Abstract

Purpose

The purpose of this chapter is to introduce the concept of public business models and develop a theory for the process of developing and managing public business models.

Methodology

This research synthesizes insights from various fields into a set of theoretical ideas that lay out what public business models are, to what extent they differ from commercial/industrial business models, and how they are developed and managed by public entrepreneurs.

Findings

Developing and managing a business model is an entrepreneurial task that has been missing from the public entrepreneurship literature. Public entrepreneurs perform these tasks using public and private resources, leveraging public institutional systems, and developing capabilities that differ in several dimensions from private entrepreneurs due to the nature of public goods and existence of quasi-markets where public business models are developed and used.

Research limitations/implications

This chapter opens new avenues for research in public entrepreneurship by suggesting that (1) public business models form the foundation of public entrepreneurship, (2) public business models differ from commercial business models not in their functionality but rather in their scope and design, and (3) public business models co-evolve with public institutions to maintain their legitimacy and value creation potential.

Practical implications

This chapter equips public entrepreneurs with new insights into enterprising behaviors and the dynamism of value creation and capture in public ventures.

Originality/value

The current study represents the first attempt to directly incorporate the notion of business models into the public entrepreneurship literature.

Abstract

In this chapter, the authors explore collective entrepreneurship through the lens of how public entrepreneurship boosts collective action towards a common good. The role of public entrepreneurs and the collaborative nature of innovation community members evidence a collective action that pursues a socio-political change. Through a case study contextualized during the COVID-19 pandemic crisis in Spain, the authors explore how a public entrepreneur triggered a collective action that led to the creation of the innovation community: The Coronavirus makers. This collaborative network groups more than 20,000 researchers, developers, and engineers. They altruistically put their knowledge and resources at the service of the community to provide solutions for one of the healthcare system’s main problems at that time – the shortage of medical supplies to cope with the increasing number of COVID-19 cases. The collective action of the Coronavirus makers has impacted the health and wellbeing fields, the community and the values that should define social change and allow the construction of a more open, equitable and sustainable society. Potentially, our findings confirm that collective entrepreneurship derives from a function of collective action.

Abstract

Evidence suggests that international comparison has become a ubiquitous component of educational innovation and entrepreneurship in spite of significant variation among educational contexts worldwide. This chapter provides an overview of educational innovation and public sector entrepreneurship from an internationally comparative perspective. The influence that the global shift from natural resource and industry-based economies to knowledge-based economies has had on the development of educational innovation and entrepreneurship is explained. Several examples of educational innovation and education-oriented public sector entrepreneurship highlight the discussion, which concludes with an examination of specific knowledge society issues related to educational entrepreneurship and its reciprocal effect on innovation.

Abstract

Purpose

Public entrepreneurship is increasingly being propounded as a key means of ‘doing more with less’ during the tough times associated with successive rounds of neoliberal restructuring and austerity. The primary aim of this chapter is to provide a critical-exploratory review of sponsorship – a disruptive interjection or particular form of public entrepreneurship.

Methodology/approach

Public entrepreneurship provides a useful theoretical frame for exploring some emergent ways of delivering public services in a post-Credit Crunch global operating environment. Empirical insights are derived from a single local authority in the United Kingdom.

Findings

There is a widespread concern that straitened economic conditions can engender the prevalence of short-term financial considerations at the expense of other objectives. Sponsorship, as a discrete form of public entrepreneurship in some circumstances has the potential to achieve multiple objectives, enriching public value. However, this is contingent of specific contextual factors.

Practical implications

By identifying some risks associated with disruptive interjections intended to open new paths for the sponsorship of public services as well as indicating some opportunities for risk reduction, it is hoped that our analysis may benefit public authorities when they are exploring or evaluating sponsorship ‘opportunities’.

Originality/value

Examining sponsorship through a public entrepreneurship conceptual frame has received limited research attention. Whether sponsorship is a ‘winning solution’ is contingent on the particular form of sponsorship as well as the specific time and place.

Abstract

The aim of this chapter is to present and analyze the role of public entrepreneurship programs in fostering technology-based entrepreneurship in Turkey. More precisely, the authors of the chapter present and analyze the public policy programs aimed at entrepreneurship that have been put into action in Turkey in the last 20 years. The particular focus is on the type of programs that have been introduced, what have they achieved so far, and their contribution to the economy in terms of technology-based entrepreneurship. Together with the statistics about the output of the programs, data are also provided by a series of interviews with technology-based entrepreneurs to develop a deeper understanding of the effectiveness of those programs. Recommendations and ideas are derived from the research to improve these programs.

Abstract

This chapter aims to examine the influence of governance on entrepreneurship in several countries, members of the European Union, in 2012–2017. The selection of the countries was based on human development index and expected years of schooling criteria, thus considering several sustainable development goals, involving the governments’ roles, the private sector, civil society, and citizens. The empirical analysis consisted of correlations, principal component analysis, and regression models. The Pearson correlation coefficient evidenced a series of negative relationships, statistically significant, between the governance indicators and business demography. The principal component analysis returned two main components for our database: the main one incorporates five governance proxies (control of corruption, rule of law, regulatory framework, government effectiveness, and political stability), while the second component is based on the voice and accountability. Therefore, the first governance component is more related to the public sector, while the second one reflects the involvement of civil society. The regression analysis considered besides the ordinary least squares model, the fixed effects and random effects model to emphasize whether or not differences across countries would impact the regression results. Several entrepreneurship variables were employed as dependent variables: business demography, high growth enterprise rates by employment, employer enterprise net growth, and business demography by size class. The consistent regression results emphasized an indirect impact from public governance toward high growth enterprise rates by employment and employer enterprise net growth. Based on our findings, the main conclusion is that public policies do not support entrepreneurship or the national context for entrepreneurs’ development. Moreover, the citizens’ involvement and their opportunities to participate in public decisions in terms of supporting entrepreneurship are also limited.

Abstract

This chapter introduces the two main topics of ‘entrepreneurial policing’ and ‘criminal entrepreneurship’ and begins in Section 1.1 by considering the concept and scope of entrepreneurial policing around which this monograph is organised. Its definition and ontological development are considered. Thereafter, the author briefly discuss what entrepreneurship is (and is not) and set out examples of entrepreneurship of interest to policing, including – ‘Corporate’ and ‘Team’ Entrepreneurship, ‘Intrapreneurship’, ‘Social Entrepreneurship and Animateurship’, ‘Civic Entrepreneurship’, and ‘Public Service Entrepreneurship’. The author then discusses why entrepreneurship is of critical importance to the police service and discuss worked examples. Having developed a basic understanding of the power and utility of entrepreneurship, then in more detail what the term entrepreneurial policing means and how it evolved in practice and in the academic literature are considered. In Section 1.2, the foundations of entrepreneurial policing considering its ontological and epistemological development from ‘New Public Management’ to ‘New Entrepreneurialism’ and also the influence of the merging literatures of ‘Criminal Entrepreneurship’ and ‘Entrepreneurial Leadership’ are critically examined. In Section 1.3, our consideration to include a more nuanced understanding of the what is referred to as the ‘Entrepreneurship–Policing Nexus’ including consideration of the influence of dyslexia on policing and crime and the power of the ‘Entrepreneurial’ and ‘Gangster’ dreams on entrepreneurial motivation and propensity are expanded. In Section 1.4, an attempt is made to identify who the stakeholders of this new policing philosophy are? Finally, in Section 1.5, the chapter takeaway points which both articulates and confirms the inherent importance of entrepreneurship in policing and criminal contexts are discussed and detailed.

Abstract

Purpose

In this conceptual chapter we examine the impact of the institutional role of public social policy as opposed to the individual role of private social entrepreneurship on the process of social change and value creation.

Methodology/approach

We review the above fields in order to identify their common and distinctive characteristics. We also examine how each contributes to social value creation and in which way these two sources of social value creation can interact in order to maximize their positive impact.

Findings

The value of our work relies on the development analysis reveals that the intersection between social policy and social entrepreneurship constitutes one of the possible responses to the growing uncertainty in the global economy and society. In a conceptual level, the findings of our theoretical inquiry allow us to provide a framework for better understanding the nature and the possible implications of social entrepreneurial/policy activities that allows the appropriate selection of the proper actions to be made for theorists, practitioners, and policy-makers alike.

Originality/value

Our work contributes to existing literature by providing views on understanding how the different forms of organizational actions (public policy vs. social entrepreneurship) act toward social value creation; and by contributing to the understanding of their similarities and differences and the distinctive frameworks within which they unfold.
