as to understand the characteristics of the funds that can drive the impact of such government financial support programs on those enterprises motivated us to conduct this study. Therefore, the purpose of this study is to investigate the impact of the government loan support programs on job creation in micro and small enterprises in Oman.

Design/methodology/approach

Hypotheses were tested using data collected from 1,127 micro and small enterprises that received loan supports from the Government of Oman. The authors explored the impact of a set of predictors on a dependent variable (job creation) to understand to what extent do the supported micro and small enterprise characteristics significantly influence job creations in the enterprises. Multiple regression and General Linear Model Multivariate Analysis statistical techniques were used to test the hypotheses.

Findings

There is a positive relationship between government supported firms’ characteristics and job creation for both nationals and expatriates’ employment. The empirical results suggest that, when compared with the micro enterprises, the small enterprises were able to create more jobs for nationals than for expatriates, although the effect of the support program on job creation was significant for both groups.

Originality/value

This paper contributes to the literature debate on the effectiveness of Oman’s entrepreneurship policy. Using multivariate analysis, the study analyzes the public support program for enterprises in Oman and how it can be improved to support the Oman 2040 Vision.
