Abstract

Historically, library usage has increased during economic downturns. In the pre-Internet era, this meant increased usage of print materials and reference services. In the Internet era, however, the number of roles that public libraries can play in serving their communities has expanded greatly. This chapter provides insights into the ways in which American public libraries are using the Internet to meet patron, community, and government needs in this time of economic crisis. Drawing from the data and findings from the 2010–2011 Public Library Funding and Technology Access national survey, this chapter examines key issues at the intersection of public libraries, the Internet, and economic uncertainty and library/e-government partnerships that have resulted from the economic situation. In these difficult economic circumstances, US public libraries have been able to use the Internet to meet many vital patron and community needs, but they still face numerous economic difficulties in responding to these requests.

Abstract

Research into the library as place investigates the role of public library buildings as destinations, physical places where people go for various reasons ranging from making use of the library's resources and services or seeking to fulfill an information or reading need to less easily identified reasons that may include using the library's building as a place to make social or business contacts, to build or reinforce community or political ties, or to create or reinforce a personal identity. This study asks: How are one rural US public library system's newly constructed buildings functioning as places? The answer is derived from answers to sub-questions about adult library users, user, and staff perceptions of library use, and observed use of library facilities. The findings are contextualized using a framework built of theories from human geography, sociology, and information studies.

This case study replicates a mixed-methods case study conducted at the main public libraries in Toronto and Vancouver in the late1990s and first reproduced in Halifax, Nova Scotia in 2006. It tests methods used in large urban settings in a rural, small-town environment. This study also expands on its antecedents by using thematic analysis to determine which conceptualizations of the role of the public library as place are most relevant to the community under investigation.

The study relies on quantitative and qualitative data collected via surveys and interviews of adult library users, interviews of library public service staff members, structured observations of people using the libraries, and analysis of selected administrative documents. The five sets of data are triangulated to answer the research sub-questions.

Thematic analysis grounded in the conceptual framework finds that public realm theory best contextualizes the relationships that develop between library staff members and adult library users over time. The study finds that the libraries serve their communities as informational places and as familiarized locales rather than as third places, and that the libraries facilitate the generation of social capital for their users.

Abstract

Purpose

This paper aims to consider selected results from the Arts and Humanities Research Council (AHRC)-funded “Managing Access to the internet in Public Libraries” (MAIPLE) project, from 2012-2014. MAIPLE has explored the ways in which public library services manage use of the internet connections that they provide for the public. This included the how public library services balance their legal obligations and the needs of their communities in a public space and the ethical dilemmas that arise.

Design/methodology/approach

The researchers used a mixed-method approach involving a review of the literature, legal analysis, a questionnaire survey and case studies in five public library authorities.

Findings

UK public library services use a range of methods to regulate internet access. The research also confirms previous findings that filtering software is an ubiquitous tool for controlling access to and protecting library users from “inappropriate”, illegal and harmful internet content. There is a general, if sometimes reluctant, acceptance of filtering software as a practical tool by library staff, which seems to contrast with professional codes of ethics and attitudes in other countries. The research indicates that public library internet access will be a valued service for some time to come, but that some aspects of how public library services regulate internet access is currently managed can have socially undesirable consequences, including blocking legitimate sites and preventing users from accessing government services. Education could play a greater part in helping the general population to exercise judgement in selection of materials to view and use. This does not preclude implementing stricter controls to protect children, whilst allowing public libraries to continue providing a social good to those who are unable to otherwise participate in the digital age.

Research limitations/implications

The response to the survey was 39 per cent meaning that findings may not apply across the whole of the UK. The findings of this study are compared with and supplemented by other quantitative sources, but a strength of this study is the depth of understanding afforded by the use of case studies.

Originality/value

This paper provides both a quantitative and qualitative analysis of how internet access is managed in UK public libraries, including how library services fulfil their legal obligations and the ethical implications of how they balance their role in facilitating access to information with their perceived role as a safe and trusted environment for all members of their communities. The findings add to the international discussion on this issue and stimulate debate and policy making in the UK.

Purpose

Aims to investigate the impact of the internet on reference services in public libraries in England.

Design/methodology/approach

A literature review provides the policy context for UK public library services and highlights developments in digital reference. A questionnaire was administered in 2003 to a sample of the public library authorities in England, investigating the use of the internet for receiving or answering reference enquiries, the use of electronic reference sources, and the nature of public library web sites.

Findings

Thirty responses were received, representing a response rate of 60 per cent. All respondents used e‐mail to answer reference enquiries, but there was low use (and in some cases awareness) of other technologies. The librarians' attitude towards digital reference services, considering aspects such as improved access and increased efficiency, was predominantly positive. Some concerns were raised, such as the administration of public access computers. Patrons could access more electronic reference sources within the library than they could remotely. The majority of public libraries had web sites, most commonly offering access to the library catalogue and community databases. The results of this study are compared with two previous surveys.

Practical implications

The paper concludes by identifying the need for public library managers to assess the changing role of professionals and para‐professionals in delivering reference services, and to provide appropriate training. It also notes that despite the discussion of real‐time reference, asynchronous digital reference is still more common in England.

Originality/value

There has not been a survey of this type for English public library authorities. The sample represents 20 per cent of the target population.

Abstract

Purpose

This paper aims to draw together the evidence‐based advocacy experience of five national programs focused on developing public access information and communications technologies (ICT) via public libraries as grantees of the Bill & Melinda Gates Foundation's Global Libraries Initiative.

Design/methodology/approach

The authors describe a common approach to strategic advocacy and to impact planning and assessment. They then outline the experience of each program in using a range of evidence to help meet specific advocacy objectives. They give particular attention to how each program is using specific evidence to convince key players of the importance of public access ICT provided by public libraries in meeting the objectives of the key players.

Findings

This collective experience shows that when advocating at the national level, statistical data and empirical evidence can demonstrate that public libraries contribute to stakeholders' goals. Such data can include technology skills that users have gained as well as how users improve their businesses, become better educated, and access government services. Common denominators from the programs include a disproportionate positive impact achieved (or anticipated) in rural communities and on relatively disadvantaged groups such as older workers, old people and unemployed people.

Practical implications

Both the general approach to evidence‐based advocacy described and the specific messages about targeting advocacy efforts on key players and on the service users who are most likely to benefit from public access ICT are of potential value to anyone planning a national, regional or local advocacy program focused on public libraries and their services.

Social implications

As the paper deals with global library advocacy issues, and impact planning, it is hoped it is a step towards more measurable social impact for libraries.

Originality/value

This is the first full public report of the Global Libraries approach to evidence‐based advocacy as conducted in the five countries represented in the paper. It is part of a steadily growing body of knowledge being amassed by Global Libraries about effective provision of public access ICT via public libraries in a range of countries.

This multiple case study investigates the impact of technology on organizational change in public libraries. Over the past 12–15 years, public access computers (PACs) have been introduced into public libraries. Once these PACs were connected to the Internet, they attracted patrons who had not previously used public library services. The main themes around which this study was organized relate to the implementation of technology with facilities and services, city government, and people. The main research questions were following: (1) How has public library culture changed since the introduction of computers for patron use? (2) What adjustments were necessary to deal with the influx of computers and other technology in public libraries? (3) Have PACs changed the way the libraries are organized and how they are staffed? The findings of the study included how technology influenced changes in staffing in the public libraries. Each of the libraries has undergone a culture shift due to the introduction of technology. One of the shifts is the change of the reference desk from general reference to the addition of a help desk with reference responsibilities. Another concern of the directors was constantly funding the upgrades necessary for software and hardware that technology requires. As not all of the directors have supportive city government, this can be problematic. Finally, the facilities where the public libraries were housed had undergone changes either through renovations or through new buildings to accommodate technology and the infrastructure needed to support it.

Abstract

Purpose

The purpose of this paper is to review current knowledge, research and thinking about the difficulties facing public libraries offering internet access to their users in ensuring legally compliant and non-offensive use of this facility whilst still adhering to the professional value of freedom of access to information.

Design/methodology/approach

A range of recently published sources (1997-2013) relating to the technical and organisational measures used to manage public internet access primarily in public libraries in the UK with some limited international examples were reviewed and analysed. This work was undertaken as the underpinning research for an AHRC-funded project, MAIPLE (Managing Access to the internet in Public Libraries).

Findings

The provision of public internet access is a well-established component of the role of public libraries, but is seen as a potential problem due to the possibility of misuse, and it appears that simplistic technical solutions have disappointed. Legislation increases the need for more effective solutions that can provide a balance between the need for legal compliance, a welcoming environment for users, and the protection of key freedoms. A range of measures are being adopted worldwide in response to this dilemma.

Originality/value

Research exploring internet access in public libraries and its management in the UK is numerically small and much of it dates back to the start of the twenty-first century. This review presents a comprehensive analysis of the available literature and is of relevance to practitioners and academics in the fields of public librarianship.

Abstract

Provision of public Internet access has been viewed by governments as a key step towards encouraging uptake among people who do not have access to information communication technologies, and as an important means of building an equitable information society. The Victorian Public Library network has led Australia in providing this access, at no small cost. However, little substantial data is available about the users of this public access, little is known of what they use the access for, nor how well it meets their needs. Through a wide‐scale survey, and through focus groups this study explores the demographic characteristics of public library public access Internet users, the extent to which public access Internet provision meets the needs of those users, and users' planned/future use of public access Internet. The role of public access and the policy implications of this data are discussed.

Abstract

Purpose

The purpose of this paper is to examine the way that Scottish public library authorities are implementing filtering software as a public access internet management tool. The aim of the study is to determine the extent to which filtering systems are used as a public access internet management tool and to examine the nature of this implementation. This constitutes an analysis of the actual policies and procedures in place within each library authority to manage public access to the internet.

Design/methodology/approach

The paper utilizes a literature review and an analysis of data supplied by the public library services. The data required was gathered through Freedom of Information requests sent to all Scottish public library authorities.

Findings

A total of 31 of the 32 public library services operating within the 32 Scottish local authorities utilized some form of filtering software to control internet access. The main justifications cited for this were to prevent access to illegal or inappropriate materials; however it was found that in the majority of cases the decision to implement the software was not made by the management of the library but external IT staff. This raises major issues related to the historical role of the librarian as selector of content for their community.

Research limitations/implications

The paper presents results from a subset of local authorities in the UK, thus cannot claim to be anything more than indicative of the geographic sample.

Practical implications

The findings can help inform the rationale utilized by public library services in implementing filtering policies.

Originality/value

This paper is the only paper to directly address the issue of internet filtering in all public libraries in Scotland.
