Abstract

Purpose

Great Britain is a laboratory for new techniques of public management; it is therefore an interesting place to look at for people willing to get involved in large public organisations. The French ‘institute for local studies’, trains future professionals, selected after graduation or after a working experience, in order to take high positions in local authorities nationwide. Three pairs of trainees belonging to the 2012–2013 group spent two weeks in three local authorities in England, with the purpose of analysing the performance management in these organisations.

Design/methodology/approach

British and French scholars dedicated to public organisations provided the six trainees with a global view of local government and reforms in the United Kingdom. After that, each pair exchanged information with the local authority they would visit; during the two weeks they spent there, an officer followed their works. They interviewed numerous professionals, elected members and unionists, attended meetings and events. Back in France, they presented their findings in several documents. The original subject was measuring and managing performance; in fact, the three pairs went farther and looked over many aspects of the organisations’ functioning.

Findings

Local authorities are facing important budget reductions and appear fragile; they put forward the idea of resilience to express the necessity of using all their resources to deal with a difficult situation. Elected members have a role of political initiative, but they also focus a lot on control, which is much more developed in Britain than in France; managers experience a very difficult period, with a lot of threats on their jobs, teams and projects. In this context, professional networks are very important; peer review is an interesting example of the role of professional exchanges in the search for new solutions. At last, unions don’t seek conflicts but try to accompany changes, lessening their negative consequences on people.

Originality/value

This work is not an academic one but an approach of the reality of organisations analysed by professionals or future professionals of the public sector, in a kind of ‘peer review’ between different countries. This international dimension is interesting, seeing that few in-depth comparisons between local authorities are made, especially between France and Britain.

Abstract

Purpose – This chapter aims to identify stakeholder perceptions on the service performance accountability of Malaysian local authorities.

Design/methodology/approach – A questionnaire survey provides the primary source of information, and both descriptive and analytical methods are employed to support the analysis of the empirical findings.

Findings – The chapter shows that despite a strong interest amongst stakeholders for greater accountability of Malaysian local authorities, a standard definition and scope of accountability has not emerged. However, the findings do indicate a new bond of accountability emerging between local authorities and its broader public than previously existed.

Research limitations – The findings and discussion are limited to the propositions put forward in the questionnaire. Alternative research methods would complement the findings.

Originality/value – The findings contribute to our understanding of accountability as interpreted by key stakeholders of local authorities located within the context of a developing country. This could potentially assist Malaysian public sector administrators whereby, and arguably, enhancing the public accountability of local authorities may contribute to an improvement in the performance management of Malaysian local authorities.

Abstract

In the spirit of ‘Europe of the Regions’, local authorities are responsible for responding to the main interests, needs and preferences of the country’s citizens. Regional and local administrative authorities provide citizens with the necessary public goods, which reflect the trend towards ‘glocalisation’ in public administration at the European level, more significantly in the states in which the political system recently became democratic. With this background, the effectiveness of local self-government depends not only on local authorities’ decision-making freedom but also on (financial) support for it through decentralisation, and the member states of the European Union (EU) employ different strategies to achieve the same goal, with varying degrees of success. Within this context, our chapter offers a comparative analysis of the administrative, financial and local self-government decentralisation in member states, which include the southern and eastern regions on the outer edges of the EU. The general goal of our study is to identify the main trends in the present administrations and their challenges, as well as best practices that can offer lessons to other member states which are reforming their administration through decentralisation. In addition to the identified challenges, solutions and best practices, our study reveals a tendency towards consolidation at the level of regional government not only in the terms of legal responsibility but also of administrative budgets, thus generating an assumption of improvement in the general quality of governance in the member states.

Abstract

Purpose

The purpose of this paper is to present findings of a survey conducted during 2012 in Iceland with the intent of examining public opinion on government provision of information, i.e. whether the public felt that the authorities withheld information, either about subjects of general public interest or about public expenditures, if the authorities felt there was a reason to do so.

Design/methodology/approach

A survey questionnaire was sent in March 2012 to almost two thousand Icelanders. This was a random sample selected from the National Registry. The response rate was almost 67 per cent. The survey was modelled on other research and resources that had examined trust toward public authorities and the influence of Freedom of Information Acts on government information practices.

Findings

The survey discovered that the greater part of the citizenry felt that the authorities did keep important information of general public interest secret often or sometimes. Only 2-3 per cent of them believed that this never happened. Most of those surveyed felt as well that important information about public expenditures was often or sometimes withheld. Only 3-5 per cent of the respondents were of the opinion that this never happened.

Practical implications

The results could be of value to public authorities that want to improve the provision of information and practice according to freedom of information act. They could also bring varied and valuable opportunities to the profession of records managers as well as others who practice information management.

Originality/value

The survey adds valuable information and fulfils a need for a better understanding of what the public believes regarding government provision of information in Iceland. Although the survey is limited to Iceland, these findings may also be of value to public authorities and researchers in the Western World, Australia and New Zealand, to give a few examples where the culture and the practice of government may not be that different, as well as in other countries. The survey can lay the foundation for further research into the field.

Purpose

The purpose of this paper is to present, on the one hand, the findings of a survey conducted during 2012 in Iceland and, on the other hand, the results of interviews held in 2015 concerning why it was felt that the authorities withheld information either about subjects of general public interest or about public expenditures.

Design/methodology/approach

A survey questionnaire was sent in March 2012 to almost 2,000 Icelanders randomly selected from the National Registry. The response rate was almost 67 per cent. As to the interviews held in 2015, these were with individuals who were known to understand well the government’s actions, both as to provision of information to the public and the opposite, suppression of information. The interviewees were chosen purposively. The survey was modelled on other research and resources concerning open public information and other research that had examined trust towards public authorities and the influence of freedom of information acts on government information practices.

Findings

The research revealed that both participants in the questionnaire survey and the six interviewees in the later study felt that information was kept secret for a variety of reasons. Most felt that information was kept under wraps by the government, both about subjects of general public interest or about public expenditures, and that both transparency and traceability were less than sufficient in the public administration of Iceland.

Practical implications

The results could be of value to public authorities who want to improve the provision of information and practices according to the freedom of information act. They could also bring diverse and valuable opportunities to the profession of records managers as to documentation and registration, as well as others who practice information management.

Originality/value

The survey adds valuable information and fulfils a need for a better understanding of why public authorities suppress the provision of information in Iceland. Although the research cited was limited to Iceland, the findings may be of value also to public authorities and researchers in the Western World, Australia and New Zealand to give a few examples where the culture and the practice of government may not be that different, as well as in other countries. The two studies can, therefore, lay the foundation for further research into the field.

Abstract

Purpose

The purpose of this paper is to investigate the authority communication and its relationship to citizens during a disaster. This analysis is crucial for organisations to help them understand the different ways in which crises are perceived by citizens, and the reactions they may cause. The results will help authorities in planning their crisis communication.

Design/methodology/approach

Facebook comments written by authorities and citizens are studied and analysed in an exploratory case study related to the 2011 catastrophe in the Fukushima Dai-ichi nuclear power plant via content analysis.

Findings

The analysis of Facebook comments revealed that authorities have to be prepared for communicating with citizens with diverging interests, who have different perceptions on a crisis and that relation is not the same with those different profiles of citizens.

Research limitations/implications

This case study only focusses on the Fukushima debate from the point of view of the authorities and citizens.

Practical implications

This study argues that it is crucial for both authorities and public relations practitioners to acknowledge that competing opinion holders are challenging each other and authority online, and that crisis communication should be planned accordingly.

Originality/value

The participant profiles can help organisations to clarify citizens’ crisis perceptions that can emerge in online discussions. Practitioners need to concentrate on determining how to get their voice heard so that there are perceived credible and legitimate actors.

Abstract

Purpose

The purpose of this paper is to examine the way that Scottish public library authorities are implementing filtering software as a public access internet management tool. The aim of the study is to determine the extent to which filtering systems are used as a public access internet management tool and to examine the nature of this implementation. This constitutes an analysis of the actual policies and procedures in place within each library authority to manage public access to the internet.

Design/methodology/approach

The paper utilizes a literature review and an analysis of data supplied by the public library services. The data required was gathered through Freedom of Information requests sent to all Scottish public library authorities.

Findings

A total of 31 of the 32 public library services operating within the 32 Scottish local authorities utilized some form of filtering software to control internet access. The main justifications cited for this were to prevent access to illegal or inappropriate materials; however it was found that in the majority of cases the decision to implement the software was not made by the management of the library but external IT staff. This raises major issues related to the historical role of the librarian as selector of content for their community.

Research limitations/implications

The paper presents results from a subset of local authorities in the UK, thus cannot claim to be anything more than indicative of the geographic sample.

Practical implications

The findings can help inform the rationale utilized by public library services in implementing filtering policies.

Originality/value

This paper is the only paper to directly address the issue of internet filtering in all public libraries in Scotland.

Abstract

Purpose

The purpose of this study is to determine the main total quality management (TQM) factors adopted and the respective results achieved by local authorities – municipalities. Determining the degree to which TQM influences the respective results is also an aim of the present study.

Design/methodology/approach

A research study was designed to be carried out in Greek local authorities – municipalities, 125 of which were approached through interviews with chief executive officers (CEOs) based on a structured questionnaire. The TQM practices and results identified in the literature were used as measured variables of the questionnaire. Descriptive statistics and linear regression analyses were applied for the purpose of the study.

Findings

The TQM philosophy is not highly adopted by the Greek local authorities participating in the present study. Moreover, the Greek local authorities do not seem to derive significant TQM benefits. Finally, adopting TQM strongly and positively influences, first, operational and quality performance of the local authorities; second, citizen satisfaction and society results; and third, employee satisfaction.

Research limitations/implications

Subjective data were collected from the CEOs of a small sample of local authorities operating in a European Union country, under circumstances of financial crisis. Based on these limitations, future research studies are recommended.

Practical implications

Areas for improvement are identified for a local authority to develop a robust TQM model, approach business excellence and derive significant benefits.

Originality/value

This is the first research study in the field of TQM to be conducted at city-level administration in Greece.

Abstract

Purpose

The purpose of this paper is to examine current public library apps in Scotland and assess Scottish public library users’ opinions of those apps.

Design/methodology/approach

Two qualitative and quantitative surveys were conducted. One survey was distributed to each Scottish local authority, the entities responsible for public libraries and Scotland. The second survey was made available to the public. The results were analysed with nonparametric statistics and content analysis.

Findings

All 32 authorities responded. In all, 17 authorities had an app, two had one in development, and 13 had none. Offering an alternative means of communication to patrons was the main reason for providing an app, while cost and low priority were the main reasons provided against app provision. Authorities were satisfied with the core services offered in their apps, but less so with others. No authorities had consulted the public regarding app provision. The public (n=185), while satisfied with current library apps, criticised the complex procedures required to access external services. Patrons from authorities without an app stated interest in apps.

Research limitations/implications

It is vital for public libraries to implement at least core services that are optimised for mobile devices. They should consult with the public before and throughout the development process to ensure they are happy with the implementation.

Originality/value

This is the first known study to explore public library app use in Scotland as well as one of the first in public library app use worldwide.

Abstract

Purpose

This paper aims to analyze climate resilience and adaptation of cultural heritage buildings from the perspectives of both public authorities and residents. From a user-oriented domestication perspective, it investigates what barriers the residents meet when trying to make their homes more sustainable and resilient to climate impacts.

Design/methodology/approach

The analysis is based on a qualitative case study: an apartment building from 1890 in an area with protected heritage buildings in Oslo, Norway. The building is in need of renovation to withstand the impacts of climate strain. Expert interviews with public authorities, and interviews/focus groups with residents in the case study, form the empirical basis of the results.

Findings

The findings reveal that the residents find the public authorities’ sustainability measures confusing and lack information on what to do. The residents have domesticated an environmentally friendly lifestyle, but they are not very concerned about the cultural heritage status of their building. On the contrary, the protection clause is experienced as a barrier against renovation, and the windows are a special concern.

Practical implications

Better cooperation between actors representing public authorities could result in easier access to information and less confusing advices for sustainability in cultural heritage buildings.

Originality/value

This paper gives new insights on how information from public authorities is perceived by residents, and thus indicates how policy measures for cultural heritage and sustainability should be communicated to achieve public understanding.
