Abstract

Purpose

The purpose of the research is to develop scientific and methodological recommendations for indicative evaluation and systemic management of the professional and qualification potential of the digital society and to approbate them by the example of modern Russia.

Design/methodology/approach

The authors use the proprietary algorithm of the creation and implementation of the professional and qualification potential of the digital society. Based on the new algorithm, a proprietary methodology of indicative evaluation of the professional and qualification potential of the digital society is developed.

Findings

The authors offer a complex of recommendations for systemic management of the professional and qualification potential of the digital society and their approbation by the example of Russia in 2020, which allow achieving high effectiveness of this management. The results of approbation of the proprietary methodology and recommendations by the example of Russia in 2020 showed that the professional and qualification potential of the digital society is rather high and well-balanced; it is normal but has perspectives for an increase. There is an imbalance, which is caused by the domination of the development of the education market over the market of labor and entrepreneurship. Based on this, managerial measures are recommended for the development of the professional and qualification potential of the digital society in Russia.

Originality/value

The offered algorithm sets the foundation of an expanded view of the studied process, according to which the professional and qualification potential of the digital society is not only limited by the educational market but also covers the labor market and entrepreneurship. This view is revolutionary for modern Russia. The advantages of the authors’ methodology of indicative evaluation of the professional and qualification potential of the digital society include the usage of the complete set of qualitative and quantitative indicators, delimitation of indicators as to the stages of the algorithm, and the improved matrix for treatment of the results.

Abstract

Purpose

The purpose of the paper is to study the factors that influence the effectiveness of the professional and qualification and innovative potential of youth in a university environment. The authors focus on the main institutional factors of the external and internal character, which are the barriers to this reproduction process and do not bring the expected result—renovation of the qualitative structure of the workforce. The authors determine the essence and main characteristics of the process of reproduction of innovative and professional and qualification potential in higher school by the example of Russia.

Design/methodology/approach

Methodology of the work includes SWOT analysis, which allows distinguishing the potential (D) of strong (F) and weak (G) opportunities and the level of indicators of realization of (R) opportunities (V) and threats (U) of the research object.

Findings

It is substantiated that factors-barriers of innovative and professional and qualification potential could be overcome with the help of the formation of the mechanism of interaction of labor market, market of educational services, and innovative university complexes.

Practical implications

The obtained results allow determining the main threats with a high probability of implementation in the process of formation of professional and qualification potential in the system of higher education and forming the perspectives of solving this problem.

Originality/value

Originality of this study consists in the totality of obtained results, which show the specific features of reproduction of innovative and professional and qualification potential of youth: determination of strengths and weaknesses, opportunities and threats of the process of formation of innovative and professional and qualification potential in the system of higher education.

Abstract

Purpose

The purpose of this paper is to study the specifics of state management in the sphere of reproduction of the socio-professional structure of society.

Design/methodology/approach

This paper is based on the provisions of neo-Marxism; structural and functional approach, ideas of the concept of constructing the cultural senses, neo-institutional approach, theory of institutional matrices. The paper uses the provisions of the theory of “path-dependence,” in which the effect of institutional inertia of society and its influence on the management institutes are studied. During the research of the specifics of the Russian model of state management of the process of formation and development of professional and qualification potential of the country, the provisions of the concept of power-property are taken into account.

Findings

The authors note that ineffectiveness of state management in the sphere of formation and development of professional and qualification potential of the Russian society is predetermined by historically established institutes of management and organization of life, which are peculiar for authoritarianism, bureaucracy, principles of redistributive economy, domination of the institutes of power-property and underdevelopment of the institutes of the civil society. This problem could be solved by modernizing the national model of state management based on well-balanced interaction of the basic and complementary socio-cultural institutes, which could increase the effectiveness of management of complex social processes.

Originality/value

It is substantiated the main principles of the modern state regulation of the sphere of training of professional and qualification personnel should be as follows: strategic approach to management, partnership approach to managing education, investments into human capital, supporting the development of institutes of the civil society, debureaucratization of the system of management and formation of favorable legal and economic environment for development of entrepreneurship.

Abstract

Purpose

This study aims to measure the relationship between corporate governance and non-financial reporting (NFR) in higher education institutions (HEIs). Board effectiveness, student engagement, audit quality, Vice-Chancellor (VC) pay and VC gender are targeted for analysis.

Design/methodology/approach

This study is based on content analysis. The authors used the EU NFR Directive (2014/95/EU) to measure NFR. This includes environmental, corporate social responsibility, human rights, corporate board effectiveness and corruption and bribery. Cross-sectional data was collected from 89 HEIs worldwide across 15 different countries over three years. Content analysis, the weighted scoring method and panel data analysis are used to obtain the results.

Findings

Through a neo-institutional theoretical lens, this study provides a broader understanding of NFR content disclosure practices within HEIs. The findings reveal that the audit quality, VC pay and VC gender are significantly and positively associated with NFR content disclosure. However, board effectiveness has a significant negative impact on NFR content disclosure. More interestingly, the findings reveal that student engagement has an insignificant association with NFR content disclosure and there significant difference on the level of NFR content disclosure across universities situated in the different geographical region such as the USA, Australia, the UK and EU, Asia and Canada. The findings have important implications for regulators and policymakers. The evidence appears to be robust when controlling for possible endogeneities.

Originality/value

The study contributes to the literature on corporate non-financial disclosure as it provides new insights of corporate governance mechanisms and NFR disclosure within HEIs.

Abstract

Library assistants were originally considered to be professional librarians in the making, and were trained accordingly. With the expansion of libraries and librarianship, Britain's “apprenticeship” system of qualification gave way to formal library school education, and a new category of “non‐professional staff” was created, of people who were unwilling or unable to proceed to graduate‐level qualification. The development of non‐professional certificates of competence in the UK is described against parallel developments in the US, Canada and Australia; the COMLA training modules are also examined. The theoretical and practical issues surrounding training are discussed, training schemes and qualifications in the four countries analysed, and the relative merits of in‐house training and external certificate programmes argued.

Abstract

In the light of Europe’s experience of its Directive on mutual recognition of professional qualifications and the World Trade Organisation’s (WTO) intention to achieve a global marketplace for professional services by identifying “disciplines” which can be applied to all professions, this paper considers a potential methodology for achieving a global system for the free movement of professionals. The paper explains the process of mutual recognition as implemented within the European Union and discusses the approach which the WTO is likely to adopt towards the globalisation of services. The problems which face the surveying profession (including the problem of identifying the various surveying professions which exist in different countries), the role of professional organisations, the nature of “professional competence” and the threshold standards applied to professional competence as a vital component of any mutual recognition process are also discussed.

Abstract

Purpose

In 2017 the UK Government decided that the suite of National Professional Qualifications (National Professional Qualifications for Middle Leadership, National Professional Qualifications for Senior Leadership and National Professional Qualifications for Headship) needs to be updated in order to ensure they remained relevant to the changing shape of the educational landscape, particularly through the expansion of multi-academy trusts (MATs). At the same time, the Government proposed a new National Professional Qualification for Executive Leadership aimed at the CEOs of MATs. The purpose of this paper is to explore the way in which the new National Professional Qualification (NPQ) programmes are having master’s level criteria embedded into them to facilitate a seamless progression into the master’s level study.

Design/methodology/approach

The paper combines desk research with reflections on the experience of developing the new NPQ programme within higher education institutions (HEIs) and considers the implications of this upon current and emerging HEI practice and research into educational leadership.

Findings

There were a number of key issues highlighted by the paper. Notably, the process of embedding academic criteria into a training programme, which was not used to support the notion of critical reflection. Also, the associated mechanisms of accreditation, existing professional networks and the upskilling of staff delivering the NPQ programme, and a professionally oriented interface between the university, employer and deliverer of the training.

Originality/value

This paper provides an original perspective involving the embedding of master’s level criteria into professional qualifications in the field of educational leadership.
