Abstract

Purpose

E-government development (EGD) is vital in enhancing the institutional quality and sustainable public service (SPS) delivery by eradicating corruption and cybersecurity crimes.

Design/methodology/approach

The present study applied econometric fixed-effect (FE) regression analysis and random forest (RF) algorithm through machine learning for comprehensive estimations in achieving SPS. This study gauges the nexus between the EGD as an independent variable and public service sustainability (PSS) as a proxy of public health services as a dependent variable in the presence of two moderators, corruption and cybersecurity indices from 47 Asian countries economies from 2015 to 2019.

Findings

The computational estimation and econometric findings show that EGD quality has improved with time in Asia and substantially promoted PSS. It further explores that exercising corruption control measures and introducing sound cybersecurity initiatives enhance PSS's quality and support the EDG effect much better.

Practical implications

The study concludes that E-Government has positively impacted PSS (healthcare) in Asia while controlling cybersecurity and institutional malfunctioning made an E-Government system healthier and SPS development in Asia.

Originality/value

This study added a novel contribution to existing E-Government and public services literature by comprehensively applied FE regression and RF algorithm analysis. Moreover, E-Government and cybersecurity improvement also has taken under consideration for PSS in Asian economies.

Abstract

Purpose

Health Information Exchange (HIE) is essential for the efficient and cost-effective delivery of health-care services. The provider’s administrative structure and external environment can substantially influence adopting technologies involving inter-organizational linkages, such as HIE. Using the theoretical lens of institutional theory, this study aims to compare how public and private hospitals' engagement in HIE is influenced by corruption and government online services or e-government usage.

Design/methodology/approach

The study uses the positivist research design of secondary data analysis to test the six hypotheses proposed. Data from multiple third-party reliable sources, including the European Commission and World Bank, are combined into the final dataset consisting of observations from 1,442 hospitals across 30 countries in Europe. A multilevel modeling approach is used to associate country and hospital-level variables and test the hypothesis.

Findings

The study finds that, on average, a 10% increase in corruption leads to a 6.3% decrease, while a 10% increase in e-government leads to a 7% increase in the probability of HIE engagement for a hospital. The negative impact of corruption on average is 18% more in public than private hospitals, while the positive impact of e-government is 75% stronger in public in comparison to private hospitals. The study also finds that HIE engagements in health systems with predominantly public hospitals are more sensitive to corruption and e-government.

Originality/value

To the best of the authors’ knowledge, the study is one of the first to use the institutional view to test the influence of government actions and public providers' concentration on HIE engagement. The comparison of public and private institutions enriches our understanding of promoters and inhibitors of HIE.

Abstract

Purpose

Product-service systems (PSS) are regarded as highly sustainable solutions. However, studies identifying and comparing the sustainable potential of product-service offerings by considering the three sustainability dimensions are still scarce. This paper aims to benchmark and analyse the sustainable potential of a use-oriented PSS, showing the influence of the context of implementation on the sustainable potential of the solutions.

Design/methodology/approach

By adopting a competitive benchmarking approach, six bicycle-sharing systems from different countries were selected for analysis. The main sustainability-related aspects in use-oriented PSS (the systems investigated) were identified through a literature review. Multiple secondary sources were used to collect data about the analysed PSS. A qualitative analysis was conducted through triangulation of the sources to identify and compare the systems by considering the selected sustainability aspects.

Findings

The main results show that use-oriented PSS provide a range of economic, social, and environmental benefits, confirming the sustainable potential of such solutions. Several similarities between the systems have been identified, along with some differences, especially regarding their integration with other transport systems and the use of renewable energy, which can affect users' acceptance, operation efficacy, and overall sustainable potential of the solutions.

Practical implications

This study identifies best practices that can be considered by other bike-sharing businesses to improve their sustainability potential.

Originality/value

This study identifies and explores the sustainable potential of bicycle-sharing solutions using a benchmark approach. It augments existing empirical knowledge on sustainable PSS and business models by revealing best practices, including the context that may enhance the sustainability potential of the solutions regarding environmental, economic, and social benefits.

Abstract

Purpose

This paper aims to examine the relationships between macro-, meso- and micro-level contextual factors that enable or inhibit the contribution of product service systems (PSS) to circularity. It is informed by the natural resource-based view (NRBV) and the multi-level perspective as theoretical lenses.

Design/methodology/approach

A theory elaboration approach is used through three in-depth case studies of UK and German manufacturers. Case studies provide use- and result-oriented PSS for personal computers, power tools and wind turbines. Multiple sources of evidence, including 20 semi-structured interviews, company documents and quantitative data, are triangulated to improve the validity of the results.

Findings

Empirical evidence for relationships between macro-, meso- and micro-level contextual factors show significant barriers to the extending and cycling of resource loops, primarily through maintenance, repairs and refurbishment. A firm’s environmental awareness has a determining role in the contribution of PSS to circularity. The evidence from two use-oriented PSS reveals different circularity maturity levels.

Originality/value

This research makes three key contributions. Firstly, it elaborates on NRBV by showing that a firm’s environmental awareness determines product stewardship. The type of product stewardship practices depends on the enabling and inhibiting effects of macro- and meso-level factors. Secondly, it shows that use-oriented PSS have different circularity profiles and proposes three circularity maturity levels. Finally, it provides an empirically validated framework of macro-, meso- and micro-level enablers and barriers and how they interact to enable or inhibit circularity in PSS.

Abstract

Purpose

This paper aims to investigate how sustainable solutions in the textiles and clothing industry are decided through business-to-business collaboration.

Design/methodology/approach

A qualitative and inductive study of the Brazilian textiles and clothing industry is carried out, an industry in which sustainable denim products are increasingly being recognized as subject to competition. The paper adopts a focal net perspective to understand the collaborative arrangements through which firms combine the products they offer as a sustainable solution. Documentary data were collected and in-depth interviews conducted with the top managers of one of the world’s largest denim-manufacturing companies present in the Brazilian market, which is involved in providing sustainable solutions in cooperation with its partners.

Findings

The authors describe the factors that reflect the conditions for generating a sustainable business performance, including a corporate policy that assumes and articulates the responsibility for social interest, core-business stakeholders and regulatory requirements; a sustainable product-service system (S.PSS) based on innovative interactions between the stakeholders in the value production system; relations between stakeholders that promote business sustainability through a dependable value chain characterized by a sense of collaboration and collective actions; and a business model for sustainability that combines economic with social and ecological value creation. These factors help a business establish a more strategic position in the value network, enabling it to capture more value.

Practical implications

Sustainable solutions are developed dynamically and collaboratively within an S.PPS. Managers need to focus not only on tangible products but also on intangible services designed and combined so that they are jointly capable of fulfilling customer’s needs and creating social and ecological value. Managers within the solution provider must develop business models for sustainability that are continually evolving to satisfy the interest in resource-efficiency by actors in civil society, business and government.

Originality/value

The research contributes to the existing literature by applying approaches involving corporate social responsibility (CSR) and strategic nets to the study of the implementation of an S.PSS. Sustainable initiatives and offers developed by an S.PSS are not isolated phenomena but result from collaboration in finding solutions among different actors linked in a strategic net. In this sense, companies need to adjust their business models for sustainability to generate positive economic, social and ecological value and gain credibility for their missions.

Abstract

Purpose

The global textile-fashion industry is resource inefficient thus requiring higher product-service systems (PSS) intervention. Further, insight of how PSS extends corporate responsibility is rather limited; knowledge of which may contribute towards increased PSS viability. The purpose of this paper is to explore how companies operating with used-clothing PSS extend their responsibilities through servitization.

Design/methodology/approach

An exploratory study of seven companies operating with various used-clothing PSS is conducted through semi-structured interviews and supplementary document studies.

Findings

Six dominant ways through which servitization drives responsibility in used-clothing PSS are identified. These are through: value-adding services, product leverage, collaborative partnership, information transparency, awareness and platform-enabled networking. Two trade-offs exist in terms of their focus on physical process or digitalization, and developed by honing core competency or collaborative partnership. Further three differentiating attributes underlie these mechanisms for: raising awareness and/or improving transparency, collaboration in value creation and/or in promoting consumption, and product ownership and/or leverage.

Research limitations/implications

A wide range of used-clothing PSS exists each in its own way extending responsibility. In-depth studies are required to investigate the relationship between servitization and extended responsibility for diverse PSS-types and on type of responsibilities they address.

Practical implications

By identifying the key mechanisms or ways and their underlying characteristics companies can identify new servitization forms and ways to extend their responsibility, identify best practices and establish viability beyond the traditional measures, e.g. financial.

Originality/value

So far no studies have investigated the role of servitization in PSS and how it extends corporate responsibility, especially in industries like textile-fashion, where both resource efficiency and responsibility is low.

Abstract

Purpose

The Public Sector Scorecard (PSS) is an integrated performance management framework incorporating strategy mapping, service improvement, and measurement and evaluation. It adapts and extends the balanced scorecard to suit the culture and values of the public and voluntary sectors. The purpose of this paper is to assess, with the aid of two case studies across organisational boundaries, how the PSS addresses a number of critical success factors for performance management and improvement in the public and third sectors.

Design/methodology/approach

The research takes a case study approach assessing the use of the PSS for the UK Ethnic Minority Employment Task Force, and for Sheffield Let’s Change4Life, a £10 million programme addressing obesity in children and families.

Findings

This paper concludes that the PSS is an effective framework to help organisations improve outcomes for service users and stakeholders without increasing overall cost, and develop measures of performance that help them improve and assure quality without motivating staff to achieve arbitrary targets at the expense of poor service to the public. Key to this is its emphasis on developing a performance management culture based on improvement, innovation and learning rather than a top-down blame culture.

Originality/value

There have been many research papers describing the problems and pitfalls of public sector performance management, but few which offer a solution. A particular innovation is how the theory of planned behaviour was integrated with a performance management framework for a behaviour change programme addressing childhood obesity.

Abstract

Purpose

The purpose of this paper is to investigate distinctive pathways for product-service system (PSS) development. Moreover, it investigates the contingent effect of the business ecosystem (BE) in terms of being provider-pushed or customer-pulled.

Design/methodology/approach

The study adopted a case-based research, performed in the Brazilian and Danish healthcare industries in order to explore the subject.

Findings

The results reveal that the capital available for investments influences the pathway. The customer-pulled PSS fast evolved to become result-oriented and connected to a complex resource-dependent network in the BE. The provider-pushed PSS showed a slow evolutionary pathway, limited to product-oriented offerings with low dependence among actors in the BE.

Originality/value

The research offers various managerial implications for PSS providers, policymakers and customers of the healthcare industry.

Abstract

Purpose

This research bridges disparate research on servitization, namely product–service systems (PSS) and integrated solutions (IS), to provide valuable insights for the progression of the field. It acts as a reconciliation of these research streams and offers a reconceptualised agenda incorporating recent research on platforms, ecosystems, modularity, risk and governance as key conceptual themes to synthesise and build theory.

Design/methodology/approach

This is a conceptual, theory development article focused on advancing thinking on servitization by identifying systematic and theoretically informed research themes. It also proposes future research opportunities to advance theoretical contributions and practical implications for servitization research.

Findings

By reviewing and synthesising extant PSS and IS research, this article identified five core themes – namely modularity, platforms, ecosystems, risks and governance. The importance of these five themes and their linkages to PSS and IS are examined and a theoretical framework with a future research agenda to advance servitization is proposed.

Originality/value

This paper considers the similarities and differences between PSS and IS in order to develop a theory and to reconcile formerly disparate research efforts by establishing linkages between core themes and identifying valuable synergies for scholars. The importance of the core themes and current gaps within and across these themes are shown, and a mid-range theory for servitization is positioned to bridge the servitization-related PSS and IS communities.

Abstract

Purpose

The purpose of this paper is to advance the understanding of product‐service systems (PSS). It uses a multiple method approach to analyse literature and cases and synthesise a framework for the understanding and investigation of PSS. It demonstrates the need to consider the “organisation” or network, of firms involved in defining, designing and delivering value through the PSS. This is conceptualised as a product‐service‐organisation (PSO).

Design/methodology/approach

The paper uses three complementary methodologies: a road‐mapping analysis, investigating industrial challenges for collaborating enterprises, a multidisciplinary literature review of PSS concepts and analysis of two cases.

Findings

The paper finds that value can be most effectively delivered by networks of collaborating firms, integrating the products and services they offer to create the value which customers seek. In short, creating value requires the simultaneous design of product, service and organisation – the PSO triangle.

Research limitations/implications

The paper offers a new classification of PSS related literature, drawing on a broad review of research in marketing, design and operations management related to service and PSS. The framework helps researchers understand the organisational challenges of PSS and provides suggested future research directions and questions.

Practical implications

The framework provides the foundations for a process to develop PSS. It highlights the organisational challenges and suggests that a systematic yet iterative process can be devised to create and deliver value. This means defining customer value which can be profitably delivered; designing the PSS to create this value and identifying the required capabilities; and finally creating and managing the network of partners responsible for delivering value.

Originality/value

The major contribution is a link between the emerging PSS literature and previous research on virtual enterprises and other types of organisational networks. The paper argues that PSS often creates the need to identify and access capabilities through a collaborative network. This is conceptualised in the PSO triangle.
