Abstract
A distinction must be drawn between a dismissal on the one hand, and on the other a repudiation of a contract of employment as a result of a breach of a fundamental term of that contract. When such a repudiation has been accepted by the innocent party then a termination of employment takes place. Such termination does not constitute dismissal (see London v. James Laidlaw & Sons Ltd (1974) IRLR 136 and Gannon v. J. C. Firth (1976) IRLR 415 EAT).

Abstract
This article presents the findings of a survey into the personal safety provisions, services and training for key public service providers and users in Leicester city. The article offers some definitions and approaches to personal safety, which illustrates the breadth and extent to which personal safety is understood. The survey highlights perceptions and experiences of personal safety of workers from a range of agencies in the community in Leicester city. The findings suggest that personal safety is important in terms of debates and decisions about occupational health and safety, delivery of public services, diversity, social inclusion and crime and disorder. The article advocates the need to raise the profile of personal safety especially in service provision, services and training.

Abstract
Purpose
The UK Mental Health Act (MHA) Reform (2021) on race and ethnicity promotes new governmental strategies to tackle inequalities faced by ethnically racialised communities detained under the MHA. However, there is a scarcity in personality disorder and ethnicity research. This study aims to investigate what is available in the UK in relation to prevalence, aetiology and treatment provisions of personality disorder for ethnically diverse patients, and to understand their interconnectedness with mental health and criminal justice service provisions. Three key areas of investigations were reviewed, (1) UK prevalence of personality disorder amongst ethnically diverse individuals; (2) aetiology of personality disorder and ethnicity; (3) treatment provisions for ethnically diverse individuals diagnosed with personality disorder.
Design/methodology/approach
A scoping study review involved a comprehensive scanning of literature published between 2003 and 2022. Screening and data extraction tools were co-produced by an ethnically diverse research team, including people with lived experience of mental health and occupational expertise. Collaborative work was complete throughout the review, ensuring the research remained valid and reliable.
Findings
Ten papers were included. Results demonstrated an evident gap in the literature. Of these, nine papers discussed their prevalence, three papers informed on treatment provisions and only one made reference to aetiology. This review further supports the notion that personality disorder is under-represented within ethnic minority populations, particularly of African, Caribbean and British heritage, however, the reasons for this are multi-facetted and complex, hence, requiring further investigation. The evidence collected relating to treatment provisions of personality disorder was limited and of low quality to reach a clear conclusion on effective treatments for ethnically diverse patients.
Originality/value
The shortage of findings on prevalence, aetiology and treatment provisions, emphasises the need to prioritise further research in this area. Results provide valuable insights into this limited body of knowledge from a UK perspective.

Abstract
Purpose
Care leavers are identified as a vulnerable group within UK society and, unsurprisingly, are more susceptible to mental health problems. Research highlights inadequacies among UK Government provisions combined with poorer outcomes for care leavers. This paper aims to measure the effectiveness of provisions on mental health when transitioning from the care system to adulthood.
Design/methodology/approach
A systematic review was conducted to identify and highlight the inadequacies of provisions in place to aid a care leaver’s transition and the effects on their mental health. Of the 211 studies identified from the search, six studies met the eligibility criteria and were deemed eligible by the researcher for further exploration of themes.
Findings
The findings identified feeling isolated, training given to care professionals and caregivers, collaboration, lack of preparation and support and access and gaps in provisions as the five key themes. The overarching theme of interconnectedness and interplay between subthemes, mental health and a care leaver’s transition, is strongly presented throughout. Many participants within the individual studies reported negative findings illustrating the weaknesses of provisions and the negative effect on their mental health. Furthermore, the findings emphasise the unique nature of everyone’s experience transitioning out of the care system.
Research limitations/implications
A limitation of the review is the selection of key words, which may have restricted the results produced during the main search, subsequently affecting the amount of relevant data extracted and synthesised. Finally, less emphasis on grey literature and more on empirical studies reduces the probability of discovering null or negative findings, therefore increasing the chances of publication bias (Paez, 2017). A small number of eligible studies increase the risk of not making important comparisons, prompting a wider search to be conducted in the future. An unequal ratio between national and international research in the systematic review restricts fresh perspectives and strategies concerning the mental health of care leavers.
Practical implications
Care leavers are identified as a vulnerable group within society and, unsurprisingly, are more susceptible to mental health problems. The UK Government enforces national and local policies to support young adults leaving the care system and transitioning to independence. However, previous research highlights inadequacies among provisions, combined with poorer mental health outcomes for care leavers.
Social implications
Following on from gaps in the current findings, an investigation into regional disparities across provisions aimed at assisting care leavers transitioning to independence would produce useful information for the field and policymakers. Although current research addresses the essence of interplay between mental health and transitioning, further research is required to help build a supporting argument for adaptations and improvements in policies and practice.
Originality/value
This study supports the argument for an increase in attention from the UK Government and policymakers to improve the quality and quantity of support for a population often underserved and marginalised, especially in terms of reducing poorer mental health outcomes.

Abstract
Purpose
Auditor independence is regarded as the cornerstone in the auditing profession. But there is lack of research to examine the influence of the types of non‐audit services provisions and gift hospitality on auditor independence. This paper aims to fill this gap.
Design/methodology/approach
This Hong Kong study differs significantly from prior studies and is the first to examine the perceived independence by encompassing both qualitative and quantitative analysis. Binary logistic regression is used to capture data from Big 4 auditors and financial analysts' viewpoints.
Findings
Results indicate that auditor independence decreases as the auditors provide accounting services, internal audit or corporate finance services to the firms. Corporate finance services have the greatest negative impact. However, it contributes new knowledge to the literature that the provisions of taxation services to clients are value‐added service and confirms the result in the US study. Receiving gift or hospitality from client has no influence on perceived independence and revokes an early study by Pany and Reckers. There is no expectation gap found between the groups, narrowing the expectation gap theory in the post‐Enron and revokes the US and the UK studies.
Practical implications
The expectation gap theory seems to be narrowed in the post‐Enron environment. It is hoped that a longitudinal study could be conducted in future.
Originality/value
This paper adds new contributions to the auditing literature in the Asia Pacific Region and provides better understanding for devising auditing guidelines in Hong Kong and their international counterparts.

Abstract
The Ghana chapter on special education begins with the history of service provisions for persons with disabilities. It includes information on educational and rehabilitation services, special schools and integrated education. Detailed data is related concerning prevalence and incidence rates and special needs among the Ghana population. This is followed by a comprehensive section on regular and special education teacher roles, expectations, and training. An important aspect of Ghana’s special education is its movement towards inclusive education. The support for this movement comes from the Ministry of Education’s policy, namely, The Education Strategic Plan (ESP), which adopts inclusive education and promotes it as the future special education direction for the country. The chapter provides detailed information on the issues related to the implementation of the ESP plan, four models that have been developed for inclusive education, the progress and effort that Ghana has made towards inclusive education as well as significant challenges that are present.

Public agencies contract out to pursue a variety of goals. But, these goals cannot be realized if the performance of contractors is not assessed and monitored. This study examines the state of performance measurement and contract monitoring in the U.S. transit agencies. We focus on three research questions: (1) What monitoring capacity exists within transit agencies? (2) What monitoring methods are used by transit agencies? (3) What performance measures are tracked by transit agencies? We find monitoring units are common in a third of agencies in the study. Service and customer complaints are the most common performance measures, while penalties and liquidated damages are the most frequent form of penalties. Finally, we find that transit agencies utilize a variety of output and outcome measures to monitor contractors.

Abstract
Purpose
The purpose of this paper is to determine the effect of information and communications technology (ICT) on the provision of social services, as well as the moderating effect of institutional quality on the relationship between ICT and the provision of social services for 31 low-income countries.
Design/methodology/approach
This study is based on panel data from World Development Indicators and Worldwide Governance Indicators spanning 1996 to 2020 for 31 low-income countries. To analyze the data, the study uses cross-sectional dependence tests, slope heterogeneity tests, panel unit root tests, panel cointegration tests and cross-sectionally augmented autoregressive distributed lag (CS-ARDL) analysis.
Findings
The results overwhelmingly show that ICT has a significant positive effect on the provision of social services in both the short- and long-run. Also, the study reveals that institutional quality has a significant positive impact on the provision of social services in the short- and long-run. The results further provide empirical evidence of the positive and significant moderating effect of institutional quality on the relationship between ICT and the provision of social services.
Practical implications
This study points out the significant potential of identifying appropriate scales of ICT infrastructure and institutional quality needed to support the various governments in low-income countries to improve social services delivery mechanisms and outreach efficacy and impact. The study can be invaluable for ICT innovators and policymakers in promoting the provision of social services.
Originality/value
To the best of the authors’ knowledge, this study represents the first attempt to determine the effect of ICT on the provision of social services, as well as the moderating effect of institutional quality on the relationship between ICT and the provision of social services, especially for low-income countries using CS-ARDL.

The Localism Act 2011 community right to challenge provisions have the potential to lead to innovative ways of providing services but they also have the potential to undermine or inhibit integrated care arrangements.

The article analyses the provisions of the Localism Act 2011 together with the provisions of secondary legislation which provide for its detailed operation.
