Abstract

Research has demonstrated that ethical leadership helps to limit subordinates' workplace deviance. In this chapter, we draw on social cognitive theory of moral thought and action to further understand why ethical leadership has a preventing impact on workplace deviance. We propose that the key mechanism between ethical leadership and deviance is moral disengagement, which refers to the process of making unethical behavior morally or socially acceptable. Specifically, subordinates learn cognitively and emotionally from ethical leaders to minimize the adoption of moral disengagement. When they decrease the use of moral disengagement, subordinates are less likely to display deviant behavior.

Abstract

This study argues that the literature on public‐private distinction has failed to distinguish among different types of organizational culture found in the public sector, while recognizing other important differences. Drawing upon a distinctive bureaucratic culture in South Korea, this study seeks to examine Korean public and private managers' perceptual and attitudinal differences associated with their levels of organizational commitment. Influenced by Confucian values and experience with past military regimes, Korean public managers score higher on their perceived job prestige and perceived centralization than do their counterparts in the private sector. No significant differences are found in the dimensions of commitment to stay, job satisfaction, and perceived inequity between the two sectors. This study also reveals that one of the powerful antecedents of organizational commitment in the Korean public sector is the job prestige perceived by public managers. Finally, implications are discussed.

Abstract

Purpose

The purpose of this study is to examine the relationship between the participation in commercially- and socially-oriented Academics' Societal Engagement (ASE) activities, partnership choices, and funding preferences of academics working in public and private universities from Chile and Turkey. Chile represents a private-dominant higher education system (HES), while Turkey is public-dominant. This article presents the results of an international survey, the Academic Profession in Knowledge-based Society (APIKS), applied to academics from over 20 countries, including Chile and Turkey.

Design/methodology/approach

Through a quantitative analysis the authors analyse how the dominant institutional type influences ASE activities, partnership choices, and funding preferences.

Findings

Results from the analysis show that being part of a public or private university does not solely explain the activity type that academics engage with. Moreover, the rate of Chilean academics participating in ASE activities is more than twice that of Turkish academics regardless of the public-private distinction.

Research limitations/implications

Further research about the academic life and ASE activities using a qualitative approach can complement this study. Applying further in-depth interviews to obtain more information from external partners can provide different perspectives and help to better understand the ASE activities. Additional analysis could compare external activities by higher education institution (HEI) type regarding vocational/technical centres since the Chilean and Turkish private HEIs included in this study received a mix of public-private funds and are considered not-for-profit, so extending this research to include for-profit private HEIs may be worthwhile for additional comparison.

Practical implications

More support and funding for the development of commercially-oriented ASE activities is recommended for Chile and Turkey's HES. In Turkey, a law-update in 2017 facilitates the establishment of technology transfer offices (TTOs) as companies within universities (Author, 2019). Though it is too early to know its effects, a positive contribution is anticipated. Centred Chile's private dominant HES, it would be appropriate for this type of system to also create different support structures to incentivise socially-oriented external activities and partnership opportunities. As done in other universities, the establishment of a community engagement office may provide professional guidance for partnership creations. Regardless of a country's HE public/private dominance, diverse sources of funding and support mechanisms can also be created to strengthen organisational and financial autonomy facilitating academics' participation in ASE activities. For example, universities can develop institutional policies to support academic establishment, lead or join in administration of non-governmental organisations, or form institutional media to deliver academics' viewpoints of social issues to the larger and non-academic audience. University managers should also empower the connection between academics and industry and business sector through different organisational structures such as Research Office, Science Park Incubators, Career Centre, while guiding and financially supporting academics' research commercialisation by their TTO experience and sources.

Originality/value

The literature has studied the public-private higher education distinction in vast aspects, however, no empirical studies have explored it concerning ASE. Chile and Turkey propose interesting cases since they represent opposite ends considering the public-private predominance of higher education systems. Turkey exhibits a heavy public predominance, whereas Chile has a significantly strong private system.

Abstract

Purpose

An examination of the commonalities and differences between performance management practices in the public and private sector.

Methodology/approach

A literature review of 100 publications in international academic journals over the last 20 years.

Findings

The chapter develops a framework which links the dimensions of the public/private-distinction (ownership, funding, control and type of goals) to the design and use of performance management systems (PMS). This framework subsequently informs a literature review, which can be summarised as follows: Multi-dimensionality of the PMS is core in both public and private sector organisations, but quite many private sector papers point to a financial focus at the top of the PMS, while public sector organisations show a broad variety of performance indicators, including those on societally relevant goals. In addition, a link between the PMS and strategies can be found in the public and the private sector, but the match between different strategies and PMS design is more elaborated in the private sector. These findings are largely in accordance with our expectations. The review also finds support for the assumption that performance information in public sector organisations is primarily used for external accountability reasons, while internal managerial control is the main purpose in private firms. The use of performance information is quite intensive and mostly functional in both sectors, which does not meet our expectations. Overall, the differences between performance management practices in the public and private sector are less stringent than expected.

Research limitations

Due to limited evidence about the importance of performance-related pay systems and no evidence about targeting in both sectors, a more focused literature review on these issues would be desirable.

Practical implications

Mutual learning between both sectors, for example the public sector can learn from the private sector on how to link strategy to the PMS and the private sector can learn from the public sector about serving a multitude of stakeholders in the PMS.

Originality/value

A comprehensive review of performance management practices in the public and private sector.

Abstract

Charitable Choice Policy, the heart of President Bush’s Faith‐Based Initiative, is the direct government funding of religious organizations for the purpose of carrying out government programs. The Bush presidential administration has called for the application of Charitable Choice Policy to all kinds of social services. Advocates for child‐abuse victims contend that the Bush Charitable Choice Policy would further dismantle essential social services provided to abused children. Others have argued Charitable Choice Policy is unconstitutional because it crosses the boundary separating church and state. Rather than drastically altering the US social‐policy landscape, this paper demonstrates that the Bush Charitable Choice Policy already is in place for childabuse services across many of the fifty states. One reason this phenomenon is ignored is due to the reliance on the public‐private dichotomy for studying social policies and services. This paper contends that relying on the public‐private dichotomy leads researchers to overlook important configurations of actors and institutions that provide services to abused children. It offers an alternate framework to the public‐private dichotomy useful for the analysis of social policy in general and, in particular, Charitable Choice Policy affecting services to abused children. Employing a new methodological approach, fuzzy‐sets analysis, demonstrates the degree to which social services for abused children match ideal types. It suggests relationships between religious organizations and governments are essential to the provision of services to abused children in the United States. Given the direction in which the Bush Charitable Choice Policy will push social‐policy programs, scholars should ask whether abused children will be placed in circumstances that other social groups will not and why.

Abstract

Argues that conceptually, privatization entails changing organizational status from public to private and from a monopoly to a competitive situation. In practice, the outcome may be different. Many privatized utilities conform to neither the traditional notion of the public nor the private enterprise. The broad dichotomy of the public‐private model of enterprise classification no longer provides an adequate insight to the workings of organizations in today’s environment. The new challenges emanating from the increasingly complex nature of modern environment require a new philosophy of organizational classification ‐ a reconceptualization of conventional paradigms. Based on the UK’s privatization experience, offers a framework for identifying and delineating the boundaries of an emergent organizational type ‐ the national enterprise. It is suggested that a clear articulation of the national enterprise concept might be useful to governmental strategists in planning the process of transforming state‐owned enterprises.

Abstract

This chapter is about the production, diffusion and use of knowledge seen in an economic perspective. Fundamental distinctions between tacit and explicit knowledge and between know-how, know-why, know-what and know-who are related to distinctions between public/private and local/global knowledge. It is argued that the idea of the economy as being knowledge based is misleading and that we have moved into a learning economy where interactive learning is a key to economic performance of firms, regions and nations. This is one reason why a narrow economic perspective is insufficient. When it comes to understand industrial dynamics in the learning economy it is necessary to bring in other disciplines than economics in the analysis.

Abstract

Purpose

Concomitant with the trend towards specialisation in UK accountancy and the rise of relatively separate formal spheres of professional work along formal specialisms such as tax, audit and management consultancy, women entered the profession in unprecedented numbers, but not evenly distributed across those specialisms. This paper aims to draw on the sociology of accountancy and feminist studies of the professions to show that specialisms have emerged through and, in turn, have been shaped and recreated by gender as well as other processes.

Design/methodology/approach

The paper's research approach combines the sociology of professions with critical gender studies. It draws on interviews, brochures, web pages, and results from a questionnaire survey to investigate professional identities within UK accountancy.

Findings

Accountants' self-articulated notions of professionalism in the different specialisms are gendered and ordered hierarchically. Gender is an encompassing conceptual frame for ordering discursive attributes of the different specialisms. Working long and unpredictable hours was central to accountants' understandings of their professional life. Socialising with clients was seen as functional in bringing new opportunities to the firm. Socialising with peers also was deemed important, especially in solving internal frictions and in controlling new entrants' behaviour in firms. The more “public” the ideology of a specialism, the more masculine it was perceived to be.

Originality/value

This study challenges the uniform representations of professional identities offered by previous studies. It suggests that gender offers a discursive and ideological frame of reference for accountancy whose relevance extends beyond the working practices of men and women to the very constitution of the profession. It does so with reference to an original mix of qualitative and quantitative data.

Abstract

Purpose

The purpose of this paper is to implement the idea of the sphere on systems theory (type: Niklas Luhmann) and to test whether this theory can be used to gain a sharper approach to the complex of ideas of the sphere. The main theme is “the conceptual blurriness of the word sphere.” This essay analyzes the societal and historical semantics of the concept of sphere and nearby notions in the thought traditions in medieval society until the modern, i.e. the functionally differentiated society. Nearby notions as limitationality and boundary are discussed, as well as sphere as a “lexicalized metaphor.” At the end, the paper turns to the concept of sphere in modern society that is based on the distinctionpublic/private” and applies the discussion to the system of mass media.

Design/methodology/approach

This paper can be classified as a “conceptual essay” that draws on basic systems theoretical concepts.

Findings

The result of the theoretical considerations is that the word “sphere” represents nothing more than a “catchword” and can hardly lay the groundwork for empirical and theoretical research that would be instructive with regard to the new media and their massive influence on society.

Abstract

This chapter examines the role of the person in modern constitutional law. Through a reading of two Canadian Supreme Court decisions – RWDSU v. Dolphin Delivery and R. v. Malmo-Levine – it suggests that while the person is the subject of modern constitutional law’s protective gaze, it can also sometimes function as a scapegoat, taking the fall for harms engineered in part by the state (harms, in other words, that really ought to attract constitutional scrutiny given constitutional law’s orienting preoccupation with ‘state action’). Rather than dismissing these gestures as a result of defective legal reasoning in the cases examined, the chapter suggests that the selective erasure or forgetting of state action is in fact essential to the production of the suffering subject – the constitutional person – that modern constitutional law is supposed to protect, precisely, from the state. In effect, then, the chapter claims that modern constitutional law produces the person by ignoring or at least downplaying the role of the state in certain contexts and, hence, by reneging intermittently on its primary task: the application of legal scrutiny to coercive state action.
