Abstract

Low cost financing in establishing economical development is very important. At this point, financial intermediaries provide great contributions to economic development by eliminating asymetrical information problem between lender and borrower. It is possible to see capital market in anglo‐saxon countries and banking system in Europe and Japan mostly from historical dimension. However, long term financing is done through capital market in most developed countries at present. It is a common characteristic in countries such as Turkey, Chile and Mexico whose economies are financed by banking system. Singh and Weisse (1998), suggests that it is because of late industrialisation 1. Developing countries are generally those where there is less capital. Therefore attracting both internal and external savings into the banking system (for these countries) is very important from economical development point. At this point, powerful banks are preferred by the investors. Because the possibilty of failure is low (for these banks) 2. The most important factor that effects banks risk structure is public’s role. Because public can effect banks risk structure both at macro and micro level. Public’s influence on bank’s risk structure at macro economic level is due to general economical structure. If the general economic structure has high volatility and is away from consistency, this situation will increase the risk for banking sector. On the other hand, fiscal dominance is one of the main problems especially in developing countries. Fiscal dominance caused by lack of enough public revenue affects banking sector negatively. Thus, a goverment which can not prepare the macro economic environment where banks can function at high productivity will increase banks’ risks. In addition, banks require strict regulations and controlling as its structure is open to fraud. That these regulations are ignored or not prepared will lead to risk accumulation in the sector. It becomes a social responsibility of the state to take necessary cautions as these kinds of issues change a large cost on the society. Within this framework, the aim of our study is to examine public’s role on fragilities in banking sector. These examinations will be conducted for Turkey which experienced a collapse in banking sector in the recent period. In the first and second part of our study, public’s influence on the sector at macro and micro level will be examined. Experiences gained through Turkey example will be presented in the conclusion.

Abstract

Purpose

This study aims to propose a model of publics' ethical activism, testing the role of emotional outrage in an extended framework of the previously established STOPS model. Thus, this study aims to investigate (1) how ethical perception of a social issue affects situational motivation that leads to participation in public activism, and (2) how emotional outrage plays a role in mediating between situational motivation and activism behaviors.

Design/methodology/approach

The study aims at investigating the mediating role of emotional outrage between situational motivation and activism behaviors, which have not been investigated thoroughly in public relations research. By conducting a national survey with 386 people (N = 386) living in Australia, the study's suggestive model was tested in the context of two ethical issues (e.g. climate change and anti-racism). This study found that people who perceive an ethical issue are likely to be motivated to participate in activism behaviors. Specifically, three situational perceptions (i.e. problem recognition, constraint recognition and involvement recognition) were found to be significant factors affecting situational motivation (SM) in problem solving. A high level of emotional outrage was found to play a mediating role between SM and consequential ethical activism behaviors. The more people feel outraged about an ethical issue, the more likely they will engage in punitive behavior. This study contributes to the theoretical development of public relations by illuminating how situational perceptions lead to emotional outrage that promotes behavioral intentions in an ethical context. This study also suggests that a practitioner should be sought to manage the levels of perceptual factors when setting up a communication plan in response to an ethical public crisis.

Findings

This study found that people who perceive an ethical issue are likely to be motivated to participate in activism behaviors. Specifically, three situational perceptions (i.e. problem recognition, constraint recognition and involvement recognition) were found to be significant factors affecting situational motivation (SM) in problem solving. A high level of emotional outrage was found to play a mediating role between SM and consequential ethical activism behaviors. The more people feel outraged about an ethical issue, the more likely they will engage in punitive behavior.

Research limitations/implications

This study substantiates how three perceptual antecedents may conjointly affect situational motivation. Also, the findings in this study also contribute to theoretical development in predicting ethical activism intentions. Another contribution of this study is to demonstrate the mediating role of emotional outrage between situational motivation and ethical activism. The authors strived to explore individuals' perceptions and its impact on intention to boycott against ethical problematic social issues. It should be considered that this study used a hypothetical and manipulated situation where respondents are exposed to the visual stimuli that focus on the moral problems that those specific issues have raised.

Practical implications

First, as problem recognition plays a prime mover role in the overall problem-solving process in an ethical context, organizations should reduce individual's ethical problem recognition. When setting up a communication plan, an organization should showcase their positive role in addressing the ethical problems (e.g. to show Adani's commitment to indigenous people and efforts to protect the environment). The response strategy should be effective enough to create an “ethical dilemma,” which refers to a situation in which one has a difficult choice to make between two ethical options.

Originality/value

This study contributes to theoretical development of public relations by illuminating how situational perceptions lead to emotional outrage that promotes behavioral intentions in an ethical context. This study also suggests that a practitioner should be sought to manage the levels of perceptual factors when setting up a communication plan in response to an ethical public crisis.

Purpose

Public health authorities have long regarded schools as important sites for improving children and young people’s health. In Australia, and elsewhere, lessons on health have been an integral component of public health’s strategy mix. Historical accounts of schools’ involvement in public health lack discussion of the role of health education curriculum. The purpose of this paper is to redress this silence and illustrate the ways health education functioned as a key governmental apparatus in Victoria in the 1980s.

Design/methodology/approach

The paper draws on governmentality studies to consider the explicit governmental role of official health education curriculum in the 1980s in Victoria, Australia. The authors conduct a discourse analysis of the three official curriculum texts that were released during this period to consider the main governmental rationalities and techniques that were assembled together by curriculum writers.

Findings

School health education functions as a key governmental apparatus of governmentality. One of its major functions is to provide opportunities to responsibilise young people with an aim to ensure that that they can perform their duty to be well. The authors demonstrate the central role of policy events in the 1970s and how they contributed to conditions of possibility that shaped versions of health education throughout the 1980s and beyond. Despite challenges posed by the critical turn in health education in the late 1980s, the governmental forces that shape health education are strong and have remained difficult to displace.

Originality/value

Many public health and schooling histories fail to take into account insights from the history of education and curriculum studies. The authors argue that in order to grasp the complexities of school health education, we need to consider insights afforded by curriculum histories. Historical insights can provide us with an understanding of the changing approaches to governing health in schools.

Abstract

Purpose

This paper aims to identify how the news media cover organizational crisis responsibility and crisis response strategies and, if at all, how they differ by crisis types.

Design/methodology/approach

The approach takes the form of a content analysis of level of responsibility (individual versus organizational level) and organizational response strategies in news coverage of major crisis events during 2006 in three newspapers.

Findings

Significant differences were found between preventable crises and accidental crises: most preventable crises news coverage focused more on the individual level of responsibility, while accidental crises news used the organizational level of responsibility. The significant differences of organizational response strategies indicated that preventable crises news coverage frequently reported denial strategies, while accidental crisis news covered deal with strategies more.

Research limitations/implications

The study is limited to the samples of the three newspapers and the period 2006.

Practical implications

This study suggests that crisis managers should always check the crisis news coverage, and media bias and orientation, and try to have good relations with the media to deliver the right message to the public during a crisis.

Originality/value

Despite the importance of the media's role in the public's perception of crisis responsibility, there is a lack of systematic analysis of level of crisis responsibility.

Abstract

Purpose

The purpose of this paper is to explore the formation mechanism of the host country people's coping behavior regarding the construction of transnational railways to help engineering managers and decision makers improve their risk management and lead to sustainable transnational railway construction projects.

Design/methodology/approach

This paper adopted the grounded theory methodology to analyze the news stories reported by “Belt and Road Portal” and “The New York Times” about eight transnational railways. They were China–Kyrgyzstan–Uzbekistan (Central Asia), Mecca-to-Medina (West Asia), Hungarian–Serbia (Europe), China–Nepal (South Asia), Bi-Oceanic (South America), Mombasa–Nairobi (Africa), China–Laos (Southeast Asia) and Panama railways (North America). The keywords for news search were the names of each railway. After eliminating the problem sentences with semantic repetition and ambiguity, 2,631 effective sentences were formed to screen the information and code. The process included open, axial and selective coding.

Findings

It was concluded that the core structure of the formation mechanism was “situation,” “influence factor,” “cognition” and “coping behavior.” The country-of-origin image has served as an adjustment function in the analysis for the host country people. Governance strategies were suggested focusing on risk prevention, risk mitigation and risk response according to social risk management.

Research limitations/implications

The rise of transnational railway construction is encouraged by the process of globalization. But during the long construction period, the host country people's coping behavior would develop into social conflicts and mass incidents, becoming a significant obstacle to construction objectives. Thus, studying the formation mechanism of public coping behaviors can better take measures to prevent social risks.

Originality/value

The contributions of this research are three aspects: first, a formation mechanism of the host country people's coping behavior based on grounded theory is presented. Second, the country-of-origin image is found to be a factor that cannot be ignored in a transnational context. The formation mechanism of public coping behaviors is improved compared to risk management in the domestic situation. Finally, the host country people pay more attention to the motivations of country-of-origin's controlling interests and their own emotions compared with internal stakeholders.

Abstract

Purpose

This paper examines the empirical research on police reassurance following a collective trauma event (CTE).

Design/methodology/approach

Using a scoping review methodology, this paper sought to establish the extent, range and nature of published literature on policing responses to collective traumatic events, and to identify key features of this form of direct practice. Included papers needed to focus on police responses oeassurance with the public related to events (pre-or post) that could be regarded as collective trauma events by nature or scale. Searches were conducted using the Web of Science, SCOPUS and PsychINFO databases for literature published between January 2000 and December 2019.

Findings

Fourteen articles met the inclusion criteria. The key themes identified: (1) measuring the impact of reassurance and community policing; (2) community attitudes to policing and social disorder/critical events; (3) police workforce responses to traumatic events; and (4) interventions to support police to respond to their community.

Research limitations/implications

Future research needs to examine the elements that create a robust organisational infrastructure that can withstand the demands of policing in ordinary and extraordinary times. Fundamental to the studies in this review is the relationship between the police agencies and the community. The nature of this relationship and how it can be strengthened to ameliorate the negative impact of CTEs in communities needs further exploration.

Originality/value

This paper provides important findings that can inform future reassurance policing practice and research.

Purpose

The purpose of this paper is to examine multinational corporations’ (MNCs) response strategy in social media to effectively communicate their international CSR practices.

Design/methodology/approach

An experiment was conducted by adopting a case of an MNC’s globalized CSR campaign in United Arab Emirates. The interaction effects of corporate communication strategy and company’s response sidedness were examined as well as a mediating role of the perceived altruism.

Findings

The current study suggests how two-sided response strategy can be applied and benefits MNCs’ international CSR campaigns. The findings demonstrate that a company’s two-sided response helps to increase people’s attitude toward the company and word-of-mouth intention through enhanced perceived altruism when the company has no prior CSR experience in a host country.

Practical implications

The current study provides insights on how to respond to negative publicity in social media. MNCs are suggested to use different response strategies based on their prior CSR experience in a host country.

Originality/value

The success of CSR depends on how consumers take the message and perceive a company’s motive of CSR. The current study examines how to best respond to the consumers’ criticism by utilizing message sidedness strategies depending on the company’s presence of CSR.

Abstract

Purpose

The purpose of this paper is to study major influencing factors on public satisfaction with regard to information disclosure amid typhoon disasters. Internal latent variables, including disaster information quality, information disclosure channels and disaster perception levels, significantly affected the degree of public satisfaction, which was key factors in determining account consumer satisfaction.

Design/methodology/approach

By conducting the questionnaire survey in typhoon-prone areas, 326 copies of the questionnaire about public satisfaction towards government information disclosure about typhoon were collected. An exponential model of satisfaction about information disclosure amid typhoon disasters was constructed and analyzed through the selection of latent variables, the hypotheses of the structural relationship and the establishment of measurable variables.

Findings

Disaster information quality, disaster information disclosure channels and disaster perception levels were all positively correlated with the dimensions of information performance perception dimensions. Public expectations also made positive contributions to public satisfaction. These findings strongly support the hypothesis that public satisfaction affects the government image and public trust.

Originality/value

With the Leizhou Peninsula, China attacked by the typhoon disasters as an example, the SEM was adopted to simulate the routes and its feasibility and scientificity were validated. It is valuable to build and analyze an evaluation model based on a structural equation model underlying the public satisfaction towards information disclosure amid typhoon disasters.

Busan (Pusan), Korea’s second largest city (population 3.6 million) and fifth busiest port in the world, is experiencing rapidly increasing trade, global connections, events, and resulting infrastructural projects. What should Busan do to better handle the social, political, and economic complexities brought by these changes?

To answer this question, this paper explores the relationship of globalization and culture, as treated by cultural anthropology. It also considers how the tools of applied social science and anthropology can be mobilized to help Busan and the southeast region of Korea deal with these challenges.

After introducing anthropological treatments of culture, globalization and global problems, I discuss how applied social science/anthropology is used in international business/trade, tourism, and transport/logistics, especially the third area. To show how applied social science can help transportation and logistics projects in Busan and Korea, I present lessons from case studies and examples in Denver, Colorado Springs, Chuuk (Truk, South Pacific), and Korea.

Applied social science and applied anthropology present a wealth of helpful methods and insights to help Busan and Korea improve planning, public participation, political, social and environmental issues in transport and logistics projects, and to help prevent ethical and budgetary lapses. Finally, I offer suggestions for initial training programs and future studies to help expedite these goals.

Abstract

Purpose

This study aims to investigate the role of regional environmental transparency on corporate environmental disclosure.

Design/methodology/approach

This study uses the introduction of a nationwide automated air pollution monitoring network in China as a quasi-natural experiment and employs regression analysis. Robustness checks, including parallel trend test and placebo test, are performed to test the robustness of the results.

Findings

Sharing air pollution data with the public can improve corporate environmental disclosure. Firms with poorer environmental, social and governance (ESG) performance prefer to disclose less informative information after the automated network is implemented compared with firms with better ESG performance. The relationship between information sharing and corporate environmental transparency is more pronounced when local air pollution is severer, firms face stronger investor scrutiny and firms are from heavily polluting industries. The mechanism tests suggest the automated system can draw public environmental attention and improve governments’ aspiration for environmental governance. Finally, corporate environmental disclosure can reduce stock price crash risk and cost of equity.

Practical implications

Real-time pollution data reporting is an important solution to raising public environmental awareness and then enhancing the effectiveness of pollution control.

Social implications

This study has implications for policy-making regarding environmental governance and environmental disclosure.

Originality/value

This study confirms that pollution information transparency can motivate firms to increase environmental disclosure.
