Abstract

Purpose

The purpose of this paper is to combine the interval grey number algorithm with a project scheduling model, so as to solve the interval grey number based project scheduling problem.

Design/methodology/approach

According to the grey system theory, if we could not clearly collect the right value of an activity while obtaining the upper and lower boundaries of the activity duration time, we can find activity duration time as interval grey number. This paper tries to combine interval grey number with project scheduling problem. The general definition of interval grey number was given. And then the linear operations of independent interval grey number and non-independent interval grey number were further defined. Interval grey number based project scheduling model and its algorithm were further proposed. Finally, a numerical case was adopted to test the effectiveness of the proposed method.

Findings

The results show that grey project scheduling and grey critical path method could be established under interval grey number measured activities.

Practical implications

Scheduling problem was widely used in project planning and control. This manuscript attempted to combine interval grey number with project scheduling so as to explain the flexible deadline in a special project. It is truly in accordance with the requirements for real applications.

Originality/value

This paper proposed linear operations of independent and non-independent interval grey numbers, and proposed a interval grey number based project scheduling model. Valuable contribution is to combine interval grey numbers with project scheduling and it is meaningful to make a useful strategy in a flexible condition of project scheduling.

Abstract

Purpose

This study addresses the prevailing complexities and limitations in estimating and managing construction overhead costs (COCs) in the existing literature, with the purpose of enhancing the accuracy of cost performance indicators in construction project management.

Design/methodology/approach

An innovative approach is proposed, employing the activity-based costing (ABC) accounting method combined with building information modelling (BIM) to assign real overhead costs to project activities. This study, distinguished by its incorporation of a real case study, focuses on an administrative building with a four-story concrete structure. It establishes an automated method for evaluating project cost performance through the detailed analysis of earned value management (EVM) cost indicators derived from ABC results and BIM data.

Findings

The results show that the ABC integration improves the accuracy of cost performance indicators by over 9%, revealing the project's true cost index for the first time and demonstrating the substantial value of the approach in construction engineering and management.

Research limitations/implications

The current study highlights a notable gap in the existing literature, addressing the challenges in onsite overhead cost estimation and offering a solution that incorporates the state-of-the-art techniques.

Practical implications

The proposed method has significant implications for project managers and practitioners, enabling better-informed decisions based on precise cost data, ultimately leading to enhanced project outcomes.

Originality/value

This research uniquely combines ABC and BIM, presenting a pioneering solution for the accurate estimation and management of COCs in construction projects, adding significant value to the current body of knowledge in this field.

Abstract

Purpose

In repetitive projects, repetition offers more possibilities for activity scheduling at the sub-activity level. However, existing resource-constrained repetitive scheduling problem (RCRSP) models assume that there is only one sequence in performing the sub-activities of each activity, resulting in an inefficient resource allocation. This paper proposes a novel repetitive scheduling model for solving RCRSP with soft logic.

Design/methodology/approach

In this paper, a constraint programming model is developed to solve the RCRSP using soft logic, aiming at the possible relationship between parallel execution, orderly execution or partial parallel and partial orderly execution of different sub activities of the same activity in repetitive projects. The proposed model integrated crew assignment strategies and allowed continuous or fragmented execution.

Findings

When solving RCRSP, it is necessary to take soft logic into account. If managers only consider the fixed logic between sub-activities, they are likely to develop a delayed schedule. The practicality and effectiveness of the model were verified by a housing project based on eight different scenarios. The results showed that the constraint programming model outperformed its equivalent mathematical model in terms of solving speed and solution quality.

Originality/value

Available studies assume a fixed logic between sub-activities of the same activity in repetitive projects. However, there is no fixed construction sequence between sub-activities for some projects, e.g. hotel renovation projects. Therefore, this paper considers the soft logic relationship between sub-activities and investigates how to make the objective optimal without violating the resource availability constraint.

Abstract

Purpose

A variety of buffer allocation methods exist to distribute an aggregated time buffer among project activities. However, these methods do not pay simultaneous attention to two key attributes of disruptive events that may occur during the construction phase: probability and impact. This paper fills this research gap by developing a buffer allocation method that takes into account the synergistic impact of these two attributes on project activities.

Design/methodology/approach

This paper develops a three-step method, calculating the probability that project activities are disrupted in the first step, followed by measuring the potential impact of disruption on project activities, and then proposing a risk-informed buffer allocation index by simultaneously integrating probability and impact outputs from the first two steps.

Findings

The proposed method provides more accurate results by sidestepping the shortcomings of conventional fuzzy-based and simulation-based methods that are purely based on expert judgments or historical precedence. Further, the paper provides decision-makers with a buffer allocation method that helps in developing cost-effective buffering and backup strategies by prioritizing project activities and their required resources.

Originality/value

This paper develops a risk-informed buffer allocation method that differs from those already available. The simultaneous pursuit of the probability and impact of disruptions distinguishes our method from conventional buffer allocation methods. Further, this paper intertwines the research domains of complexity science and construction management by performing centrality analysis and incorporating a key attribute of project complexity (i.e. the interconnectedness between project activities) into the process for buffer allocation.

Abstract

Purpose

This paper aims to examine the role of project monitoring and evaluation (M&E) in international development (ID) project stakeholders' relationships. This study draws on agency theory to examine the specific role M&E plays in improving ID project impact.

Design/methodology/approach

Qualitative data comprising of in-depth interviews were collected from ID project stakeholders such as project donors, implementing partners and steering committee members.

Findings

Results of the study show that project M&E activities can serve multiple purposes including the collection of data for the assessment of inputs, outputs, outcomes and impact. This information is shared with stakeholders to assist in evidence-based decision-making to improve project impact on community. This study shows that M&E activities strengthen the relationship between stakeholders by involving multiple stakeholders at different stages of ID projects to identify community needs and to demonstrate the positive community impact. Agency issues such as goal incongruence, information asymmetry and risk-sharing affect the relationship between the stakeholders. Investing in different M&E activities can reduce these issues, ultimately leading to a positive impact at the community level.

Originality/value

There has been limited research that explores the principal-agent relationship between project stakeholders of ID projects through the lens of agency theory. The role of M&E to collect project data and address agency issues between project stakeholders to improve project impact is the novel contribution of this paper.

Abstract

Purpose

This study aims to explore the role played by a formal cluster initiative in supporting small firms' internationalization processes. Taking a public–private interaction perspective, this study aims to understand interaction mechanisms within an internationalization project implemented by a formal cluster initiative.

Design/methodology/approach

This study uses a qualitative approach based on a case study of a Swedish formal cluster initiative involved in an internationalization project. The case is analyzed through the industrial marketing and purchasing approach, relying on the Actors–Resources–Activities (ARA) framework.

Findings

The analysis highlights the role of formal clusters as supporters and “accelerators” of internationalization processes. Based on the ARA framework, the roles of the public and private actors emerge: the cluster plays the role of orchestrator, supporter and financer, while on the businesses' side, participants assumed the role of customers, displaying various degrees of interest and commitment and giving rise to a leader–follower pattern. Activities occurred at multiple levels, interorganizational, intraproject, interprojects, through different timings and typologies. The main resources at stake were the combination of knowledge, complementary capabilities and financial incentives.

Originality/value

This empirical study provides novel empirical evidence and theoretical development over the phenomenon of formal clusters. This study contributes to the current debate on public–private interaction mechanisms and to the upgrading and circulation of international business knowledge.

Abstract

Purpose

Resource allocation is challenged by dynamic environments where changes are frequent. The purpose of this paper is to identify resource allocation challenges and practices in service units that perform both project and non-project activities in dynamic environments. Its goal is to show that top-down mechanisms of project resource allocation need to be replaced by or supplemented with mechanisms that are more flexible.

Design/methodology/approach

A qualitative comparative case study was conducted in two service units of two project-based firms. The main source of data consisted of semi-structured interviews with 17 service managers and staff members.

Findings

This study shows that resource allocation is not necessarily a top-down process at all, and the practices are context-dependent. Two more flexible approaches are revealed – hybrid resource allocation and bottom-up resource allocation – as examples of managing resource allocation in service units that engage in projects under uncertain conditions. The results of the analysis highlight prioritisation and adapting to change and delay as the main issues that managers face in allocating resources to different types of projects and service activities in dynamic environments.

Research limitations/implications

The two target companies chosen for the qualitative research design limit the analysis to project-based firms in a business-to-business context. Further, the viewpoint of the service unit is central to the study. Studying project resource allocation in different organisational contexts and uncovering the perspectives of product development and delivery units would offer promising directions for future research.

Practical implications

The study reveals that in dynamic project settings such as service organisations, top-down mechanisms of resource allocation need to be accompanied by other, more flexible approaches to ensure the sufficient resourcing of projects and related services in dynamic environments. Companies need to establish practices for resource allocation changes that are caused by re-prioritising tasks and accommodating changes and delays in their project and service activities.

Originality/value

Compared to a top-down perspective taken in previous research, the study proposes a more flexible approach for resource allocation in constantly changing environments with different project and service activities. Previous studies have focussed on resource competition between projects, placing project managers in the central role for resource allocation. By contrast, this study discusses hybrid and bottom-up resource allocation, both of which involve broader personnel engagement in resource allocation tasks, drawing on the experience of all employees.

Abstract

Purpose

The main purpose of this paper is to propose a new approach to determine the project activities weight factors using data envelopment analysis. Afterward, the model is applied in Mobarkeh Steel Company as a case study. Accordingly, the project schedule and plans can be written on the basis of the gained weight factors.

Design/methodology/approach

This study proposed an approach to determine the weights of activities using Data Envelopment Analysis. This approach consists of four phases. In the first phase, project activities are extracted based on the work breakdown structure. In the second phase, the parameters affecting the importance of activities are determined through a review of the related literature and based on the experts' opinions. In the third phase, the proper data envelopment analysis model is chosen and the inputs and outputs are signified. Then, the activities' weights are determined based on the efficiency numbers. Finally, the model is solved for the case of Isfahan Mobarakeh Steel Company.

Findings

The proposed method aimed to calculate the project activities weight factor. Thus, influential parameters on project activities importance include activity duration, activity cost, activity importance which includes successors and predecessors, activity difficulty which includes skill related (education and experience), safety, communication rate, intellectual effort, physical effort, unfavorable work conditions and work related hazards, have been recognized. Then, Projects' data were extracted from the organizational expert's opinions and recorded data in documents. Thereupon, applying DEA, the activities weight factor were calculated based on the efficiency numbers. The results show that the model is applicable and has promising benefits in real-world problems.

Originality/value

Planning is one the most fundamental steps of project management. The ever-growing business environment demands for more complex projects with larger number of activities wants more efficient project managers. Organizational resources are limited; therefore, activities planning is a critical from the perspectives of both managers and researchers. Knowing the importance of the activities can help to manage activities more efficient and to allocate time, budget, cost and other resources more accurate. Different elements such as cost, time, complexity, and difficulty can affect the activity weight factor. In this study, the proposed approach aims to determine the weights of activities using Data Envelopment Analysis.

Abstract

Purpose

The study aims to introduce two new models of project scheduling by incorporating potential quality loss cost (PQLC) in time–cost tradeoff problems by overcoming the drawbacks of the existing Kim, Khang and Hwang (KKH) model. The proposed methods are named the Revised KKH-I (RKKH-I) and Revised KKH-II (RKKH-II) models for project scheduling.

Design/methodology/approach

The performance of the existing KKH model has been tested using a numerical example followed by the identification of the main shortcomings of the KKH method. Later, a concrete effort has been made to address its shortcomings while improving its performance significantly. The comparative analysis of the Revised KKH models with the original model has also been presented along with sensitivity analyses.

Findings

The study recognizes that the construct on which the original KKH method was built is important; however, certain drawbacks make it unable to consider PQLC in projects, thus making its practical use questionable. The comparative analysis of the proposed methodology with the original method demonstrated that the new models (RKHH-I and II) are more comprehensive and intelligent than the existing KKH model.

Originality/value

The comparative analysis of the original KKH model and its improved version reveals that the revised model is far more suitable for project scheduling. The study is important for project managers who recognize project scheduling being one of the key parameters associated with project management process, crucial to control every day during the management of projects.
