Abstract

Purpose

Innovative design and execution approaches are employed in infrastructure sectors and planning to enhance the integrated project delivery system, assure the sustainability of infrastructure projects, and meet the demands of the dynamic, changing environment. Delivery methods must incorporate new technologies. By combining digital technology, teamwork, and mass manufacturing, a greater degree of exceptional quality, sustainability, and resilience in the environment will be generated. As a result, a new approach does not rely on the reaction policy, but instead considers alternative scenarios and employs a simulation model to determine the best course of action.

Design/methodology/approach

In the paper, the system dynamics approach to construction management is validated in light of pertinent research. Additionally, it describes the difficulties facing the infrastructure projects' delivery system. Additionally, the strategy for system dynamics creation is described. This strategy includes a causal loop diagram, generates a stock-flow diagram, and simulates forecasts of model behavior over time. Next, the optimization model's validation process is used to create a system dynamics model for choosing the best infrastructure project delivery system project and controlling it to maximize sustainability, mass production, digital integration, and team integration. The dynamic complexity of project management is growing.

Findings

The primary goal is to present a system dynamics (SD) simulation to look at how well infrastructure projects perform in terms of choosing the best method for delivering infrastructure projects. One of the most ideal methods for delivering projects is integrated project delivery. An effective methodology for making strategic decisions on the choice of the best project delivery method. In order to enhance certain infrastructure project delivery system metrics for sustainability, mass production, digital integration, and team integration, the model included building strategy and sophisticated system dynamics simulation. According to the construction strategy, the outcomes have been satisfactory.

Originality/value

System dynamics research has been done to replicate the idea of contemporary construction in order to determine the best approach for delivering infrastructure. The government and decision-makers would benefit from understanding this research as they decide on the best delivery method for boosting the sustainability and productivity of infrastructure projects in Egypt.

Abstract

Purpose

Due to the frenetic and dynamic working conditions ascribed to architecture, engineering and construction (AEC) project organizations, enormous research has addressed the poor mental health propensity of project management practitioners (PMPs). However, research has not considered the distant factors related to organizational design causing poor mental health. Therefore, this study addresses the problem by integrating institutional theory, agency theory and resource-based theory (RBT) to explore the relationship between organizational design elements: project governance, knowledge management, integrated project delivery, project management skills and mental health management indicators. Examples of mental health management indicators include social relationships, work-life balance and project leadership.

Design/methodology/approach

Purposive sampling method was adopted to collect survey data from 90 PMPs in 60 AEC firms in Australia. Structural equation modelling (SEM) was utilized to test the relationship between the variables.

Findings

The research found that project governance, knowledge management and integrated project delivery are positively correlated to mental health management indicators. However, the research finding suggests that project management skills have a negative impact on mental health management indicators.

Originality/value

The findings offer guidelines to AEC firms on achieving positive mental health management outcomes through concentration on project governance, knowledge management and integrated project delivery. It further calls for a reconsideration of existing project management skills causing poor mental health management outcomes.

Abstract

Purpose

The emergence of collaborative delivery models and working practices in construction industry has created a potential area for project success research. Previous studies have addressed success factors of various collaborative delivery models (e.g. alliance and partnering). However, there is currently very limited research-based knowledge concerning core success factors for different collaborative delivery models, exploring the commonalities. Thus, this study aims to conceptualize a success model for collaborative construction projects by identifying and structuring their core success factors through the lens of project delivery elements.

Design/methodology/approach

A systematic literature review was conducted, and thematic as well as content analysis of the relevant studies led to the identification of mentioned success factors in the literature for different collaborative delivery models. Then, those common success factors were structured in a model based on factors' relation to project delivery elements.

Findings

The obtained results present eight core success factors (e.g. equality, mutual trust and commitment to win–win philosophy) for collaborative construction projects, structured in a model based on their contribution toward project organization, contractual relationships, and operational system in construction project delivery. Moreover, the differences between success factors for traditional and collaborative construction projects are discussed.

Originality/value

This study's findings provide insightful theoretical contributions on collaborative construction project success and providing a departure point for future studies based on the discussed differences between success factors of collaborative and traditional construction projects. The findings can be also practically insightful for the project professionals in collaborative construction projects to succeed in managing project organization, contractual relationships, and operational system.

Abstract

Purpose

Price reliability for complex and highly complicated infrastructure projects is problematic. Traditional project delivery approaches generally fail in achieving targeted end cost reliability. However, integrated project delivery (and particularly Alliancing), develop a far more reliable and robust project delivery plan and outturn time-cost targets. This paper aims to explore why this may be the case.

Design/methodology/approach

This case study investigated the project design, planning, cost/time estimation approach and how risk/uncertainty was dealt with. Five senior project delivery experts from an organisation that delivers multi-billion-dollar infrastructure projects in Australia were interviewed. These five experts collectively had 100+ cross-disciplinary experience years delivering complex infrastructure projects.

Findings

Alliancing adopts a radically different approach to project design, time/cost planning and risk assessment and management to traditional project delivery approaches. Key findings explain how the project alliance agreement designs-in processes that maximises team integration and collaboration. Analysis concludes that design thinking is used to craft and shape collaborative behaviours and project governance. Additionally, including project owner and facilities operator representatives in the project team adds valuable insights, expertise and knowledge contributing to planning reliability.

Research limitations/implications

This study is exploratory and focussed on complex infrastructure projects so findings cannot be generalised.

Practical implications

We unpack Alliancing processes that develop the target outturn cost plan, comprising a holistic and realistic plan to design a project to meet expected project outcomes. This case study may serve as an exemplar for complex project delivery.

Social implications

This paper illustrates how Alliancing more effectively delivers best value than traditional procurement approaches through its TOC-TAE processes.

Originality/value

The paper contributes to the scant existing academic literature analysing these processes. Its novel contribution is explaining how Alliancing treats unexpected events that in traditional delivery forms trigger expensive and time-energy-wasting disputation. This case study may serve as an exemplar for complex project delivery.

Abstract

Purpose

The purpose of this paper is to identify key project delivery method selection factors to assist water industry decision-makers in selecting the most appropriate delivery method for their water treatment plant projects.

Design/methodology/approach

The selection factors were identified by compiling and validating key project delivery selection factors across various industries through an extensive literature review and two industry expert workshops. This resulted in the development of a web-based decision-support tool to facilitate project delivery method selection within the water industry.

Findings

The research effort led to the identification of 13 key project delivery method selection factors (seven primary factors and six secondary factors) for water treatment plant projects. These factors were utilized to develop EXPRSS-TP, a pioneering web-based project delivery method decision-support tool for the water industry.

Practical implications

A project delivery method selection process is typically an informal process that may range from days to weeks at a time. Based on this work, the assessment can now be completed in about one hour and provides decision-makers with the most favorable delivery method for their project. And with the new tool that encompasses the new knowledge, not only is the decision reached at an accelerated pace, EXPRSS-TP also documents the entire selection process, allowing for a written and retained record of this key decision and its procedure.

Originality/value

This paper contributes to the exisiting body of knowledge by identifying key project delivery selection factors across numerous industries, assessing and combining them, and finally incorporating them into one comprehensive process. EXPRSS-TP improves the traditional project delivery method selection process and provides evidence-based project delivery method selection recommendations.

Abstract

Purpose

The purpose of this paper is to present the current knowledge surrounding social value (SV) and show how lean approach supports SV realisation in the delivery of construction projects.

Design/methodology/approach

A critical literature review was adopted, to gather the current knowledge surrounding SV from mainstream management sciences, construction management and lean literature. A total of 70 studies were critically reviewed.

Findings

The study establishes that the current level of awareness on SV is still low and there is a dearth of scholarly publications on SV especially in the construction management literature. The investigation reveals the potentials of lean approach in supporting the delivery of SV on construction projects.

Social implications

This study conceptualises the community and the physical environment around where the construction project is executed as customers using lean production approach. It shows that the transformation, flow and value view supports smooth workflow, which enhances the achievement of SV objectives. This creates a new insight into how SV can be realised in construction project delivery.

Originality/value

This study extends the on-going debate around the need for SV in construction project delivery and contributes to construction management and lean construction literature on SV. Future studies could build on this to obtain empirical data and develop an approach/method that would support the evidencing of SV delivery on construction projects.

Abstract

Purpose

The purpose of this paper is to explore the key practitioners’ level of involvement in the delivery of sustainable regeneration projects in the UK. Practitioners’ level of involvement is a major factor that has and continues to determine the delivery of sustainability outcomes of regeneration projects.

Design/methodology/approach

The paper adopted a qualitative study that obtained data from 21 key practitioners through semi-structured interviews in exploring practitioners’ level of involvement in the delivery of sustainable regeneration projects in the UK. The semi-structured interviews are conducted with seven practitioners, each from the three construction organisations selected through a purposive sampling approach for the study.

Findings

The findings identify varied levels of involvement of the key practitioners at the three delivery stages – early, construction and post-construction of the projects. The findings further reveal that clients’ representatives, commercial managers and architects are the most frequently involved practitioners during the early stages of the projects. The findings also indicate that practitioners who have sustainability assigned to their roles and their responsibilities, such as sustainability managers, are the least involved in all the three delivery stages of the projects.

Research limitations/implications

The study involves interview with 21 practitioners from three organisations delivering sustainable regeneration projects; hence, this could limit the generalisation of the research findings. However, the findings of this study could serve as a useful source of information for the further study in this area.

Practical implications

The paper is of the view that the level of key practitioners’ involvement in the delivery of the projects will have an impact on their knowledge and will determine how sustainability benefits are promoted and delivered from the projects.

Originality/value

Although some studies have been carried out on practitioners’ engagement in the delivery of “normal” construction projects, none has focussed on practitioners’ levels of involvement in sustainable regeneration projects. Hence, this study has brought to the fore how the key practitioners tasked with the responsibilities of delivering sustainability benefits of regeneration projects have been involved (at various levels of the project life cycle) in the delivery of these projects.

Abstract

Purpose

Design‐build project delivery will likely yield benefits when it is a rational choice by a program director or owner's construction manager. It is not well understood whether those benefits translate to construction programs where design‐build is mandated for the vast majority of project types. Such a determination for military construction (MILCON) is the purpose of this paper.

Design/methodology/approach

The methodology for the research involved a comparison of mean performance metrics for design‐build and design‐bid‐build MILCON projects. Once an appropriate sample of projects was identified, project data were corrected for project location, size and time‐value‐of‐money.

Findings

Military design‐build projects did experience a lower total cost of change orders as well as a reduced change order cost associated with field changes. Also, statistical analysis demonstrated no significant difference in project performance metrics based on facility type. These results indicate that design‐build project delivery method can work equally well on all types of MILCON projects and is an effective system for cost and scope control, but that some of the expected schedule performance gains underlying the decision to use design‐build will be difficult to achieve on all MILCON projects.

Originality/value

The paper presents advantages and disadvantages of utilising design‐build to MILCON projects by facility types.

Abstract

Purpose

The purpose of this paper is twofold: first, to identify and rank the challenges influencing the delivery of the housing public-private partnership (HPPP) in Tanzania; and second, to suggest solutions in the form of a conceptual public-private partnership (PPP) framework model that will address the identified challenges and boost the chances of success.

Design/methodology/approach

Using a convergent parallel (concurrent) mixed method approach, data were collected from 28 stakeholders involved with HPPP projects in Tanzania using a hand-delivered and e-mail survey and 13 semi-structured interviews with public and private sector respondents. The quantitative data included subjecting the 19 challenges as identified from the literature to parametric tests such as one-sample t-tests and descriptive statistics tests such as measures of central tendencies and frequency analysis through Statistical Package for Social Sciences (SPSS 22.0). Qualitative data employed content analysis. The research was further underpinned by a number of theoretical perspectives such as Gidden’s structuration theory, contingency theory, relational and equity theory.

Findings

The top five ranked challenges influencing the delivery of HPPP were “inadequate PPP skills and knowledge”; “poor contracting and tendering documents”; “inadequate project management”; “inadequate legal framework”; and “misinformation on financial capacity of private partners”. The least six ranked and most significant challenges based on the one-sample (single) t-tests were as follows: “Poor risk allocation”; “inexperienced private partner”; “unequal qualification and contributions of expertise”; “poor enabling environment to attract competent partners”; “inadequate mechanisms for recovery of private investors’ capital”; and “high costs in procuring PPP projects”. The qualitative study further confirmed the challenges and cited the reason for the failure of joint venture projects as the lack of motivation for undertaking similar PPP projects. Despite the increased awareness of PPP projects and associated marginal benefits, the main impediment to the uptake and delivery of PPP housing projects remained the lack of skills and expertise.

Research limitations/implications

The proposed framework model is not yet tested, but since this paper is part of the ongoing research, the next stage involves the testing and validation of the model. Future studies could test the applicability of the proposed framework in other HPPP projects in Tanzania, and in other similar developing countries. Second, the validated framework can contribute towards addressing similar challenges as well as providing guidance. Furthermore, recommendation for future research is to test the alignment of the identified challenges to the proposed remedial solutions across the five phases within the proposed PPP framework with a number of case studies.

Practical implications

The identified challenges were used to form the basis of the framework presented in this paper. Furthermore, these provide useful information, thus leading to increased awareness to enable successful delivery of HPPP in Tanzania. Similarly, both the government and policy makers could use the findings as the basis for re-examining the existing PPP policy and regulations, and reflecting on the existing situation with a view to improving the delivery of future HPPP projects.

Originality/value

The empirical study is among the first that identifies and ranks the challenges of PPP for housing projects delivery within the Tanzanian context. The identification of the challenges enabled their ranking, resulting in the mapping out of the most critical challenges. Furthermore, using the Gidden’s structuration theory, the study illustrates how institution mechanisms (structures) address these delivery challenges, thus influencing the implementation of HPPP in Tanzania, and how individual stakeholders (human agents or agency) are able to make choices (advocated solutions) in dealing with the challenges. More so, these constraints (challenges) as identified and viewed through the contingency and equity theoretical lenses form the foundation for developing the PPP conceptual framework. The proposed framework would thus serve as a mechanism for providing practical solutions as well as reducing the level of severity of the identified challenges.

Abstract

Delivering a building project on time and under budget is still an increasingly complex and risky business. A host of new project delivery methods and management techniques have been promoted to help achieve this. Developing a project delivery strategy and contractual relationships is a particularly complex and large problem domain that requires diverse, highly sophisticated skills, expertise and knowledge. Expert knowledge and lessons learned in the construction phase of a building project hold a wealth of knowledge and expertise that can be often taken for granted. However, this body of knowledge is not systematically incorporated into the procurement phase of subsequent projects. Case‐based reasoning is a technology for problem solving based on recall and reuse of specific experiences; it offers techniques for acquiring, representing and managing the knowledge gained from previous experiences and augmenting a set of specific experiences with generalised knowledge. Outlines how current case‐based reasoning techniques support project delivery method decisions. Presents a case‐based framework for project delivery method selection. Finally, reports the findings of the first phase of the system development cycle.
