Abstract

Purpose

Compared with the private sector, the public sector's procurement process differs in several respects. The purpose of this paper is to analyze the possibility for mutual learning and the value between the public and private sectors and also to identify both drivers and barriers for benchmarks between the two sectors.

Design/methodology/approach

The paper is based on in‐depth literature reviews of comparisons between private and public procurements. The paper is, furthermore, derived from two case studies: one in a chain perspective and another that concerns publicprivate innovation.

Findings

Extant literature contains limited contributions that compare public procurement practice with private purchasing practice. Using tendering to regulate procurement is troublesome and may hamper the possibility to learn and gain value measured on a broader scale. Wider collaboration may provide more possibilities to learn and gain value.

Research limitations/implications

The empirical part of the paper rests on two case studies. The procurement process of a single item has been studied as have new cooperation modes between the public and private sectors.

Practical implications

The paper provides supply chain management (staff) input as to examples in which comparisons of procurement and purchasing processes might add value. The paper argues that both sectors can learn from each other.

Originality/value

This paper is the first report about an in‐depth literature review of comparisons of public procurement with private purchase, and it is the first to empirically analyze a chain of relations from privateprivate to privatepublic. It further addresses new ways to perceive the EU Directive of public tendering.

Abstract

Purpose

The purpose of this paper is to reduce the research gap in private sector participation in the Danish and German health systems, where empirical evidence is still very scarce compared with the impressive accumulation of similar literature in Anglo-Saxon countries.

Design/methodology/approach

Based on the findings of two case studies – one Danish and the other, a German hospital – the paper assesses the future potential of different private sector participation strategies in health care.

Findings

The assessment is that low-level private sector participation approaches such as outsourcing and concession models remain limited and specialised financing instruments for health care in Denmark and Germany due to legal restrictions and lesser importance being placed on operational financial savings and improved management than on achieving strategic goals. Furthermore, existing approaches do not necessarily prepare the ground for public-private partnerships.

Research limitations/implications

To date, longitudinal studies of private sector participation in health care are almost non-existent for continental Europe, yet critical for the assessment of the outcomes of long-term projects of ten to 40 years' duration. In addition, there is still a need for more international comparisons, especially for studies comparing more than two countries.

Originality/value

Case studies about private sector participation in health care with transnational European or international comparisons are very scarce. The paper, which compares two cases of a Danish and a German hospital, is therefore a contribution to reducing a relevant research gap. To date, private sector participation in the German health system, in particular, has rarely been discussed in international journal publications.

Abstract

Purpose

The purpose of this paper is to examine and compare the differential impacts of job satisfaction (JS), trust (T), and perceived organizational performance (POP) on turnover intention (TI) in public and private sector organizations.

Design/methodology/approach

Draws on a sample of 311 employees from the service sector (129 public and 182 private) in the United Arab Emirates’ (UAE). The main concepts utilized in the study are borrowed from previous research and further tested for validity and reliability. Four main hypotheses are explored.

Findings

In support of previous research, statistical analysis (t-test) revealed that public sector employees tend to be more satisfied, more trusting, and have less intention to leave their organization. Regression analysis revealed that public sector employees’ TI are most significantly affected by their perceptions of the performance of their organization, with JS, work experience (WE) and education (Ed) also having significant effects. In contrast, private sector employees’ TI was most significantly affected by JS and feelings of trust (T).

Research limitations/implications

Although very useful, the present study is limited in scope and therefore suffers from some limitations. The sample only includes employees from UAE organizations operating in education, some government institutions and the financial sector. Future research might consider including employees the health sector and other public organizations such as the immigration/police departments which play important strategic roles in the UAE economy. Also, future research might consider extending the scope of the study to include institutions in similar neighboring countries in the region, such as Qatar and Kuwait.

Practical implications

The findings of this study points to the relative importance of trust, JS and perceived organizational performance in affecting TI in public and private sectors. These can be considered as indicators to assist managers in these sectors to better manage/minimize TIs. In particular, the findings indicate that managers in general (and UAE public sector managers in particular) need to monitor and better manage not only their employees’ JS but also perceptions of the overall performance of the organization.

Originality/value

While research on the influence of JS on TI in both of these sectors has been abundant over the years, studies examining the impact of trust and perceptions of organizational performance remain few and are largely lacking. Also, studies on turnover in the UAE (and particularly those comparing public and private sectors) remain largely lacking. This study and its findings fill this gap and provide some insights on the differential impact of trust, JS and perceived organizational performance on employee TIs in public-private sectors, particularly in the UAE context.

Abstract

Purpose

The purpose of this paper is to compare service outsourcing decisions between public and private organizations and against a theoretical decision-making framework to both understand differences across the sectors and to provide an outsourcing framework more suitable specifically for outsourcing (and for the public sector).

Design/methodology/approach

Multiple case studies, i.e. a study of phenomena (here outsourcing process) at various sites is used as an approach.

Findings

Findings indicate that public sector organizations are trailing behind private sector organizations in how the decision-making process is conducted and resourced. The authors suggest regular evaluation of service functions internally as a starting point for the outsourcing service decision-making process. Additionally, the market analysis should be done prior to cost analysis and benchmarking as the availability of suppliers more qualified than the internal process defines the make or buy decision.

Research limitations/implications

The newly developed framework based on empirical evidence includes the following phases: regular evaluation of service functions, market analysis, cost analysis and benchmarking and evaluating relevant service activities. Applying the framework improves the efficient delivery of outsourced public services and brings public sector outsourcing closer to the professionalism currently present in the private sector.

Originality/value

Choosing between in-house and outsourced service delivery is a fundamental decision in both private and public sector organizations. Previous outsourcing research has mostly focused on the private sector, with limited focus on the public sector’s outsourcing processes, yet understanding of the service outsourcing process is important in ensuring organizational competitiveness and cost efficiency.

Abstract

Purpose

In the past few years, the publicprivate partnership (PPP) model has become increasingly popular in the infrastructure projects of developing countries, especially in the power sector. The purpose of this study is to ascertain the motivations for engaging in PPP power projects in Ghana by comparing the public and private sectors.

Design/methodology/approach

Questionnaires were used to elicit responses from respondents using a two-round Delphi survey. Mean score ranking was used to rank the motivation factors, while reliability analysis was conducted using Cronbach alpha coefficient, and level of agreement was tested using Kendall’s concordance. One-sample t-test assessed the relative significance of these motivation factors.

Findings

For the public sector, the topmost motivations were achieving improved value for money; access to additional capital; increased certainty of projects; greater efficiency of project delivery services; and improved ability to deliver new infrastructure. For the private sector, the topmost motivations were obtaining of investment support; improvement in private sector’s international image; synergy with public sector; sharing of risks; and gaining of profits.

Practical implications

The findings of this study will lead to increased knowledge on the motivation factors for the public and private sectors engaging in PPP power projects in Ghana.

Originality/value

The output of this research contributes to the checklist of motivation factors for engaging in PPP power projects and contributes to the development of PPP practice.

Abstract

Purpose

This study aims to focus on the factors influencing project cost at US public universities and compares them to similar projects in the US private sector. It also presents an analysis of the potential reasons for the difference or similarities in the two sectors.

Design/methodology/approach

This study utilized an exploratory, comparative case study methodology performed on a small sample of public university projects and two sources of private sector cost data.

Findings

The results infer that most of the US public projects have comparable costs to that of their US private sector counterparts. The cost data from the university projects were further examined to explore if there were any possible relationships between the types of delivery methods used, sustainability certifications achieved and two project performance indexes – cost and duration.

Research limitations/implications

A more thorough analysis with a larger dataset is required to make generalizable conclusions. However, the process used in this study does provide a good overview of how facility managers could organize their own cost comparison study to evaluate their project expenditures.

Practical implications

This research provides a starting point for future research into the topic of US public sector project costs when compared to US private sector counterparts and the impact of delivery system and sustainability on cost of US public sector projects.

Originality/value

Research on this topic is scant; as such, this paper provides a starting point for future research and offers insights into the potential impacts of project delivery method and choice of following a sustainability certification option.

Abstract

Compensation systems serve a critical role in strategic human resources management, and over the past twenty-five years, there have been an increasing number of public sector reform efforts aimed at better aligning compensation practices with institutional workforce needs. While many past reforms have been performance driven, the nationʼs most recent economic downturn has served as potent catalyst for a renewed focus on public sector compensation, particularly reforms to public sector retirement benefits. However, given the traditional importance of public sector retirement benefits within broader bureaucratic structures, these new reforms hold the potential to substantially alter human capital capacity in the public sector. Using wage and retirement benefit data from the U.S. Census Bureauʼs Current Population Survey and National Compensation Survey, this paper finds that state and local governments face significant threats to their long-term human capital capacity in light of potential benefit reforms that place a disproportionate emphasis upon competitive wage rates.

Abstract

Compares Latin American graduate students in management with work experience in government and business. Explores similarities and differences in work‐related incentives between public and private sector groups. Finds that while administrative reforms in developing countries may assume differences in the importance of job security across the two sectors and neglect the possibility of a national or community service orientation, these assumptions are not supported by this study. Discovers that although the two groups showed no difference in the importance of salary, financial incentives related to performance were significantly more important to private sector respondents as a reason to stay in the sector. Finds differences between the groups on public service motivation, an issue not previously explored in this region. Claims these findings have important implications for Civil Service reform and development of incentive systems for privatization strategies.

Abstract

Purpose

This paper sets out to evaluate the potential of financial performance benchmarking as an expenditure control tool for a national pathology service comprising both public and private service providers.

Design/methodology/approach

Primary data were provided by direct consultation with a wide range of stakeholders, whose experience and perspectives were sought primarily through informal face‐to‐face interviews. The authors analyse these informant contributions alongside official reports and the published literature on dual publicprivate health service provision.

Findings

Informants identified potential advantages and pitfalls in comparative pathology benchmarking for expenditure control. They also identified some significant negative implications for health service quality and suggested related compromises. Often misunderstood cost benchmarking issues are clarified in the paper.

Research limitations/implications

Several areas of importance for further investigation are suggested.

Practical implications

The paper concludes that appropriate performance benchmarking can be applied to New Zealand pathology services as a useful service rationalisation tool and a realistic price‐signalling device, provided that certain safeguards on health service quality are in place.

Originality/value

General issues complicating financial performance benchmarking across sectors in a mixed economy for health service provision are identified for the guidance of researchers, decision‐makers and planners.

Evidence suggests that international comparison has become a ubiquitous component of educational innovation and entrepreneurship in spite of significant variation among educational contexts worldwide. This chapter provides an overview of educational innovation and public sector entrepreneurship from an internationally comparative perspective. The influence that the global shift from natural resource and industry-based economies to knowledge-based economies has had on the development of educational innovation and entrepreneurship is explained. Several examples of educational innovation and education-oriented public sector entrepreneurship highlight the discussion, which concludes with an examination of specific knowledge society issues related to educational entrepreneurship and its reciprocal effect on innovation.
