Abstract

The increasing global competition, worldwide economic and political uncertainities, and continuously changing dynamics in business environment require companies act differently and differentiate via smart strategies in order to have sustainable operations, growth, and profitability. Therefore, firms should be more agile, creative, and adaptive in planning and strategizing their mid- to long-term business objectives.

In that regard, for the last decade globally many firms across all industries seek opportunities to utilize benefits of digitalization. Lately, COVID-19 has also accelerated companies' efforts and investments in digital platforms.

Today, supply chain and procurement functions are expected to have a strategic role for organizations contributing to management decisions. The digital transformation in procurement is promising to enhance and lean the total workflow of operations. Data analytics, artificial intelligence, robotics, and other emerging digital technologies are all highly powerful tools supporting strategic supply and supplier management, providing predictability for demand planning as well as value-based negotiation power to buyers.

On the other hand, there are still challenges and conflicts throughout this transformation process. Level of technological maturity, infrastructure and investment decisions, expertise and competency of procurement professionals, cultural adaptation, and compliance of related stakeholders are some of the key barriers that are addressed with a unique model in this chapter.

Digital era offers a lot of advantages to firms to improve their procurement facilities and practices while it may still take time both for the technologies to fully evolve and also for companies to adapt and embrace digitalization on their benefit.

Abstract

Due to the scope of procurement in the public sector, public procurement policy has the potential to shape the behavior of market actors and promote the growth of businesses with socially relevant characteristics. This chapter looks at the public procurement process in South Korea as well as the implementation of the country’s e-procurement system. Public procurement is vulnerable to corruption in various ways, and Korea’s KONEPS e-procurement system has reduced corruption in the procurement process by increasing transparency, the persistence of data, and the probability of detecting irregularities. Second, this chapter explores how Korea has increasingly incorporated sustainable procurement principles into procurement policy, attempting to foster innovative and environmentally friendly companies, as well as those led by individuals belonging to socially disadvantaged groups. The chapter concludes with a discussion of some of the historical and organizational factors underlying Korea’s successes in public procurement in order to better understand the extent to which currently developing countries can draw upon the Korean case to improve their own procurement policies.

Abstract

The aim of the chapter is to compare Public–Private Partnership (PPP) healthcare investments in developed countries with those in emerging economies, analysing the sustainability issues of health-led growth. Healthcare PPP best practices in developed nations represent a template that catching-up economies may follow with local adaptations. A comparison starts from the UK case and then examines the Turkish experience as an ideal bridge between advanced and developing countries. Healthcare investments are a primary social infrastructure, with a deep impact on poverty alleviation. Demand for the infrastructure necessary to provide healthcare services has increased substantially in developing and emerging economies due to rapid economic growth, industrialization and urbanization, while public supply is limited by budget constraints. PPP best practices provide a global benchmark (World bank, 2015b). Integrated supply and value chains and management of viability milestone improve healthcare PPP sustainability and bankability. Different legal frameworks and funding issues are not thoroughly investigated. Careful customization and local fine-tuning of best practices require further scrutiny. Homogenization of best practices improves comparison of different projects, fostering competition and easing cross-border investments, accompanied by knowledge transfer, sharing and consequent value co-creation. Best practices improve value for money, bankability and resilience of PPP investments, with potential benefits for healthcare services and quality of life. This chapter makes an innovative and comprehensive comparison of healthcare PPP projects worldwide, looking for a common denominator of value-enhancing rules and resilient pro-growth strategies.

Existing studies relating to value management in developing countries reveals that the Nigerian construction industry is also facing the challenge of not fully adopting value management practice into construction, let alone other sectors of the system. The introduction gives the correlation between sustainability and value management as techniques vital to the development of construction in Nigeria. The relative importance of value management is said to give an overview of the new advantages the practice brings to parties involved in an identified project concerned with using value management. Requirements, challenges and behavioural elements pertaining to value management in the Nigerian construction industry summarize the concerns with the application of value management in the country.
