Abstract

Purpose

This paper aims to consider how the situation of the COVID-19 pandemic questions the neoliberal project of ageing, based on a notion of a healthy, active, working older person. A long-term struggle to include older people has been (temporarily) replaced with a struggle to exclude them. This seems to be one of the most sensitive sore spots of the coronavirus crisis and one of the most serious challenges to social policy and welfare systems the world over. The purpose of this paper is to consider where the concepts of ageing and the action on ageing were at right before the crisis and what their further development may look like.

Design/methodology/approach

This paper provides a critical overview of main conceptions based on the neoliberal project of ageing.

Findings

The main principle of the neoliberal project of ageing, which had been formed on the crossroad of social theory and policy through decades, became vulnerable in the face of COVID-19 pandemic. The new forced ageing reveals its repressive nature through ensuring seniors’ safety from exposure, their removal from work and isolation. The theory now faces new challenges of meshing a neoliberal actor – active, independent and productive – with an older person in isolation, who needs safeguarding, of re-conceptualizing social exclusion of seniors in a situation where exclusion is equated with safety, of resolving a dilemma between isolation and respect of human rights and of keeping progress in anti-ageism.

Research limitations/implications

This paper presents an overview of the main conceptions, underlying the neoliberal project of ageing. It aims to designate the vulnerabilities of the project, which were revealed under the situation of pandemic. Further development of the discussion needs detailed analysis of theoretical conceptions of ageing.

Practical implications

Theoretical debate reflects policy of ageing. Discussion of theoretical problems of ageism, social exclusion, safeguarding of the elderly and compulsion are necessary for improvement of social policy of ageing.

Social implications

When the neoliberal project of ageing comes into collision with the reality with the reality, the authors recognize it as a crisis. It moves the society, and especially the elderly, to the situation of uncertainty. This paper calls for discussion and search for a new balance among the generations in a society.

Originality/value

This paper relies upon the current debate on neoliberal project of ageing and responds immediately to the situation of pandemic. Now conceptual problems in theories of ageing and policy projects became visible, and the authors suppose it is time to initiate this discussion.

Abstract

Ageing is a fundamental issue for the future of the planet. An ageing society challenges basic assumptions of modern culture and political economy. This paper explores alternative futures of ageing in Queensland, understanding that certain assumptions about Queensland’s future are given. It is also focused on probable futures, and not on every possible future. Based on this map of the future‐developed through causal layered analysis and scenario planning – policy recommendations are developed for the Queensland Government.

Abstract

This chapter discusses the concept of productive ageing in Japan and Poland. Productive ageing is defined as any activity by older people which produces goods or services, whether paid or not. Productive ageing is slightly more narrowly defined than active ageing in so far it is focused on economic activity whereas active ageing covers a broader array of social activities. The chapter discusses activities of governments and employers in these three economies in promoting economic activities. The relative success of the Japanese economy in sustaining relative high levels of older employment is the result of active government interventions both in terms of adjusting pension policies to support working pensioners and intervening in employer practices. In Poland, government has struggled to raise older workers’ participation rates by raising pension ages and promoting older employment. In both countries, governments are recognising the economic impact of ageing demographics on the respective societies, but have had different levels of active involvement in intervening in employer practices. Finally, this chapter initiates a broader discussion of the situation in the discussed area not only in Poland, but in other countries of Central and Eastern Europe.

Abstract

This paper provides a critical assessment of academic and policy approaches to population ageing with an emphasis on the baby boomer cohort and constructions of late‐life identity. It is suggested that policy towards an ageing population has shifted in focus, away from particular social hazards and towards an attempt to re‐engineer the meaning of legitimate ageing and social participation in later life. Three themes are identified: constructing the baby boomers as a force for social change, a downward drift of the age associated with ‘older people’ and a shift away from defining ageing identities through consumption, back towards work and production. The paper concludes with a discussion of the implications for future social and public policy.

Abstract

Purpose

The article seeks to contribute to a better understanding of older people's situation in the labour market in three Baltic countries – Estonia, Latvia and Lithuania. Three Nordic countries are taken as a reference point to compare the countries in order to better understand the situation from a comparative point of view. The article asks the questions: Does a longer working life for older people contribute to their better economic situation? How satisfied are they with a longer working life and their working conditions? Do they experience any discrimination in the labour market because of their age?

Design/methodology/approach

In order to understand the situation of older people in the labour market, the authors employ welfare state models and the Active Ageing Index. The welfare state models help us to understand the context in which the working life of older people is taking place. The Active Ageing Index helps to gain a better understanding of the employment domain of active ageing. The analysis is based on several Europe-wide data sources: statistics on earnings from Eurostat database, information on income, job prospects, occupational safety and health, training, working life perspectives from the European Working Conditions Survey as well as a special survey, conducted by the authors, of Lithuanian, Latvian and Estonian residents aged 50 years and older.

Findings

Analysis conducted reveals that in the Baltic countries older employees, although actively participating in the labour market, face unfavourable material, physical and psychological situation in the labour market more frequently than their younger colleagues. The findings show that the most important factors influencing older employees' decision to stay longer in the labour market in the Baltic countries are linked mostly to welfare state-related issues, i.e. financial benefits, healthcare, possibility to reconcile work and family obligations. These welfare state-related issues are even more important for those who are going to stay longer in the labour market after reaching the retirement age.

Originality/value

This article contributes to a better understanding of older (50+) people's situation in the labour market. It suggests that, while the increasing employment of older people increases the Active Ageing Index and is generally viewed positively, in some countries with less developed welfare states high employment rates of older employees, although providing them with an additional means of livelihood, do not ensure a higher quality of life and, on the contrary, act as a factor reducing the quality of work and, at the same time, the quality of life.

Abstract

Population ageing, coupled with economic uncertainty and a shifting workforce structure, has directed the attention of public and organizational policy makers toward the potential contribution of older workers and skilled migrants in meeting labor supply shortages in ageing populations. This chapter presents labor supply and demand scenarios for 10 OECD countries and examines trends in the labor force participation of older workers against the backdrop of changes to the nature of work in an era of globalization, casualization, and, increasingly, automation. Brief analysis of each country’s situation and policy responses indicates that China, Japan, and Korea stand out as being at particular risk of being unable to maintain growth without undertaking drastic action, although their areas of focus need to differ. A limitation of the study is that GDP projections used in labor demand analysis were based on historical rates and represented past potential and a long-run average of historic economic output. Future research might also undertake comparative analysis of case studies addressing different potential solutions to workforce ageing. A key implication of the study is that there is a need to take a blended approach to public policy regarding older workers in a changing labor market. Where migration has historically been a source of labor supplementation, this may become a less viable avenue over the near future. Future shortfalls in labor imply that economies will increasingly need to diversify their sources of workers in order to maintain economic growth. For public policy makers the challenge will be to overcome public antipathy to migration and longer working lives.

Abstract

Purpose: Researchers and advocates alike have noted that persons with disabilities and older persons are the two groups most marginalized by neoliberal economic policies and therefore could come together as a broad-based movement against the roll back of their rights. Yet, these two groups fail to collaborate, and instead compete against one another for an ever-shrinking pool of benefits. This chapter explores the barriers to their collaboration within the context of structural adjustment in Jamaica.

Methods/Approach: The author engages in a critical analysis of neoliberalism's effect on the advocacy strategies of the disability and older persons' movements in Jamaica based on 32 semi-directed depth interviews, participant observation of numerous events, and a survey of media written by local advocates.

Findings: The disability movement makes claims on behalf of their members by focusing on the potential returns that society will gain by providing the opportunities that will make young persons with disabilities productive employees over their lifetime. The older persons' movement advocates by portraying themselves as “vibrant” and worthy of social investment because of the contributions they make. Both of these arguments for inclusion are also exclusionary. The disability movement excludes older persons as potential contributors and the older persons' movement similarly excludes persons with disabilities.

Implications: The only way neoliberalism will successfully be rolled back and universal rights returned is if the disability movement and older persons' movements build an alliance that is more inclusive, including of one another, by rejecting the language of investment and productivity, and instead focus on rights and inherent dignity.

Abstract

In this article I deconstruct the polar cultural myths about ageing and how these two influencing memes generate two contrasting scenarios for the future of the city. One meme can be seen as a weight resisting the preferred future whilst the other provides the attractive pull towards the preferred image. Both are interlinked by the reality of an ageing global population – a demographic driver that is shaping the city of tomorrow. This preferred image however is not inevitable; I argue that memetic change of Western society’s episteme of ageing is fundamental to achieving the City of all ages.

Abstract

Purpose

Several studies revealed the importance of older persons’ contribution to society. The enhancement of their potential to engage in civic activities should be encouraged. The purpose of this paper is to investigate factors associated with their civic engagement potential.

Design/methodology/approach

Data are from Thailand’s National Survey of Older Persons conducted by the National Statistical Office in 2011. A sample of 24,433 persons aged 60 years or older was analyzed to assess their engagement in four community activities. The data were subjected to logistic regression analysis.

Findings

This study found that the readiness and willingness to engage in socially productive activities of Thai older persons ranged from 7 to 23 percent depending on type of activities. The factors of ageing health, confidence in their family’s ability to assist them, and satisfaction with government services were significantly associated with their readiness and willingness to engage in socially productive activities. Inadequacy of income was not found to be an obstructing factor toward their readiness and willingness to engage in civic life in general, it inhibited only the sharing of knowledge and skills with others.

Originality/value

The findings reflect the impact of internal constraining factors and external enhancing factors on engagement of Thai older persons in civic activities. Policy implications on the role of the government to promote active ageing are discussed.
