Abstract

This book is a policy proposal aimed at the democratic left. It is concerned with gradual but radical reform of the socio‐economic system. An integrated policy of industrial and economic democracy, which centres around the establishment of a new sector of employee‐controlled enterprises, is presented. The proposal would retain the mix‐ed economy, but transform it into a much better “mixture”, with increased employee‐power in all sectors. While there is much of enduring value in our liberal western way of life, gross inequalities of wealth and power persist in our society.

Abstract

Purpose

The purpose of this paper is to qualitatively describe and explain the contemporary Finnish discourse of municipal managers. The emphasis within is on analyzing the encounters of the public sector management discourse and the private sector management discourse, and the effects that these encounters have on the construction and representation of municipal management.

Design/methodology/approach

The study is based on a three-phase discourse analysis, proceeding from the textual and linguistic level through interpretive analysis to critical analysis. This analysis is based on the proceedings and presentations of a seminar of municipal leadership and management, arranged in 2013 in Finland.

Findings

The encounters of the discourses form three types: apposition of actors; contradiction and conflict of contexts; and domination of the private sector discourse. Apposition is a surface-level phenomenon, synonymizing the actors of the two discourses. Contradiction and conflict are caused by the incompatibility of operational and value contexts. Domination is a phenomenon of prioritizing the private sector principles and values in conflict situations. All these may affect the role and work of, as well as expectations toward, the municipal manager.

Research limitations/implications

Further research and more samples are needed to assess wider applicability of the present findings.

Originality/value

The study highlights the roles of language and discourse in the construction and representation of municipal management and managers. It increases the importance of understanding the discursive elements of the new public management phenomenon. In addition, the study supplements the existing macro-level studies.

Abstract

Purpose

The extensive public financing for infrastructure guided by the state-led development policy has crowded out private sector participation for infrastructure development in Ethiopia. Although public-private partnership (PPP) has been used by many countries, the Government of Ethiopia has started to adopt it for major infrastructure development recently. Thus, it is important to investigate the reasons that motivated the government to adopt the PPP model to provide insights to the sector players. This paper aims to explore the driving factors for adopting PPP for infrastructure development focusing on the energy sector of Ethiopia and compared it with other countries.

Design/methodology/approach

The study used a comprehensive literature review of previous research outcomes and a purposively sampled questionnaire survey of professionals in Ethiopia.

Findings

The results of the study revealed that the five top driving factors perceived by the experts for adopting PPP in the energy sector of Ethiopia include the private sector has the ability to raise funds for project, facilitate creative and innovative approaches, save time in delivering the project, accelerate project development and private sector possess better mobility. The comparison of the driving factors with other countries also suggests that each county has its own reason and preference for adopting the PPP model.

Originality/value

The research result contributes to the development of PPP in Ethiopia and other developing countries at the early stage of PPP implementation. It also provides information to policymakers, sponsors, financiers and developers of PPP projects to understand the government's motivations to implement PPP in Ethiopia.

Abstract

Purpose

The purpose of this paper is to test whether organisations in the public domain have embraced a corporate type of discourse, mirroring the private sector’s preferred orientation towards expertise, or whether they maintain their traditional discourse of goodwill towards the publics they serve. At a critical time for the public sector with inadequate funding and dominance of New Public Management approaches, will it be more motivated to portray itself as expert and efficient rather than altruistic?

Design/methodology/approach

The paper applies a rhetorical framework to provide a detailed analysis of organisational value statements posted on the web sites of public and private organisations. The research considers the value priorities of 50 organisations in the UK and Scandinavia in order to gauge the extent of convergence between the two sectors’ preferred discourses.

Findings

The research shows that the public sector sticks to its guns in maintaining a web-transmitted values discourse which forefronts goodwill towards its clients. It also shows that the public and private sectors take different approaches to goodwill.

Originality/value

Strategists and communication specialists are encouraged to contemplate the extent to which their organisation’s projected web image equates their desired image to avoid alienating important public audiences and reinforce levels of trust. The current framework brings attention to the complex nature of goodwill and may be employed to better balance a discourse of organisational expertise against a discourse of goodwill in planning authentic value statements.

Abstract

Purpose

Public and private universities keep facilitating knowledge transfer and sharing within academic institutions. Multiple factors have been investigated to strengthen the infrastructure of these universities; however, the researchers have always been trying to explore the best one. Therefore, the purpose of this study is to investigate the influence of academic supports on motivation to learn (MTL) and transfer, in turn, influence transfer of training (TOT). Interestingly, the sector (i.e. public or private universities) unveils TOT to see whether the public sector has best practices or private.

Design/methodology/approach

This study adopts valid measurement instruments from the literature studies. This study pretests the validity and reliability of the instruments. This study administers the designed survey questionnaire among the faculty members of both public and private universities. This study uses a convenient sampling approach using a quantitative research method. By applying Smart partial least square (PLS) 3.3.3, this study uses structural equation modeling.

Findings

This study supports that organization, supervisor and peer support significantly and positively influence TOT. Additionally, MTL and motivation to transfer (MTT) significantly and positively mediate the link between TOT and organizational, supervisor and peer support. MTL also significantly and positively influences MTT. Most interestingly, the sector significantly and positively moderates the link between TOT and organizational, supervisor and peer support, MTL and transfer.

Practical implications

The results support the public and private universities that they should develop the infrastructure containing learning motivation and transfer for easy TOT. This would be more effective if the in higher educational institutions (HEIs) follow research findings.

Originality/value

This study empirically tests the impacts of academic supports on MTL and transfer, which boosts the TOT. The novelty of the research can be implemented in HEIs’ rules and regulations.

Abstract

Purpose

This paper aims to explore the perceptual differences on the factors that contribute to the successful management of public-private partnership (PPP) projects at the operational stage among stakeholders.

Design/methodology/approach

An international questionnaire survey was conducted with purposively sampled PPP experts from the private, public and academic sectors. Survey responses were analyzed using Kendall’s coefficient of concordance (W), mean score ranking analysis, Kruskal–Wallis test and Mann–Whitney U test.

Findings

The research findings show that each stakeholder group considers an efficient and well-structured payment mechanism as the most important operational management critical success factor (CSF). Moreover, the public sector considers open and constant communication among stakeholders as the second most important CSF, whereas the private and academic sectors consider effective operational risk management and well-structured legal dispute resolution mechanism, respectively. Further analysis using non-parametric tests (i.e. Kruskal–Wallis and Mann–Whitney U statistics) reveal significant differences in the importance of three operational management CSFs – “open and constant communication among stakeholders”, “effective changes of shareholdings in private consortium” and “stable macroeconomic indicators”.

Research limitations/implications

The generalizability of the research findings is limited considering the low sample size and non-participation of users/general public in the study. Hence, it is recommended that future research should be conducted in a specific country using both face-to-face and email questionnaire distribution approaches. This would likely increase the response rate and facilitate the inclusion of the general public/users.

Originality/value

The results of this study highlight and provide significant insights into how different PPP stakeholders perceive the critical conditions that are required to ensure the operational efficiency of PPP projects. This would, therefore, enable a better cooperation and collective effort from all stakeholders towards achieving the overall project success. In addition, the study offers new and additional CSFs which would enhance the comprehensiveness of the existing list of CSFs for the general implementation of PPP projects.

Abstract

Purpose

Using selected personal and job-related variables, the purpose of this paper is to analyse job satisfaction among public sector senior managers and employees and then compare both cohorts with private-sector managers and employees.

Design/methodology/approach

The authors apply a General Linear Univariate Model with interactions that allows us to detect the influence of the independent variables based on the baseline reference value.

Findings

Results indicate that public employees differ considerably from employees in the private sector, while public sector managers’ behaviour and preferences are very similar to those of private-sector managers.

Research limitations/implications

One main conclusion is that the management function of senior managers is basically the same, whether they are in the public or private sectors, and, thus, private management techniques, such as new public management (NPM), can be applied to the public sector. The main shortcoming of the study is that a qualitative analysis does not allow us to observe the impact of ethical aspects that could guide value-oriented management.

Practical implications

Difficulties in management by public-sector managers may arise from public employees’ perceptions regarding the application of private management practices.

Social implications

High job-satisfaction ratings by public managers may indicate that, in spite of their lower wages compared to the private sector, there is no reason to conclude that a suboptimal staffing of public managers might occur that would jeopardise public services.

Originality/value

The authors are unaware of precedents that analyse differences between the public and private sectors in comparing employees and senior managers. Uniquely, the authors use a very large sample to draw conclusions. This paper can guide public senior managers who work in public administration.

Propósito

Se analiza la satisfacción laboral de los directivos y de los empleados públicos en contraposición a los directivos y empleados privados a partir de determinadas variables de tipo personal y laboral.

Metodología

Aplicación de un Modelo Lineal General Univariante con Interacciones que nos permiten ver la influencia de las variables independientes a partir del valor base de referencia.

Resultados

Los resultados señalan que los empleados públicos difieren notablemente de los empleados del sector privado mientras que los directivos públicos expresan comportamientos y preferencias muy similares a los directivos del sector privado.

Limitaciones/Implicaciones

La implicación general es que la gestión pública de los directivos no se diferencia mucho de la gestión privada por lo cual es susceptible de aplicar las técnicas de gestión privada como el New Public Management. La limitación fundamental es que el análisis cuantitativo no permite observar la incidencia de aspectos éticos susceptibles de orientar la gestión con valores.

Implicaciones prácticas

Las dificultades en la gestión de los directivos públicos pueden venir de la propia percepción que tienen los empleados públicos de la aplicación de prácticas de gestión privada.

Implicaciones Sociales

La elevada Satisfacción laboral de los directivos públicos señalaría que a pesar de que sus remuneraciones son inferiores a las del sector privado no tiene por qué producirse una dotación subóptima de gestores públicos que pudiera perjudicar los servicios públicos.

Originalidad y valor

No conocemos precedentes de analizar la diferencia entre los sectores público y privado al comparar empleados y directivos. Utilizamos una muestra elevada. El trabajo permite orientar la gestión pública de los directivos públicos.

Compares managerial values, in terms of loyalty, boss, money, big companies, profit, work, job freedom, and company rules, across different sectors of enterprise by questionnaire survey: 232. Iraqi managers participated in the study. MANOVA and ANOVA tests revealed some differences among managers in public, mixed and private organizations, with regard to manipulative and sociocentric values. Results, however, indicate that managers, regardless of their sector of enterprise, score high on sociocentric values.

Abstract

Purpose

The purpose of this study is to identify driving factors and a quantitative model for implementing public-private partnership (PPP) projects in Ethiopia as a case study in emerging economies.

Design/methodology/approach

A review of the literature and semi-structured interviews were carried out to identify driving factors affecting the implementation of PPP projects in the Ethiopian context. Data were collected through a questionnaire survey within three months, with 59 validated responses; mean score technique and factor analysis were conducted. The fuzzy synthetic evaluation (FSE) method was applied to develop a driving index (DI) for implementing infrastructure PPP projects. Finally, a comparative analysis of top-five drivers was conducted between four emerging economies.

Findings

Mean values show that all driving variables are important. Through factor analysis, 22 identified driving variables were grouped into six factors, namely, benefit for public and private sectors, attention of private sector, social development, cost reduction, management ability of public sector and ability of private sector. The FSE method constructs a DI and shows that benefit for public and private sectors is the most crucial factor for PPP implementation in the context of Ethiopia. Apart from this, most driving forces for adopting PPP projects in these countries related to financial problems.

Originality/value

This study is one of the first integrate driving factors for PPP implementation. The index provides the decision-makers with a comprehensive tool to assess the needs of PPP implementation.

Purpose

The purpose of this paper is to shed light on the motivational process that leads to commitment development in the private and public sectors. It has been suggested that employee’s commitment is mainly predicted by job satisfaction and motivational factors such as internal communication, training, structural empowerment, incentive systems, transformational leadership and person–organization fit.

Design/methodology/approach

A comparative approach, between a set of private and public organizations, was undertaken. A survey was conducted on two random samples of workers belonging to both types of organizations.

Findings

The findings report a set of similarities and discrepancies between the private and the public organizations in terms of motivational factors that lead to job satisfaction and employees’ commitment.

Originality/value

This research brings additional value to the comparative literature on organizational analysis. It is one of the scarce comparative research in the North African context that deal with motivational factors at private and public workplaces.
